5 people were arrested Friday on drug charges, after Norwich police, with help from the Chenango & Delaware County Sheriff’s department, executed a “no knock’ search warrant at a suspected “One Pot Meth” operation on Eaton Avenue in Norwich. Arrested were 23 year old Bradley Bishop, of Norwich, 37 year old Nathan Diamond of Norwich, and 42 year old Michael Hackett of Norwich in connection of the alleged manufacturing of Methamphetamines at that location, Police also charged 45-year-old Heather Angelino & 40-year-old Neil Graef of Norwich, for loitering. Bishop, Diamond and Hackett were arraigned in Norwich City Court & all were remanded to the Chenango County Jail, Angelino and Graef were both released on appearance tickets.

New York state will have new rules in effect March 1st, that will require financial institutions to create & maintain cyber-security programs in order to prevent illegal access to sensitive personal records of their customers from hackers. Most banks already have programs in effect, but the new rule makes in mandatory instead of optional.

The Office of Parks, Recreation & Historic Preservation announced that they are selling a plastic card version of their “Empire Pass” for state parks & recreation areas. The cards will cost $80; it streamlines the process by allowing a family to enter using one card only, instead of having decals permanently affixed on multiple vehicles within the same family, at a cost of $65 per decal.

Governor Cuomo announced that 12 Million dollars would be added to the Energy Affordability Policy, to provide 1.7 million low-income residents with help on energy costs. The change limits energy costs for low income New Yorkers to no more than 6% of the household income on energy, about half of the state’s average household average.

State Budget hearings wrapped up Friday in Albany, as lawmakers look towards a final plan to submit to the Governor in about 6 weeks, assemblyman Pete Lopez comments:

Lawmakers are on a break until February 28th, they will then be working on the 152.3 Billion dollar Budget proposal submitted by Governor Cuomo in January, they hope to pass the budget on time by the state of the next fiscal year, on April 1st.

New York State spent about 8.1 Million dollars on “I Love New York” signs on highways all over the state, but the signs do not comply with federal regulations & may have to come down. Cuomo administration officials said that the signs were put up to promote New York Agriculture & tourism related industries, Federal officials said that the signs are too ” busy” & too large.

State Police arrested 2 men on drug charges Friday after an attempted traffic stop, & an 8-mile chase from Kirkwood to Reynolds Road in Johnson City. During the pursuit, the operator was observed throwing a plastic bag containing 150 grams of cocaine. Police arrested 37-year-old Anthony Thompson of Johnson City, for Criminal Possession of Controlled Substance, Tampering with Physical Evidence, Unlawful Fleeing a Police Officer, Aggravated Unlicensed Operation and numerous Vehicle and Traffic Law. Also police arrested 29-year-old Tyrell Tomlinson of Tarboro, North Carolina for Criminal Possession of Controlled Substance. Both were arraigned and remanded to the Broome County Jail without bail.

31-year-old Bradley Miles of Binghamton was sentenced Friday to 30 years in state prison for his role in an August 2015 robbery that resulted in the death of Michael Thomas. Miles pleaded guilty to first-degree manslaughter and second-degree attempted robbery, In August 2015, Miles and 38-year old Ariana Edwards robbed and stabbed Michael Thomas to death at their apartment at 11 Mather Street, & left his body there for 2 weeks, after luring him there for a drug deal.

Chenango County Sheriff’s Office executed a search warrant on a 2013 Nissan Rogue and the occupant 24 year old Taylor Nelson of Afton. A traffic stop was conducted in Oxford where Nelson was taken into custody; Officers recovered digital scales, packaging material, methamphetamine, and cash. Nelson is accused of selling Crystal Methamphetamine in Chenango County & in the Village of Sidney, he was charged with Criminal Sale of a Controlled Substance, Criminal Possession of a Controlled Substance, and Criminal Use of Drug Paraphernalia. He was arraigned in the Town of Bainbridge Court and remanded to the Chenango County Correctional Facility on $20,000 cash bail.

Earlier this week, the Unatego School district Board of Education decided that they would close the Otego Elementary School building prior to the start of school this fall. Superintendent Dr. Dave Richards explains:

Former independent congressional candidate Robert Doggart of Tennessee was found guilty of solicitation to commit a civil rights violation, solicitation to commit arson and making a threat in interstate commerce, for his alleged plotting of an attack on Islamberg in Hancock. Doggart was arrested by the FBI, after he made threats to attack the Muslim community in Delaware county, and burn all of their buildings down. Doggart faces sentencing may 31st.

