21 year old Matthew Bartosik of Conklin, pleaded guilty in a fourteen-count indictment in Broome County Court, to Murder, Attempted Murder, Attempted Murder of a Police Officer, Criminal Use of a Firearm Criminal Possession of a Weapon & 1st degree Assault, on January 3, 2025, State Police and Broome County Sheriff’s Office responded to 58 Leslie Avenue in Conklin for a domestic complaint, where a family argument escalated, during which Bartosik shot his uncle, Michael Lewis, multiple times, causing his death & his cousin Jessica Lewis multiple times in the head and back, she underwent surgery and survived. As Law Enforcement approached to reach the barricaded victims and apprehend Bartosik, he fired at the officers. Bartosik will be sentenced on November 14, in Broome County Court and faces a sentence of up to 50 years to life in State Prison.

U.S. Senator Chuck Schumer met with Oneonta Job Corps students and staff Thursday, Schumer explained that the Trump administration is targeting Job Corps centers for closure & completely eliminate funding for the program. Schumer said the Senate Appropriations Committee has passed a bipartisan bill out of committee that protects funding for Job Corps for next year, and now is calling on the House to follow suit. The Oneonta Job Corps employs 120 people in Oneonta.

State Police and local law enforcement will be out in force through Labor Day weekend as part of the national “Drive Sober or Get Pulled Over” campaign to prevent drugged and drunk driving. The national enforcement period started on Wednesday, August 13, 2025, and runs through Labor Day, Monday, September 1, 2025. Labor Day weekend traditionally results in heavy traffic throughout the state. During last year’s enforcement campaign, which ran from Wednesday, August 16, 2023, through Monday, September 4, 2023, State police issued 47,173 total tickets and arrested 632 individuals for DWI.

Governor Kathy Hochul launched a new website: ny.gov/phonefree, for New York parents and students to look up their school’s plan for implementing the new smart phone restrictions this fall. The Chenango County Sheriff’s Office arrested 51 year old Thendara Hartwell of Plymouth for Making a Terroristic Threat and Falsely Reporting an Incident. On August 5th, the County’s 911 Center received a call from Community Bank in Norwich stating that they received a bomb threat from an anonymous phone number. The Sheriff’s Office responded & evacuated multiple businesses, a State Police Explosives Detection Canine and bomb technician conducted a search of the entire premises and did not locate any signs of explosive devices & the businesses re-opened. After an investigation and execution of a search warrant, it was found that Hartwell made the threatening phone call from a blocked phone number and caused public alarm and inconvenience. Hartwell was taken into custody today & was arraigned & she was

remanded to the Chenango County Jail on $1,250 bail.

18 year old Kenneth Santiago-Pepin of Johnson City, was convicted of Criminal Possession of a Weapon, and was sentenced to a state prison term of 6 years, followed by 5 years of post release supervision. On January 30th, Johnson City Police responded to 22 Sanford Street for a report of shots fired, Santiago-Pepin approached the residence, produced a handgun, and fired at the building multiple times, officers apprehended Santiago-Pepin after a brief chase on foot, Police found that he possessed a 2nd weapon.

Chenango County Sheriff’s Office arrested 38 year old Justin Quakenbush of Oneonta Monday for Grand Larceny, Criminal Possession of Stolen Property, Unlawful Fleeing a Police Officer and Reckless Endangerment. Deputies arrested Quackenbush following a report of a stolen vehicle, Deputies were able to locate the stolen vehicle in the City of Norwich, they initiated a traffic stop and Quackenbush failed to comply and led Deputies on a pursuit through the City and into the Town of New Berlin. Quackenbush stopped in South New Berlin where he was taken into custody, he was transported back to the Chenango County Sheriff’s Office for processing and was arraigned & he was remanded to the Chenango County Jail on $10,000 bail.

Sidney Police Department received a complaint Monday at about 8:45 pm of a pedestrian being struck by a vehicle on West Main Street. Officers learned that a juvenile was riding a bicycle on the sidewalk, attempted to cross the Sherman Ave intersection using the crosswalk. A vehicle on West Main Street made a turn onto Sherman Avenue at the same time the juvenile was crossing, the vehicle struck the juvenile and did not stop, traveling west on Sherman Ave and possibly turned right on Union Street. The Juvenile was airlifted to Upstate Medical Center where they were treated for their injuries and released. Sidney Police are asking the public’s help in identifying the vehicle and driver involved in this incident, which is described as a white mid-sized sedan. Anyone in the area of the incident with security cameras is asked to check for possible video of the incident or suspect vehicle, Anyone with any information on this incident is asked to contact the Sidney Police Department at 607 561-2301.

Chenango County Sheriff’s Office arrested 48 year old Jason Fowlston of Sherburne for Overdriving, torturing, and injuring animals, after a report that he physically abused a dog in his home. A brief investigation uncovered evidence that Fowlston repeatedly kicked the dog, he was issued an appearance ticket to appear in the Village of Sherburne Court at a later date.

