Delaware County Sheriff’s Investigators today arrested 30-year-old Johnny Uhl, an inmate at the Delaware County Correctional Facility. UHL was charged with one count each of Promoting Prison Contraband and Criminal Possession of a Controlled Substance, for possessing crack cocaine inside the Jail. Uhl remains incarcerated, he was recently arrested in connection with a Meth Lab operating in the village of Walton in January, he faces arraignment on the new charge in the Town of Delhi Court at a later time.

A Village of Oxford resident was arrested by the Chenango County Sheriff’s on an active Arrest Warrant for 3rd degree Assault. Deputies arrested 39-year-old David Anderson on an active arrest warrant issued from Village of Oxford Court. Anderson was arraigned in the Village of Oxford Court & he was remanded to the custody of The Chenango County Sheriff’s Office in lieu of $1,500 cash bail. Anderson is to re-appear in the Village of Oxford Court at a later date.

A City of Syracuse resident was arrested by the Chenango County Sheriff’s Office for Unlawful Possession of Marihuana and Aggravated Unlicensed Operation 3rd Degree. Deputies made traffic stop operated by 42-year-old Tomas Rouse, in the Town of McDonough for failure to keep right. Rouse was allegedly operating a motor vehicle with a suspended license, he was also found to possess marihuana. Rouse was arraigned in the Town of McDonough Court and released. Rouse is to reappear in the Town of McDonough Court at a later date to answer to his charges.

The Chenango County Sheriff’s Office arrested a Town of Pharsalia woman for Driving While Intoxicated. Deputies responded to an accident on County Road 47 in the Town of Pharsalia, where 48-year-old Mary Blaylock was allegedly operating the vehicle while intoxicated. Blaylock was released to a sober third party and is to appear in the Town of Pharsalia Court at a later date.

Several area fire departments responded Monday Afternoon to as brush & grass fire at 227 Garlick Road in Afton. The fire was knocked down in about an hour, no injuries were reported.

Governor Cuomo today announced the New York State Department of Health will offer advanced lab testing for individuals with symptoms who have travelled to areas where Zika virus infection is ongoing. This will be done by the Wadsworth Center – one of only three state laboratories in the nation with the ability to conduct this kind of advanced testing – and will also include screening and confirmatory tests for antibodies against Zika and other related viruses. Additionally, the state has launched a new information hotline (1-888-364-4723) for New Yorkers to call and learn more about the virus.

State Police investigated a 1-vehicle rollover accident on I-86 in the Town of Windsor late Thursday night. 22-year-old Andrew Fuerteperez of The Bronx drifted off the roadway in his SUV & rolled over into a ditch. The rear seat passenger, 19-year-old Darien Frias of The Bronx was ejected, as he did not have his seat belt on. He was transported to Wilson Hospital with skull fractures & died from his injuries Friday. The front seat passenger, 19-year-old Samantha Figueroa of The Bronx suffered a shoulder injury, Fuerteperez was transported to Wilson Hospital with a head laceration, he was treated & released. The investigation is continuing.

State Comptroller Tom DiNapoli’s office conducted an audit of Otsego County’s rising costs for those needing temporary housing. Officials house individuals in motels for $50 a night and families in the Shelter for $75 a night per individual without a discount for families. DiNapoli’s office recognized that external factors contributing to the difficulty in finding reasonably priced permanent housing within the County, such as the decline in the economy, 2 local colleges with students using off-campus housing and the increase in tourism due to the baseball camps in the Cooperstown and Oneonta areas. The Comptrollers recommendations include collecting relevant data necessary to monitor The program’s performance, Evaluate the use of the Shelter to determine if it’s meeting their goals in a cost-efficient manner & Contact neighboring counties to identify critical differences in the strategies employed for temporary housing.