The U.S. Department of Justice announced the arrest of 48-year-old Mark Barnett of Ocala Florida, for a plan to set off explosives at Target stores in Upstate New York. Barnett was arrested after discussing the plot with a wired informant, his plans called for explosions in up to 10 Target stores starting in Syracuse & then traveling south back to Florida, in to buy Target store stock at an expected lower price per share after the bombings, and then sell the stock for a profit when the price returned to higher levels.


State police are reporting a new telephone scam, where the caller will ask “Can You Hear Me” and if you respond “yes”, they will record your response & then use your recorded voice & place unauthorized charged against your credit card or utility company accounts. State police said that the best response is to say nothing & hang up, they also advise that if you have already fallen for this scam, check your credit card account & utility bills carefully for extra charges that scammers may have added to your bill, then follow the normal procedures to dispute the extra charges.

Governor Cuomo announced the state would invest an additional $8 million for upgrades at Belleayre Ski Center to attract more visitors and build on the Catskill Region’s tourism industry. The investment will enhance the current facilities at Belleayre Mountain with the installation of a new, high-speed gondola, multiple lodge expansions and the addition of modern amenities for both lodges at the resort.

The 22nd annual Polar Bear Jump will be held at Goodyear Lake Saturday. Each year, funds are raised through pledges by jumping into the frigid waters; they will also raise funds with the Polar Bear Auction with donations from numerous local businesses and organizations. All proceeds are used to support local children and families with medical issues and the community organizations that support them.

Governor Cuomo announced that the first of several free fishing events in New York State for 2017 would take place this weekend. New York residents and non-residents are permitted to fish for free without a fishing license at any of the state’s 7,500 lakes and ponds or 70,000 miles of rivers and streams. Cuomo has also designated June 24-25, September 23 (National Hunting and Fishing Day), and November 11 (Veterans Day) as free fishing days.

State Police arrested 35 year old Tyson Haskins of Deposit, for Unlawful Manufacture of Methamphetamine, Criminal Possession of a Controlled Substance & Criminally Using Drug Paraphernalia. The arrest occurred after a Trooper checked on an occupied vehicle that was stopped on Michigan Hollow Road in the Town of Deposit. Haskins was found to unlawfully possess needles, drug paraphernalia, an electronic scale, and about 1.75 grams of methamphetamine. Haskins was arraigned in the Town of Deposit Court and was remanded to the Broome County Jail in lieu of $25,000 cash bail or $50,000 property Bond.

Governor Cuomo today announced the first-in-the-nation cyber security regulation to protect New York’s financial services industry and consumers from the ever-growing threat of cyber-attacks would take effect on March 1, 2017. The final regulation requires banks, insurance companies, and other financial services institutions regulated by the Department of Financial Services to establish and maintain a cybersecurity program designed to protect consumers’ private data and ensure the safety and soundness of New York’s financial services industry. The regulation will be become effective upon publication in the New York State Register on March 1, 2017.

State Comptroller Tom DiNapoli’s office released audits of 2 area towns this week. The audit for the Town of Colchester shows that the Board does not have a written fund balance policy that addresses reasonable levels to be maintained, also the Board underestimated revenues by 7 percent and overestimated expenditures by 18 percent, on average, in the general fund. The Town of Greene’s audit shows that the Board did not develop realistic budgets for its four major operating funds, Town officials have not developed a policy for acceptable levels of fund balance to maintain & Town officials have not developed long-term financial and capital plans.

State Police arrested 27 year old Tina Keirnan of Unadilla for 2 counts of Criminal Mischief & 2nd degree Harassment & 26 year old Ashley Mellio of Mastic, New York for 3rd degree assault. Troopers repsonded to the report of a fight, where Keirnan had struck Mellio in the face and would not let her call the police for help, both women were arrested. Keirnan & Mellio were issued tickets to the Town of Unadilla Court later this month.

State Police arrested 44 year old Peter Provenzano of Westford for 3rd degree Assault & Endangering the Welfare of a Child, after troopers responded to a dispute in the Town of Westford. Troopers determined that during an argument Provenzano punched a child in the face causing an injury. The victim was treated at a local hospital & was released. Provenzano was arraigned and was released, he faces court action on February 22nd.

The proposal would direct most crimes committed by 16 & 17 year olds to family court. New York & North Carolina are the only 2 remaining states that still prosecute 16 & 17 years olds as adults in criminal courts. Governor Cuomo has forwarded similar legislature in his Executive Budget Proposal.

Governor Cuomo today announced a proposal to modernize laws to make it easier for charitable organizations to raise funds through gaming, including raffles and other types of games. This proposal will help veterans’ organizations, fraternal and service organizations, churches, volunteer fire departments and other non-profits to raise funds for their organizations. The State Gaming Commission will conduct public hearings to gather input from charitable organizations on any additional improvements to New York charitable gaming laws and regulations.

