The Oneonta Police Department released their annual report for 2015, noting that they had fewer calls & made fewer arrests last year. The report showed that calls for service last year were 9,328 — down 6.8%, arrests totaled 735, down by 23.3% from 958 in 2014.The city’s Crime Report has no murders in the last two years, Rapes totaled 5 last year, & 8 in 2014, there were 6 robberies & 12 assaults last year. The sale of controlled substances totaled 36 last years, a 28.6% increase from 2014.

State police are investigating a fatal crash on Interstate 81 near state line this morning. Troopers reported that a 22-year-old man was headed north, near Exit 2, around 4:45 a.m., when he was hit by a tractor trailer and pushed into the ditch, the unidentified man was dead at the scene. Another vehicle was also involved in the crash, but only suffered minor damage and no one in that vehicle suffered injuries. The crash is still under investigation.

State Police arrested 37-year-old Jason Thomas of Oneonta for felony DWI, aggravated unlicensed operation of a motor vehicle & several other traffic violations. Thomas was observed failing to signal a turn at County Route 11A in the Town of Laurens. The arrest was a felony as Thomas has 2 prior convictions for DWI within the last 10 years. Thomas was arraigned at the Oneonta Town court and was remanded to the Otsego County jail on $1,500 cash bail or $3,000 property bond.

State Police arrested 22-year-old James Baxter of Bainbridge for 3rd degree Burglary, following the report of a theft of a chainsaw from a garage in the Town of Coventry. Troopers accuse Baxter of entering the garage without permission and taking a chainsaw valued at over $250. Troopers were able to recover the stolen chainsaw, Baxter was arraigned in the Town of Coventry court and was remanded to the Chenango County jail in lieu of $2,500 cash bail or $5,000 property bond, he faces court action on January 27th.

In December 2015, New York State’s private sector job count increased by 13,200, or 0.2%, to 7,880,000, a new record high, according to preliminary figures released today by the New York State Department of Labor. The statewide unemployment rate remained unchanged at 4.8% in December 2015, which is lower than the national unemployment rate of 5.0% in December 2015.

Property tax levy growth for school districts will be capped at 0.12% above current levels for the 2016-17 fiscal year, according to data released today by State Comptroller Tom DiNapoli. The tax cap includes a provision that allows school districts to override the cap with 60 percent voter approval.

The Oxford Police Department has teamed up with “Truth Pharm” to try a different approach to the growing heroin problem; they will be holding a free Narcan training session for anyone interested on January 28th at the Oxford High School at 5:30 PM. Oxford Police Chief Richard Nolan comments:

Chief Nolan said that they will also be holding another session in more detail for first responders in February, they are also receiving grant money to set aside an area for people struggling with addiction to come & talk with Police & Volunteers on how to get treatment to beat the heroin addiction.

Governor Cuomo today announced that the New York State Division of Human Rights has adopted new regulations that ban discrimination and harassment against transgender people. The regulations are effective today, and affirm that transgender individuals are protected under the state’s Human Rights Law. Governor Cuomo first introduced these regulations in October – marking the first time that any Governor has issued statewide regulations to prohibit harassment and discrimination on the basis of gender identity, transgender status or gender dysphoria.

State Police at Oneonta arrested 50-year-old Lisa Morse of Oneonta on 9 counts of petty larceny. The investigation determined that over the past 3 weeks, Morse allegedly stole property on 9 different occasions from the Oneonta Wal-Mart, totaling over $480. Morse was issued a ticket returnable to the Town of Oneonta Court on January 26th.

Governor Cuomo announced $2 million in new funding to support 50 new treatment beds to help New Yorkers with substance use disorders in upstate New York. The funding will support 50 new residential treatment beds in the Southern Tier, the Finger Lakes region or Western New York. The new residential treatment beds must be located in Areas such as Broome, Delaware, & other upstate Counties. The new beds will be in addition to recently announced funding for expansion of services at Fairview Recovery Services on Merrick Street in Binghamton which includes $3.6 million for a new 18-bed community residence offering substance use disorder treatment for women, and approval of new treatment capacity at Fairview’s existing Crisis Detox facility on Court Street.