Governor Cuomo announced that 76West is now accepting applications for innovative, clean-energy businesses to locate or create jobs in the Southern Tier. The competition includes 4 years of annual $1 million grand prizes, to create jobs, attract entrepreneurs and support the Governor’s Reforming the Energy Vision strategy. Each year, 76West will distribute a total of $2.5 million in prizes, consisting of a $1 million grand prize, one $500,000 award and four $250,000 awards. State Police Arrested 22 year old Anthony Viviano of Deposit for driving while ability impaired by drugs, unlawful possession of marihuana and other traffic tickets. The arrest occurred after troopers received a report of pickup truck possible being driven by an intoxicated person on State Route 79 in the Town of Colesville. The trooper located the pickup truck a short distance away in a ditch, Viviano was found to unlawfully possess about seven grams of marihuana. He consented to a test of his blood for drugs at Wilson Hospital, the lab results are pending. Viviano was issued tickets returnable to the Town of Colesville Court on February 3rd.

The Chenango County Sheriff’s Office arrested 34-year-old Jodi Babcock of Bainbridge, who was stopped for operating a suspended vehicle, aggravated unlicensed operation of a vehicle, and loud exhaust. During the course of the traffic stop hypodermic needles & heroin were found. Babcock is accused of possessing the heroin with intent to sell, she was also wanted on a bench warrant by the City of Norwich Court. Babcock was charged with Criminal Possession of a Controlled Substance, along with vehicle and traffic violations. She was arraigned in the Town of Bainbridge Court and remanded to the Chenango County Correctional Facility on $5,000 cash bail. The Sheriff’s Narcotics Division and Village of Sidney Police Department assisted with the Investigation.

The State Department of Health today confirmed 2 additional cases of Zika virus in New York, bringing the total to seven. All of the infected patients are travelers returning to New York from countries where Zika virus is ongoing. Zika virus cannot be transmitted by casual person-to-person contact. Infected mosquitoes primarily transmit Zika virus, there is very limited chance of local transmission in New York during the winter. pregnant woman who have traveled to a country where Zika is ongoing, & are experiencing fever, rash, joint pain, or conjunctivitis, should contact their health care provider. The Avon Breast Health Outreach Program has awarded a $60,000 one-year grant to Chenango Health Network to increase awareness of the life-saving benefits of early detection of breast cancer and to assure that women in Chenango County are screened and receive follow-up care. Chenango Health Network’s Every Woman Counts in Chenango County Campaign is a local community-based effort to encourage and help women to have breast cancer screenings. With peak flu season right around the corner, and an increase in the number of flu cases reported statewide, the State Department of Health reminds New Yorkers that it’s not too late to get their annual flu shot. Flu season occurs primarily from October through May. The current season has been mild so far but cases are on the increase, with 369 flu-related hospitalizations in the State. Over the last 4 years, there have been a total of 26 pediatric flu deaths in New York and an average of more than 7,767 flu-related hospitalizations per year. 82 school districts have been designated as fiscally stressed under New York State Comptroller Tom DiNapoli’s Fiscal Stress Monitoring System, for the fiscal year ending on June 30th 2015. The 8 school districts were classified in “significant stress” none of those were in the local tri-county area.   The 2nd level, entitled “Moderate Stress” included the Unatego School distinct, The Cooperstown district was listed as susceptible to fiscal stress. School districts found to be in fiscal stress are operating with low fund balances, a pattern of operating deficits and limited cash on hand & are more likely to have a shrinking property tax base, low budget support and a low graduation rate.

Governor Cuomo today announced $11 million is available to protect soil and water resources through the Agricultural Nonpoint Source Abatement and Control Program. These grants will assist farmers in implementing the best management practices to address water quality challenges in priority watersheds throughout New York State while increasing productivity and economic activity. The Delaware County Sheriff’s Department & State Police announced that 7 people were sent to jail on felony drug charges following the discovery, dismantling and clean-up of an active meth-lab at 116 East Street in the Village of Walton Tuesday night. Police executed a search warrant, 7 adults and 3 children were removed, and the children were provided medical evaluation for potential contamination of toxic chemicals and were placed into emergency foster care. Police seized an active meth lab, prescription medications, cocaine, marijuana and public assistance benefit cards. Sheriff’s Investigators arrested James Nash, of Walton; Amanda Bicknell, of Walton; James Klinegardner of Tennessee, Brooklyn Alford of Walton; Tammy Lewis, of Walton; Johnny & Emily Uhl of Swan Lake, on a variety of drug charges plus Endangering the Welfare of a Child. All 7defendants were returned to the Delaware County Jail on $150,000 cash bail or $300,000 property bond.

