The Delaware County Industrial Development Agency completed a building renovation project to attract a new business into the Industrial Park in Sidney. Cobalt Packaging is located in the building located at 8 Winkler Road in Sidney. The site was purchased by the Delaware County IDA in 2010, following renovations; the building now provides space for Cobalt’s packaging and fulfillment operations, and warehouse space for Huff Ice Cream.

Motorists are advised that Prospect Mountain construction work will be performed today through Friday, with alternating lane closures on Chenango Street.  Crews will be removing the existing substructures of the Interstate 81 southbound/State Route 17 eastbound bridge over Chenango Street.  Crews will be performing superstructure work for the State Route 17 westbound bridge over Mygatt Street.

The Joint Commission on Public Ethics reported that  $105 million was spent on lobbying in the first 6 months of the year, the lowest amount in 5 years.  Philip Morris tobacco spent the most at nearly $1.6 million, 2nd was the New York State United Teachers union, 3rd was The Greater New York Hospital Association which spent $1.1 million, and New York State United Teachers union, which wants to build a new stadium in Queens, spent $842,000.  Lobbying amounts have decreased by 19% since Governor Cuomo’s first year in office.

Delaware County Sheriffs Deputies Arrested 25 year old Eric Ball of Oneonta for DWI, operation of a motor vehicle with a BAC greater than .08, refusal to submit to a breath Test & speeding.  Ball was arrested following a traffic stop for speeding on State Route 10 in the Town of Walton. He was released to appear in the Town of Walton Court at a later date.

Governor Cuomo announced $10 million in Brownfield Opportunity Areas grants for 26 communities throughout the state. The grants provide funding for municipalities to implement revitalization strategies to redevelop impacted sites. Locally, the City of Norwich will get $90,000 to complete a revitalization plan for a 591-acre area with 33 vacant and Brownfield sites located at former industrial sites on the City’s east side and for new commercial developments in downtown.

The Chenango County Sheriff’s Office arrested a 29-year-old Bradley Lidell of Cincinnatus on an active Bench Warrant.  Lidell was picked up on a warrant issued out of the Town of Pitcher Court for failure to appear on Aggravated Unlicensed Operation charges, he was arraigned & was remanded to the Chenango County Jail on $1,000 cash bail.

Governor Cuomo signed the Farm Cideries bill that establishes a new license for farm cideries similar to the licenses already available to farm wineries, breweries and distilleries. This  legislation follows through on promises made to farm cideries after the Wine, Beer and Spirits Summit held by the governor. The Otsego county sheriff’s department arrested 16-year-old John Gardner of Morris for unlawfully fleeing a police officer, reckless driving, obstructing governmental administration, resisting arrest, unlawful possession of marijuana and multiple vehicle and traffic violations.  Gardner is accused of attempting to flee deputies, who attempted to stop him from driving an ATV at a high rate of speed through Morris.  Gardner was apprehended in a wooded area & fought with authorities, he was arraigned in Morris Town Court and sent to Otsego County jail on $1,000 bail, he posted bail & was released, he’ll reappear in court at a later date.

The search for 77-Year-old Edward Mills of Nichols has been cancelled. Mills went missing yesterday afternoon, he was located shortly after 7:00 AM this by Security staff in the parking lot at Tioga Downs. Mills was reportedly conscious alert, weak, and wet, he is being checked out by medical professionals.

P.M. NEWS FRIDAY 10-18-13

New York State Criminal Justice Services announced that an elderly man with dementia is missing in the southern tier.  77-year-old Edward Mills is missing from Nichols since yesterday afternoon , he is described as a white male, 6 feet tall, about 200 pounds, with gray hair.  Mills was last seen on walking in  Nichols, he walks hunched over and was wearing a straw hat, blue jacket, khaki pants, brown shoes, and a blue shirt with maroon stripes, he has a full white beard and large black frame glasses. He may be in need of medical attention. Anyone with information is advised to contact their local law enforcement agency.

