A state appeals court denied Peter Wlasiuk’s appeal of his 2012 conviction, he has been convicted of the murder 3 times, twice before he was granted a new trial, he will not get a 4th trial. Wlasiuk will continue to serve the 25 years to life sentence for killing his wife Patricia & then staging a Motor Vehicle accident into Guilford Lake to cover up the murder in the family’s Oxford home in 2002.

34-year-old James Oliver of Mount Upton has been charged with first-degree criminal sexual act for allegedly abusing a young girl. Oliver is a level 2-sex offender, he was convicted in 2005 for sexual misconduct to a 15-year-old girl, the latest alleged victim is 7. Oliver is being held at Otsego County Jail on $15,000 cash bail or $30,000 bond.

State Comptroller Tom DiNapoli released a report showing that Overtime pay at state agencies jumped for the 6th straight year to a record $716 million in 2015 – up nearly $55 million from the year before. The majority of overtime use was concentrated in three agencies: the Office for People with Developmental Disabilities, the Department of Corrections, and the Office of Mental Health accounted for 65.3 percent of the overtime hours.

The Chenango County Sheriff’s Office arrested 23-year-old Sabrina Silfee of Coventry on an active Arrest Warrant for Conspiracy, Petty Larceny and Endangering the Welfare of a Child. Silfee is accused of a larceny in December at the Norwich Wal-Mart, of 3 televisions and other merchandise by 2 people. The male subject was later identified to be Willie Mays Jones Jr. of Johnson City, who was arrested last month, the 2 were also found to have a small child with them at the time of the alleged larcenies. Silfee was arraigned in the Town of Norwich Court and is to reappear at a later date.

Chief Hood said that Sidney Police & other Law Enforcement agencies are being aggressive at trying to catch those trafficking heroin & opioids into the region, and also to try to get help for those who have become addicted to those drugs.

Governor Cuomo today announced a proposal, to be introduced this legislative session, which allows teens with HIV to receive treatment without requiring parental consent. Under state law, minors generally cannot consent to medical care. The Governor’s proposal adds HIV to the list of exceptions in order to increase treatment for minors that may be affected with HIV – preventing infection and ultimately saving lives. In 2013, there were 141 newly diagnosed HIV cases in New York State among 13 to 19 year olds, and 951 people in this age group living with the virus.

State Police are currently looking for 54-year-old Carolyn Weeks of Newfield in Tompkins County. Weeks was last seen leaving her workplace at the Titus Towers in Ithaca, Tuesday afternoon at 3:00 PM, she is described as a white female who is 5ft 7in tall, medium build, with long curly brown hair and brown eyes, wearing a tan winter medium length jacket, black scarf with a cream colored paisley pattern, as well as blue nursing pants and dark colored clogs. State Senator Jim Seward announced that the Joint Senate Task Force on Heroin and Opioid Addiction will be in the Otsego County, Tuesday, February 23rd, at SUNY College in the Hunt Union Ballroom. State Health Commissioner Dr. Howard Zucker today declared influenza is prevalent across New York State. Health care workers who are not vaccinated against influenza must now wear surgical or procedure masks in areas where patients are typically present. So far this season in New York, 817 flu-related hospitalizations have been reported, and no reports of pediatric deaths from flu. Flu season occurs primarily from October through May, often peaking in February. It is not too late to get vaccinated and there are ample amounts of the vaccine available. This year’s strain covers the most common circulating strains for the flu.

Delaware County Sheriff’s deputies arrested of 4 Walton men on felony drug possession charges following a vehicle stop in Walton Tuesday afternoon. Deputies stopped a vehicle for traffic violations; they discovered and seized 82 bags of heroin, over $14,000 in cash, prescription narcotics, marihuana, a hypodermic instrument, drug paraphernalia & 4 State Public Benefit Cards. Charged were Nathan Williams, Adam Green, Patrick Ladd, and Eric Black, for Criminal Possession of a Controlled Substance with Intent to Sell, Green was additionally charged with Unlawful Possession of Marihuana. Williams was additionally charged with Speeding, operating a Motor Vehicle with an Obstructed View and other violations. All 4 were arraigned and were remanded to the Delaware County Jail on $150,000 cash bail pending future court action.

