The Chenango County Sheriff’s Office and New York State Environmental Conservation Police arrested 34-year-old David Button Jr. of Plymouth Saturday, after he was witnessed on a trail camera trespassing and possessing a rifle, on posted property on Bates Wilson Road.  Button shot a deer with the rifle, removed the head, and left the body, he was located at his residence where the rifle and deer head were recovered, Button is a convicted felon and was not allowed to possess firearms.  Button was charged with Criminal Possession of a Weapon, Trespassing, Hunting without a License, Hunting Deer with Rimfire Ammunition, and Unlawfully Killing Protected Wildlife.

The Greater Binghamton Airport and NYSERDA today announced that the airport is moving forward with an energy-saving improvement process on the strength of $350,000 award by NYSERDA through Governor Cuomo’s Regional Council Initiative. Binghamton is the first airport in the country to use a geothermal  system to heat an aircraft-parking ramp, which is expected to result in the avoidance of 103 tons of greenhouse  gas emissions annually.  The project is expected to be completed in March 2014.  more information on the regional councils is available at regionalcouncils.ny.gov.

The Chenango County Sheriff’s Office arrested 20-year-old Micah Smith of the Town of Greene on charges of Criminal Possession of Marihuana.  Smith was charged Saturday following a traffic stop in the Town of Greene for failing to stop at a stop sign.   Smith was found to be in possession of Marihuana and scales, deputies then responded to Smith’s residence and located over an ounce of Marihuana. Smith was taken into custody and processed and released on appearance tickets for a later court date.

The Out of the Woodwork players are presenting the classic play “Our Town” from Thornton Wilder, this weekend at the Bainbridge town hall theater.  The play was almost cancelled until a last minute addition to play an important character, according to cast member Howard Hannum:

UHS Chenango Memorial Hospital Foundation announced that  this year’s fundraising campaign set a goal of exceeding last year’s mark of $130,000.   Money raised by the Foundation has been used to renovate the facility and upgrade equipment.     Gifts can be made by accessing the Chenango Memorial Hospital Foundation Face book page and clicking on the “Donate Now” button, or by contacting the Foundation office at 337-4510.

The Chenango county sheriff’s office arrested 30-year-old Alex Danyluk of Norwich Saturday, on charges of Petty Larceny, Trespassing, Criminal Mischief and Endangering the Welfare of a Child.  Danyluk is accused of stealing an LED Signal Light off a MRP Paving dump truck by cutting the wires back on October 18th in the Town of Norwich, with his 2-year-old daughter present.  Danyluk was issued an appearance ticket for Town of Norwich Court at a later date.

Governor Cuomo detailed a series of measures that reduce the cost to employers under the State’s workers compensation system by 26%, saving businesses and local governments $300 million in annual expenses. The Business Relief Act cuts the assessment to employers from 18.8% to 13.8%, the largest reduction since 1998; it provides a one-time workers’ compensation assessment savings to all self-insured employers of about $500 million.

The Greater Greene Chamber of Commerce will host their Halloween Dance tonight at the Greene High School from 7:00 to 10:00 PM. Those who attend and bring 2 canned goods for the Greene Food Pantry will have their admission reduced by $1.00. Greene district students are encouraged to try to break last years donated total of 220 food items collected last year.

The state DEC is issuing a new round of deer permits, sending about 35,000 deer management permits to hunters who didn’t get them during the initial application period earlier this fall. The permits allow hunters to harvest antlerless deer and are issued for specific wildlife management units to control deer populations. Some standardized tests in New York public schools will be eliminated, according to state Education Commissioner John King. The move comes after years of criticism from teachers and parents. The first target will be an eighth-grade math test, which comes at the same time as a federally required standardized test in math. The Board of Regents is considering eliminating other tests as well in other grades. Grants will be provided to help schools reduce local standardized tests. King said the Board of Regents discussed the changes in a meeting last week.

Governor Cuomo has signed a law to double unannounced inspections of state-licensed facilities for disabled New Yorkers to a minimum of two annually. The measure applies to group homes and facilities licensed or operated by the Office for People With Developmental Disabilities. The law previously required at least two annual visits including one without prior notice. The agency recorded over 10,000 abuse allegations last year at its sites and those run by nonprofit contractors.

