Sidney  officials announced that the Main Street Railroad crossing in Sidney is closed for repairs, until further notice. Village officials said that the repairs may take a day or 2 to complete, motorists are advised to use Union Street as a detour.

Last Monday , a Town of North Norwich resident was arrested for Driving While Ability Impaired by Drugs and Driving Across Hazard Markings following a Motor Vehicle Accident in the Town of Norwich. Deputies arrested 30 year old Robert Youngblood following a one car motor vehicle collision on State Highway 12 in the Town of Norwich, he was found to be operating a motor vehicle while being in an impaired state due to drugs. Youngblood was issued tickets to appear in the Town of Norwich Court at a later date. The collision caused a utility pole to be severed, State Highway 12 had to be closed for 8 ½ hours while NYSEG worked on the lines.

Governor Cuomo today announced that $3 million is available from the Environmental Protection Fund in grants to assist municipalities in New York State with recent, unexpected costs of collection and recycling of eligible electronic wastes. New York State consumers are required to recycle electronic waste, such as computers, keyboards, televisions, and small electronic equipment, in an environmentally responsible manner. These grants, part of the FY2017 State Budget’s record $300 million investment in the Environmental Protection Fund, will mitigate the growing unexpected financial costs so that municipalities can recycle electronic waste efficiently and sustainably.

Delaware County Sheriff’s Deputies are currently investigating a number of recently reported thefts of cash, produce and farm other products from self-serve farm stands located on the County Highway 18 between Delhi and South Kortright, as well as on East Bramley Mountain Road in Bovina Center. Governor Cuomo today signed legislation that eliminates sales tax on feminine hygiene products. The bill exempts these products from all local and State sales tax, Feminine hygiene products have been taxable since the state sales tax was first instituted in 1965, even as a wide variety of other goods, such as dietary and family planning products, have been exempt. The new exemption is expected to save women purchasing tampons, and other similar products, an estimated $10 million a year.

Governor Cuomo today signed legislation expanding New York State’s “Move-Over” Law to volunteer firefighters and ambulance workers. The measure requires drivers to slow down and move over a lane when approaching a vehicle with flashing blue or green lights that are operated by volunteer firefighters or ambulance workers involved in a roadside emergency. Previously, the “Move-Over” law only applied to drivers approaching stopped police, emergency or hazard vehicles with flashing red and white or amber lights.

Magic City Music Hall in Binghamton was advised Thursday evening that a member of Quiet Riot, who were scheduled to appear Saturday night, was hospitalized yesterday afternoon, necessitating cancellation of the band’s upcoming show. Magic City Officials are working with management to reschedule the show, in the meantime; Quiet Riot Tickets may be redeemed for a credit towards any other announced concert at Magic City, including Ace Frehley on Saturday September 24th or for a refund. Magic City has also just announced that Sister Hazel will perform there on September 9th; tickets go on sale on Saturday July 30th.

The New York State Office of Alcoholism and Substance Abuse Services awarded $1 million in funding to support 25 new treatment beds to provide care for New Yorkers with substance use disorders. The funding was awarded to Tompkins County addiction treatment services provider Cayuga Addiction Recovery Services for the creation of a new 25-bed adult residential treatment facility. The residential treatment facility in Trumansburg will offer a full spectrum of addiction treatment services to residents including counseling, life-skills training and after-discharge support.

Governor Cuomo signed legislation that requires guidelines for end of life notices and visitation rights regarding incapacitated individuals subject of legal guardianship proceedings. The bill requires the court order appointing a guardian to oversee the care of an incapacitated person to identify all individuals who are entitled to notice of a person’s death, funeral and burial arrangements.

State Senator Fred Akshar of Colesville announced his official candidacy for reelection at his First Annual “Spiedies with the Senator” event at Chenango Valley State Park. Akshar was elected in a special election last year to finish up the term, following the conviction of the late Senator Tom Libous.