State Attorney General Eric Schneiderman today issued a consumer alert following a recent uptick in local reports of telephone scammers posing as officials from the Internal Revenue Service. The scams target seniors, students, and first-generation Americans, the caller claims to be an IRS agent, police officer, or even a member of the Attorney General’s Office, they tell the victim that unless the debt is paid immediately, they will be arrested & they will insist on payment through a Green Dot Card Money Card or Western Union Money-Gram. The IRS and Legitimate Government Agencies Never Demand Payment by Phone, the Attorney General’s office also reminds residents to never give out personal information over the phone to unsolicited callers.

The Department of Corrections and Community Supervision & the State Department of Civil Service will be holding an exam for its latest correction officer recruitment effort. While the exam will be held on April 9th, the application deadline for this examination is February 24th. Delaware County Sheriff’s Deputies arrested a Davenport man following their investigation of domestic incidents that occurred on the evening of January 19th and the morning of January 20th, but were not reported until later on January 20th. Deputies arrested and charged 39 year old Lewis Bassett of Davenport, with two counts of criminal obstruction of breathing or blood circulation and two counts of endangering the welfare of a child,  Bassett was arraigned in the Stamford Town Court he was released on his own recognizance pending future court proceedings.

State Police arrested 32 year old Darilyn Cabrera of Rochester for aggravated unlicensed operation of a motor vehicle. Troopers reported that Cabrera failed to move over as she drove past a trooper responding to a roadside issue on State Route 17 in the Town of Hancock. Cabrera was found to have 25 suspensions on 15 different days& she was wanted on an active bench warrant for assault in Newburgh. Cabrera was arraigned & was remanded to the Delaware County jail on $1,000 cash bail or $2,000 property bond pending future court action.

Delaware County Deputies arrested and charged 37 year old Julia Coan of Oneonta Sunday, for Driving While Ability Impaired by Drugs and felony Aggravated DWI with a Child. Coan was arrested following a one-car personal injury motor vehicle accident on State Highway 28 in the Town of Meredith involving Coan who is accused of driving in an impaired condition with a child less than seventeen years old within her vehicle. Deputies were assisted in their investigation by a Sidney Village Police Department. Coan was issued tickets and released on her own recognizance to return to the Town of Meredith Court on February 3rd.

The State Department of Labor today released preliminary local area unemployment rates for December 2015. The State’s unemployment rate stayed at 4.8% in December, Locally, Chenango County had 5.1% unemployment, Delaware County had 5.5% and Otsego County 4.9% in December.

New York State of Health is encouraging uninsured New Yorkers to enroll in a plan by January 31st. More than 2.7 million people are enrolled in health insurance through NY State of Health, including 1.9 million enrolled in Medicaid, and 827,000 enrolled in non-Medicaid coverage. Consumers who do not enroll in a QHP by January 31 will be unable to enroll in a QHP for the remainder of 2016 unless they have a qualifying “life event” such as marriage, losing employer coverage or, under a new law that takes effect this year, they become pregnant. Enrollment in Medicaid, Child Health Plus and the Essential Plan, which is new in 2016 for lower income New Yorkers, is open all year.

State Police arrested 30-year-old Anthony Torres of Oneonta for 3rd degree assault and criminal obstruction of breathing or blood circulation. Troopers responded to a 911 report of a dispute at a home on County Highway 11 in the Town of Laurens. An investigation determined that during a physical argument with his girlfriend Torres pushed her down and choked her. Torres was arraigned at the Town of Laurens court and was released without bail required. His next court date is pending.

Lawyers for former State Senate Majority Leader Dean Skelos and his son Adam filed a motion in federal court requesting to have their convictions tossed out and a new trial granted. Both were convicted of bribery, extortion and conspiracy charges back on December 11th, Dean Skelos was found to have used his political influence to arrange payments and jobs for his son. They are scheduled to be sentenced on March 3rd.

According to the federal Centers for Disease Control and Prevention, heroin deaths have quadrupled in the decade between 2002 and 2013, and according to the federal Drug Enforcement Agency, New York accounts for about 20% of federal drug seizures every year.