P.M. NEWS TUESDAY 10-29-13

New texting laws take effect today for drivers with commercial licenses, which bands them from using their phones even at traffic stops. The legislation was passed earlier this year, Governor Cuomo signed it in July, the law increases the penalty from 3 to 5 points on a license for texting. The new law also adds texting while driving to the infractions for probationary and junior licenses that can lead to a 60-day suspension.

Broome county Sheriff’s department responded to a 1-car crash early this ringing is dead after a car crash in the town of Chenango.  78-year-old Harold Sunshine of Chenango Forks, drove off the roadway at about 6:00 AM this morning, he drove through a yard & into a tree.  Sunshine was found unresponsive in the vehicle, he was pronounced dead at the scene, he might have suffered from a medical emergency while driving.  The investigation is continuing.

State Senator Jim Seward announced plans for his 2ND economic development summit in Otsego County.  Seward is sponsoring the summit in conjunction with the Otsego County Development Corporation, the County industrial Development Agency, the Otsego County Chamber, and Citizens’ Voices. Governor Cuomo announced the availability of $1 million in state funding to assist law enforcement agencies in Upstate New York with their efforts to reduce, solve and prevent crime.  Operation IMPACT grants are available to law enforcement agencies in 40 Upstate counties that are not otherwise covered by the program, which provides funding in 17 counties that account for 80% of upstate crime.  Agencies can cialis for sale apply for up to $50,000 for funding patrols; warrant sweeps, investigations and overtime. State officials are giving the public another month to weigh in on a proposal to allow new liquefied natural gas facilities in the state for the first time in 40 years. The comment period on the proposed regulations is extended until December 4th, Groups opposed to hydraulic fracturing claim that the new facilities would increase pressure to lift the state’s 5-year-old ban on fracking. Proponents say new liquefied natural gas facilities would allow truck fleets using the fuel to pass through New York. The proposal is available at dec.ny.gov.

Lieutenant Governor Robert Duffy has withdrawn his name from consideration for a position with the Rochester Business Alliance and has committed to staying on as lieutenant governor through 2014. Duffy interviewed for the job on October 5th, state republican chairman Ed Cox is asking for the Moreland Commission to investigate any possible wrongdoing by Duffy, in not notifying Governor Cuomo of his interview.

4 State University of New York campuses will get more locally grown vegetables under a pilot project called Farm to College. The project is supported by a $99,000 federal agriculture grant to American Farmland Trust. The 4 SUNY campuses are the University of Albany, SUNY New Paltz, SUNY Oswego and SUNY Oneonta.  The grant will help New York farmers get more local produce into the state’s colleges.

State Police in Binghamton arrested 21-year-old Andrew Pello of Windsor for 3rd degree criminal mischief and 3rd degree criminal trespass following an investigation in which Pello allegedly damaged numerous athletic fields at the Windsor High School by driving a vehicle on the fields and damaging the grass and a pole.  Pello was arraigned in Town of Windsor court and released pending a future court appearance.

State Police arrested 42-Year Old Thomas Ottoson of New Berlin Monday for 2nd degree Harassment.  The arrest resulted from a dispute on County Road 29 in New Berlin, Ottoson was arraigned in Norwich town court and released on his own recognizance, he is scheduled to appear in the New Berlin town court on November 13th.

State Police are continuing the investigating 2 recent armed Robberies of convenience stores.  Saturday night an unknown male subject entered the Stamford Country Store wearing a green or black jacket, work type pants with zippers at the bottom, gray gloves and a blue knit hat with eye and mouth holes cut in it.  He displayed a large kitchen type knife and left on foot.   Early Monday morning, a male subject entered the Mirabito Convenience Store on Route 23 in Davenport wearing a black jacket, jeans and a blue knit hat with eye and mouth holes, also displaying a large kitchen type knife and leaving with cash on foot.  Anyone with information is asked to call State Police at Oneonta at 432-3211.

Motorists are advised that State Route 17 eastbound between exit 71 and the Binghamton/Hillcrest exit 4 will encounter periodic rolling slowdowns today between 9:00 AM and 3:00 PM.  Crews will be working to relocate overhead signs near exit 4.  Traffic will be impacted for approximately 15 minutes during each rolling slowdown.