The fire that occurred on Monday at 22 Benton Avenue, in the Village of Walton that claimed the life of Phillip Kirk has been ruled as accidental. Fire investigators from Delaware County Emergency Services, Delaware County Cause & Origin Team, Delaware County Sheriff’s Office and New York State Office of Fire Prevention and Control concluded that the fire was caused by an unattended cigarette on a couch in Kirk’s apartment. Residents from the other 3 apartments in that building were able to safely exit their homes once the fire was discovered. The structure has been declared a total loss due to extensive smoke & water damage.

Governor Cuomo today announced that a report by the State Department of Labor details the impact of a $15 minimum wage for New York workers and their families. The report stated that 2.3 million New Yorkers would earn higher wages and as a result, increase spending power by more than $15.7 billion across New York State. The Governor is urging the State Legislature to pass his phased-in minimum wage proposal this session. State Police arrested 23-year-old Dylan Debrock of the town of Maryland, for DWI. The arrest occurred after a trooper responded to an erratic vehicle spinning its tires on Valley View Estates Road in the Town of Milford. The trooper located the 1995 Ford Thunderbird stuck just of the roadway with Debrock standing on the hood. An investigation determined that he was driving while intoxicated when his car slid off the roadway became stuck. Debrock was issued tickets returnable to the Town of Milford on February 16,

Small grants have led to possible breakthroughs in treating veterans suffering form Post Traumatic Stress Disorder. State Senate John Bonacic explained the treatment at a mental Hygiene Budget Hearing in Albany recently.

State Attorney General Eric Schneiderman’s Office has returned more than $2.5 million in compensation to New Yorkers last year, through the state’s Lemon Law Arbitration Program. $2 million was refunded to 53 consumers who bought a new car and claimed their car was a lemon; the attorney general’s office refunded more than $450,000 to 26 additional consumers.

Oneonta Police responded to a report of a residential burglary in progress on Elm Street. officers were met outside by the homeowners who reported that the suspect was still inside the residence, officers discovered a man exiting the house through a first floor window, the suspect resisted arrested & was identified as 21 year old Paul Dorego Jr, of Sag Harbor. The subsequent investigation revealed that Mr. Dorego had entered the residence through the back door after breaking two windows. Dorego was charged with 2nd degree Burglary, Criminal Mischief & Resisting arrest, he faces court action shortly.

Governor Cuomo today announced that the Unemployment Insurance reforms in 2013 have resulted in additional savings for New York State employers in terms of their State Unemployment Insurance contributions. Employers have already saved an estimated $200 million through the early repayment of federal debt with each saving, on average, an estimated total of $1,200 or $84 per employee. As a result, the Unemployment Insurance contribution rate schedules have been adjusted downward, reducing costs and saving employers up to an additional $42.80 per employee.

35-year-old Anthony Thompson of Binghamton faces an animal cruelty charge for allegedly neglecting 7 dogs on a property in Chenango County. 7 pit bulls were saved from the property in North Norwich; all of the dogs are now in the state’s custody & are being treated at an animal clinic in Norwich. Thompson is currently in custody & faces court action shortly.

State Police arrested 60-year-old Sandra Simmons of Port Crane for the felony of aggravated DWI with a B.A.C. result of .23% plus other traffic violations. The arrest occurred after a Broome county 911 report of an erratic driver in Johnson City. Simmons was arraigned & was remanded to the Broome County jail with no bail set at this time. Her next court date in the Village of Johnson City is pending.

Annual local sales tax collections declined in 30 of the 57 counties outside of New York City last year, according to a report issued today by State Comptroller Tom DiNapoli. Total collections across the state grew by 3.6% in 2015, but the increase was nearly exclusively driven by New York City. Elsewhere, growth in local sales tax collections was a mere 0.7%. 10 counties experienced a decline of more than 3%, including Delaware County.

