State Police are targeting speeding and aggressive drivers during a special week-long traffic enforcement initiative now underway through this Sunday, as Speeding is a contributing factor in nearly 1/3rd of all fatal crashes in New York State. Last year, Troopers issued 22,476 total traffic tickets, including 11,175 for speeding and 592 for violations of the Move Over law, During this “Speed Week” enforcement period, Troopers will be using both marked State Police vehicles and unmarked vehicles as part of the operation.

The Delaware County Department of Public Works will be closing County Route 67 in the Town of Tompkins to through traffic at 7:00 am tomorrow to replace a large culvert. The closure is in the vicinity of 5667 County Route 67, the nearest crossroads are Dry Brook Road and Hathaway Pond Road, a detour will be South Dry Brook Road. It is expected that the road will be reopened to one lane traffic by the end of the day on Thursday.

The Otsego County Conservation Association is accepting nominations for its 2025 Conservationist of the Year Award, which honors outstanding contributions to environmental protection, preservation, and education in Otsego County. The award recognizes an individual, group, organization, or business , the award will be presented during OCCA’s Annual Dinner on August 24 at Creekside Station in Hartwick. The deadline for nominations is July 18.

The State Senate approved a bill Monday that would allow terminally ill people die on their own terms, it would allow a person with an incurable illness to be prescribed life-ending drugs if he or she requests the medication and gets approval from 2 physicians, the bill goes to Governor Hochul for approval.

State DOT Crews responded to the report of embankment slide on I-88 westbound near exits 16 and 17. DOT reports that about 60 to 80 feet of unpaved shoulder backup material at the pavement edge has slid into the ditched median, the left lane has been blocked under DOT supervision and will conduct assessments for repairs. Motorists can check 511 for the latest conditions there.

A US Appeals Court today affirmed the dismissal of a case that sought to overturn New York State’s Reproductive Health Care Act, which protects a woman’s right to reproductive freedom. The dismissal of the case will allow women to seek an abortion in New York State, regardless of laws being passed against those rights in other states, or on the federal level.

The Canadian Wildfires in Saskatchewan & Manitoba are affecting residents in the Southern tier today & tomorrow. The smoke is expected to lower the air quality index to moderate levels today & tomorrow, any rain that arrives on Thursday, should help to improve conditions through the end of the week. Chenango County Sheriff’s Office arrested 55 year old Yannel Rivera of Bristol Connecticut for Reckless Endangerment, Obstructing Governmental Administration, Unlawful Fleeing a Police Officer in a motor vehicle, in the Town of Bainbridge on May 26th. Deputies attempted to conduct a traffic stop on a vehicle Rivera was operating in the Town of Bainbridge, he failed to comply and led Deputies on a pursuit, he was eventually apprehended in Walton. Rivera was processed at the Chenango County Sheriff’s Office and released on appearance tickets to appear in the Town of Bainbridge Court on a later date.

33 year old James Fulginiti of Oneonta, was arrested by the Otsego County Sheriff’s Office for Unlawful Interference with Railroad/Train, Unlawful Propulsion of a Missile at Railroad Trains, Criminal Mischief, Criminal Possession of a Weapon, Menacing & Criminal Trespass, following a shots fired complaint on the Norfolk Southern Railway in the Town of Oneonta. On May 28th, Deputies were dispatched to railway near State Highway 7 and Corporate Drive in Oneonta, for the report of a man shooting a firearm at a train. Deputies located Fulginiti, he was taken into custody, he is accused of firing a BB Gun at the train conductor’s window, breaking the glass, the conductor was not injured, he subject was transported back to the Otsego County Sheriff’s Office, he was processed & was turned over to Otsego County Corrections for Arraignment.

State Comptroller Tom DiNapoli released his conclusion on this year’s State Budget, which came to a total $254 billion, a 5.2% increase in spending. DiNapoli questioned the increase in spending when federal actions on funding to states could decrease revenues, and that could lead to a shortfall before the end of the fiscal year. The biggest items in the budget were 37.4 Billion dollars for schools & 109.6 billion for Medicaid in the Department of Health’s budget. All Funds revenues are projected to total $248.9 billion, nearly the same as last year, tax collections are projected to decrease by less than 1% to $117 billion.

State Police arrested 63 year old Carol Hissin of Endicott after an investigation revealed that she falsified records and took medication intended for patients at Good Shepherd Communities Endwell, on 3 occasions. Hissin was arrested by Troopers at her residence and charged with 3 counts of Falsifying Business Records & Scheming to Defraud, Hissin was processed then turned over to the Broome County Jail for Centralized Arraignment.

2 corrections officers charged in the beating death of Mid-State Correctional Facility inmate Messiah Nantwi appeared in Oneida County Court last week. Craig Klemick turned down a plea offer on Friday morning, he will return to court in August, as did Caleb Blair, who faces charges of murder, manslaughter and other offenses and will also return to court at a later date.

