Chenango county sheriff’s department arrested 42-year-old Terry Bartlett of North Norwich for DWI, Aggravated Driving While Intoxicated, Reckless Endangerment & Endangering the Welfare of a Child.  Deputies accuse Bartlett of driving onto a lawn attempting to hit an adult male victim while 3 children were playing in the yard.  Bartlett then drove onto the public roadway attempting to hit the male victim again.  Bartlett was arraigned in the Town of North Norwich Court & was remanded to the Chenango County Jail on $2,000 bail pending future court action.

Delaware County Sheriff’s Deputies investigated a vehicle and traffic complaint last week on Pines Brook Road in the Town of Walton. It was reported that a Walton Central School bus, while stopped & was discharging students when a motorist disregarded the safety apparatus and passed the bus. The school bus’s video surveillance identified both the vehicle and its operator; deputies arrested 19-year-old James Copeland of Walton for Failure to Stop for School Bus & Aggravated Unlicensed Operation of a motor vehicle.  Copeland’s driver’s license was suspended at the time of the incident; he faces action in the Town of Walton Court Wednesday.

The Chenango County Sheriffs arrested 3 Town of Sherburne residents for drug related offenses.  The Narcotics Division attempted to stop 46-year-old Steve Manwarren; he drove off & during the pursuit, his passenger 27 year old Randy Buck Jr. allegedly threw heroin packets out of the car.  The vehicle was later stopped, the heroin recovered, and both men were arrested.  Detectives discovered another 60 packets of heroin belonging to Manwarren, 56 year old Kim Chlad was also arrested as she attempted to discard the 60 packets of heroin from her and Manwarren’s residence.   Manwarren was charged with Criminal Possession of a Controlled Substance, Buck was charged with Criminal Possession of a Controlled Substance & Tampering with Physical Evidence. Chlad was charged with Tampering with Physical Evidence.   All 3 were released pending future court action.

The New York State Court of Appeals has ruled that people who live part-time in the state can get handgun licenses here. The Court of Appeals said New York pistol permits, which are issued by cities or counties, are not limited to people whose primary residence is in New York. The seven judge declined to rule on whether the state law as previously interpreted was unconstitutional.

The Oneonta common council will meet tonight to discuss the 2014 city budget.  Other agenda topics include the performance review process for city manager, the airport commission and a motion to seek proposals for legal services to support collective bargaining.  The council will also consider adopting  the Otsego County hazard mitigation plan.  The meeting begins at 7:00 pm in the common council chambers at city hall.

The 2013-2014 HEAP season will open November 18th.  HEAP is a federally funded program, administered at the county level, which assists income eligible households in meeting their winter heating costs.  All applicants are encouraged to apply at mybenefits.ny.gov.

The Chenango county sheriff’s department arrested 20-year-old Caden Cruz of Oxford on a charge of 2nd degree Burglary.  Cruz is accused of burglarizing a residence in the town of Smithville last year, He was arrested & was arraigned in the Town Of Greene Court & was remanded to the Chenango County Jail on $7,500 cash bail.

State police reported that 21-year-old Megan Dunleavy of Connecticut fell from a 5-story roof at the former Kutcher’s resort in Sullivan county Thursday, while working for an event to reform marijuana laws.  Dunleavy was a senior at Hartwick College in Oneonta, foul play was not suspected.   State police reported that Dunleavy had been staying at Kutcher’s while working for concert promoter Damn Sam Productions and was assisting in the organization of the New York Harvest Festival and Freedom Fair that had been scheduled this past weekend.

The Sidney Republican Committee will hold a meet the candidates’ event this evening in Sidney.  Supervisor candidate Gene Pigford and Town Council candidates John Woodyshek & Jodi Proffitt will meet with interested Sidney town residents at the Sidney library from 6:00 to 8:30 PM.

Datta said the “Request For Proposals” was just released; those are due back in 30 days.  Corporate naming rights for the Arena would cost $50,000 annually.

Donald Trump is being considered by a group of New York State Republicans, for a run as governor against incumbent democrat Andrew Cuomo.   Trump is considered by state GOP Chairman Ed Cox and other party leaders as enough of a celebrity that he could possibly beat Cuomo in 2014, and maybe seek the presidency in 2016.   Trump said on Fox News Sunday that he hasn’t thought about running for governor.

The State Police have issued their fall “Antler Alert.”  Trropers are warning drivers to be on alert as October through November & May through June are the most common times for car-deer collisions.  Troopers offer some tips to avoid hitting deer, such as:  Be especially alert during peak activity times at dawn and dusk and scan highway shoulders for deer eyes reflecting light.  More information is available at troopers.ny.gov

Visitors to New York State’s parks are now able to smoke on the grounds. The reversal of the no smoking ban in parks comes after a ruling by the State Supreme Court. In February, the State Office of Parks, Recreation and Historic Preservation banned smoking in those areas. However, the group “New York City Citizens Lobbying Against Smoker Harassment,” filed a lawsuit against the state park saying the agency overstepped its boundaries by imposing the ban.