State Police arrested 22-year-old Joel Ramos for unlawfully fleeing a police officer in a motor vehicle & other traffic violations and 19-year-old Joenrique Torres, both from Lancaster, Pennsylvania, for tampering with physical evidence. The arrests occurred after a pursuit that started when a Chevy HHR failed to stop for speeding and continued southbound on State Route 12 in the Village of Oxford, with Ramos driving at speeds up to 105 miles per hour. Torres is accused of throwing drug paraphernalia out of the car. The pursuit ended after Broome County Sheriff Deputies deployed stop sticks at the Broome and Chenango county line on State Route 12. Ramos and Torres were arraigned in the Town of Oxford court and were remanded to the Chenango County jail on $5,000 cash bail or $20,000 property bond pending court action in the Town of Oxford today. The investigation is continuing & additional charges are pending.

Firefighters in Walton, Delhi & Trout Creek responded to a fire at about 3:50 this morning on the 2nd floor of 22 Benton Avenue in Walton today. 66-year-old Phillip Kurt was found deceased on the 2nd floor by firefighters, the cause of the fire is under investigation.

Governor Cuomo today announced $35.3 million in grants for capital projects at higher education institutions across the state. This funding is from the Higher Education Capital Matching Grant Program, which provides matching grants to private colleges and universities for the construction, rehabilitation or repair of classrooms, laboratories and other facilities. Delaware County Sheriff’s Deputies arrested 23-year-old Christopher Kern of Walton New York, for aggravated unlicensed operation of a motor vehicle, unlicensed operator, operating a motor vehicle with defective breaks, operating a motor vehicle with an open container of an alcoholic beverage inside. Deputies say this arrest was a result of a one-car motor vehicle accident in the Town of Hamden, Kern was released on traffic tickets returnable to Hamden Town Court at a later date.

State Police updated details about the Otsego County 911 call Thursday Morning at Stericycle in Oneonta. 68-year-old John Murphy of Oneonta had attempted to walk between a tractor-trailer and a loading dock, unaware that the vehicle was backing up, and was fatally struck. Otsego County Coroner Terry Knapp ruled the cause of death was severe trauma. The investigation is continuing.

The Broome County Sheriff’s Office arrested 35-year-old Qulon Cooper of Johnson City Saturday afternoon. Deputies found Cooper to be in possession marijuana, Hydrocodone pills and over 100 packets of heroin. Cooper was charged with criminal possession of a controlled substance, unlawful possession of marijuana, aggravated unlicensed operation of a motor vehicle and a window tint violation. Cooper was arraigned & was taken to the Broome County Jail without bail, pending county court action.

Sidney Police Department arrested 62-year-old Thaddeus David of Oneonta, and 37-year-old Lisa Dougherty of Sidney, for Criminal Possession of a Controlled Substance, & criminal possession of a controlled substance with intent to sell, following a traffic stop Thursday night. Police officers located and seized 100 packets of heroin; David and Dougherty were arraigned in Sidney Village Court. David was remanded to the Delaware County Correctional Facility without bail, Dougherty was remanded to the Delaware County Correctional Facility on $250,000 cash bail or $500,000 secured bond. Sidney Police Officers were assisted by members of the Delaware County Sheriff’s Office, K-9 “Ozzie”, Delaware County Probation, State Police and State Parole division.

State Police and local law enforcement agencies statewide will crack down on impaired driving during Super Bowl weekend tomorrow until midnight Sunday. The STOP-DWI campaign will include underage drinking enforcement, along with increased patrols and sobriety checkpoints to deter, identify, and arrest impaired drivers. Last year, State Police made 31 impaired driving arrests and issued more than 1,000 tickets, while county crackdowns resulted in more than 100 DWI and DWAI arrests and nearly 1,100 tickets being issued.

State Police responded to the report of a Loading Dock Accident at Stericycle on Lower River Street in Oneonta Thursday Morning. Troopers reported that John Murphy of Oneonta was killed at 5:19 AM; Workers were backing up a truck to offload material when Murphy became stuck between the trailer and the loading dock, causing him to be crushed. Murphy was killed instantly, and was pronounced dead at the scene.

22-Year-old Cassandra Goodspeed of Oneonta was arrested for allegedly possessing 9.6 pounds of marijuana following a burglary investigation. Goodspeed was charged with Criminal possession of marijuana & Criminal possession of a controlled substance, following a Police investigation of a Burglary at 73 Center Street Monday. Police seized concentrated cannabis, & 9.6 pounds of marijuana, & $2,377 in cash. The investigation into the burglary is ongoing.