State Police arrested 43-year-old Laurie Smith of Johnson City, for operating a motor vehicle while impaired by drugs and other traffic violations, following a property damage crash on South Main Street in the Village of Sherburne. Smith was allegedly driving while impaired by drugs when she failed to keep right and struck another vehicle causing damage. She had her blood tested, at Chenango Memorial Hospital, lab results are pending. Smith was issued tickets returnable to the Village of Sherburne Court on August 15th.

Tax collections totaling $19.8 billion fell short of projections for New York state in the first quarter of the state’s fiscal year, a decline of $797.6 million, or 3.9 percent, from the same period last year and $454.1 million below projections, according to the June state cash report issued today by State Comptroller Tom DiNapoli. The General Fund ended June with a balance of $7.2 billion, which was $975.8 million lower than the latest projection and $3.9 billion lower than a year earlier. The report can be accessed at osc.state.ny.us.

Attorney General Eric T. Schneiderman announced a new grant initiative to address the growing statewide problem of so-called “zombie homes” – vacant and abandoned homes that are not maintained during a prolonged foreclosure proceeding. The Zombie Remediation and Prevention Initiative will provide $13 million in grants to local governments throughout the state through a competitive application process. The 100 communities with the greatest problem of zombies and vacancy have been invited to apply for the funds. The money will address housing vacancy and blight by bolstering municipalities’ capacity for housing code enforcement, for tracking and monitoring vacant properties, and for legal enforcement capacity to ensure banks and mortgage companies comply with local and state law.

In June, New York State’s private sector job count increased by 23,900, or 0.3%, to over 7.9 million, according to preliminary figures released today by the State Department of Labor. Since the beginning of Governor Andrew M. Cuomo’s administration, New York State’s economy has added 824,100 private sector jobs and experienced employment growth in 57 of the past 66 months. The statewide unemployment rate was unchanged from May, the U.S. rate was 4.9% in June. New York’s statewide unemployment rate continues at its lowest level since August 2007.

The City of Oneonta was selected as the winner of the $10 million Downtown Revitalization Initiative yesterday, to redevelop the downtown area & make it a hub of activity & economic development. Oneonta Mayor Gary Herzig comments:

State Police arrested 32-year-old Timothy Reid of Binghamton for allegedly speeding on State Route 12 in the Town of Oxford. Reid is also accused of driving with an open alcohol container, in possession of a loaded handgun, methamphetamine, ecstasy, cocaine, LSD, oxycodone, marihuana, drug paraphernalia and fireworks. Reid was charged with criminal possession of a weapon, he was arraigned in the Town of Guilford court and remanded to the Chenango County jail on $15,000 cash bail or $30,000 property bond, Additional charges are pending.

4 people were arrested Tuesday by the Delaware County Sheriff’s Office Criminal Investigation Division in relation to narcotics sales that led to the execution of search warrants and drug possession arrests made by Deputies earlier this year. Arrested were 27-year-old Antonio Felice of Walton, he is accused of selling heroin bundles and cocaine in the Village of Walton. Also arrested were 25-year-old Lucas Labumbard & 20 year old Anna Bubko of Margaretville, for allegedly selling Hydrocodone near the Margaretville Central School. 46-year-old John Coe of Deposit was charged for allegedly selling bundles of heroin in the Village of Deposit. All 4 are being held on bail in the Delaware County jail pending future court action.

State Police arrested 52-year-old William Daniels of Tampa, Florida for DWI, and several other traffic violations, after troopers responded to a report of a car leaving the scene of a crash on Leland Hill Road in the Town of Franklin. Daniels is accused of driving while intoxicated when he crashed into mailboxes and then left the scene, he also refused to submit to a breath test to determine his blood alcohol content. Daniels was arraigned in the Town of Oneonta court and was remanded to the Otsego County jail in lieu of $1,250 cash bail or $2,500 property bond, pending court action Thursday in the Town of Oneonta court.

