State Police were dispatched Wednesday to check the welfare of a 34-year-old man at a residence on Savitch Road in the town of Chenango. Troopers made contact with the man, who was suffering from a mental health issue and made threats to harm himself. State Police & other First Responders responded, After hours of tactical negotiations, the man exited his residence and was taken into custody without any injuries. He was evaluated by members of Chenango Ambulance Services and was scheduled to receive a mental health evaluation.

Delaware County Sheriff’s Deputies initiated a traffic Stop on September 22nd, in the Town of Middletown. Deputies initially stopped the vehicle and driver for it traveling 77 Miles Per Hour in a posted 55 Mile an hour zone, Steven Mendoza was driving with his driving privileges suspended, he was arrested for Aggravated Unlicensed Operation, Speeding, Unlicensed Operator and Non-Distinctive Plate. Mendoza was released on appearance tickets returnable to the Town of Middletown Court to answer for the charges at a later date.

Delaware County leaders met with federal State & New York City officials on Tuesday, to show that Delaware County is keeping up its end of the bargain regarding the 1995 Watershed Agreement, Watershed Affairs Coordinator Nick Carbone of the Delaware County planning Department told WCDO news about the purpose of calling the meeting:

Carbone said that negotiations will be ongoing as they have about a 3 year window to reach an agreement on an updated Watershed agreement, they hope that they can slow down the continuing issue of New York City buying up land in Delaware County to protect their water supply.

The Sidney Central School District announced that their Observatory will be open on Friday Night October 14th from 9:00 to 10:00 PM, Weather Permitting. Several Telescopes will be available for viewing, the observatory is located behind the high school.

Delaware County Sheriff’s Deputies arrested 2 people Monday following a traffic stop in the Town of Colchester. Deputies observed a vehicle with no taillights on, a traffic stop was conducted & 21-year-old Bushra Turki of Seattle, Washington was driving, the passenger was 26-year-old Mady Sy of the Bronx. Turki’s license was suspended, the vehicle had an invalid registration & inspection and did not have insurance. A search of the vehicle was conducted, Deputies located a large quantity of Marijuana and drug paraphernalia. Deputies charged Turki for Operating a Motor Vehicle without an Ignition Interlock Device, Unlicensed Operator, Unregistered Motor Vehicle, Operating without Insurance, along with several other charges, he was released to appear in the Town of Colchester Court at a later date. Sy was charged with 1 count of Unlawful possession of Cannabis.

On May 28th, Delaware County Sheriff’s Deputies were dispatched to a 1 vehicle motor vehicle accident in the Town of Franklin. The investigation revealed that 18 year old William Mettler of Franklin was the driver of the vehicle, he was taken to a hospital, where Deputies secured a blood test to determine Mettler’s blood alcohol content, Mettler also had a suspended driver’s license. Last Week, Deputies arrested Mettler for Driving with a BAC of 0.08% or higher, Aggravated Unlicensed Operation of a Motor Vehicle, as well as other traffic violations, he will appear before the Town of Franklin Court at a later date.

State Police arrested 27 year old Gerard Bourgeois of Otego for 2nd degree Burglary & 3rd degree Arson, Police responded on Monday just before 8:00 PM to a report of a suspicious person in the area of Pleasant Valley Road in the town of Hartwick, troopers heard smoke alarms & observed smoke coming from a residence on Bunn Hill Road. The troopers notified area Firefighters & entered the home, they found an active fire at a gas stove, they could not turn off the stove due to the damage to the controls, & instead turned the propane tanks outside. Troopers responded to another report of a suspicious person near the Hartwick Restaurant on State Highway 205, when they located Bourgeois. Bourgeois was arraigned at Otsego County Centralized Arraignment and remanded to the Otsego County Jail on $5,000 cash bail or $10,000 bond pending court action on October 12th.

Otsego County Sheriff’s Office arrested 42 year old Katherina Cassata of Gilbertsville for 9 counts of Animal Cruelty after a search warrant was executed on September 16th, regarding an ongoing animal cruelty investigation. Cassata was charged with 9 counts of Overdriving, Abuse of Animals & Failure to Provide Sustenance, the investigation revealed that there were deceased animals were on the property and the remaining animals were malnourished. The animals were removed to the Susquehanna SPCA, the seizure included 19 horses, 2 pigs, a llama, a donkey, and a cat, plus a deceased alpaca was found on the property. Cassata was issued an Appearance Ticket returnable to the Town of Butternuts Court at a later date.

