Governor Hochul announced the Environmental Facilities Corporation surpassed $3.4 billion in executed financial assistance agreements for 328 water infrastructure projects across the State, A 55% in funding over the previous year. The projects improve water quality, safeguard public health and the environment and contribute an estimated 30,000 jobs. UHS Delaware Valley Hospital has been awarded a $20 million grant through the State Department of Health. The Hospital recently announced plans to build a 4-story addition & the grant will support that expansion. The new building will house primary medical care services, specialty services, physical, occupational & speech therapy and a laboratory, The Medical Neighborhood Project is expected to begin shortly, with the anticipated completion by the end of 2027.

The Deposit and Hancock Central School Districts Boards of Education have voted to move forward with a merger feasibility study, to see if it would be advantageous to combine the 2 districts. The New York State Education Department will provide up to $100,000 to help pay for the study, which will Review district enrollment, staffing, facilities, finances, and programs, weigh the possible benefits and challenges of merging and Gather input from people from both districts. Updates will be shared on district websites, newsletters, and at public meetings.

Delaware County Office for the Aging will present ” Name that Scam” an interactive, and informative presentation from the Elder Abuse Center at Lifespan of Greater Rochester. State Police and the Broome County Sheriff’s Department responded to a residential fire at a home on Broad Street in the town of Chenango, A 26-year-old female resident had been able to get herself and two children, ages five and two, out of the home, but was unable to get to a one-year-old due to the heavy thick smoke. Troopers and Sheriff’s Deputies were able to get in through a window and get the one-year-old out of the home. The child was transported to Upstate Medical Center and passed away from the injuries sustained in the fire. Troopers are working with Broome County Fire Investigators to determine the cause of the fire.

Public Meeting #1 for the Otsego Lake Watershed Protection Plan will be held Today, from 6:00 to 8:00 pm. at Glimmerglass State Park in the Lakeview Pavilion, at County Road 31, Cooperstown. The public meeting will provide an overview of the planning process and the desired outcome of the Watershed Protection Plan. A community survey will be launched during the public meeting and will be available for at least one month to gather additional input from the community. The Department of State provided funding to develop a Plan that identifies water quality threats and recommends local actions to safeguard the resource. Water quality in Otsego Lake is changing because of climate change, invasive species, and harmful inputs to the lake, the plan will identify causes of the degrading water quality and define specific actions to protect the lake and watershed.

Plans are in the works for Delaware County to get 10 Weather stations set up within the next 2 months, County Planning Director Shelly Johnson-Bennett told WCDO News that Delaware County has the most declared disasters & had no weather stations to watch for severe weather conditions:

Johnson Bennett said that this week, officials will be scoping out locations for the weather stations, tied into town or village buildings around Delaware County, plans may also include tieing the program into Science classes at high schools in the County.

The Norwich Police Department arrested 21 year old Kaylub Rifanburg of Norwich for Criminal Possession of a weapon, & possession of burglar tools following a traffic stop Monday. Police discovered a loaded 9mm handgun during the traffic stop on South Broad Street, on Monday afternoon in the City of Norwich. Norwich Police Department received a complaint about an erratic driver, the vehicle in question was located, police found the handgun with a 15 round magazine seated in the pistol. Rifanburg was arraigned and was released on his own recognizance, & he will appear in court at a later date.

Broome County Sheriff’s Office released an Update regarding the death investigation in the area of Brady Hill Rd and Gregory Rd in the Town of Binghamton. Investigators believe this was an isolated incident, and there is no immediate threat to the public or the surrounding neighborhood related to this case. More details will be released to the public after the investigation concludes.

Delaware County Sheriff’s Deputies were notified Saturday by the County Corrections Division, of a female visitor who secreted prohibited contraband and then passed it to an incarcerated individual during visitation. Corrections Officers supervising the visit, observed the female transfer the item to the incarcerated individual and immediately intervened. The prohibited item was recovered from the incarcerated individual, and the visitor, 21 year old Jubilee Klimas of Walton was located outside the facility by Deputies and was charged with Promoting Prison Contraband, she was processed and released on an appearance ticket for Town of Delhi Court on a later date.