Delaware County Sheriff’s Deputies arrested 54 year old Theodore Tiska of Masonville with 4 four counts of Criminal Contempt, for allegedly violating an Order of Protection issued by Town of Sidney Court earlier this year. Tiska is accused of calling the protected party while being incarcerated at the Delaware County Jail; Correctional Facility staff discovered the calls. Tiska is retired from the Delaware County Sheriff’s Office, he remains held on $75,000 cash bail on a charge of 2nd degree Attempted Murder, he will be arraigned on the new charges in the Town of Delhi Court at a later time.

The Delaware County Sheriffs department conducted an investigation into a physical altercation in the Town of Andes, Deputies arrested 34 year old Jennifer Myers & 39 year old Christopher Fairbairn of Arkville for strangulation and unlawful imprisonment. Both were arraigned in the Town of Andes Court & were remanded to the Delaware County Correctional Facility in lieu of $2500 bail.

Governor Cuomo encouraged New York’s county fairs to apply for a $5 million Agricultural Fairgrounds Infrastructure Improvement Program this fall. Funding for the program help offset the cost of improvement and renovation projects, including new construction, at eligible county fairs. The State Department of Agriculture and Markets will release detailed eligibility requirements and the application this fall, allowing the county fairs time to prepare project proposals that are shovel-ready and that could be implemented starting next year. Grant funding will not exceed $200,000 and will be awarded on a first-come basis.

State Police at Sidney are still investigating a burglary that was reported on the morning of June 5th at the Frog Pond Farms located on State Route 7, in the Town of Bainbridge. An investigation as determined that the burglary occurred in the evening hours and that an unknown amount of cash was taken. The State DOT will hold an open house public meeting today at the village of Windsor Community House, at 107 Main Street, from 5:00 to 7:00 PM, to discuss a project to replace the decks on two local bridges over State Route 17. Each bridge will be closed for 6 weeks at a time, during the closure of East Boskett Road over Route 17, traffic will be detoured to Route 17 and County Road 28. During the closure of County Road 28 over Route 17, Route 17 between Exits 81 and 82 will serve as the detour route. Construction is expected to be performed during the 2017 season.

Delaware County Deputies arrested 69 year old Manuel Fernandez of Hamden for Criminal possession of a weapon, He was arraigned in the Town of Hamden Court and released on his own recognize. Fernandez allegedly possessed a loaded pistol in his residence when he has no pistol permit and also had a loaded rifle in his residence in Hamden, he is a convicted who can not legally possess weapons.

Governor Cuomo today announced DICK’S Sporting Goods will invest $100 million to build a regional distribution facility at the Broome County Corporate Park in the Town of Conklin. DICK’S investment is creating 466 full-time jobs over the next five years in the Southern Tier. Construction on the 650,000-square-foot facility will begin next month and is scheduled for completion in early 2018.

New York Attorney General Eric Schneiderman, along with the Massachusetts & Maryland Attorney General offices announced lawsuits today against Volkswagen and its affiliates for the automakers’ sale of diesel automobiles that were fitted with illegal “defeat devices” that concealed illegal amounts of harmful emissions and then allegedly attempting to cover-up their behavior. The defeat devices took the form of computer software designed to ensure that a vehicle’s emissions system performed properly only during emissions testing. On the road, the defeat device switched off or scaled back the vehicles’ emissions systems, the diesel vehicle emmitted harmful pollutants linked to numerous respiratory diseases up to 40 times those limits.

Property tax levy growth for local governments will be capped at 0.68 percent for 2017, decreasing slightly from 2016, when it was 0.73 percent, according to State Comptroller Tom DiNapoli. The tax cap limits tax levy increases to the lesser of the rate of inflation or 2% with some exceptions, including a provision that allows municipalities to override the tax cap. The 2017 fiscal year is the fourth year in a row that local governments have had their levy growth capped at less than 2 percent and the second year in a row that it has been capped at less than 1 percent.

Delaware County Sheriff’s Deputies arrested 45-year-old Christopher Wormuth of Hancock on charges of felony grand larceny, & petty larceny. Deputies allege the defendant logged two separate properties in the Town of Hancock and in the course of doing so unlawfully removed greater than $1000 dollars in logs and firewood from those properties. Wormuth is scheduled to appear at Hancock Town Court at a later date.

