State Police report that the remains have been tentatively identified as those of Brian Austin of Syracuse.  The remains were found by a NYSEG worker near a state park in Ulysses in Tompkins County Wednesday; Austin had been reported missing from the Syracuse area since 2011.  The cause and manner of death are pending.  The investigation is continuing.

The Broome County Special Investigations Unit Task Force arrested 24 year old Angelina Brown of Binghamton, after a search of her home netted 46 glassine bags of heroin, 3 knotted wraps of crack cocaine, a baggie of marijuana, a live marijuana plant and ecstasy pills.  Brown was charged with -Criminal possession of a controlled substance, endangering the welfare of a child, growing cannabis & Unlawful possession of marijuana.  Brown’s 5-year-old son was removed from the home & is staying with family.  Brown was being held at the Binghamton Police Department pending arraignment.

Tomorrow is the National Take Back Collection for prescription drugs throughout the country.  The events will run from 10:00 am to 2:00 pm, with DEA officials taking the unwanted collected prescriptions with them at the conclusion of the collections.  Locally, collections will be at the Norwich City Police Department at 18 East Main Street, at the SUNY Oneonta Police Department at 1 Alumni Hall & with the Oneonta City Police department at 79 Main Street.  The Chenango County Sheriff’s Office will also be participating at the Plymouth and Guilford Fire Departments; they will still accept unused or unwanted medications at the Sheriff’s Office at 279 County Road 46 in the Town of Norwich.

The U.S. House of Representatives passed the Water Resources Reform and Development Act, for projects conducted by the Army Corps of Engineers.  The Act is made up of grant and loan programs, project authorizations and to mitigate flooding risks, improve drinking water, support water transportation, and protect wildlife.   Area Congressman Chris Gibson voted in support of the bill, siting reforms to dam safety programs as a key reason for support.  Projects in Gibson’s 19th district will study the effects of Superstorm Sandy; address Levee Safety, Flood Control & Dam Safety.

City of Norwich police arrested 54-year-old Dana Cowans for 2nd degree assault and criminal possession of a weapon.  Cowan is accused of stabbing a man Tuesday night in a Midland Drive residence, The unidentified victim was treated for lacerations at Chenango Memorial Hospital.  Cowans was released pending a future court appearance

The Chenango County Sheriffs department arrested 24 year old Andrea Chidester of Greene for Driving While Intoxicated, Aggravated DWI, Operating a Motor Vehicle with .18 BAC or higher and Failure to Keep Right.  Chidester was charged following a traffic stop in the Town of Greene for a moving violation, she was found to be operating a motor vehicle in an intoxicated state. Chidester was taken into custody without incident, and was processed to appear in the Town of Greene Court at a later date.

Motorists are advised that State Route 17 westbound will be reduced to one lane between the Interstate 81 interchange and Glenwood Avenue Thursday night, October 24, beginning at 6 p.m. Crews will be erecting steel girders for the new State Route 17 westbound bridge over the Prospect Connector road.  Work will be performed 6 p.m. to 6 a.m. Thursday night, October 24 to Friday morning, October 25 and; Friday night 6 p.m. to 6 a.m. Saturday morning, October 26, weather permitting.  Motorists will encounter a right lane closure in the work zone.

Delaware County Deputies arrested 45-year-old Patrick Dedman of Masonville on a criminal summons issued by the Town of Masonville Court for 2nd degree Harassment.  The arrest followed a recent incident in the Town of Masonville; Dedman is scheduled to appear in court on October 29th.

Delaware County Deputies arrested 25-year-old Stephen Tanner of Lakewood Pennsylvania as a fugitive of justice on a warrant from Pennsylvania.  Tanner was arraigned in the Town of Delhi Court and was remanded to the Delaware County Correctional Facility without bail.  He faces an extradition hearing shortly.

More than two-thirds of New Yorkers believe the real-estate market improved for both buyers and sellers in the last year, according to a Siena College poll. The survey asked respondents for their feelings on both the current and future buying and selling markets in New York and uses a statistical analysis to award a score from -100 to 100. The state’s overall real-estate sentiment was a 17.7, a number that Siena said reflects citizens feel more optimistic about the housing market.

State Police in Ithaca, along with the New York State Park Police, are investigating the discovery of skeletal human remains that were located in a wooded area in the Town of Ulysses, in Tompkins County.  State Police are currently working in conjunction with the Binghamton University Anthropology Department and the investigation is continuing.

The NY State of Health plan officials reported that nearly 174,000 New Yorkers have completed the application process and are eligible for the federal Affordable health Care insurance plan.  The rates for the health plans represent a 53% reduction compared to the previous year’s individual rates.  More information is available at nystateofhealth.ny.gov, or by calling 1-855-355-5777.

More than 25% of real property value in New York is exempt from county, city and town property taxes, according to a report issued by State Comptroller Tom DiNapoli. The total value of these exempt properties is $680 billion. Governor Cuomo signed a new law that will better protect New Yorkers from Hepatitis C by requiring hospitals and health service providers to offer testing for the virus to all patients born between 1945 and 1965.  According to the CDC 75 % of Hepatitis C infection and about 73 % of Hepatitis C-associated mortality occurs in individuals born during that period, as 150,000 New Yorkers are unaware of their Hepatitis C status. The new law will take effect on January 1st.

