Sidney Firefighters, State Police & Sidney Village police responded to a multiple vehicle accident this morning at about 11:30, at west Main Street and Wood road in the town of Sidney. WCDO News will have further details as they become available.

A Brooklyn man was arrested after police found him with 424 bags of heroin at a motel in the Town of Dickinson. The Broome County Special Investigations Unit Task Force arrested 28-year-old Angel Guadalupe after searching his motel room on Old Front Street. Police also found a digital scale used for weighing narcotics, packaging materials and a cutting agent. Guadalupe was charged with 2 counts of 3rd degree criminal possession of a controlled substance and 3 counts of 2nd degree criminal use of drug paraphernalia. He was arraigned in Fenton Town Court and sent to the Broome County jail without bail.

State Police arrested 21-year-old Logan Coss of Roxbury for 2nd degree burglary following a report of missing money from a residence on Lake Street in Roxbury. An investigation determined Coss had entered the residence and stole $230 cash. He was arraigned in Town of Roxbury Court and sent to the Delaware County Jail on $1,000 cash bail. Coss is due back in court October 20.

The State DEC is accepting comments on proposed changes to the freshwater fishing regulations through December 1st. The DEC modifies the sport fishing regulations every two years as part of DEC’s commitment to enhance fishing opportunities and protect the State’s freshwater resources. The new regulations are scheduled to take effect on April 1st. The proposals can be read and comments accepted at dec.ny.gov

Governor Cuomo signed a bill to designate yogurt as the official New York snack. Cuomo approved the legislation on the day of the state’s second Yogurt Summit, a public forum at Cornell University in Ithaca on issues facing dairy producers.

Governor Cuomo announced several initiatives to encourage the continued growth of agribusiness across New York. The New York State New Farmers Grant Fund launched Tuesday and is now taking applications. The $614,000 Fund will provide grants of up to $50,000 for eligible farmers who participate in the production of an agricultural product on a commercial farm operation within New York. Funds can be used for up to 50 percent of project costs to lease or purchase farm machinery and equipment; for the construction or expansion of farm buildings or systems; Empire State Development, & the Department of Agriculture and Markets, will administer the Fund.

The New York State Office of General Services will hold surplus vehicle, highway equipment, and miscellaneous property auctions locally today & tomorrow. Governor Cuomo has until early next week to decide on 22 bills passed by lawmakers this year, including legislation that would require high schools to provide CPR training to their students & a bill to designate yogurt as the official state snack. The CPR bill would direct the state Education Department to require high schools to include CPR training & the use of automated external defibrillators in their curriculum. The Legislature passed 658 bills from January through June, Cuomo has signed 400 of them into law and vetoed none.

The FBI has ranked the cities of new York state, in regards to their crime rates, amount of law enforcement, paroled Sex Offenders and other factors, to determine the most dangerous cities to live in. Niagara Falls was named the most dangerous City in New York, followed by Schenectady, Newburgh, Rochester, Gloversville, Buffalo, Jamestown, Albany, then and Binghamton & Auburn.

The Red Cross will conduct a session of the Citizen Preparedness Corps Training Program tomorrow in Greene. The program will provide information on how to be prepared for various disasters. In conjunction with the Red Cross the event is also being hosted by the Greene Rotary Club, from 8:00 AM to 9:00 AM at the Genegantslet Golf Club in Greene. The fire at 7 Cherry Street in Oneonta Monday Morning left 2 Oneonta firefighters with minor injuries. One firefighter was taken to Fox Hospital to receive stitches after his leg was cut with broken glass. He was treated and released. A second firefighter was treated at the scene after a piece of ceiling material came down on his head. The fire broke out in the attic of the uninhabited house at around 6:30 AM, damaging the attic and 2nd floor, it was extinguished by 8:00 AM, the West Oneonta, Franklin, Worcester, Sidney and Otego fire departments assisted Oneonta firefighters.

State Troopers from Deposit arrested 26-year-old Naylisha Harrell of Binghamton for False Personation. Harrell is accused of driving at about 92 miles an hour in a 65 miles an hour zone on State Route 17 in the town of Sanford & allegedly identified herself by a false name to keep the Trooper from finding out about her suspended license. Harrell was issued tickets to the Town of Sanford Court on November 24th.

Governor Cuomo announced members of a Task Force that will work to implement the plan to end the AIDS epidemic in New York. The Task Force will be supplemented by two advisory groups, & will work to try to reduce the number of new HIV infections to 750 per year by 2020.   The task force will meet 5 times beginning with the 1st meeting underway this afternoon until 5:00 this afternoon, All meetings will be made public and viewable via webcast on the governor’s website at governor.ny.gov.

22-year-old Julian Talamantez was sentenced Friday in Broome county court to 40 years in prison for 1st degree murder and 1st degree attempted murder, in connection with the attack on 22-year-old Jordan Dordell and his 19-year-old pregnant girlfriend in Binghamton. Talamantez and 25-year-old Nigel Saunders are accused of breaking into the Dordell home & beating, stabbing & setting fire to the victims, Dordell was killed and his fiancée was injured. Saunders faces trial on the same charges shortly.

