State Police arrested 37 year old Brian Johns of Sidney & 43 year old Jason Rude of Unadilla for Trespassing. The arrest occurred after a complaint from a residence on Sanly Road in Franklin, , where both men were accused of walking near the residence while wearing dark clothing and possessing binoculars at night. Johns and Rude were arraigned in town of Sidney Court and were remanded to the Delaware County Jail on $1,000 cash bail. An order of protection was issued against both men.

The city of Oneonta has hired a new city manager, who will officially begin his duties on Monday. 54 year old Martin Murphy will start at an annual salary of $110,000. Murphy was most recently a Cortland County administrator. Murphy succeeds Michael Long, who retired May 29th

As the deadline to register to vote in next month’s general election approaches, the State Board of Elections reminds residents to turn in their paperwork as soon as possible. The final day to register to vote for the Nov. 4 General Election is Oct. 10. Registration forms are available at elections.state.ny.gov. Binghamton Police arrested a Broome County legislator for DWI after a crash involving a bicycle rider. 49 year old Anthony Fiala of Binghamton, was charged with DWI early this morning. The arrest was the result of a car and bycyle crash on the corner of Clinton and Oak streets in Binghamton. Fiala allegedly hit a bicyclist with his vehicle and left the scene. The unidentified rider received minor injuries and refused medical treatment. Police later located Fiala at his home on Stanley Street. Fiala was released on an appearance ticket at a later date

Sidney village police & NYSEG are alerting residents of a scam, where a caller poses as a NYSEG representative to report a passed due bill & threatens to turn off electricity if a payment is not made. A second person will then pose as a manager to acquire personal financial information from the caller. NYSEG does not operate in this manner, if you should receive such a call, offer to call back at the phone number on your NYSEG Bill, do not give out financial information to unsolicited callers.

New York will mail a second rebate check to homeowners – the “Property Tax Freeze” credit. To qualify, homeowners must: Receive the Star Property Tax Exemption, The property must be the homeowner’s primary residence, The total household income must be $500,000 or less and The School District in which the property is located must comply with the state’s property tax cap. The check amount will be the actual increase in your tax bill with an inflation factor – whichever is greater. Governor Cuomo said October is Domestic Violence Awareness Month. The office for the prevention of domesitc violence works to raise awareness of the issue by launcing a campaign to turn New York State purple. Purple is the color chosen to help spread the message. The campaign is a low- or no-cost way for organizations to show their support for ending violence against women. Mang Insurance Agency officials announced that the company would now be known as NBT-Mang Insurance Agency. Mang became part of the NBT Bancorp organization in 2008, the name change requires no action from customers, and no services will be affected by the change.

Norwich police arrested 47-year-old Jose Gonzalez of New Berlin Wednesday morning he was charged with criminal possession of a controlled substance & unauthorized use of a motor vehicle. Norwich Police officers located a stolen vehicle from New Berlin, they located Gonzalez nearby, and he was found to be in possession of 45 envelopes of heroin & 10 Hydrocodone pills. Gonzalez was arraigned in Norwich City Court, Gonzalez is scheduled to reappear in Norwich City Court Tuesday for his felony hearing, Gonzalez will be held at the Chenango County Jail pending future court action.

Attorney General Eric Schneiderman, Comptroller Thomas P. DiNapoli announced the arrest and indictment of New York State Assemblyman William Scarborough for allegedly stealing campaign funds and falsely collecting travel reimbursements. The 23-count state indictment accuses the Queens Assemblyman of withdrawing and diverting over $40,000 from the bank account of the “Friends of Bill Scarborough” campaign committee & using those funds for personal expenses. The 11-count federal indictment charges Scarborough with improperly claiming “per diem” expenses in excess of $40,000 for travel that didn’t take place. If convicted on all charges, he faces up to 37 years in prison.

4 people escaped a car rollover on Interstate 81 South this morning. The accident occured at 8:40 a.m. in Kirkwood, between exits 3 and 2 on the interstate. According to the Broome County Sheriff’s Office, a 2003 Ford Expedition rolled over into the median. There were four people in the vehicle, and three were trapped. All occupants got out of the vehicle without injuries and were evaluated on scene by local EMS

Republican gubernatorial candidate Rob Astorino wants to reduce income tax rates while lowering the number of tax brackets from eight to two. Astorino discussed his proposal yesterday in Manhattan. He would also cut the corporate franchise tax and eliminate the estate tax. To make up for some of the lost revenue, Astorino would eliminate most business tax credits and rely on new tax revenue from hydraulic fracturing for natural gas. Polls have consistently shown Gov. Cuomo well ahead in his bid for a second term. A Siena College survey last week shows Cuomo with 56 percent of the vote compared to 27 for Astorino. Green Party candidate Howie Hawkins garnered only 7 percent

