The New York State DOT will hold a public open house at the Delhi Village Hall, from 5:00 to 7:00 PM today. The purpose is to provide the public with information about upcoming construction work which includes repairs to 2 bridges at in Delhi.  Some work may begin shortly; however, long-term lane closures will not start until after May 10th 2015. Walton police have arrested 42-year-old James Winant of Walton, and charged him with 2 counts of 2nd degree burglary, 2 counts of 4th degree grand larceny and 3rd degree arson. In connection with the Monday house fire at 104 Saint John Street in Walton. Winant was arraigned in the Walton village court and sent to jail on $5,000 bail, pending further court action.

State Attorney General Eric Schneiderman announced an agreement with Citigroup Global Markets to reimburse more than 31,000 Citi customers who were charged higher advisory fees than they negotiated. The agreement returns nearly $16 million to about 31,000 Citigroup customers Statewide.   Citigroup has already identified over 10,000 “TRAK” accounts that were overcharged fees.

Those looking to vote in November’s general election have until tomorrow to register. Mail in registration forms must be postmarked by midnight Friday and received no later than October 15th. People can also register in person but must do so by Friday. Along with races for governor, lieutenant governor and Congress, there are three ballot proposals including a change to the legislative redistricting process and the authorization of a $2 billion bond for technology in schools. Election Day is November 4. More information is available at elections.ny.gov.

Governor Cuomo received the endorsement from the New York State Business Council in his bid for re-election. Cuomo cited what he is calling his sound fiscal stewardship, having passed 4 on-time budgets in a row, as well as limiting spending increases in the state to under 2%.

Governor Cuomo proposed that the state spend $500 million to expand broadband access, mainly upstate, if he’s re-elected November 4th. Cuomo said he would allocate $500 million for a “New NY Broadband Fund” that would make high-speed Internet available to all New Yorkers and businesses by 2018. Cuomo said that rural areas couldn’t compete in the global marketplace without high-speed Internet

The re-election rate for incumbents in New York reached 97% in 2012, after the state redrew district lines. Citizens Union and other good-government groups support a referendum on the November 4th to create a new panel to draw legislative district lines every 10 years.   In 2012, Governor Cuomo and legislative leaders battled over how to draw the lines, and settled on the same process as before, but agreed to new standards in 2022. All statewide and legislative seats will be on the ballot on Election Day

NEWS 10-8-14

Broome County officials announced that a prescription drop box has been placed in the lobby of the Broome County Office Building. People are encouraged to drop old, outdated prescription medications into the box to make sure they are disposed of properly and that they stay out of the hands of children and teenagers. The box in the Broome County Office building will be available Monday through Friday from 8:00 am to 5:00 pm. The   box in the lobby of the Broome County Sheriff’s office and is available for drop off from 7:00 am to 5:00 pm.   Needles will not be accepted at the drop boxes.

State Police arrested 59-year-old Anthony Fischetti of Binghamton, for Criminal Possession of a Controlled Substance, following a vehicle stop for having a rear license plate lamp that was not working, on State Route 17 in Windsor. An investigation accuse Fischetti of driving with a suspended driver’s license in an uninspected vehicle, an inventory of the vehicle discovered 2.5 grams of heroin and oxycodone pills. Fischetti was arraigned at the Town of Sanford Court and remanded to the Broome County Jail with no bail set; he faces action in the Town of Windsor Court today.

State Attorney General Eric Schneiderman and Pennsylvania Attorney General Kathleen Kane today announced the creation of the Northeast and Mid-Atlantic Heroin Task Force across Northeast and Mid-Atlantic states. New York, Pennsylvania, New Jersey and Massachusetts are on board, with other states expected to be announced in the coming weeks. In the last two years, over 98% of the large-scale heroin trafficking cases prosecuted by the New York Attorney General’s Office have involved heroin flowing between New York and either Pennsylvania, New Jersey or Massachusetts.