Governor Hochul announced plans to expand the availability of funding and resources to support local health departments in hopes of establishing immunization clinics, sending vaccines to health care partners and conducting outreach to unvaccinated New Yorkers in the battle against Polio. Currently, health departments are monitoring wastewater to find the polio virus, they encourage New Yorkers to get vaccinated as soon as possible. Chenango County is experiencing a 40% increase in cases of Chlamydia and Gonorrhea, with 26 new cases reported in the last month, 18 of the cases were Chlamydia and 7 were Gonorrhea, and 1 was a coinfection. State Police arrested 22 year old Corey Sawyer of Norwich for allegedly stabbing 2 people in Chenango County. Sawyer was charged with 2 counts each of Attempted Murder & 2nd degree Assault and 4 counts of Endangering the Welfare of a Child. Troopers responded Wednesday to a residence on State Route 80 in the town of Otselic just before 1:30 AM, Sawyer is accused of stabbing 2 people with a knife during a domestic dispute, The victims were both taken to Chenango Memorial Hospital then later transported to Wilson Medical Center, with non-life-threatening injuries. 3 children under the age of 17 were at the residence when the incident occurred. Sawyer was transported to Chenango Memorial Hospital due to injuries he sustained prior to Trooper’s arrival. He was treated and released, he was arraigned & was remanded to the Chenango County Jail on $250-thousand cash bail, $500-thousand bond or $1-million partially secured bond. His next court date was set for October 4th.

2 Federal Inmates at the Delaware County Correctional Facility were arrested following an assault within the Delaware County Corrections Facility. On Thursday, September 22nd, members of the Criminal Investigation Division responded to the Correctional Facility, the Investigation revealed that 31-year-old Daquan Dowdell and 45-year-old Rashawn Wynn, both of Syracuse punched another Inmate in the face, which caused the serious physical injury. Wynn and Dowdell each with one count of 2nd degree Assault, they were arraigned and were remanded back to the Delaware County Correctional Facility pending other charges.

The Otsego County Sheriff’s Office arrested 36 year old Robert Furman of Laurens following a traffic stop in the town of Oneonta, for Aggravated Unlicensed Operator. Furman was issued traffic tickets and released, he will appear in the Town of Oneonta Court on a later date.

On Tuesday, Delaware County Sheriff’s Deputies were dispatched to a serious personal injury 2 car Accident on Covered Bridge Road in the Town of Sidney. Deputies discovered that 1 of the vehicles in the crash was sheered into 2 separate pieces. Deputies also discovered that the occupants of both vehicles had been wearing their seat-belts, and that no occupant had been ejected from either vehicle. 4 patients were transported from the scene, one patient was later transferred to Upstate Medical Center for a higher level of care. State Police at Norwich are investigating a reported domestic incident that led to the stabbing of two individuals in the town of Otselic early this morning. The victims were transported to a local hospital for treatment and are currently in stable condition. There is no threat to the public. The suspect was taken into custody by members of the New York State Police. More information will be provided when it is available.

Delaware County Sheriff’s Office arrested 27 year old Dustin Roberts of Stamford for Aggravated Unlicensed Operator & leaving the scene of an accident. On September 21st, Deputies were dispatched to a hit & run accident in Stamford. During the course of the investigation it was learned that Roberts was the driver of the vehicle that left the scene, he also had a suspended driver’s license. Roberts is scheduled to appear before the Town of Stamford Court at a later date.

Broome County District Attorney Mike Korchak announced that 24 year old Derek McNeil of Binghamton was sentenced to 5 years in jail followed by 5 years post release supervision, following guilty pleas to 2nd degree assault & criminal mischief, for choking an 18 year old female in Binghamton in March, and breaking a window in May, causing $250 damage.

Otsego County Sheriff’s Office arrested 35 year old Brandon Hill of Oneonta after patrols responded to the report of a fight in progress on September 12th, at 954 State Highway 205 in the Town of Oneonta. Hill was charged with Resisting Arrest, Criminal Mischief & Disorderly Conduct, he was processed and was released on an appearance ticket, Deputies also arrested 34 year old Michelle Mead of Oneonta following the investigation into the fight & trespassing complaint, she was charged with Resisting Arrest & Obstruct Governmental Administration. Hill & Mead will appear in Town of Oneonta Court to answer to the charges on October 6th.

NYSEG employees carry a company-issued photo ID with a unique employee number, customers should always ask for ID before providing personal or account information, or granting access to property. The National Weather Service investigators revealed that a tornado moved through the Walton area on Sunday September 25th. The tornado moved through between 6:38 and 6:41 pm. Tornado damage was located along Walton Mountain Road where trees fell in a convergent pattern, damage was also reported on Route 10 to an auto repair shop and the west branch of the Delaware River along South River Road. The Weather Service measured the tornado’s winds at EF0 to EF1.