28 year old Ionel Baldovin of Romania was sentenced in US District Court to 33 months in prison for his role in a bank fraud conspiracy impacting 2 area financial institutions and least 5 additional institutions across the United States. Baldovin admitted to placing skimming devices and cameras at ATMs, the devices and cameras captured ATM customers’ account information and PIN numbers, the suspects created fraudulent debit cards from the captured information, which they used to withdraw currency over $450,000 from customers’ accounts in 2017 & 2018, 4 other suspects were already sentenced, the cases were investigated by the FBI, Homeland Security, State Police, the Endicott Police and various local police departments in area counties.

Otsego County Sheriff’s Office arrested 50 year old Stacy Wilson of Oneonta for 3 counts of Promoting Prison Contraband, following the discovery of narcotics in the Otsego County Correctional Facility. During the intake process, corrections officers located 3 individually wrapped foreign objects in Wilson’s clothing, the substances tested positive for fentanyl, Wilson was processed and returned to the correctional facility for Arraignment.

35 year old Duane Kinne of Walton appeared in Delaware County Court Wednesday and was sentenced to 12 years in state prison followed by 20 years of post-release supervision. On December 21, 2024, Walton Police arrested Kinne and charged him with several counts of Unlawful Surveillance, and Criminal Sex Act, he appeared in Delaware County Court in March and waived his right to have the case presented to a Delaware County Grand Jury, he pleaded guilty to 6 counts of Unlawful Surveillance & 1 count of Criminal Sex Act, he was sentenced to six – 1 year sentences for each conviction of unlawful surveillance and to 12 years of imprisonment and 20 years of post-release supervision for his conviction of Criminal Sex Act, he was also ordered to register as a sex offender upon his release from state prison.

35 year old Irina Irimescu of Sidney appeared in Delaware County Court Wednesday to be re-sentenced after it was determined she violated her probation. On August 14, 2023, she pleaded guilty to Grand Larceny, she admitted guilt for her part in a larceny with Darin Wignall. She was sentenced to a term of 5 years of felony probation supervision. The County Department of Probation filed a revocation petition alleging Irimescu violated the terms by failing a required drug screening. Judge Rosa re-sentenced Irimescu to 364 days of incarceration.

47 year old Michael Thiel of Sidney, appeared in Delaware County Court Tuesday and pleaded guilty to 1 count of Criminal Possession of a Weapon & 1 count of Criminal Possession of a Controlled Substance. Thiel will be sentenced to a term of 2-4 years in state prison for the weapons charge, and 3 years of incarceration and 2 years of post-release supervision for the controlled substances charge. On September 10th, 2024, Sidney Police executed of a search warrant at 50 Main Street in Sidney with the assistance of the Delaware County Sheriff’s Office Special Response Team. A loaded pistol as well as narcotics were recovered from the residence, leading to Thiel’s arrested & convictions.

U.S. Senator Kirsten Gillibrand discussed legislation to reduce the cost of prescription drugs for seniors as millions of older adults struggle to afford their prescription medication. As a result, many resort to cutting pills in half, skipping doses entirely, or switching to over-the-counter medication in an attempt to save money:

Gillibrand’s legislation would lower the cost of some of the most expensive and commonly used prescription medications by enhancing the Department of Health and Human Services’ ability to negotiate directly with pharmaceutical companies on the price of certain prescription drugs covered under Medicare Part D. This will lower costs for people with Medicare while simultaneously reducing drug spending by the federal government.

43 year old Steven Baker of Sidney appeared in Delaware County Court Wednesday and was arraigned on a sealed indictment, which was unsealed with a charge of 3rd degree arson. The Indictment alleges that on May 19th, Baker and a co-defendant stole a motor vehicle and intentionally set fire to it in the Town of Sidney. Baker was remanded to the Delaware County Correctional Facility on $50,000 cash bail.

42 year old Jessica Pidgeon of Oneonta appeared in Delaware County Court Wednesday and pleaded guilty to 3rd degree Burglary, Pidgeon & several co-defendants unlawfully entered the former Tractor Supply in the town of Davenport with the intent to commit larceny in April, she admitted in court that they intended to steal copper, she was released to the supervision of the Delaware County Probation Department pending sentencing in August, she will likely be sentenced to 5 years of felony probation supervision.

The Otsego County Board of Representatives today passed “Oscar’s Law” which would create a county animal abuse registry. Those who are convicted of animal abuse laws will be required to be on the registry, it would also restrict animal ownership for those convicted, it is named after a dog that died a day after being rescued in Milford last September.

Smoke from Canadian wildfires carried another day of poor air quality south of the border to Minnesota, Wisconsin and Michigan on Tuesday. The smoke is heading east and the western Counties of New York State will be affected later today, residents can check airnow.gov for the latest Air quality information. The fires have forced more than 27,000 Canadians in three provinces to flee their homes, and the smoke has even reached Europe.