The Norwich City School District will put forward a $15 million building project to be divided among each of the district’s four schools, as well as the field house and bus garage. The proposal marks the first major building project for the district since 2005. Using money from three primary sources (state aid, existing debt payments, and reserves), school officials said the project will bear no impact on the local tax levy

The state department of taxation said all one million family rebate checks have been mailed, but the state is warning about potential scammers. The $350 rebate checks should all arrive by this Friday. If you don’t get one and think you should, you can apply for it at tax.ny.gov. The tax department warned that scam artists have been contacting taxpayers by phone seeking personal information to confirm they are eligible for a tax rebate. People should not answer any questions about personal information and to call the state Attorney General’s Consumer Protection line: 1-800-771-7755

The state Gaming Commission approved New York entering into a new multi-state lottery game, called Monopoly Millionaires’ Club, that is set to launch nationwide Oct. 19. New York officials said they expect to be part of the first drawing, Oct. 24. The drawings are once a week on Fridays and tickets are $5 each. The prize pool starts at $15 million and grows up to $25 million if there is no winner. The game is projected to bring in more than $34 million annually for the state

State Police Investigated a car/pedestrian fatal motor vehicle accident in the Village of McGraw. The collision occurred on State Route 41, the Preliminary Investigation revealed that pedestrians, 80 year old Oniel Lang of McGraw and 24 year old David Tobias of Cincinnatus, were struck by a flatbed truck operated by 29 year old Jonas Whaley of Cincinnatus, when the truck jumped the curb, striking the pedestrians and then another vehicle which was parked on the shoulder of the road. Lang was transported to Cortland Regional Medical Center and then to SUNY Upstate Medical Center where he was pronounced deceased. Tobias was transported to Cortland Region Medical Center for non-life threatening injuries. The investigation is continuing.

The sentencing of convicted murderer Ganesh Ramsaran of South New Berlin has been scheduled for October 31st in Chenango County Court. Ramsaran was convicted last Tuesday of 2nd degree murder in connection with the December 2012 killing of his wife, Jennifer. Ramsaran could face 25 years to life in state prison.

The Chenango County Sheriff’s Office arrested 42-year-old Mark Barrett of Smithville for Felony DWI, Aggravated Unlicensed Operation of a motor vehicle and Moving from lane Unsafely. Barrett was charged following an accident on State Highway 235 in the Town of Coventry, where he is accused of swerving off of the road, striking a guide rail, crashing in a creek & fleeing the scene of the crash. Barrett was arraigned in the Town of Coventry Court and ordered to the Chenango County Jail on $5000 bail and $10,000 Bond, he faces action in Coventry Town Court at a later date.

The Chenango County Sheriffs department 28 year old Jared Smith of New Berlin was arrested for violation of unlawfully growing of Cannabis. Smith was charged following a complaint of marihuana plants growing in the backyard of a residence in the Village of New Berlin, following a complaint from an area business. Smith was processed and released on an appearance ticket to appear in the Town of New Berlin Court at a later date.

Governor Cuomo announced New York State has been awarded a $22.4 million “GEAR UP” grant by the U.S. Department of Education, to help low-income and at-risk students receive college preparation beginning in 7th grade through high school. Participating school districts will have the opportunity to prepare students through the Pathways in Technology Early College High Schools program, which includes training science, technology, engineering and math careers, targeted to at-risk, disadvantaged students.

U.S. Representative Richard Hanna announced a $120,000 grant for the Decker School of Nursing at Binghamton University. The money will be applied toward the study of mental health, with an emphasis on training to meet the needs of 16 to 25 year olds. Another emphasis will be placed on rural and other vulnerable populations. In New York State, suicide is the leading cause of injury or death for children ages 10 to 14. Around 200,000 children live with serious mental health conditions.

U.S. Senators Schumer and Gillibrand called on the federal Department of Justice to allow the state to begin part of its medical marijuana program early to treat children with forms of epilepsy and other seizure disorders. State health officials, at the request of Governor Cuomo, asked the federal government for permission to begin receiving the drug from out-of-state manufacturers even before the formal state program begins.