Motorists are advised that Work on several Binghamton City streets will be performed between 6:00 AM  and 6:00 PM daily through this Friday, as part of the Prospect Mountain project along route 17 and I-81.   Crews will be removing the existing substructures of the Interstate 81 Southbound State Route 17 eastbound Bridge over Chenango Street.  Front Street will also have periodic, alternating lane closures,  Flag personnel will guide single lane traffic through the work zone.

Advocacy groups are pushing for changes in policy to reverse what they say is a rising tide of hunger among the working poor, children and the elderly. The Hunger Action Network is pushing for expansion of the Supplemental Nutrition Assistance Program.  The AARP says as many as 500,000 older New Yorkers could qualify for the monthly benefit. The AARP is asking the state to streamline its procedures to make it easier for older New Yorkers to apply. The Hunger Action Network wants the state to act on plans to send more fresh food to schools from New York farmers.

24-year-old Robert Griswold of Harpursville was charged Thursday, with felony second-degree burglary by state police.  Police investigated a home burglary on Doolittle Road in Colesville on September 21st; Griswold is accused of entering the home without permission and taking property.  Griswold was arraigned at the Colesville town court and sent to the Broome County jail without bail.

The Broome County Sheriff’s Office has charged 23 year old Jeffrey Blunk of Endwell with Criminal Possession of a Weapon Friday afternoon; he is accused of possessing a homemade explosive device. Blunk is also wanted by the State of Illinois in connection with possessing explosives and methamphetamine. The investigation in Broome County is continuing and other charges are likely in this case.  Blunk was arraigned in the Town of Union Court and was be remanded to the Broome County Jail without bail.

P.M. NEWS FRIDAY 10-11-13

The Otsego County Sheriff’s department arrested 20-year-old Samantha Rinker of Nineveh for allegedly bringing heroin into the Otsego County jail while being booked on a petty larceny charge.  Rinker was charged with a felony count of promoting prison contraband and criminal possession of a controlled substance, during processing Rinker was in possession of a small amount of heroin. Rinker was arraigned in Village of Cooperstown Court and was returned to the Otsego County jail on $1,000 bail, pending court action October 16th.

Veterans & their families are going to hold a rally at the veteran’s memorial in Bainbridge Park Sunday at 9:00 AM.  Katherine Colley is the wife of a Vietnam Veteran; she said that veterans nationwide are frustrated at the federal government shutdown:

The Sunday rally in Bainbridge will start at the same time as the Washington DC Million Vets March, Vets are protesting the Federal government shutdown, and how it adversely affecting benefits and their intended Washington gathering in another location.

The State Department of Financial Services will investigate salary spiking in the state’s pension funds and potential conflicts of interest among consultants used to oversee the funds, which are still among the largest in the country. The agency will audit the public-pension funds and they have sent letters to the New York City pension fund, the state pension fund and the New York Teachers’ Retirement System.

Flu season is coming and the State Health Department is recommending people get their flu shots now. The health department recommends anyone older than 6 months of age should get the flu shot unless their doctor instructs them otherwise.

Federal courts will run out of money this month unless Congress ends their shutdown. The U.S. Northern District Court of New York is operating on carry over funds from previous budgets. The entire federal court system will run out of that option by October 15th if shutdown continues. Courts are considered essential services so many employees will still have to report to work without pay. The courts say there could be delays because of possible furloughs.

State police at Oneonta arrested Tyler Evans of Brooklyn for driving while intoxicated and unlawful possession of marihuana.  Troopers on Southside Drive in Oneonta stopped Evans, during the stop Evans was found to be intoxicated and possessing 7 grams of marihuana, he was issued tickets returnable to the Oneonta town court on November 12th.

New York is not among the states affected by a recent salmonella outbreak, according to the CDC, but health officials warn the Federal government shutdown could hamper their efforts to combat outbreaks in general. The CDC said with more than two thirds of its staff cut by furloughs, they lack the personnel to find outbreaks. Making sure chicken is fully cooked is one way to prevent salmonella poisoning.

Chenango Street in Binghamton will be closed through 7 a.m. Saturday between Moffatt Avenue and Sturges Street, according to the state Department of Transportation. Crews are removing the remaining portion of the I- 81 southbound/Route 17 eastbound bridge over Chenango Street.. During that time period, Chenango Street will be closed to both motorists and pedestrians. A signed detour will be in place directing motorists around the road closure. The work is part of the DOT’s Prospect Mountain project, which is reconfiguring the area where the 2 highways come together.