The Otsego County Sheriff’s Office arrested 53 year old Tanya Nelson of Afton following an investigation into a motor vehicle accident in the Town of Unadilla. Nelson was found to have struck another motor vehicle while at the Speedway on State Highway 8, she was found be intoxicated by alcohol and arrested, for DWI, Operating a vehicle with a BAC of .08 or highers and following too closely, she was processed and released with & was ordered to appear in court at a later date.

The Gilbertsville-Mount Upton’s Board of Education announced that they have offered Heather Wilcox the position of Superintendent, at Monday night’s community forum presentations at the GMU Auditorium. Wilcox is a Gilbertsville native and GMU graduate who has spent the last 13 years with the school district, Pending the successful negotiation of a contract, the Board of Education will appoint Wilcox as GMU’s next superintendent during an upcoming Board meeting. 19-year-old Mario Sierra of East Meredith, was arrested on a Sealed Indictment Warrant issued by a Delaware County Grand Jury on 6 counts of 2nd degree Rape and 2 counts of Criminal Sexual Act. Last year, Oneonta Police reported that a 19-year-old male was suspected of having sexual relations with a 14-year-old victim in both the City of Oneonta, & in Delaware County, Sierra was taken into custody without incident and transported to the Delaware County Correctional Facility, On Friday Sierra was arraigned in Delaware County Court on the new charges, he was remanded back to the custody of Delaware County Correctional Facility on $25,000 dollars cash bail, 50,000 dollar secured bond, pending further action by the Delaware County Court.

42-year-old Jason Delong of Susquehanna, Pennsylvania was arrested by the Broome County Sheriff’s Office for 2 Counts of Aggravated DWI, Driving While Ability Impaired by Drugs, Aggravated Unlicensed Operation of a Motor Vehicle, 2 Counts of Reckless Endangerment, following an accident on State Route 369 in Fenton. DeLong failed a field sobriety test after crashing his car with a 3-year-old and a 4-year-old inside his vehicle, his car left the road, struck a guardrail and crossed two lanes of traffic before stopping, there were no child safety seats in the car either. The 2 children were not injured, and were turned over to a family member, Delong was processed and arraigned & was remanded to the Broome County Correctional Facility.

Governor Kathy Hochul today announced nearly $21.6 million has been awarded to 103 farms across the state through the Dairy Modernization Grant Program to support New York’s dairy industry. Locally, 13 farms in the Southern Tier were awarded a total of nearly $2.6 million.

33 year old Dorian Raysor of Binghamton was sentenced to 11 ½ years in prison to be followed by 5 years of post-release supervision for 2 counts of Criminal Possession of a Weapon & Tampering with Physical Evidence. The sentence is the result of an investigation conducted by the Broome County Special Investigations Unit Task Force, when their officers observed Raysor adjusting an object in the front of his waistband, Raysor fled, During the pursuit, he discarded a .45 handgun and a holster.

Norwich City Police Department conducted a no-knock search warrant at 35 Pleasant Street as part of an investigation methamphetamine and fentanyl sales. 10 people were arrested on various drug & Criminal Nuisance charges. Arrested were 55 year old Todd Diamond, 66 Year old Charles Bates, 34 year old Todd Diamond, 52 year old Loreen Diamond, 27 year old Andrew Palmer, 24 year old Stephanie Donnelly, 58 year old Howard Grome, 37 year old Travis Foster, 42 year old Matthew Tiedemann & 29 year old Richard Garreau, all of Norwich. The arrests followed a months-long investigation into drug activity, investigators successfully conducted controlled purchases of the drugs, a search warrant executed Thursday which led to the discovery of a methamphetamine lab inside the home. The State Police Contaminated Crime Scene Emergency Response Team was called in to collect hazardous materials, Norwich Fire and Codes Department condemned the property.

17,000 Canadians have been evacuated as active wildfires have charred hundreds of thousands of acres in the country. Forecasters expected that the smoke from the wildfires in Saskatchewan & Manitoba will likely affect the Northeast & south to the Carolina’s over the next few days. Chenango County Sheriff’s Office arrested 39 year old Richard Terrell of Afton following an investigation into the report of a stolen UTV from the Town of Harpursville. The investigation led Detectives to the Town of Afton, they were able to recover the stolen UTV from that location, the UTV sustained significant damage Terrell was charged with Criminal Possession of Stolen Property, Criminal Mischief, and Criminal Possession of a Weapon. Terrell was taken into custody without incident and arraigned & was held without bail and is to appear in the Town of Afton Court at a later date.

Otsego County Sheriff’s Office arrested 53 year old Robert Smith of Sidney, for Aggravated Unlicensed Operation of a motor vehicle, Driving While Ability Impaired by Alcohol, and Operating a Motor Vehicle against Interlock Restrictions, and several other violations following a Traffic Stop in the Town of Unadilla. Smith was found to have a revoked driver’s license in New York State, he was processed and released & will appear in court at a later date.