Governor Cuomo is meeting with emergency first responders across all segments today in Albany, to unveil new initiatives to better combat future disasters like Superstorm Sandy, Tropical Storm Lee and Hurricane Irene.  Cuomo spoke this morning in Albany to the attendees to the emergency preparedness conference:

The first responders will meet throughout the afternoon to get up to speed on the new developments, new York state has been hit with extraordinary disasters in a relatives short period of time, the conference comes almost 1 year to the day of Superstorm Sandy hitting the downstate region.

State police are investigating a Sunday accident on state route 23, in which a vehicle ran into a utility pole & knocked out power for hundreds of Davenport area residents.  NYSEG reported that about 380 homes were without power over night, following the accident Sunday afternoon.  The name of the driver has not yet been released the investigation is continuing, & NYSEG crews are working to restore power as soon as possible.

The Broome County Sheriff’s Office arrested Joe Vandermark following a 1-vehicle crash on Chapel Street in the Village of Windsor early Sunday Morning.  .  Deputies apprehended Vandermark a short distance away from the crash.  The investigation revealed that Vandermark’s vehicle left the roadway and struck cable guide wires, his BAC was more than 3 times the legal limit of .08 percent.  Vandermark was charged with felony DWI, felony aggravated DWI, leaving the scene of a property damage accident and driving on the shoulder of a highway, He will re-appear in Town of Windsor court at a later date.

State police at Troop C in Sidney are investigating an armed robbery at the Country Store in Stamford Saturday night.  Troopers reported that a man dressed in black & wearing a ski mask went into the store wielding a knife, and left with about $250 cash.  The suspect fled on foot, anyone with information is asked to call the state police at 561-7400.

The Delaware county district attorney’s office announced the arrest of Mindy Robison of Delhi, for 6 counts of Welfare Fraud.  Robison is accused of using the Electronic Benefit Card of another person at a local store.  The office also announced the arrest of Richard Mattice of Delhi, for 3 counts of Welfare Fraud.  Mattice is also accused of using the Electronic Benefit Card of another person at a local store.  Both face court action in the Town of Delhi Court on November 5th.

Motorists are advised that Prospect Mountain construction work will be performed throughout the week in Binghamton.  Crews will be constructing substructures of the Interstate 81 & State Route 17 Bridge over Chenango Street; Crews will also be performing superstructure work for the State Route 17 westbound bridge over Mygatt Street. Blasting will occur daily between 10:30 a.m. and 12 p.m. with rolling slow-downs administered by New York State Police.

State Troopers arrested 35-year-old Sean Urgo of Norwich for criminal obstruction of breathing, endangering the welfare of child and 2nd degree harassment. The arrest followed the investigation into a dispute on Bartlett Road in Norwich; Urgo was arraigned in the Norwich town court and released on his own recognizance.  An order of protection was issued for the victim; Urgo’s faces court action on November 21st.

The New York web site allows applicants to enroll in 20 minutes to an hour, depending on the complexity of their personal finances, according to the Community Service Society of New York. U.S. Senator Charles Schumer announced that the FDA has heeded his call and approved regulations to make it harder to access painkillers that contain Hydrocodone.  The FDA has reclassified Hydrocodone as a Schedule II controlled substance, which will impose greater restrictions in how doctors can prescribe the drug and the quantity that can be prescribed.  Hydrocodone is among the most widely prescribed drug in New York State.

October is National Bullying Prevention Awareness Month, and The Chrysler Corporation is teaming up with the Robert Kennedy Center for Justice and Human
Rights to instill bullying prevention instincts in parents, teachers and students with the “Drive for the Kids” program, which comes to the Delhi elementary school from 5:00 pm to 8:00 pm during the Costume Dance.  Delhi Motor Company will host the fundraiser where, for every test drive taken during the fundraiser, the school will earn $10 from Chrysler toward enrichment programs.  The event will be held in the school parking lot, more information is available at

The leaf pickup program for this year in the village of Sidney is now underway.  The village will utilize its vacuum leaf loader the collection of leaves.  Village residents should rake leaves to the curb for pickup.  People are asked to not park vehicles on the street where they could conflict with the pickup.