Governor Cuomo today directed the New York State Department of Health to expand the free Zika virus-testing program for all pregnant women who have traveled to areas where the infection is ongoing, regardless of whether they exhibit symptoms. These actions follow Monday’s announcement of free testing for symptomatic individuals and an information line at 1-888-364-4723, for the public and healthcare providers to learn more about the virus.

State Police arrested 23-year-old Nicholas Degristina of Burlington Flats, for DWI & other traffic tickets, after troopers responded to the report of a motor vehicle accident with injuries on Otsego County Route 18 at State Route 80 in the Town of Pittsfield. Degristina is accused of failing to yield the right of way at a stop sign and crashing into a New Berlin Police. The Police Officer was transported to the Chenango Hospital for abrasions to his head and hands. Degristina was not injured; He was issued tickets for Town of Pittsfield Court on February 15th.

The Chenango County Sheriff’s Office arrested 2 Town of Lincklaen residents for operating a methamphetamine lab out of their home on County Road 13. The State Environmental Conservation Police were called in due to burn piles at the residence, which were evidence of a “one pot” methamphetamine operation. A search warrant was later issued & Methamphetamine and paraphernalia were recovered. 29-year-old Allyssa Jackson & 28-year-old James Kelly were arrested for Unlawful Manufacturing Methamphetamine, Unlawful Disposal of Methamphetamine Equipment, and Criminal Possession of a Controlled Substance, both were arraigned & were remanded to the Chenango County Correctional Facility on $20,000 cash bail.

David Sweat has been ordered to pay restitution of more than $79,000 & was sentenced to 3 1/2 to 7 years additional prison time for the escape from the Clinton Correctional Facility last year, along with Richard Matt. Both Matt & Sweat were on the run for 22 days last June, Matt was fatlly shot by Police on June 26th, Sweat was shot 2 days later and was captured after 22 days on the run. Sweat was originally sentenced to life in prison for murdering Broome County Deputy Kevin Tarsia in 2002.

Yesterday in Chenango County Court, convicted murderer Ganesh Ramsaran received the maximum sentence for attempting to bribe a corrections officer. Ramsaran is already serving 25 years to life for killing his wife, Jennifer, in December 2012. He pleaded guilty to 2nd degree bribery, which added 5 to 15 more years on top of the previous murder conviction. Ramsaran offered a corrections officer $100,000 to help him escape from the Chenango County Jail, the exchange was caught on surveillance video.

The City of Oneonta Police Department Detective Division & State Police BCI arrested 18-year-old Duquan Davis of Oneonta for 1st degree Robbery, 1st degree Burglary, Criminal use of a Firearm, 2nd degree Assault & Menacing, following an investigation into an incident in January. Details have not yet been released and the investigation is still ongoing.

The State Liquor Authority issued suspensions to Legends Filling Station at 84 Main Street and Choice Ultra Lounge at 3-5 Market Street, both in Oneonta. State officials received complaints of alcohol being served to under aged patrons; both were shut down on Saturday. Both establishments were fined $3000 last year for similar complaints.

The Oxford Police Department is continuing with a multi-step program to try to get help for those with heroin or Opioid addictions, rather than put them in jail for a short period, release them and repeat the cycle of dependency. Oxford Police Chief Richard Nolan Comments:

State Police at Oneonta arrested 47-year-old Donald Reutter of the town of Maryland, for felony DWI, Reutter was observed weaving while driving on State Route 7 in the Town of Oneonta. The arrest is a felony due to a prior conviction for DWI within the last 10 years. Reutter was arraigned in the Town of Oneonta court and was remanded to the Otsego County jail. His next court date in the Town of Oneonta is on February 25, 2016.

Oneonta Police investigated a burglary at 73 Center Street Monday night, following an investigation, the resident, 27 year old Alexander Coffran was charged with Criminal Possession of a controlled substance & criminal possession of marijuana, after 9.6 lbs of marijuana was recovered as police investigated the robbery call from that address. $300 worth of concentrated cannabis and $2,377 in cash was seized. The investigation into the burglary is ongoing.