Governor Cuomo said he will make several international trips in his second term, assuming he wins re-election in November. Cuomo, plans to embark upon trade missions to Canada, Mexico, Italy, Israel and China as part of an effort to help New York firms expand into international markets. New York voters may have only one chance to see the candidate’s debate before this year’s gubernatorial election. Republican Rob Astorino will not accept an invitation to a one-on-one public radio debate with Democratic Gov. Andrew Cuomo that was set for later this month. That leaves a single televised debate in Buffalo with Cuomo, Astorino, Green Party candidate Howie Hawkins and Libertarian Michael McDermott. A date for the Buffalo debate has not been announced. The election is Nov. 4

P.M. NEWS TUESDAY 10-7-14

Only 2 in 5 New York state high-school students are ready for college-level work, according to College Board test results. Of the 154,809 members of the Class of 2014, who took the Scholastic Aptitude Test, only 60,611 students, or 39.2 percent, met the SAT’s benchmark for college and career readiness. Overall, New York trails the national average, in which 42.6 percent made the grade.

A public hearing about the proposed closure of the Broome County Mental Health Clinic is set for 6:00 tonight, at the Broome County Public Library at 185 Court Street in Binghamton.   The recent budget proposal from Broome County Executive Debbie Preston aims to cut more than 20 mental health positions at the clinic, the county legislature’s finance committee has set a public hearing on the mental health office’s budget on October 22nd at 4:30 at the 6th floor legislative conference room of the County Office Building at 60 Hawley Street in Binghamton.

The 17th annual state Fallen Firefighters Memorial Ceremony, which honored nine firefighters who died in the line of duty, was held today at the Empire State Plaza in Albany. State Senator James Seward announced $273,000 in state grants for local schools. The funding included $38,000 to support Milford Central School’s Career Opportunities in Rural Education Initiative. Seward also announced $25,000 general assistance grants for Charlotte Valley, Cooperstown, Franklin, Laurens, Margaretville and Morris Central Schools. The CORE program is designed to assist local schools and provide rural students with additional academic opportunities to help them compete with their metropolitan counterparts.

An information session for young people interested in the Young Entrepreneurs Academy will be held from 6:30 to 7:30 p.m. today at Hartwick College in Oneonta. The program, presented through the Otsego County Chamber of Commerce, guides middle and high school students through launching and running a business or social movement. Governor Cuomo announced $2 million in NY Works funding would be provided to inspect and analyze dams across New York State, to ensure they meet safety standards and protect residents, homes and property from storms and floods. The funding includes $1 million for inspections of 50 state-owned dams and $1 million for specific projects at 4 dams in Franklin, Essex and Chenango Counties including the Chenango & Wildlife Pond Dam.

In observance of National Fire Prevention Month and National Fire Prevention Week, the Firemen’s Association of the State of New York is asking residents to remember basic fire safety rules that can help save lives. According to the National Fire Protection Association, 2/3rd of fire deaths happen in homes with no smoke alarms or alarms that did not function properly. Smoke detectors should be installed inside and outside every bedroom and sleeping area and on every level of the building. More information on Fire Prevention Week is available at nfpa.org.

State Police at Norwich arrested 39-year-old Stephanie Franklin of New Berlin for DWI with a BAC result of .16%, twice the legal limit, following a traffic stop for talking on a cell phone while driving on State Route 320 in Norwich. Franklin was issued tickets for town of Norwich Court October 23rd.

Firefighters from Walton & surrounding areas responded to a structure fire this morning. The fire was located at 104 Saint John Street in the village of Walton; firefighters from trout creek & Delhi have also responded.

Sidney village officials announced that village crews would be flushing hydrants this week between the hours of 7:00 AM to 3:30 pm. Hydrant flushing began today and will be completed Friday afternoon.

New York State makes more money off of gambling than any other state, but spends far less to fight gambling addiction. The state currently sets aside 2.2 million dollars annual fro programs to address compulsive gambling. 4 additional casinos have been authorized for upstate, with a state panel reviewing 16 proposals, they are expected to make an announcement about the winning proposals in the coming weeks, the new casinos will kick in 3.5 million dollars a year to go for gambling addiction programs, which will then make the state a leader in compulsive gambling programs.

Governor Cuomo stated that there is no reason for New Yorkers to be alarmed about the Ebola Virus, and the state is ready to respond to any reported cases. Cuomo said that the state has worked diligently to understand & prepare for the virus; he said that there is no reason for alarm even though the state is an international destination and transportation hub.