Attorney General Eric Schneiderman announced that his office would sponsor a gun buy-back in Utica on Saturday, as part of a new statewide program. The Attorney General’s Office will be accepting working and non-working, unloaded weapons in exchange for compensation on site. This Saturday’s gun buyback will take place at the Utica Memorial Auditorium, from 9:30 AM to 1:00 PM.  Other gun buybacks will take place in Binghamton,  Poughkeepsie, Yonkers, and the Buffalo region in the coming weeks.

New York State continues to look into alternative energy systems, one that continues to be studied is Solar Energy.  Assemblyman Pete Lopez said that the initial cost might be prohibitive for some:

Another issue is available sunlight, as a 2009 state study shows that most sections of the state could use solar energy successfully, except for the southern tier, which failed to get a high enough percentage of sunlight.  The study suggests that Solar could be used as a 2nd energy source behind other traditional methods.

The Norwich School District will conduct an “early dismissal drill” today, consistent with the District’s Emergency and Disaster Management Plan and Regulations of the Commissioner of Education.  High School/Middle School will be dismissed at 1:55 p.m.  Perry Browne will be dismissed at 2:45 p.m.  Stanford Gibson will be dismissed at 3:00 p.m.   Latchkey will not be available today, parents should plan for alternative childcare arrangements this afternoon.

P.M. NEWS THURSDAY 10-17-13

The Chenango county sheriffs department arrested 25-year-old Tanya Osman of Coventry on a Bench Warrant and Resisting Arrest.   Osman is wanted on the warrant from Chenango County Court for failing to comply with the conditions of her probation following a conviction for Aggravated DWI.  Osman is accused of refusing to open her door to the deputy and then attempted to hide once the deputy entered the residence.  Osman was arraigned in the Town of Coventry Court  & was remanded to the Chenango County Jail on $500.00 bail, pending future court action.

Oneonta city police arrested 53-year-old Rebecca Gartung of Oneonta on a charge of felony 2nd degree assault. Gartung is accused of getting into an altercation Wednesday morning with an unidentified 43 year old woman near Muller Plaza, and swinging a bag of bottle at her, one broken bottle resulted in a leg contusion, the woman was treated at Fox hospital.

State Senator Jim Seward & Assemblyman Cliff Crouch have both commented against New York State Education Commissioner Dr. John King’s  decision to cancel public forums on the implementation of the ‘Common Core’ learning platform and new state testing assessments.  Crouch said that he hosted an Education Summit at Chenango Valley High School that featured a panel of administration and education professionals and the topics of discussion included the Annual Professional Performance Reviews, Common Core, state testing, and how unfunded mandates take the focus off  of educating students.

Governor Cuomo congratulated 7 New York breweries that won medals at the Great American Beer Festival, which took place in Denver, Colorado earlier this month.   This year’s Bronze Medal in the Belgian Style Abbey Ale Category were Brewery  Ommegang of Cooperstown.  21 New York State breweries took part in this year’s Great American Beer Festival,   more information about New York craft beers, is available at taste.ny.gov..

A state judge threw out a lawsuit challenging the wording of New York’s casino ballot proposition, ruling the challenge was filed too late and didn’t have legal merit. The ruling from state Acting Supreme Court Justice Richard Platkin clears the way for the referendum to stand as is, with New York voters going to the polls to approve up to seven private casinos on November 5th.

It’s been almost 20 years since Bresee’s in Oneonta closed. Developers said at the building’s ribbon cutting yesterday that the new space will feature 12 new apartments ranging from 650 to more than 2,000 square feet. The upper floor apartments will also feature rooftop decks. The more than $6 million project received $2.2 million in funding from the state’s Restore New York grant program. New retail space has already begun opening up and residents will be able to move into the apartments in March

Jury selection is completed for the murder trial of a Virginia man charged with killing the Clymer School District Superintendent Keith Reed Jr.  Anthony Taglianetti is charged with 2nd degree murder for the fatal shooting of Reed, who previously served as a principal at the Sherburne Earlville school district.   Taglianetti is accused of driving to Clymer, New York in September 2012 and shooting Reed outside his home, he was arrested in Virginia a week after the shooting.

