Andrew Amodeo of Westchester County is facing charges in Otsego County for unlawful surveillance, for allegedly putting a camera in the bathroom of his vacation home in Fly Creek. Amodeo pleaded guilty to 1 count of unlawful surveillance & he is scheduled to be sentenced in March of 2023.

A new state law goes into effect today that will fine motorists with vehicle mufflers and exhaust systems modified to make them louder than the stock applications. The maximum fines for installing the illegal equipment will increase from $150 to $1,000, and if repair shop owners are caught installing the equipment three times within 18 months, they risk losing their certificate of inspection stations and operating certificate. The legislation also adds a requirement for inspection stations to check motorcycles for mufflers and exhausts that have been illegally modified.

Broome County District Attorney Mike Korchak announced that Jordan Rindgen, Yaron Kweller & Leor Kweller were arraigned in Broome County Court. Rindgen was charged with Criminal Sale of a controlled substance, Criminal Possession of a controlled substance, sexual abuse, criminal sexual act, Criminal facilitation & Unlawfully dealing with a child. Yaron Kweller was charged with 1st degree Rape & Criminal Sexual act, Leor Kweller was charged with 1st degree rape & Sexual Abuse. The charges stem for an incident near the Colonial Bar in Downtown Binghamton that the 3 men owned, on November 27th of 2021. All 3 pleaded not guilty to the Charges from the Indictment handed down in Broome County Court.

A judge has ordered New York’s Democrat-controlled Legislature to redraw the state’s congressional and legislative districts after finding they were unconstitutional. Judge Patrick McAllister ruled that maps redrawing the state’s congressional districts were gerrymandered to benefit Democrats, he gave lawmakers until April 11 to draw new maps, if those fail, the judge said he would order the state to pay for a court-approved expert to redraw the maps.

Beginning Today, the State DEC will be adopting changes to fishing regulations, including year-round fishing for Atlantic salmon as well as other lake and pond fish. Ice fishing will also be permitted on all waters, except for a few limitations. There are also new season opening dates for several species of fish, as well as changes to harvest sizes. Assemblyman Joe Angelino of Norwich joined other Republican legislators, law enforcement and prosecutors recently in Albany to call on the governor to make changes to the bail reform law as part of the 2022-23 State Budget. Angelino told WCDO News that the Bail Reform Bill passed by then Governor Cuomo 2 years ago, has backfired:

Angelino Said that judges need more discretion on bail like they did before, Judges should be able to require bail for violent defendants and those who repeatedly break the law. Additionally, Angelino said that changes should include Bail for Gun Crimes, an Additional 5 Years for committing a felony while possessing a loaded firearm, and no parole of anyone who sexually assaults and murders a child under 18 years of age.

The State’s new solitary confinement law goes into effect tomorrow. The HALT Act of 2021 restricts the use of solidarity confinement for all incarcerated people for up to 15 days. The State Correctional officers union opposes the measure, saying that 15 days is sometimes insufficient for an inmate to be rehabilitated & returned to the general jail population after a violent offense while incarcerated.

The deadline to pass a State Budget plans is April 1st. Governor Hochul proposed a 216 Billion dollar spending plan back in January, some items that could be passed in the budget are changes to the state’s controversial Bail reform Law from 2 years ago, a suspending of the state’s portion of the Gasoline Tax, one proposal even calls for State Car & Truck owners to get $250 check to offset high gas prices.

The State DOT announced that the State Route 79 bridge over the Chenango River, will be replaced by a new structure. The $12.6 Million project will replace an old bridge that runs from the Town of Fenton to the Town of Barker in Broome County, the new bridge will connect from the Town of Fenton to the Town of Greene about a half mile from the existing location.

State Attorney General Letitia James sent letters to the biggest credit card companies and debt collectors operating in the state, warning them of new state regulations that prohibit lawsuits for old debts. The Consumer Credit Fairness act of 2021 will go into effect next month and will reduce the statute of limitations for consumer debt collections from six years to just three years. Also, Debt collectors may not call consumers more than seven times in any seven-day period. After talking on the phone with a consumer, collectors must wait seven days before calling again. Debt collectors cannot call between 9 pm. and 8 am. local time. Debt collectors may not contact consumers at their workplace, or through work email address, public social media postings, or through third parties.

COVID 19 testing positivity rates are increasing again, back up to 3.15% after more than 76,000 people were tested Monday with 2400 testing positive. Hospitalizations increased to 845, Patients in ICU were still at 127, Patients on ventilators went up slightly to 59, and 9 New deaths were reported by healthcare facilities.

Otsego County Sheriff’s Office announced Modified visitation procedures for inmate visitation will begin on Saturday, April 2 by appointment only. Visits can be scheduled by calling 607-547-4252. The deadline for scheduling a visit for the weekend will be Friday’s at 2300hrs. Visitation will be on Saturdays and Sundays ONLY. One (1) visitor allowed per inmate. Visitation will be 1 hour in duration. Visitation will be non-contact. ll visitors and inmates will be required to wear a face mask at all times while in the facility, and during the entire visit.