Broome County Sheriff’s Office Road Patrol responded Saturday to a report of a burglary on Boswell Hill Road in the Town of Union. The homeowner spotted 2 individuals with flashlights inside his house with his home security camera system and called 911. Deputies, with State Police, located the 2 suspects, they fled into a wooded area, but were apprehended. Arrested were 43 year old Matthew Ortloff of Chenango Forks, & 45 year old Jeremiah Johnson of Endicott. The pair were charged with Burglary, Conspiracy, Possession of burglar tools, criminal mischief, along with seve4ral other related charges, they were arraigned and remain in custody at the Broome County Correctional Facility.

The County does not have a water department, so we will never be asking to check water meters. Chenango County Sheriff’s Office arrested 26 year old Cassandra Davi and 31 year old Taylor Micha, both of Edmeston, after Deputies observed a suspicious vehicle that was parked at a business in the Village of Sherburne for an extended amount of time. Davi and Micha were found to be in possession of fentanyl, packaging material, and scales, they were taken into custody and transported to the Chenango County Sheriff’s Office for processing. Both face charges, for Criminal Possession of a Controlled Substance, Tampering with Physical Evidence, Criminally using Drug Paraphernalia, Obstructing Governmental Administration & Loitering, both were arraigned and remanded to the Chenango County Jail on cash bail.

27-year-old Hamail Waddell pleaded guilty in Broome County Court to Burglary, Assault and Tampering with a Witness. On May 24th, Waddell and another individual, unlawfully entered the home of his ex-girlfriend on Morgan Road in Binghamton, which violated a No Contact Order of Protection, Waddell assaulted another man, causing physical injuries, When officers attempted to arrest him, Waddell also attacked a Binghamton Police Officer, injuring the officer, at the Broome County Jail on June 24th, Waddell made a recorded phone call to a protected party. Waddell will be sentenced to 6 1/2 years in State Prison, followed by 4 years of post-release supervision.

A new report by State Comptroller Tom DiNapoli examined healthcare professional shortages in 16 rural counties and found alarming shortfalls in primary care, pediatric, and obstetrician and OBGYN doctors, plus dentists and mental health practitioners, with several counties having none of those specialized Doctors at all. The rural counties examined included Chenango and Delaware Counties, on average, the counties have 4 primary care physicians per 10,000 people, which is less than half the state & US averages and falls below established guidelines. The Counties have 0.5 pediatricians for every 10,000 people, less than one-fifth of the state ratio. The reports states that Tele-medicine & Mobile clinics could be deployed on a regular schedule to help under-served rural communities, also expanding School-based health centers are another option to expand healthcare access to rural New York.

Norwich City officials announced Sunday that the Boil water was lifted, after announcing that E. coli bacteria was found in the City water supply late last week. E. coli bacteria were found in 1 out of 11 drinking water samples collected on August 6th, Coliform bacteria were found in 3 out of 11 drinking water samples collected. The State Department of Health considers any confirmed E. coli positive sample as a public health hazard and a violation of drinking water standards. After repeated sampling, the results meet the minimum standards for public water supplies, If residents experience some discoloring in the water, run the water until it clears. State Police responded to a fatal incident Thursday night at 1086 Castle Creek Road in the Town of Chenango. Troopers responded for a report of a stabbing, the initial investigation revealed that 50-year-old Harry Swan of Chenango, was involved in a physical altercation with 48-year-old Jeffrey Ryan of Binghamton. Ryan drove to the Swan’s residence, where a confrontation ensued outside the home, with Ryan allegedly stabbing Swan, who went back inside the residence retrieved a knife and stabbed Ryan. Swan was pronounced deceased at the scene, Ryan was transported to Wilson Hospital in critical condition, where he later succumbed to his injuries. The investigation is continuing.

47 year old Richard Foster of Walton was indicted in Delaware County Court from 2 related assaults that in Walton. The indictment alleges that on August 1st, Foster assaulted 2 individuals in a parking lot, he was charged with 1st degree Assault, on Count 2 also for 1st degree Assault, Foster allegedly intended to disfigure another person, the last count charges Foster fro 3rd Degree Assault against a 2nd female individual who was attempting to intervene and stop Foster from continuing the attack. Foster is currently incarcerated at the Delaware County Jail on $15,000 cash or $25,0000 bond bail awaiting the arraignment on the indictment.

Broome County Sheriff’s Office announced a targeted enforcement initiative focusing on illegal ATV, UTV and motorcycle use, after they received reports of All-Terrain Vehicles and motorcycles being operated illegally on public roadways, but on railroad tracks, railroad rights-of- way and on private property without permission. The state’s Financial Plan shows a growing budget deficit with 3-year budget gap of $34.3 billion, as predicted similar to the Financial Crisis of 2009, according to State Comptroller Tom DiNapoli. Otsego County Sheriff’s Office arrested 45 year old Brook Romano of the town of Maryland for Burglary, Resisting arrested & Petty Larceny, following an investigation into a residential burglary. Romano was located at her residence, she resisted arrest while being taken into custody, she was processed and was turned over to the Otsego County Correctional Facility for arraignment.