Bainbridge Rotary will host the 1st Rotary Fall Festival & Pie Run at General Clinton Park Saturday.  Festivities will begin at 10 am with a 5K Pie Run/Walk, other features include a Tug-O-War competition, on-site Chili Cook-Off, an antique “slowest” tractor race, plus children’s games, a bounce house, scavenger hunt, face painting and hay rides. Delaware County Sheriff’s Deputies, their K-9 unit and State Troopers, arrested 3 area residents on Sealed Grand Jury Indictment Warrants issued by the Delaware County Court following a home invasion robbery investigation.  Arrested were 32-year-old Leon Grizzard of South Kortright, 27-year-old Amanda Gahan of Walton and 27 year old Andrew Dougherty for 1st degree Robbery, 1st degree Burglary, Petty Larceny and Criminal Mischief, in connection with a home invasion robbery in the Town of Tompkins in June 2012.  The 3 are accused of robbing the residents at gunpoint & taking cash and drugs.   Grizzard and Gahan were arrested in Hobart, where a search led to the seizure of heroin, hypodermic instruments and marihuana. Following the search, Deputies arrested Leon Grizzard and Jeremy Key of Hobart for Criminally Possessing a Hypodermic Instrument and Unlawful Possession of Marihuana.  Grizzard, Dougherty and Gahan were arraigned and were remanded to the Delaware County Jail without bail pending further court proceedings. Key was issued an Appearance Ticket for the Town of Stamford Court.

State troopers arrested 29-year-old Steven Fish of Kirkwood as a wanted person on an arrest warrant, as well as criminal possession of a controlled substance and unlawful possession of marihuana.   Fish was located by troopers in Kirkwood, while being searched Fish was found to possess methamphetamines and marihuana.  Fish was arraigned in the Kirkwood town court and remanded to the Broome County Jail in lieu of $1,000 cash bail.

Delaware County Deputies investigated a two-car personal injury auto accident on County Hwy 14 in the Town of Meredith.  21-year-old Danielle Motyka of Hannibal was traveling on County Highway 14 when she struck another vehicle being operated by 23-year-old Connor Hornbeck of Sidney.  Motyka was transported to O’Connor hospital with minor injuries.  So far, no tickets have been issued.

New York was ranked as having the worst business climate in the country. The Tax Foundation said New York has annually been at or near the bottom of the group’s ranking. The group based its findings on a number of taxes: corporate taxes, property taxes, income taxes and unemployment insurance costs. The report found New York ranked 25th in the nation in corporate taxes and 49th in income taxes. The state ranked 38th in sales tax and 45th in property taxes.

The New York State DEC has extended the deadline to apply for $45 million in grants for Water Quality Improvement Projects through December 13. The program is a competitive, reimbursement grant program for projects that improve water quality, reduce polluted runoff and restore habitat in New York’s bodies of water. Recipients can be reimbursed 75 percent to 85 percent of the project costs. For more information go to dec.ny.gov.

New York joined six other states in suing the federal EPA for violating the Clean Air Act, by failing to limit air pollution emissions from residential wood-heaters.  State Attorney General Eric Schneiderman said the lawsuit claims the existing 25 year-old EPA emission limits are outdated, not being enforced and leave out many types of residential wood-heaters. The state DEC regulates outdoor wood-heaters and in 2010 ordered that all new outdoor wood-heaters cut emissions by 90 percent.

State senator Tom Libous announced that the recent $90 Million dollar restoration of funding for the Office for People With Developmental Disabilities, would keep about half their program s targeted for cuts, to continue to operate.  Libous said that many who are being treated at the Broome County facilities can not be acclimated into the communities in group homes:

Libous said that locally, the restored funding helps, programs like Achieve, Southern Tier Independence Center, Norwich ARC and the Handicapped Children’s Association, but the plans to close the Broome Developmental Center has not been changed.  Senator Libous has a petition for constituents to sign to keep Broome Developmental Center Open at TOMLIBOUS.COM/STOPTHECLOSING.

In response to periodic inquiries from the publicthe State Police advises residents that neither the State Police, nor any agency authorized by it, ever solicits donations from the general public.  A recent example of the results of an investigation into the questionable practices of a telemarketer soliciting for a purported charity using the name, The Fraternal Order of New York State Troopers, resulted in the fundraising corporation and its owner being barred from soliciting charitable contributions in New York State and required the Fraternal Order to pay its remaining donations to a legitimate charity.  The State Police receives its funding through the State Budget only.

The Chenango County Sheriff’s Office arrested 49-year-old Kevin Nickerson of Coventry on an active Arrest Warrant. Nickerson is accused of menacing a police officer on August 30th, he faces court action shortly.

The Chenango County Sheriff’s Office arrested 23-year-old Cody Warner of Preston on a charge of 4th degree Grand Larceny.  Warner  was arrested after he allegedly stole and cashed multiple checks from a family member .  Warner was issued an appearance ticket to appear at the Town of Preston Court on a later date.