Delaware County Sheriff’s Deputies responded to a report of a snowmobile accident in the Town of Stamford & the discharge of gunshots by a property owner during an argument with snowmobiler. Deputies accuse 37 years old Willem Joosse of Hobart intentionally drove a snowmobile into a horse enclosure, until the property owners confronted him. Joose allegedly threatened to run over the owners, 57-year-old Joseph Laskowski retrieved a shotgun, and fired shots into the air. Deputies arrested Joosse for snowmobiling while intoxicated, criminal mischief, menacing, trespassing and operating an unregistered & uninsured snowmobile. Deputies also charged Laskowski with Menacing, both subjects were issued appearance tickets and were released, they will return to Town of Stamford Court at a later date.

State Police have charged Cal Harris of Spencer on 2 new charges, in connection with an alleged stalking of a State Police Investigator in Oneonta last June. Harris is now charged with Menacing & Harassment, in addition to the original stalking charge, for allegedly stalking an investigator who worked for state Police in the case of the disappearance of Cal Harris’s estranged wife Michelle in 2001. Harris was freed last year after a 4th Murder trial, he pleaded not guilty to the latest charges Tuesday & faces action in Oneonta court on April 19th.

State Attorney General Eric Schneiderman warned immigrants of scams, where people have been fraudulently posing as Immigrations and Customs Enforcement agents scams and demanding money in order to avoid deportation. Schneiderman said that his office has received an increasing number of scams as deportation raids that been have taken place. Binghamton Police charged 25-year-old Juan Lopez of Binghamton for the stabbing death of 31-year-old Santos Echevarria of Binghamton. Officers were called to the parking lot of Town & Country apartments for a disturbance early Sunday morning, Echevarria had already left the scene in a vehicle and was taken to the Lourdes Hospital Emergency Room; He died a short time later. Lopez also fled, but he surrendered himself to Binghamton Police. he was charged with 2nd degree Murder, Binghamton Police are continuing the investigation and are encouraging anyone with information to contact them at 772-7080.

State Police received a reported Child Pornography complaint, The investigation led to the Village of Sidney, 28 year old Justin Crandall of Sidney is accused of sending sexually explicit photographs of a young child to another person, he was charged with 1st degree Rape, Promoting Sexual Performance by a Child less than seventeen years old, Endangering the Welfare of a Child and Criminal Possession of a Controlled Substance. State Police also arrested 27 year old Jessica Crandall of Sidney, for Criminal Sex Act and Endangering the Welfare of a Child, for the alleged sexual abused of a child less than 11 years old. Justin & Jessica Crandall were arraigned in the Village of Sidney Court and were remanded to the Delaware County Jail. The Village of Sidney Police Department assisted throughout the investigation.

The current state budget has extended the hire-a-vet tax credit from this year through January 1st of 2019 & the period of eligible employment for qualified veterans has also been extended through January 1st of 2018. The credit is provided to any business that hires a veteran returning home from military service, on a full-time basis for at least one year. The credit is equal to 10 percent of wages paid, with a maximum of $5,000 per veteran, it increases to 15% of wages if the veteran is also disabled, with a maximum of $15,000 per disabled veteran.

Governor Cuomo announced that New York State is formally calling on the federal Environmental Protection Agency to establish an official drinking water standard for the federally unregulated contaminant 1,4-dioxane. Under the federal Safe Drinking Water Act, the EPA has primary authority to regulate drinking water quality, to date, the EPA has not only failed to issue an Maximum Contaminant Level for this contaminant, but an existing federal loophole exempts public water systems serving less than 10,000 people from even testing for it & other contaminants.


Governor Cuomo announced that legislation authorizing 16 and 17 year olds to enroll in the New York State Donate Life Registry goes into effect this Week. The new legislation enables this population to enroll in the Registry at the same time they first apply for a driver license, learner permit or non-driver ID, potentially increasing enrollments in New York by thousands. State Police responded to a structure fire at 8 Lancaster Street in Cherry Valley early Monday morning. The Cherry Valley Fire Department quickly extinguished the fire, 86-year-old Frank Menento died during the fire. State Fire Investigators are assisting State Police with the investigation and a cause has not been determined yet.

Governor Cuomo today announced that the New York State Police issued more than 4,000 tickets during a special STOP DWI traffic enforcement campaign over Super Bowl Weekend. State Police increased patrols and conducted sobriety checkpoints to deter, identify and arrest impaired drivers during a 38-hour crackdown from 2 p.m. on Saturday, February 4 through 4 a.m. on Monday, February 6. The Southern Tier regional had 348 arrests during the Super Bowl weekend enforcement.