Officials with the City of Norwich & Chenango County Emergency Operations Center are asking motorists to avoid the area of State route 12 in Norwich near the Dunkin Donuts, due to an accident. Delaware County Sheriff’s Deputies arrested 22-year-old Tyler Davis of Walton with 11 counts of Unlawfully Dealing with a Child, Endangering the Welfare of a Child and 1 count of 3rd degree Rape. Davis is accused of providing a number of youths with alcoholic beverages in Walton on at least 2 occasions recently, & for allegedly engaging in sexual acts with an underage female. Davis was arraigned & was remanded to the Delaware County Correctional Facility on $5,000 cash bail or $10,000 bond pending a future court appearance.

The New York State Department of Taxation and Finance announced that today, the income tax filing season is officially open. The Tax Department reminds New Yorkers that e-filing is the most secure way to file tax returns, Those due a refund will receive it up to twice as fast, compared with those who file on paper. Last year, 91% of New York taxpayers filed their income taxes electronically. Also, this year New York taxpayers have a few extra days to file their tax returns as the deadline is Monday, April 18th due to Emancipation day in Washington, DC on Friday April 15th, which pushes the filing deadline to the following Monday for most of the nation. State Police arrested 63-Year-old Thomas Hopkins of Harpursville for aggravated driving while intoxicated with a B.A.C. result of 3 times the legal limit at .24%. Hopkins was observed not using a turn signal as he drove on State Route 79 in the Town of Windsor, Hopkins was issued tickets returnable to the Town of Windsor Court on January 26th.

Attorney General Eric Schneiderman today announced an agreement with Amphastar Pharmaceuticals, to extend a price cut for naloxone, which is the antidote to reverse an opioid overdose, for all agencies in New York State for the next year. The contract stipulates that Amphastar will cover a $6 rebate per dose, which will also automatically increase, dollar-for-dollar, to match future growth in the wholesale price.

A new law takes effect today that will expedite access to critical information in missing child cases. It specifies that Child Protective Services records can be released to expedite an investigation when law enforcement is investigating a missing child and there is reason to believe that a parent, guardian, or other person legally responsible for the child is the subject of a report of child abuse or maltreatment. If CPS denies the request, law enforcement agencies can request an administrative review by the state Office of Children and Family Services, which would then have the ability to overturn a decision by the county CPS. The law was created in response to a tragic child abuse case in Albany County

The Walton police department responded to the report of a pedestrian being hit by a vehicle Thursday night. Walton police reported that 31 year old Chad Stadler of Walton was hit by a vehicle driven by 51 year old Bryan Mead of Walton at about 8:00 PM Thursday, he was taken to Wilson Medical Center in Johnson City, where he died from his injuries.

The New York State Department of Agriculture and Markets, New York Farm Bureau and New York Center for Agricultural Medicine and Health have announced the establishment of a fund to help New York farmers enhance safety on the farm. The Chenango County Sheriff’s Office concluded their investigation off last week’s 2 vehicle crash on State Highway 12 in the Town of Sherburne. The accident occurred at about 10:23 am. Lance Yerton of Sherburne was Southbound on State Highway 12, when a vehicle operated by 69 year old Larry Cooley of Sayre Pennsylvania crossed the center line and struck Yerton’s vehicle. Cooley was pronounced dead at St. Elizabeth’s Hospital in Utica, Yerton was also transported to St. Elizabeth’s Hospital with face and leg injuries. It appears that Cooley suffered a heart attack prior to the crash which caused him to cross the center line into Yerton’s lane.