Mirabito Cares, which is the community engagement arm of Mirabito Energy Products, announced that $75,000 has been raised to benefit Folds of Honor, which is an organization that provides educational scholarships to the spouses and children of fallen or disabled military service members and first responders. State Police & the Broome County Humane Society responded to a residence in the town of Union, to remove animals living in poor conditions. State Police were at the residence on another matter when they discovered deplorable living conditions inside the home. 50 animals which included dogs, cats, guinea pigs and birds were removed from the home, they were surrendered to the Broome County Humane Society. 3 children under the age of 17 were living in the home, their mother, 50 year old Rayelene Lott was charged with 3 counts of Endangering the Welfare of a Child, The investigation is on-going at this time.

Otsego County Sheriff’s Office arrested 45 year old Brook Romano of the town of Maryland, for 2nd degree Escape following an incident at Bassett Medical Center. Romano was being treated for an injury obtained during an arrest on an unrelated incident, she is accused of attempting to escape the hospital but was brought back into custody without further incident, she will appear in Town of Otsego Court on the newest charge at a later date.

State Police and local law enforcement will be out in force through Labor Day weekend as part of the national “Drive Sober or Get Pulled Over” campaign to prevent impaired driving. The enforcement period runs through Labor Day, September 1st, last year, State police issued 47,173 total tickets and arrested 632 individuals for DWI.

37 Year Old Devin LaValley of Burlington, 29 year old Melissa McDougal of Altmar, 33 year old Grace Balthazor of Elmira and 43 year old Roxanne Clark of Bristol, Vermont, appeared in US District Court, charging them with child exploitation offenses. LaValley & the others are accused of video recording the sexual abuse of 2 minor children, which were released to the internet, LaValley distributed some of the depictions he created with McDougal and Balthazor to Clark online. All 4 were arraigned on the charges & are being held pending additional court action. The conspiracy and sexual exploitation charges carry a term of between 15 and 30 years in federal prison, the receipt and distribution of child pornography each carry a term 5 and 20 years in prison, each charge carries a fine of up to $250,000, and a term of supervised release of at least 5 years to life, all would be required to register as sex offenders upon their release from prison.

The State Health Department continues to monitor the outbreak of Legionnaires’ disease, with 5 deaths, 14 hospitalized & more than 100 cases confirmed in New York City & a small number of cases in the lower Hudson Valley. The outbreak has been linked to cooling towers on 12 buildings in the Harlem neighborhood, Legionnaires’ disease cannot be spread from person to person and can be treated with antibiotics, and a spread beyond upper Manhattan is unlikely.

State Police in Troop C are hosting 2 child car seat check points over the weekend, 1 on Saturday from 11 am. – 2 pm. at Glimmerglass State Park in Cooperstown, another on Sunday from 11 am. – 2 pm. at Chenango Valley State Park in Chenango Forks. New York State Law requires that all children must be restrained in an appropriate child restraint system while riding in a motor vehicle until they reach their 8th birthday. Delaware County Sheriff’s Office responded to a 911 call reporting that 36-year-old Gerald Walke of Walton made threats to harm himself by use of a firearm.  Deputies took Walke into custody, transporting him to a treatment facility. Investigators received a Temporary Extreme Risk Protection Order, from the County Supreme Court, requesting the removal of Walke’s right to possess rifles, shotguns, or firearms. Explosive Detection K-9 Edge was deployed, the team located precursors for bomb and explosive device construction, a rocket launcher, a rifle, drug paraphernalia & a device believed to be a homemade explosive device. A 2nd warrant was issued, the State Police Bomb Disposal Unit responded and disabled devices, & they seized controlled substances, a handgun, explosive devices, and items used for the construction of explosive devices. Walke was charged with Criminal Possession of a Firearm, Criminal Possession of a Weapon, 4 counts of Criminal Possession of a Controlled Substance with intent to sell, he was arraigned & was remanded to the Delaware County Jail on $25,000 cash bail or $50,000 secured bond.