State Police arrested 35 year old Andrew Adams of Oneonta for 2nd degree Assault, 4 counts of aggravated driving while intoxicated with children under the age of 16, 4 counts of endangering the welfare of a child, Driving while ability impaired by drugs, plus harassment & several other traffic violations. This arrest occurred after an Otsego County 911 report of an erratic driver on Interstate 88 westbound who crashed into a guide rail near mile marker 33 in the Town of Sidney. Adams had his four children ages 8-12 in his car with him, with No injuries were reported. Adams also became disorderly and punched at troopers during processing. Adams was arraigned at the Town of Sidney court and was remanded to the Delaware County jail in lieu of $7,500 cash bail or $15,000 property bond. His next court date in the Town of Sidney is on February 26th.

The Otsego County Sheriff’s Office arrested 32 year old Jeremy Morris of Oneonta & 24 year old Amanda Tolbert of Oneonta on a variety of charges in Cooperstown on January 13th. Morris was driving without a license, when he was stopped deputies found hypodermic needles, drug packaging materials, two firearms & ammunition, he was also accused of selling heroin in Oneonta. Morris was charged with Possession of a hypodermic instrument, Criminal possession of a weapon, Criminal contempt, aggravated unlicensed operation of a motor vehicle, & Criminal sale of a controlled substance, he was returned to the Otsego County Jail on $50,000 cash bail and $100,000 bond. Tolbert was charged with possession of a hypodermic instrument & she was wanted on an active Family Court arrest warrant. Tolbert was arraigned in the Town of Otsego Court and taken to the Otsego County Jail on $1,000 cash bail.

36 year old Rafael Figueroa, of Saugerties was convicted Friday of felony drug trafficking following a trial in Delaware County Court. The jury deliberated for about 30 minutes before reaching its verdict, Figueroa was found guilty of 3 felony charges of Criminal Sale of a Controlled Substance for trafficking of cocaine into Town of Middletown. Figueroa was remanded to the Delaware County Correctional Facility without bail pending sentencing.

Otsego County Sheriff’s Department along with other law enforcement agencies arrested 45 year old Harry Edmond of Oneonta on a variety of drug charges. Edmond is accused of selling marijuana and crack cocaine; He attempted to flee when officers executed a search warrant. Officers seized 9 1/2 pounds of processed marijuana, a small quantity of crack cocaine, an electronic digital scale, a stun gun and $16,852 in cash. Edmond was charged with criminal possession of a controlled substance, criminal possession of marijuana, criminally using drug paraphernalia & criminal possession of a weapon.

State Police investigated the report of a forcible rape in the Town of Union. 31 year old Joseph Mancini of Endwell was arrested for 1st degree Rape & Criminal Sex Act; Mancini was arraigned in the Town of Union Court and remanded to the Broome County jail without bail.

Hartwick College President Margaret Drugovich said that the idea stemmed from a Hartwick student working as an intern at Brewery Ommegang in Cooperstown 3 years ago, it snowballed into the $250,000 legislative grant that led to the establishment of the Center:

Delaware County Sheriff’s Deputies arrested a Walton man Thursday following their investigation of an accident on State Highway 10 in the Town of Delhi. 61-year-old Darren Pilch of Walton is accused of driving at an excessive speed when he lost control of his vehicle, which left the roadway and over turned. Pilch was transported to O’Connor Hospital in Delhi, the investigation revealed that Pilch was intoxicated at the time of the accident and had been convicted in February 2015 of Driving with .08% or more Blood Alcohol Concentration. Deputies charged Pilch with 1 count of felony DWI, reckless driving, failure to keep right, moving from lane unsafely, speed not reasonable and prudent and unlawful possession of marihuana. Pilch was arraigned and was remanded to the Delaware County Jail on $1,000 cash bail or $2,000 bond pending a future court appearance.

State Police at Binghamton responded to a 3 vehicle accident with a fatality on Interstate 81 northbound; near exit 2, in the Town of Kirkwood Thursday 37 year old Clever Agudo of Flushing was driving a tractor trailer when he struck the rear end of a Chevrolet Cobalt driven by 27 year old Kyle Shaffer of Endicott. Shaffer’s car struck the rear of a conversion van being driven by Theresa Mandigo, of Fort Edward, and then went off the shoulder of the roadway. Shaffer was pronounced deceased at the scene, no other injuries were reported, the investigation is continuing.