Delaware County Public Health sent a raccoon found in the Town of Hamden for testing to the State Rabies Lab, it tested positive for rabies. There were no human exposures reported. A total of three animals tested positive for rabies in 2015; this is first animal of 2016 to test positive for rabies in Delaware County. Jury selection will begin July 5th for Almond Upton’s murder trial in Broome County Court. Upton is accused of intentionally driving into State Trooper Christopher Skinner as he was conducting an unrelated routine traffic stop on I-81 In the town of Chenango on May 29, 2014. Upton pleaded not guilty to an indictment of 11 charges, he is being held in the Broome County jail without bail.

The American Red Cross has an urgent need for blood and platelet donors. Donations are needed now to help prevent a shortage, following lower than normal collections during the holiday season. Governor Cuomo called for a state constitutional convention, to give New Yorkers the chance to reform their state government.

Voters would decide in 2017 whether to hold a constitutional convention, where they could revise the rules under which government operates. Cuomo said that he wants to include $1 million in the state budget to create a non-partisan commission to look into holding a constitutional convention.

A Town of Bainbridge resident was arrested by the Chenango County Sheriff’s Office for 1 Count of Sexual Abuse & 1-Count Endangering the Welfare of a child. 19 year old Cody Rowe was arraigned in the Town of Guilford Court and remanded to Chenango County Jail on $250 cash bail; he is accused of subjecting a 13 year old female to sexual contact in September 2015.

A Village of Oxford resident was arrested by the Chenango County Sheriff’s Office for Criminal Mischief. 49 year old is accused of intentionally striking 2 of the victim’s parked vehicles on January 4th on New Virginia Road in the Town of Oxford. Rheinhaeimer was arraigned in the Town of Oxford court and was released on his own recognize. Rheinhaeimer is scheduled to appear in the Town of Oxford Court at a later date.

Firefighters in Unadilla responded to a Structure Fire at Prentice Gorge Road Wednesday afternoon. The fire was called in by the owner at about 1:00 PM, all occupants escaped without injury, but the house was a total loss. Firefighters from Unadilla, Otego, Wells Bridge & Gilbertsville responded, with no injuries reported.

The State Department of Health today announced an agreement with CVS/pharmacy that will help prevent opioid overdose deaths in New York State. This agreement is already in effect, it authorizes 479 CVS pharmacy locations across the State to provide naloxone to their customers without a prescription. Pharmacists are currently receiving training and ordering naloxone for their stores. Naloxone reverses opioid overdoses, When administered either through injection or by nasal spray, naloxone temporarily blocks the effects of opioids, allowing a stricken individual to regain consciousness and resume normal breathing.

A Johnson City man has been arrested for endangering the welfare of a child after Narcan was administered for a heroin overdose. Broome County Deputies responded to a residence of 36-year-old Eric Purdy for 2 adults who were unresponsive possibly due to a drug overdose. The residence was also occupied by 3 children, 1 of the children called their mother for help when Purdy would not respond. Purdy and another adult male were found unresponsive; Purdy woke up, while the other adult male required Narcan. Purdy is charged with 3 counts of Endangering the Welfare of a Child, he faces court action at a later date.

Governor Cuomo reminds out-of-state snowmobile enthusiasts that Martin Luther King, Jr. weekend will be a free snowmobiling weekend in New York State. From Saturday January 16 to Monday the 18th, state registration requirements, including DMV fees, will be waived for properly registered and insured out-of-state snowmobilers. Outside of this limited time event for out-of-state snowmobilers, every sled must have a valid New York registration. More details are available through the state DMV.

State Police at Norwich are currently investigating a burglary to a seasonal home on Wothe Freeman Road in the Town of Lincklaen. Trail camera footage from this area shows unknown white male suspects stealing property from December 17th through December 26th, 2015. The stolen property is valued at about $1,400. Oneonta police arrested 28-year-old Lawrence Kern of Walton, for allegedly taking a washer and dryer from an Oneonta residence. Kern was charged with 3rd degree burglary, petty larceny, third-degree aggravated unlicensed operation, having an unregistered trailer, light violations for a vehicle and trailer and failure to notify the Department of Motor Vehicles of an address change. Kern was arraigned & he was remanded to the Otsego County jail on $1,500 cash or $3,000 bond bail pending future court action.