State Police responded on September 24th to the Oneonta Walmart after a report that a Samsung cell phone and wallet containing cash and cards were stolen. Both items were accidentally left in the women’s restroom, when the owner realized that they left the items behind, they returned to the restroom and could not find them. The cell phone and the wallet were later located inside the Grand Union in the town of Hartwick, the cash was not located. State Police and the Division of Homeland Security and Emergency Services announced that a contingent of 50 State Troopers left Saturday morning for Puerto Rico to help the island nation as it recovers from the devastation left behind in the wake of Hurricane Fiona. The first wave of 50 Troopers, along with 69 New Jersey State Troopers, flew out of JFK airport at about 10 am. this morning bound for Luis Munoz Marin International Airport in San Juan, Puerto Rico. Norwich Police Department arrested Luis Franco of Brooklyn after they responded to a repport of an assault on September 22nd. The victim sustained broken bones, a fractured spine and a collapsed lung and was taken to a Binghamton Hospital, Franco was charged with Assault in the 2nd degree, he was arraigned and held on $25,000 cash bail.

The Otsego County Sheriff’s Office arrested 50 year old Ashraf Moussa of Schuyler Lake on 9 counts of possession of a forged instrument. Moussa is accused of utilizing forged documents and licenses to buy and sell vehicles for profit. A search warrant was executed at the defendant’s residence where numerous other forged documents were located and seized, he is being held in the Otsego County Correctional Facility pending Court action.

With residential energy costs expected to rise nationwide this winter, U.S. Senator Kirsten Gillibrand is calling for emergency supplemental funding for the Low Income Home Energy Assistance Program or “LIHEAP”:

Senator Gillibrand said that over 1 million New York households get LIHEAP support to heat their homes, but additional funding is needed with the rising prices. Gillibrand said she favors the idea for the state to go back to a program where families that received help through SNAP, would automatically get LIHEAP assistance, without extra paperwork or bureaucracy.

Governor Kathy Hochul today announced nearly $7.9 million is being awarded through the Climate Resilient Farming Grant Program to help over 70 farms across the state reduce their environmental footprints and prepare for extreme weather events related to climate change. Locally, in the Southern Tier, a Total Award, of more than $693,000 will distributed, the Delaware Soil & Water Conservation District was awarded $159,160 to assist three farms.

State Police will be participating in the Law Enforcement Torch Run for the Special Olympics, starting tomorrow. The mission of the Law Enforcement Torch Run is to raise awareness and funds for the Special Olympics movement. This year, Troop B will be running in Plattsburgh, tomorrow morning starting at 11:00 AM.

The Otsego County Sheriff’s Office is continuing with an investigation into animal cruelty at a farm in the town of Butternuts earlier this week. Numerous animals were removed & were taken to the Susquehanna SPCA for evaluation & treatment, so far, no charges have been announced against the owner of the animals.

State Police arrested 56 year old Francesco Carotenuto of Schenevus for 1st degree rape, he was previously arrested on charges for Promoting Sexual Performance by a Child and Possessing Sexual Performance by a Child on September 8, 2022. After a further investigation, Investigators learned that Carotenuto forcibly engaged in sexual intercourse with a victim several years ago. Carotenuto was in jail for the previous charges, he was processed and returned to jail.

Chobani CEO Hamdi Ulukaya announced this week at the business summit organized by the Tent Partnership for Refugees, committed to hiring 200 refugees at their Chenango County & Idaho Falls Idaho plants over the next 3 years. The State University in Oneonta was ranked 19th among public colleges in the U.S. News and World Report’s annual rankings of Best Regional Universities. Forbes annual survey placed SUNY Oneonta at 172 in the Northeast and 217th among all public colleges. State Police responded Monday to a report of a 1-vehicle crash on County Highway 7 in the town of Otego. 45 year old Jennifer Thayer of Otego was driving on County Highway 7 when she exited the roadway and struck a tree. Thayer was transported to A.O. Fox Hospital where she was pronounced deceased.

The State DOT is advising motorists that the ramp from I-88 westbound to I-81 northbound in the Town of Chenango, will be closed today from 9:00 to 12:00 Noon for overhead sign inspection. A detour will direct traffic to I-81 Southbound for entry to I-81 Northbound at Exit 5.

Binghamton Police Department responded Monday to 314 Prospect Street for the report of a shooting. Officers located a 26 year old male who was shot in the abdomen, he was taken to an area hospital for emergency surgery. Police arrested Franklin Smalls of Binghamton for Attempted Murder and Criminal Possession of a Weapon, the investigation is continuing.