Former New York Governor George Pataki is indicating he may run for president. Pataki, who served for 3 terms from 1995 to 2006, met recently with David Koch, the billionaire businessman and GOP backer. Pataki was a relatively unknown state lawmaker when he beat 3 term Governor Mario Cuomo in 1994. He easily won reelection in 1998 and 2002, but endured slumping popularity ratings in his final term, and chose to not run again.

State Attorney General Eric Schneiderman issued a consumer alert about a scam targeting school districts across New York & 21 other states. The scam involves a bogus company named Scholastic School Supply mailing phony invoices to school districts in the hope of receiving payments without rendering goods or services. 5 upstate district contacted the Attorney General’s Office to file complaints. School districts are encouraged to file a complaint at 800-771-7755 or ag.ny.gov.

State Police at Sidney arrested 23 year old Wesley Crawn & 26 year old Heather Wrench of Sidney, on charges of 1st degree Forgery 1st, & 4th degree conspiracy, following an investigation into counterfeit bills being passed in the Sidney area. Wrench and Crawn were arraigned on the charges and remanded to the Delaware County Jail in lieu of $5,000 cash bail. The investigation also lead to the arrest of 20 year old Natasha Finch of Unadilla, for 3 counts of Criminal Possession of a Forged Instrument, 4th degree Conspiracy & 3 counts of Petit Larceny. Finch was arraigned and remanded to the Otsego County Jail in lieu of $5,000 cash bail. The investigation is ongoing, additional arrests are pending, anyone with information is encouraged to contact the New York State Police at 561-7400.

State Police are looking for a 17 year old Maklia Sharp of Masonville, who has been missing from her home since September 8th. Sharp is a white female who is 5 ft 5 inches tall and weighs about 200 pounds, with blonde hair, blue eyes and was last scene wearing gray sweatpants and a blue shirt, Police said that she has a connection to the Village of Herkimer area in Herkimer County. State Police arrested 37 year old Aubrey Knowles of Worcester for Driving While Ability Impaired by Drugs. The arrest followed a motorcycle accident on County Highway 39 in Decatur, Troopers accuse Knowles of driving while impaired by heroin, Knowles and A passenger were transported to Bassett Hospital for minor injuries, Knowles was issued tickets for Town of Decatur Court at a later date.

Governor Cuomo announced that 5 new outdoor access projects are now complete and open to the public across New York State as part of an effort to expand recreational opportunities for sportsmen & to boost tourism. The projects include the Goodyear Lake Access Improvement project with $170,000. Upgrades were also made at Oquaga Creek, in a parking area on North Sanford Road.

State Police arrested 44 year old Dennis Granger of Harpursville for 3rd degree Menacing & Endangering the Welfare of a Child. The arrest followed the report of a dispute in Coventry, where Granger is accused of threatening to kill the victim in front of children. Granger was arraigned in the Town of Coventry Court and remanded to the Chenango County Jail on $ 3,000.00 cash bail.

Delaware County Sheriff Deputy’s investigated a report of a Horse in the roadway at the intersection of Parker Hollow Road and Foster Road in the Town of Masonville. Deputies Arrested 58 year old Rose Crampton of Masonville for Criminal Nuisance, for allegedly having a horse running, causing a nuisance for neighbors, as well several near traffic accidents. Crampton was released on an appearance ticket for Town of Masonville Court Tuesday.

Governor Cuomo’s campaign has agreed to 2 debates in advance of Election Day, November 4th. Cuomo will participate in the 1st debate to be held in Buffalo & a 2nd debate in New York City. The upstate debate will include Cuomo, Republican candidate Rob Astorino, Green Party candidate Howie Hawkins and Libertarian Party candidate Michael McDermott. The New York City debate will be Cuomo & Astorino only. Specific dates for the debates were not announced.

A.M. NEWS MONDAY 9-29-14

Governor Cuomo was in Afghanistan over the weekend with a bi-partisan delegation of governors at the invitation of the U.S. Department of Defense. Approximately 270 members of the New York National Guard are currently deployed in Afghanistan, approximately 900 members of Fort Drum’s 10th Mountain Division are stationed in Afghanistan.

Governor Cuomo announced the completion of a new round of targeted crude oil tank car and rail inspections, to protect New Yorkers from the potential dangers associated with the transport of crude oil by freight rail companies. State and federal teams again found numerous defects during the inspections last week, which examined 766 crude oil tank cars and approximately 167 miles of track. Since the inspection campaign began in February, the State and its federal partners have inspected more than 6,300 rail cars and 2,200 miles of track, uncovered 658 defects, and issued 9 hazardous materials violations.