The State Labor Department released local Unemployment information for the Month of February today. The Statewide Unemployment rate dropped .4% to 4.9%, locally Chenango County reported 4.2%, Otsego & Delaware Counties both reported 4.3% unemployment in February.

Delaware County Sheriff’s Deputies observed a vehicle Sunday, traveling 55 miles per hour in a 30 mile and hour zone on Meredith Street in the Village of Delhi. Deputies identified the driver as 29-year-old Toni Savino of Sidney, the investigation revealed that Savino’s driving privileges were suspended for failure to pay a driver’s responsibility assessment. Savino was arrested and charged with Aggravated Unlicensed Operator, Unlicensed Operator and Speeding, she was released and directed to appear in the Town of Delhi Court on a later date to answer the charges.

Delaware County Sheriff Deputies’ observed a vehicle traveling 90 miles an hour in a 55 Mile an hour zone, on State Hwy 17 in the Village of Hancock on March 22nd. Deputies identified the operator as 24 year old Malik Oliver of East Stroudsburg, Pennsylvania, Oliver’s operating privileges in New York had been suspended for failure to answer a summons in Brooklyn & there was an active Arrest Warrant for Oliver, issued by the Johnson City Court. Oliver was charged with Aggravated Unlicensed Operation of a Motor Vehicle & Speeding, he was released and is to appear in the Village of Hancock Court to answer the said charges at a later date, he was turned over to the Johnson City Police Department on the Arrest Warrant.

The American Red Cross has resumed testing all blood, platelet and plasma donations for COVID-19 antibodies. Plasma from routine donations that have high levels of COVID-19 antibodies may be used as convalescent plasma to help meet the needs of COVID-19 patients with weakened immune systems. The Red Cross reports that blood supplies remains low & individuals are urged to schedule a blood or platelet donation. A new Sienna College Poll shows that 2/3 of New Yorkers and more than 50% of Democrats think that former Governor Andrew Cuomo shouldn’t run for Governor again this year. If Cuomo enters the race against Kathy Hochul, he trails her 38-30%, Hochul was Cuomo’s lieutenant governor before he resigned in August. Hochul still has a commanding lead in the upcoming primary, over announced candidates New York City Public Advocate Jumaane Williams and Long Island Congressman Tom Suozzi.

Governor Kathy Hochul and Erie County officials announced an agreement between New York State, Erie County and the NFL’s Buffalo Bills franchise for a $1.4 billion new stadium in Orchard Park. The Governor secured a 30-year commitment for the Bills to remain in Buffalo, and a combined $550 million from the NFL and Bills – it was approved today by the NFL owners. The Governor will advance a $600 million proposal in the state budget, and Erie County will contribute $250 million. The economic and tax impacts generated from the team will support more than 100% of the public share of the new stadium cost.

The New York State Department of Agriculture issued an order prohibiting all live fowl shows and exhibitions in New York State this year to help prevent the spread of the avian flu that has hit 17 states so far. Four flocks have tested positive for the avian flu so far in New York. It’s also been detected in wild birds, including snow geese and wild ducks across the State. Several other states have joined New York, banning poultry exhibitions including Arkansas, Iowa, and Georgia. The ban will remain in effect until further notice.

The Oneonta West Street construction project between Chestnut and Center streets began today, and will continue weekdays from 7:00 AM to 3:30 PM through Mid August. The project calls for the replacement of water mains, sewer mains, manholes, catch basins, fire hydrants sidewalks & related infrastructure. Detours will be posted, Construction work will be done between 7 am. and 3:30 pm. on week days and is expected to be completed in August prior to the return of students to SUNY Oneonta & Hartwick College.

State Police responded Saturday to a report of a fire at home on Johnson Road in the town of Kirkwood. Troopers arrived on the scene and found that 87 year old Nancy Wellman had been removed from the home, a 2nd woman was still inside the residence, Members from the State Police utilized fire extinguishers in an attempt to locate 94 year old Eve Roys, who was ultimately located by members of the Five Mile Point Fire Department. Both women were transported to Wilson Memorial Hospital, Roys died at the hospital, the investigation is on-going.

The State Health Department reported Saturday that the COVID positivity Rate was still at 2.3% after over 120,000 tests were conducted & over 2700 were positive. Patient Hospitalization are still declining, down to 823, with 135 ICU patients & 57 on Ventilators, there were 7 deaths attributed to the virus in Hospitals & Nursing homes.

Delaware County Public Health announced that this will be the final weekly COVID-19 Dashboard posting. The County posted 51 new cases of COVID 19 in the week of March 19th through the 25th. there have been 15 deaths in Delaware County from the Virus since January 1st.

The Chenango County Sheriff’s Office arrested 51 year old Penni Mills & 59 Year old Leonard Mills of Norwich Saturday on a number of charges. Penni Mills was charged with Harassment, after the Chenango County Sheriff’s Office investigated an ongoing neighbor dispute, Leonard Mills was charged with Harassment, Petty Larceny and Criminal Tampering, both face action in Town of Norwich Court at a later date.