Firefighters from several department responded to a house fire in the attic at 7 Cherry Street near West Street in Oneonta this morning. The fire was confined to the attic by firefighters, 2 firefighters suffered minor injuries & were taken to Fox Hospital for treatment. Fire Fighters from Oneonta as well as Franklin, Worcester, Sidney and Otego responded to the fire that was reported at around 6:30 this morning by a neighbor. The building was empty and was reportedly unoccupied, police are investigating; the cause of the fire has not yet been determined

Broome County sheriff’s department arrested 31-year-old Christopher Wolfson of Binghamton & 23 year old Sierra Barnett of Binghamton on drug charges following a traffic stop in the town of Chenango where Heroin was discovered in the vehicle. Wolfson was charged with Criminal Possession of a Controlled Substance, Unlawful Possession of Marijuana, Barnett was charged with Criminal Possession of a Controlled Substance, Aggravated Unlicensed Operation of a Motor Vehicle, both were remanded to the Broome County Correctional Facility without bail pending future court proceedings.

The Chenango County Sheriff’s Office Narcotics Division arrested 48-year-old James Kelsey of Lincklaen for Criminal Possession of Marihuana & Unlawfully Growing Cannabis. Narcotics Detectives responded Friday to the report of marihuana growing in plain view. The investigation also revealed additional marihuana plants on Kelsey’s property as well as 1 pound of processed marihuana in the residence. Kelsey is scheduled to appear in the Town of Lincklaen Court at a later date.

The New York State Department of Taxation and Finance reminded New Yorkers who requested a filing extension, that the October 15th is the deadline to file their State income tax return. So far, 54% have yet to file with only 2 days to the deadline. Department officials are urging late filers to e-file in order to make it before the deadline, to avoid fines and additional fees, or to get refunds twice as fast. The Chenango County Sheriff’s Office, Village of Greene Police Department, and State Police executed a search warrant at 87 South Chenango Street in the Village of Greene Friday. Officers arrested 47-year-old Carmine Pezzino for unlawful manufacturing of Methamphetamines; he was arraigned & was remanded to the Chenango County Jail without bail. Officers charged 3 occupants with loitering, 26 year old Cody Bush, 29 year old Rebecca Fiore & 26 year old Heather Clark, they were released & given appearance tickets for Village of Greene court at a later date. Additional charges are expected as the investigation continues.

Governor Cuomo announced a Taste NY pilot marketing and branding program to maximize exposure for the State’s wines, spirits and ciders at liquor stores across the state. Taste NY promotional materials identifying products, as “Made in New York” will soon be in more locations across the state, the program is a result of the 2nd Wine, Beer, Spirits and Cider Summit held earlier this year. Broome County was designated a Purple Heart county, they have partnered with the State DOT to honor Purple Heart recipients. 12 Purple Heart signs have been placed around Broome County to honor those who gave their life for their country. The State health department reminds residents that cancer screenings are being offered to low-income or uninsured New Yorkers during Breast Cancer Awareness Month. The state has set up an appeals process for New Yorkers who believe they should have received a $350 family rebate check but didn’t get one. In recent weeks, the Family Tax Relief Credit was delivered in a check by mail, to people who had children under 17 when they filed their 2012 taxes, and had a household adjusted gross income between $40,000 and $300,000. More than 1 million checks were mailed based on the 2012 tax returns. More information is available at tax.ny.gov.

State Troopers arrested 25-year-old John Posson of Norwich for 3rd degree Assault, following a complaint by a woman that claimed that she was punched in her right eye, during a fight at the American Legion in South Otselic. A missing Windsor man was found yesterday after a daylong search involving multiple public safety agencies and volunteers. 30-year-old Brian McNulty was missing since Tuesday. When a cell phone provider indicated his phone might be in a wooded area off Grove Street, state DEC forest rangers and the Windsor Fire Department were called in to aid in the search, along with the sheriff’s office K-9 unit. McNulty was found semi-alert, on an island in the Susquehanna River in the Village of Windsor at 3:10 p.m. He was flown by helicopter to Wilson hospital in Johnson City

Delaware County Sheriff’s Deputies arrested 39 year old Jason Rude of Sidney as a Fugitive from Justice from South Carolina. Rude has been wanted for Violation of Probation since a Warrant of Arrest was issued in 2011. Rude was arraigned in the Delhi Town Court and remanded to the Delaware County Jail without bail pending further Extradition proceedings.

The State Attorney General’s office, along with the Attorneys General of 49 other states, the FTC, and the FCC, reached a $105 million settlement with AT&T Mobility LLC. The settlement resolves allegations that AT&T Mobility placed on consumers’ mobile telephone bills, charges for third-party services that had not been authorized by consumers, a practice known as “cramming.” The settlement requires AT&T Mobility to pay $20 million to states, including $572,960 to the State of New York and $80 million to the FTC to pay restitution to consumers. The settlement also requires AT&T Mobility to take steps to ensure it bills consumers only for third-party charges that have been authorized

Broome County legislator Anthony Fiala was arraigned in Binghamton City Court Thursday morning for DWI following a crash with a bicyclist on October 2nd. Fiala allegedly hit a bicyclist with his vehicle and left the scene, he refused a breathalyzer test. Fiala pleaded guilty Thursday morning, he was given a conditional discharge for one year. Fiala’s driver’s license was revoked for six months and he was ordered to install an interlock device in his vehicle, he was also ordered to pay a $500 fine & a court surcharge of $395.