State Police at Oneonta are investigating a grand larceny at the Mirabito Convenience Store at State Route 23, Oneonta.  Police stated that on Monday at 5:40 a.m., a lone black male entered the store and grabbed an undetermined amount of cash from the cash drawer when it was opened by the cashier.  The suspect then left the store through the front entrance door and fled the scene on foot in an easterly direction.  There were no weapons displayed or threatened.  He is described as a black male, wearing jeans and a dark colored jacket.  Anyone with information is asked to contact the State Police at 432-3211.

A new law prohibits people from smoking on a playground in New York. The law prevents smoking at playgrounds between sunrise and sunset. Also, people can not smoke when children under the age of 12 are present on a playground.  The law aims to protect children from the dangers of toxic chemicals found in secondhand smoke.

By producing 692 million pounds of yogurt, New York surpassed California as the top producer in the US in 2012. A $1.5 million gift from Chobani to Cornell University in Ithaca will support research and workforce training in dairy quality to help maintain New York’s competitive edge. The funding will be used to create opportunities for faculty, students, and staff, including food safety and quality workshops as well as graduate student support for relevant research initiatives.

Norwich police and Chenango county Sheriff’s deputies arrested 33-year-old Travis Rifanburg of Norwich and 30 year old Kajuan Bunn of Brooklyn, following an investigation into heroin trafficking in Norwich.  Police officer & sheriff’s deputies executed a search warrant at 21 Plymouth Street in Norwich, Packaged heroin was seized during the search, Rifanburg was charged with criminal nuisance, criminal possession of a controlled substance, criminally using drug paraphernalia and unlawful possession of marijuana.  Bunn was charged with criminal possession of a controlled substance, criminally using drug paraphernalia, criminal possession of a hypodermic instrument and unlawful possession of marijuana.

The Broome County Sheriff’s Office Detective Division has arrested 21-year-old Eric Sturdevant of Port Crane for 2nd degree Burglary.  Sturdevant is accused of burglarizing a home in the Town of Colesville on October 12th he was arraigned in the Town of Colesville Court and remanded to the Broome County Jail without bail pending future court action.

Chenango County Sheriff’s department arrested a Town of Colesville resident and a Town of Afton Resident on charges of 3rd degree Burglary 3rd, Conspiracy and Criminal Sale of Marihuana.  The arrests followed a complaint from a civilian at Davy Field in the Village of Afton, who found 2 people inside a concession stand building; She was able to stop one of the subjects and contacted Sheriff Cutting, who responded to the location and took the 14-year-old male into custody. He was able to locate the second individual a short distance away and took the second 14-year-old male into custody as well.  Both defendants were released on juvenile appearance tickets and released to the custody of their parents.

State Troopers arrested 18 year old Italyia Circelli of Arverne for Criminal Possession of Stolen Property and Unlicensed Operation of a Motor Vehicle & 20 year old Sydnee Girard of Freeport for Unlawful Possession of Marihuana. The arrests were the result of a traffic stop on State Highway 17, in Hancock; Circelli was remanded to the Delaware County Jail on  $1,000 cash bail or $2,000 property bond.  GIRARD was issued an Appearance Ticket returnable to the Town of Hancock Court on October 21st.

New York state spending dropped for the 2nd  year in a row, but its debt hit a record $63.5 billion in the last fiscal year. The annual Financial Condition report from state Comptroller Tom DiNapoli’s report found state spending fell 0.3% in the 2012-13 fiscal year from the prior year. But since 2009, state spending outpaced inflation, growing a total of 9.5%. New York is the second most indebted state in the country.

Furloughed federal workers protested in front of the home offices of congressmen Richard Hanna and Chris Gibson yesterday.  Protestors blame both representatives of being part of the congressional shutdown that has cost them their paychecks until the government shutdown ends.

State Troopers arrested 48-year-old Craig Jones of Norwich for Driving While Intoxicated.  The arrest was the result of a traffic stop on State Route 8 in Guilford; Jones was issued tickets returnable to the Town of Guilford Court on October 22nd.

The Oneonta City Hall parking lot will be closed today to accommodate preparations for paving.  Visitors to city hall may use the Dietz street parking lot, the Westcott lot, the municipal parking garage or on street parking spaces.