Chenango County Sheriff’s Deputies arrested 37 year old Angela Harrington of New Berlin on a Family Court Warrant issued by Chenango County. Harrington was remanded to Chenango County Correctional Facility and is to appear to Chenango County Family Court at a later date.

State Senator Fred Akshar joined Broome County officials to welcome the “Hockey 4 Hope” charity event back, on 2 nights at the SUNY Broome Ice Center in Binghamton to raise money to help alleviate the financial burden associated with fighting cancer. Broome County District Attorney Mike Korchak announced that 32 year old Zeke Wilmarth of Binghamton pleaded guilty to 2nd degree attempted murder, Criminal possession of a weapon & Strangulation, in connection with the attack on his girlfriend in July of 2021 in the town of Vestal. Wilmarth is expected to be sentenced to 15 years to life upon sentencing in June.

Governor Kathy Hochul & Lieutenant Governor Brian Benjamin wrote an op-ed piece in a Downstate news paper this week, they claimed that New York’s Bail Reform doesn’t need to be repealed, but there are changes needed to the law. Governor Hochul wrote that problems that needs to be addressed include Repeat offenders, those accused of hate crimes, judges should be allowed to set bail; even if the crime would not currently be bail-eligible. The Governor wrote that judges should be able to set bail in all felony cases involving illegal guns, including guns given or sold to minors, & in crimes involving guns, judges should be able to set more restrictive pretrial conditions

The State Department of Labor reported that the number of private sector jobs in the Sate increased over the month by 39,800, or 0.5%, to 7,888,300 in February. The State’s unemployment rate decreased from 5.3% to 4.9% in February.

This Week is National Poison Prevention Week, the State Division of Consumer Protection is reminding New Yorkers of prevention measures to reduce the risk of poisoning. According to the Consumer Product Safety Commission’s Annual Report on Pediatric Poisoning Fatalities and Injuries pediatric poisonings involving children under 5 years of age resulted in 43 fatalities in 2020, a 26 percent increase from 2019. State Trooper T.J. Conklin responded to a welfare check of an elderly man at the Whitney Point Rest Area off I-81. Trooper Conklin learned the man’s family accidentally left him behind at the rest stop after he stepped out to stretch his legs. State police say the man had no phone, Trooper Conklin located a family member out of state who was able to connect with the family members in the car. The man’s family realized he wasn’t sleeping in the back seat where he left his jacket over some baggage, They had already traveled 3 hours away, so Trooper Conklin drove the man to Roscoe where they all had dinner together at a local diner.

New York State plans to start testing wastewater in all counties across New York State for variants of the coronavirus and track changes in concentration. The sub-variant is responsible for an uptick in cases, making up about 42% in the state. State health Commissioner Dr. Mary Bassett and Governor Hochul stressed that vaccines continue to be a critical tool & people should take advantage of vaccines, and to contact their physician if they get sick, in order to avoid more serious illness.

Otsego County Sheriff’s Office arrested 28 year old Robert Wehrenberg on a warrant for failure to appear in Otsego County Court. Wehrenberg previously failed to appear in Otsego County Court, a bench warrant was issued through Otsego County Court, he did make an appearance in court and was remanded to the Otsego County Correctional Facility, & will appear in Otsego County Court at a later date.

U.S. Senator Kirsten Gillibrand announced the introduction of the “Rural Prosperity Act” today to stream line local governments ability to access federal programs that are spread out & inefficient:

Senator Gillibrand said that currently, there are more than 400 federal programs dedicated to helping rural communities, spread across 13 departments, and over 50 offices and sub-agencies. This bill would cut federal red tape by establishing the Office of Rural Prosperity, a permanent office in the White House tasked with coordinating federal efforts to support and connect New York’s rural communities to federal programs.

State Health Commissioner Dr. Mary Bassett said that she doesn’t expect to see a “steep surge” in COVID-19 cases as a new omicron subvariant grows more prevalent in the state. Dr. Bassett said that the BA.2 variant comprises about 42% of all New York State cases, the positivity rate of COVID tests on Monday was back up to 2.36%.

State Police arrested 42 year old David Hook & 41 year old David Alleyne, both of Delhi for Criminal Mischief, Auto stripping, Falsifying Business Records & Criminal Possession of Stolen Property, after an investigation into the theft of catalytic converters from vehicles at a private residence in the town of Delhi. Hook allegedly took a stolen catalytic converter to Otsego Auto Crushers in the town of Davenport and signed a receipt that he was the owner of the stolen catalytic converter, Alleyne was found to be in possession of a stolen catalytic converter, Both men were issued appearance tickets and released & will appear in the Davenport & Delhi Town Courts shortly.

Fantasy sports contests like those operated by FanDuel and DraftKings were declared constitutional in New York on Tuesday by the state’s highest court. The state Court of Appeals reversed an appeals court’s decision last year that found daily fantasy sports violated the state constitution’s ban on gambling.

Delaware County Public Health reported that a raccoon in the Town of Tompkins has tested positive for rabies. The raccoon attacked and exposed one dog; no human exposures were reported.