Jeremiah Raub was found guilty by a Broome County Jury today for 1 count of 2nd-degree murder and 2 counts of 1st-degree arson, in connection with a 2011 Binghamton fire that killed 17 year old Jeffrey Aissa. 6 people escaped the blaze, Aissa died inside the house. The 1st trial for Raub ended when the jury could not reach a verdict, he will be sentenced at a later date in Broome County Court.

A recent report by State Comptroller Tom DiNapoli examined healthcare professional shortages in 16 rural counties in New York state, including Chenango & Delaware Counties locally, and found shortfalls in primary care, pediatric, and obstetrician and OBGYN doctors, Chenango Memorial Hospital’s new President & CEO Cecil Miller told WCDO News how they will try to correct that:

The Sidney Police Department, arrested 66 year old Mark O’Neill of Sidney following a week-long investigation for a hit and run motor vehicle accident that occurred on August 11th. O’Neill was charged with Reckless endangerment, Leaving the scene of a personal injury accident, Failing to yield right of way to pedestrian in cross walk, he was released on an appearance ticket to appear in court at a later date.

51 year old Joseph Amato of Treadwell was indicted by a Grand Jury on for Driving While Intoxicated and Obstructing Governmental Administration, this would be Amato’s third DWI within four years. It is alleged that on June 26, 2025, Deputy Elderkin conducted a routine traffic stop and found Amato to be slurring his words with the odor of alcoholic beverages, Amato refused to submit to field sobriety test, He was also uncooperative with law enforcement and impeded their ability to perform the traffic stop.

Broome County Sheriff Fred Akshar and Broome County District Attorney Paul Battisti rallied in support of the family of Brennan Loveless, the 13-year-old boy hit by a vehicle on January 1, 2023, while riding his bike on State Route 7 near his home in Sanitaria Springs. 37 year old Bradley Law of Harpursville, fled the scene and staged a fake accident with a deer the following day in an effort to cover up the damage to the truck. Law was initially charged with criminally negligent homicide, but agreed to plead guilty to criminal possession of a firearm and attempted leaving the scene of a fatal motor vehicle accident, for which he was slated to receive 2 concurrent sentences of 1 1/3 years to 4 years in prison. Law faced other unrelated charges, & was sentenced to 2 consecutive sentences, a total of 2 and 2/3 years to 8 years. Otsego County Sheriff’s Office arrested 38 year old Christopher Romano of Otego on an Arrest Warrant from the Chenango County Sheriff’s Office. Romano was located in the Town of Butternuts and taken into custody without incident, and he was turned over to Chenango County Sheriff’s to answer his warrant.

36 year old Honesty Muller of Hamden appeared in Delaware County Court and was sentenced for Attempted Criminal Possession of a Controlled Substance. Muller was sentenced to 5 years of felony probation supervision, On October 29, 2024, Muller was pulled over by a Delaware County Deputy in Delhi, a search was conducted and methamphetamine was located in her wallet.

43 year old Thomas Mould of Stamford, appeared in Delaware County Court and was sentenced for Criminal Sexual Act, to 4 years in state prison and 8 years of post-release supervision. On June 23, 2024, State Police were dispatched for a domestic dispute in Stamford, in regard to Mould’s alleged molestation of a child under the age of 17. Mould was found at his place of employment and arrested, he gave a statement to police admitting that he did touch the victim and he knew that the victim was under the age of 17.

The State Department of Health is monitoring an outbreak of Legionnaires’ disease, with reported cases in New York City & into the Hudson Valley. 35 cases were reported in the lower Hudson Valley, there were 83 confirmed cases in New York City with 21 hospitalizations & 3 deaths reported. The disease is a type of pneumonia caused by bacteria that grow in warm water.

The City of Norwich announced that they have contracted with ArborPro to inventory the City’s Trees within the city’s Right of Way through the end of September. The ArborPro Staff will be measuring Street & Park Trees & locating potential Planting spaces for future trees in the city. Public Meetings will be announced soon.