Delaware County Sheriff’s Office arrested 31 year old Amber Weil of Delhi & 28 year old Brandin Vantassel of Delhi, after Deputies on patrol in Delhi Tuesday observed a vehicle being operated by a female, who had a suspended New York State driver’s license A traffic stop was conducted and a quantity of Methamphetamine and prescription pills were located within the vehicle. Weil was charged with Aggravated Unlicensed Operation of a Motor Vehicle, Failure to Surrender a Revoked or Suspended Driver’s License, & Unlicensed Operator, plus 2 counts of Criminal Possession of a Controlled Substance. Vantassel was charged with Criminal Possession of a Controlled Substance, both were released on appearance tickets for Town of Delhi court at a later date.

40 year old Jorge Cortina of Binghamton was convicted in Broome County Court for Criminal Possession of a Controlled Substance, Criminal Possession of a Weapon and Criminally Using Drug Paraphernalia. On September 4, 2024, Cortina was a passenger in a vehicle that was stopped for a traffic infraction, he was found to be in possession of methamphetamine, a handgun, and a digital scale used to weigh narcotics. Cortina faces up to 12 years in State Prison and is scheduled to be sentenced on October 27th.

Former Broome County Family Court Judge Richard Miller was ordered to pay 200 thousand dollars to his former secretary for sexual harassment. A Federal Court Jury awarded the damages to Rachel Gallagher, who had claimed that Miller created a hostile work environment, which included tricking them into seeing nude photos and crude descriptions of sexual acts and the repeated demands that Gallagher perform sexual acts with him. The suit also claimed that Miller would threaten the plaintiffs with physical harm or death if they betrayed him. Miller was removed from the bench in 2020.

Chenango County Sheriff’s Office responded to a report of a bomb threat Tuesday at about 1:00 PM that was made to Community Bank on State Highway 23 in the Town of Norwich. The building which included Community Bank, a Mirabito Gas Station, and Dunkin Donuts were quickly evacuated. Chenango County Sheriff’s Office and State Police responded and secured the scene, a State Police Explosives Detection Canine conducted a thorough search of the entire premises and did not locate any signs of any explosive devices, it was determined that there was no threat to the public and the businesses were back open at approximately 4:00 pm. The investigation to who made the threat is still ongoing.

Governor Kathy Hochul today announced over $20 million in awards for the Green Innovation Grant Program and the Wastewater Infrastructure Engineering Planning Grants. A Wastewater Infrastructure Engineering Planning Grant Award includes the City of Oneonta, where they will receive $100,000 to investigate sources of inflow and infiltration in the City’s sanitary sewer system to protect water quality in the Susquehanna River.

52 year-old Terrell Heyward was sentenced to 21 years to life in prison today in Broome County Court. On January 11th, Heyward shot 54 year-old Sarah Hauer in the back of the head at the Woodburn Court apartment building on Exchange Street. The District Attorney’s Office contended that Heyward was frustrated that his girlfriend, who was a friend of Hauer’s, wouldn’t see him. When Hauer told Heyward that his girlfriend was unavailable, he shot Hauer and fled these, leaving her to die.

State Police are warning the public after recently receiving an increasing number of complaints from victims of computer and phone scams, including a victim that reported to Investigators in Sidney that they got a pop-up alert on their computer, it appeared to be from Apple, with a phone number to dial for help. When the victim called it, the scammer told the victim that their account was linked to child pornography, that the victim’s identity was compromised and that their personal information was on the dark web, the victim was told to call another number which was allegedly from the U.S Department of Treasury, the scammers sent a “courier” to the victim’s house to pick up payment to allegedly fix the problem. Police remind people to Never share personal information with someone that you don’t know.

A.M. NEWS WEDNESDAY 8-6-25

Otsego County Sheriff’s Office arrested 37 year old Mohamad Haidar of Decatur, following an investigation into repeated domestic violence. Haidar was charged with Predatory Sexual Assault, plus multiple counts of 1st degree & 3rd degree Rape, 1st & 3rd degree Criminal Sexual Act, Assault, Stalking, Labor Trafficking, unlawful inprisonment, Strangulation, Criminal possession of a weapon & Overdriving, torturing, failure to provide proper sustenance for animals. Investigators were contacted by victims who reported sustaining severe abuse for several years while living with Haidar, where they were forced to live at the residence and submit to extreme abuse which often resulted in serious physical injury. Haidar was taken in to custody without incident, a search warrant was executed & evidence was seized. The Susquehanna SPCA removed numerous animals. Haidar was processed and was lodged in the Otsego County Correctional Facility for Arraignment, the investigation is on-going and additional charges are pending. 35 year old Natasha Reed of Hamden was indicted on 2 counts by a Delaware County Grand Jury for Criminal Possession of a Controlled Substance and Aggravated Unlicensed Operation of a Motor Vehicle. Reed allegedly possessed over 500 milligrams of cocaine, on November 26, 2024, Deputies conducted a traffic stop and found Reed to have a suspended license, officers seized cocaine and drug paraphernalia from the vehicle.