A state loan program to assist first responders is changing  under legislation signed into law by Governor Cuomo.  The legislation was sponsored by area State Senator Jim Seward; it increases the amounts of allowable loans under the emergency services loan fund.  The program is financed by repayments to the fund, budget authority and a 911 surcharge on wireless telephone calls. Natural gas production from the Marcellus Shale region is growing faster than expected, according to a new federal report issued Tuesday.   The Energy Information Administration report found production has now reached 12 billion cubic feet a day, which is the energy equivalent of about 2 million barrels of oil a day, and more than 6 times the 2009 production rate. The majority of the Marcellus gas is coming from Pennsylvania and West Virginia, the Marcellus shale is also under Ohio & New York, but Ohio has concentrated on oil production, and New York has a moratorium on shale gas drilling while comments were collected & health studies are continuing.

A new poll finds New Yorkers divided over whether the state is on the right track. A Siena College poll of registered voters found respondents evenly divided, 44 to 44% on whether the state is headed on the right or wrong direction. People who live in upstate New York tended to be more pessimistic, with 57% claiming that the state is headed in the wrong direction.  51 percent of New York City and downstate voters felt the state was headed on the right track.

Nearly 92% of teachers were rated highly effective or effective in the first year of a new evaluation system according to the state Education Department. The results are for 126,829 teachers outside New York City. The results come after the state released new student assessment scores as part of the Common Core program last summer, that showed just 31% of New York students in elementary and middle schools were proficient in math and reading.

The Chenango county sheriff’s office arrested 24 year old Adam Holt on charges of 4th degree Grand Larceny, Obstructing Governmental Administration, 2nd degree Harassment, DWI and Aggravated Unlicensed Operation of a motor vehicle.  Holt was charged following an accident in which Holt is accused of driving a stolen car from the town of Columbus, into a ditch while intoxicated.  Holt had called for a tow after the accident, he is accused of fighting, kicking and spitting on the responding deputies, and he was arraigned in the Town of New Berlin Court and remanded to the Chenango County Correctional Facility on $5,000.00 bail.

Currently, 25% of New York’s land is in agriculture. High property taxes on agricultural lands put New York at a competitive disadvantage with other states.

State police located stolen property from a Pennsylvania burglary in Binghamton; troopers arrested 21-year-old Dana Miller of Binghamton for criminal possession of stolen property, criminal possession weapon and unlawful possession of marihuana, for allegedly possessing an illegal dagger and small amount of marihuana.  Troopers also arrested 24-year-old Jeremy Rogers of Binghamton and 55-year-old Ricky Spencer of Binghamton for 1st degree Burglary.  The investigation also determined that Rogers and Spencer had allegedly burglarized a residence in Windsor earlier this month.  All three suspects were arraigned at the Binghamton town court and remanded to the Broome County Jail.  The investigation is ongoing.

A new poll shows a majority of New York voters support an amendment to the state constitution that would expand casino gambling. The Siena College poll finds 56 percent of respondents would vote yes when read the measure that will be on the Nov. 5 ballot, compared to 40 percent who would vote no. The amendment would allow non-Indian-owned, Las Vegas-style casinos in New York.

Congressman Richard Hanna urged the National weather Service to work to utilize funds to keep stream gages on in New York State, particularly in the Southern Tier. The US Geological Survey has identified 14 gauges that are in jeopardy of shutting down operations on November 1st. In a letter sent to the  NOAA, Hanna joined with New York’s senators and Members of Congress to request that the gages continue to operate.

Scammers and con artists are taking advantage of caller ID spoofing technology to pose as local sheriff’s offices. They are calling residents and demanding they pay nonexistent fines. Victims have reported that scammers’ trickery doesn’t end with faking a phone number. scammers will use the names of specific local police officers, some con artists had personal information about the victims. Police remind residents to never wire any money, police will not ask for payment over the phone, especially by money order or prepaid debit card. If you should get a call of this nature, notify law enforcement as soon as possible.

State troopers arrested 19-year-old McKinley Ridenour & 20 year old Patrick Schneck of Delhi for unlawfully dealing with a child following a complaint.  Troopers responded to 1360 Scotch Mountain Road in Delhi, they observed a large number of under aged youths possessing alcoholic beverages.  Troopers discovered that the residents of the property where aware of under aged drinking, & were also participating in the party.   Ridenour  & Schneck were issued tickets returnable to the Delhi town court on October 29th.

Sidney Police Department arrested 25-year-old Kristin Yale of Sidney, following an accident on October 17th.  Yale was charged with DWI, driving with a BAC of .08% or higher & leaving the scene of an accident.  Yale faces court action on November 5th.

Sidney village police arrested 18-year-old Gage Leach of Norwich and 18-year-old Austin DeMuth of Oxford Saturday, following the report of a fire in a dugout at Ed Ray Field.  Both were charged with 4th degree attempted arson and endangering the welfare of a child, both face court action today.

Assemblywoman Donna Lupardo and Assemblyman Cliff Crouch will hold a community forum on the planned closure of inpatient services at the Greater Binghamton Health Center on Oct. 22nd from 6 to 7:30 p.m. at Binghamton High School. State regulators claim that utilities providing natural gas service have adequate supplies, delivery capability and storage inventory, to meet customer demands under severe winter weather conditions.  The Public Service Commission said that their annual review of the utilities winter preparedness also finds that customers heating bills are expected to rise this winter by more than 3% or about $6 a month, during the heating season.

DOT Officials announced that Prospect Street eastbound between Karlada Drive and Front Street in Binghamton would be closed for reconstruction of Prospect Street near the Front Street intersection.  A signed detour will be in place for Prospect Street eastbound traffic to Front Street, which will guide motorists on Prospect Street west to Airport Road, to the on-ramp to State Route 17 eastbound & to Interstate 81 northbound exit 5 to Front Street.   This traffic restriction will be in place for 6 weeks.