Delaware & Broome County Sheriff’s Departments arrested 30 year old Branden Loori of Deposit Friday, on 3 counts of Criminal Sale of a Controlled Substance, 4 counts of Criminal Possession of a Controlled Substance with Intent to sell, & 1 count each of 7th degree of Criminal Possession of a Controlled Substance, Criminally Possessing a Hypodermic Instrument, and Unlawful Possession of Marihuana. Investigators seized 60 bags of Heroin, as well as Suboxone, marihuana, hypodermic needles & syringes and more than $1000 cash. Loori was arraigned in the Town of Delhi Court and was remanded to the Delaware County Jail on $100,000 cash bail or $200,000 bail bond pending further court action.

P.M. NEWS FRIDAY 10-3-14

A New Siena poll on the Governor’s race was released, it shows incumbent Democratic Governor Andrew Cuomo with a 29-point lead over his Republican Challenger Rob Astorino. The poll also shows Cuomo leading by 71 points within the democratic party and Cuomo’s still popular among Republicans only trailing Astorino by 10 points within Astorino’s own party. The general election is on Tuesday November 4th.

Governor Cuomo today announced $1.4 million in awards to help specialty crops, including agricultural products that go into craft beers and wines, remain strong in New York. The Specialty Crop Block Grant program administered by the State Department of Agriculture and Markets, includes fruits and vegetables, dried fruits, hops, and nursery crops, and works to enhance the competitiveness of New York farms by forming new partnerships to create innovations in agriculture that benefit the State’s economy. New York ranks in the top ten nationwide in a variety of specialty crops, including apples, grapes, sweet corn, tomatoes, pears, strawberries, Christmas trees, maple syrup, onions and cabbage.

State Troopers arrested 46-year-old Donald Hartwell of Bainbridge for Driving While Intoxicated with a BAC result of .15%. The arrest occurred after a stop for not having working headlights while driving on State Route 8 in Sidney, Hartwell was also violating his conditional driver’s license because, he was issued tickets returnable to the Town of Sidney Court on October 9th.

State Comptroller Tom DiNapoli announced a new reduction in management fees for the state’s 529 College Savings Program’s Direct Plan. New York’s Direct Plan has more than 650,000 accounts valued at more than $16 billion. The 529 College Savings Program is an investment tool to help parents save for college. Governor Cuomo announced that the State University of New York would put in place a comprehensive system-wide uniform set of practices to combat sexual assaults on SUNY campuses. The resolution was passed Thursday by the SUNY Board of Trustees, It includes a system wide definition of consent that is required between participants before engaging in sexual activity; an Immunity Policy to protect students coming forward to report sexual assault; A training program for campus police and administrators, Regarding how to address sexual assault incidents; and a Sexual Assault Victims Bill Of Rights that will inform a student of their rights following an attack, including the option of approaching State Police.

Governor Andrew Cuomo announced that Binghamton University has broken ground on the Southern Tier High Technology Incubator, marking the start of construction on a major economic development project in downtown Binghamton. The incubator was endorsed as a priority project by the Southern Tier Regional Economic Development Council and awarded $7 million to support the construction of the $19 million facility, which will provide a unique entrepreneurial ecosystem for emerging high-technology companies and is expected to enable more than 900 jobs within the next nine years.

Governor Cuomo announced the Farm to Fork Solutions Forum to focus on helping New York State food and beverage manufacturers grow their business. FuzeHub will host the forum and connect businesses with technical experts to identify solutions to overcome challenges to growth. To date, FuzeHub has assisted more than 450 manufacturing companies across New York. The Farm to Fork Solutions Forum will be held today at Rochester Institute of Technology from 8:30 am – 12:30 pm.

New York State Assemblyman Cliff Crouch is among the inaugural class for the Unatego Hall of Distinction, which will be inducted during Homecoming activities tonight. Crouch graduated from Unadilla High School in 1963 & has served in the state Assembly since 1995. Crouch was selected for the inaugural class, along with Irmabelle Sheldon, Richard Licht and Perry Secor, who will be inducted posthumously. The induction of the first class will be during halftime of Unatego’s Homecoming football game tonight.