Delaware County Deputies arrested 26-year-old Jesse Stefanelli of Bovina Center for Aggravated Unlicensed Operation, and Driving While Ability Impaired by Drugs. He was also issued tickets for unlicensed operation, failure to keep right and moving from lane unsafely, after a 1-car accident on County Highway 18 in the Town of Stamford. He was arraigned in the Town of Stamford Court and sent to the Delaware County Correctional Facility on $1500 cash bail. He is to return to the Town of Stamford Court at a later date.

The American Red Cross announced an upcoming Blood Drive at Tri-Town Regional Hospital in Sidney. The Blood Drive will be held on Wednesday, July 27th between 1:30 p.m. and 6:30 p.m. in the Tri-Town Regional Hospital Conference Room. The Greater Chenango Cares IRT Event continues at the Norwich High School, it started Friday & runs through July 24th. Chenango County United Way was able to get over 500 volunteers together to assist the military effort in providing the much needed dental, medical, eye care & Veterinary services for the region, according to spokesperson Elizabeth Monaco:

Col Erik Kirchen said that Medical personnel are not training for those fields, they are already fully accredited in their fields, they are training as part of their military commitments in case they are deployed because of their areas of expertise:

The event serviced 495 patients in the first 2/12 days, about 170 personnel are providing the services, and appointments are requested for dental or vision appointments at 337-4320. There is no cost for the services; there are no income, insurance or residency requirements. A similar IRT Event is also occurring through the 24th in neighboring Cortland County.

3 people were killed in a plane crashed in Esperance in Schoharie County Saturday evening. The FAA reported that the single-engine Piper PA-28 crashed about 6:45 p.m. Saturday in a heavily wooded area and was destroyed by fire. 1 person survived the crash & was taken to a burn unit. The plane was taking off from a small airport in the town of Esperance when it crashed about 1,000 feet from the facility. The investigation is continuing.

Local Police Agencies conducted an enhanced traffic safety enforcement campaign in the tri town area last Thursday. A total of 30 traffic summonses were issued for a variety of vehicle & traffic violations, there were also 7 arrests made for a variety o of charges including criminal l possession of a weapon, criminal possession of a controlled substance and failure to appear in court. The police agencies involved in the campaign were the Sidney Police Department, Delaware county Sheriff’s office, state Police & The Delaware County Probation department. Delaware county Undersherff Craig Dumond told WCDO News that these combined efforts make communities & highways a safer place to live, work & travel.

Delaware County Sheriff’s Deputies arrested 45-year-old Christina Kruger of Masonville Thursday for aggravated unlicensed operation of a motor vehicle, unlawful possession of marijuana and operating with an expired inspection certificate following a traffic stop on County Highway 23 in the Town of Sidney. Kruger was later arraigned & was released on her own recognizance, & will face action in Town of Sidney Court at a later date.

The State DEC issued a drought watch for the entire state of New York following consultation with the State Drought Management Task Force and Federal partner agencies. DEC officials said that below normal precipitation over the last 9 months, low stream flows, and reduced groundwater levels have prompted the need for the action. State Police & Delaware County EMS updated the information on Wednesday Night’s explosion at 3949 State Route 206 in Masonville. At 9:26 pm, Delaware 911 received a call of a house explosion at the Kela Charles, Masonville fire units responded to find the home completed destroyed by an apparent explosion and heavily involved with fire. Mutual aid assistance was received from Trout Creek, Sidney, Sidney Center, Bainbridge, & Franklin. 29-year-old Kerry Vaccaro was outside of the residence at the time of the explosion, she was transported to Wilson Memorial Hospital in Johnson City. 31-year-old Shayne Charles was in the basement, he was eventually airlifted to the burn unit at Upstate Medical in Syracuse. 53-year-old Kela Charles refused medical treatment for her injuries. The cause of the explosion has been determined to be accidental in nature and caused when Shayne Charles attempted to ignite a propane hot water heater in the basement.