State Police arrested 22 year old Nathan Sellers of Deposit for 3rd degree Rape. Sellers is accused of having sexual contact with a minor under the age of 17, he was arraigned and was remanded to the Broome County Jail without bail set, the investigation is continuing.

Late Monday night members of the Walton Police Department and Delaware County Sheriff’s Office discovered a fire at 52 Burton Street; they extinguished the fire & discovered an open natural gas line, which was shut down by Walton Fire Department members, averting a potential explosion. The Walton Police Department and Delaware County Sheriff’s Office arrested 31 year old David Thompson of Walton was charged with 33rd degree Arson, Burglary, Attempted Criminal Mischief & Reckless Endangerment & 38 year old Henry Stellato of Hamden for 3rd degree Arson; Burglary & Conspiracy. Thompson was arraigned and was remanded to the Delaware County Jail without bail; Stellato was arraigned & was remanded to the County Jail on $75,000 cash bail pending further court proceedings.

Governor Cuomo is set top deliver his annual State of the State & Budget message to a joint session of the legislature tomorrow. The presentation begins at 12:30, where Governor Cuomo will unveil the details of his 14 proposals that he has released over the last week.

The state DOT is reminding motorists driving in today’s wintry conditions, to remember a few simple rules: Never follow a snowplow too closely or attempt to pass one. Never try to pass one on the right, as the driver will not be able to see you. Remember that the highway ahead of the plow is usually snow-covered; Maintain a safe distance from other vehicles; Assume that bridge surfaces are slippery, as they freeze more quickly than road surfaces; Equip your car with emergency supplies including sand, shovel, flares, booster cables, rope, ice scraper, portable radio, flashlight, blankets and extra warm clothes;

State Police arrested 37-year-old Nancy Callahan of Richfield Springs for criminal possession of a controlled substance and possessing a controlled substance in a non-original container. Callahan was observed failing to stop for a flashing red light when she was driving on State Highway 205 in the Town of Laurens, & for possessing Oxycodone pills. Callahan was issued tickets returnable to the Town of Laurens court on January 21st.

Delaware County Sheriff’s Office today announced the receipt of a grant of $17,000 from Constitution Pipeline. The grant will be used to support the purchase of Polaris Rangers for Emergency First Responders. The support to the Delaware County Sheriff’s Office is part of a community grant program available to New York counties that host Constitution Pipeline. Delaware County Sheriff’s Office is one of over 100 community organizations in New York receiving a total of more than $1.9 million in seven rounds of grants. The Funding will be used to purchase Polaris Rangers for emergency response to isolated areas and for tracking missing persons in rural landscapes.

The Chenango county Sheriff’s department arrested Trevor Collins of Norwich, on an active arrest warrant for Failure to Notify Law Enforcement of Address Change. Collins is a registered Sex offender, he allegedly moved from his registered residence in the Village of Earlville to another location in the City of Norwich, without notifying the Norwich police Department or the Chenango County Sheriff’s Office of his new address. Collins was arraigned in the Town of North Norwich court and remanded to the Chenango County Correctional facility with no bail pending a future appearance in Village of Earlville court at a later date.

The Chenango County sheriff’s department responded to a 2 car head on crash in the town of Sherburne Monday morning at about 10:20. Deputies reported that Vehicles Number 2 was traveling northbound near Knapp road, when it collided with a vehicle driven by Lance Yerton of Sherburne. Yerton was Taken to a Utica area hospital with face & leg Injuries, the driver of the other vehicle was pronounced dead after being taken to a Utica Hospital, the name of the deceased would be released following notification of the next of kin. The investigation is ongoing.

The plan encompasses 6 points, including changing the Common Core curriculum, Eliminating the Gap Elimination Adjustment, Repeal the current teacher evaluation system and establish a new system.

State Senator Jim Seward announced the Senate passage of legislation that completely eliminates the Gap Elimination Adjustment this year.