Governor Cuomo announced a new series of aggressive enforcement actions to combat the illegal sale of K2 and other synthetic drugs. The Governor announced the State Department of Health’s Bureau of Narcotic Enforcement, in partnership with the New York State Police, will step up enforcement efforts to crack down on the illegal sale of K2. Additionally, the Governor will require that the State Liquor Authority and New York State Gaming Commission increase their oversight and enforcement efforts to revoke a store owner’s liquor and lottery licenses if they are found to be illegally peddling K2. The latest action follows an incident in Brooklyn where about 3 dozen people become sick after using K2.

A jury has been selected in the trial of Almond Upton. Upton is charged with first-degree murder in the May 2014 death of State Trooper Christopher Skinner. Upton was driving north on Interstate 81 in the Town of Chenango when he swerved from the left lane to hit Trooper Skinner who was standing outside his vehicle during an unrelated traffic stop. The trial will resume this morning.

Governor Cuomo announced that Trooper Donald Atkinson and Trooper Lawrence Gurdo are the recipients of the New York State Police Officer of the Year Award. The troopers were recognized for helping rescue a 14-year-old girl from the waters of the Whitney Point Reservoir in Broome County last summer. Both men braved cold water and an extremely strong undercurrent to pull the teen to safety from reservoir dam, near the mouth of a quarter-mile-long intake tunnel. Trooper Atkinson has been a member of the State Police for more than 15 years, is assigned to Troop C in Whitney Point.

The Explosion at a house on state Route 206 in Masonville has been ruled as accidental, it was apparently caused by attempts to ignite a water heater in the basement last night at about 9:25 PM, according to the Delaware County Emergency Services investigation. 3 people were injured, the home at 3949 state Route 206is a total loss. 31 year old Shayne Charles taken to Wilson Memorial Hospital in Johnson City, 52 year old Kela Charles & 29 year old Kerry Vaccaro also suffered injuries, Vaccaro was foist taken to Wilson & was transferred to Upstate Medical Center in Syracuse.

A state appeals court has ordered a new trial for 41-year-old Ganesh Ramsaran of New Berlin, who was previously convicted for the murder of his wife Jennifer in 2012. The state Appellate Division’s Third Department cited legal errors such as a failure by the defense to object to the prosecution’s description of DNA evidence and testimony during the trial, and that Ramsaran’s attorney gave a “confusing and inept summation” to jurors at the end of the trial. The case will be sent back to Chenango County Court for a new trial.

Oneonta Police, along with State Police, & Delaware County Sheriff’s Department, arrested 2 people on drug charges after serving a search warrant at the Budget Inn on State Route 23. Police arrested 24-year-old Dale Rogers of Brooklyn & 26-year-old Rameara Sample of Brooklyn, for Criminal possession of a controlled substance with intent to sell. Police Confiscated 30 bags of heroin, 23 bags of crack cocaine, both were held at the Oneonta Police Department lock up pending arraignment in the Town of Oneonta Court.

DEC has developed a new instructional manual entitled “The I FISH NY Beginners’ Guide to Freshwater Fishing.” The new manual is part of a series of publications DEC has produced recently designed to get more people involved in the sport of fishing in New York State. A house in Masonville exploded last night & fire erupted, injuring at least 2 people. The explosion was reported at 3949 state highway 206, 3 people were inside when the explosion occurred. Fire departments from surrounding communities responded Life Net took 1 injured person to Wilson Hospital in Johnson City; one other person suffered a broken arm. The fire started around 9:30 p.m. Wednesday, The cause of the explosion and fire are still under investigation.

Governor Cuomo announced that the State of New York is on track to reduce the number of new HIV infections to just 750 by the end of 2020 and achieve the first-ever decrease in HIV prevalence. The number of New Yorkers with HIV at detectable levels decreased by approximately 10 percent between 2013 and 2014, and as a result, two-thirds of those with diagnosed HIV now have virus levels that are undetectable. The information comes from the latest data produced by the New York State Department of Health and also shows that the number of new HIV infections has fallen to fewer than 2,500, a record low.