Delaware County Sheriff’s Deputies arrested 18-year-old Korey Fisher of Meredith, following an investigation into a NYS child abuse Hotline referral. It is alleged that Fisher provided two 15-year-old children with marijuana, smoking marijuana with the children and then driving both students to Delaware Academy in Delhi.   Fisher is charged with two Misdemeanor counts of Endangering the Welfare of a child. He was processed and released on an appearance ticket directing him to appear in the Town of Meredith Court at a later date to answer the charges.

State DEC officials reported that bear hunters killed 1,539 black bears during the 2016-hunting season.   Hunters took a total of 1,025 black bears in the Southern Zone, a 10% decrease from the year before, but slightly higher than the 5 year average.

Anti smoking advocated are encouraging New York state to increase funding for smoking cessation programs, and to discourage young people from picking up the deadly habit. Group like the American heart association, American lung association, the American cancer society & the campaign for tobacco free kids report that the state spends far less on tobacco control programs than is recommended by federal authorities. Another tobacco related proposal this year also calls for raising the state’s smoking age from 18 to 21, New York City already has the smoking age up to 21.

The public service commission announced that starting this weekend, people in the 315 area code must dial the area code along with a phone number, even for local calls, then on march 11th, the new “680” area code will be added as an overlay to meet the demands for new phone numbers. An overlay was also approved in the 518 area code, where those residents will also be required to dial the area code with phone numbers even for local calls starting in August, then in September, the new “838” area code will be implemented.

Taste New York sales nearly tripled in 2016, surpassing Governor Cuomo’s goal of doubling sales of participating businesses in one year. Sales of New York products from Taste NY stores, cafes, bars, concessions and events topped $13.1 million last year, more information about Taste New York is available at taste.ny.gov.

Delaware County Sheriff’s Investigators arrested 2 Town of Deposit residents Friday morning on drug and weapon possession charges following the execution of a search warrant in Hale Eddy. Investigators seized 8 grams of bulk heroin, scales, packaging materials, a shotgun, prescription narcotics, marihuana, a kung-fu throwing star, several hundred dollars in cash & a Public Assistance Benefit card. Investigators charged 30-year-old Scott Hanrahan and 38 year old Shalayne Sherwood with 2 counts of Criminal Possession of a Controlled Substance with intent to sell, Criminal Possession of a Weapon, 2 counts Endangering the Welfare of a Child and 1 count of Unlawful Possession of Marihuana. 2 children were in the residence; they were turned over to a relative and resulted in a Child Protective Services Hotline Report being initiated.   Hanrahan and Sherwood were arraigned & were remanded to the Delaware County Jail on $250,000 cash bail or $500,000 bail bond. This investigation is ongoing and more arrests are expected.

Chenango County Sheriff’s department arrested 35-year-old Joshua Faulkner of Oxford for Criminal Mischief, & Endangering the Welfare of a Child. Deputies responded to a Domestic Dispute in the Town of Oxford where it is alleged that Faulkner destroyed property of the victim in the presence of an eight-year-old child. Faulkner had fled the scene and a warrant was issued. Faulkner was located at a residence in the Town of Oxford and was arrested & arraigned in the Town of Norwich Court and was remanded to the Chenango County Correctional Facility on $500 cash bail or $2500 bond. Faulkner is to reappear in the Town of Oxford Court at later date.

56-year-old Julie Mae Clark of Coventry was arrested by the Chenango County Sheriff’s Office for Grand Larceny. While working as the Coventry Fire Department Treasurer, Clark allegedly stole $10,000.00 dollars from April 2015 through January 2017. The investigation is ongoing and additional charges are pending.   Clark is to reappear in the Town of Coventry Court at a later date to answer to her charges.

23-year-old Caden Cruz of Oxford pleaded guilty to a number of charges in Chenango County Court Thursday. Cruz was originally charged last March with 2nd degree Assault, resisting arrest, & criminal possession of a hypodermic instrument. Cruz was arrested by Norwich Police following a foot pursuit on March 1st; he was also accused of striking the first responding Police officer. He faces sentencing shortly.

24-year-old Brittney Ellis of Binghamton was arrested following a search of her residence. Police seized cocaine, packaging materials, when they executed a warrant, police said 2 children were in the residence at the time of the raid. Ellis was charged with 6 counts of criminal possession of a controlled substance, 2 counts of criminally using drug paraphernalia and endangering the welfare of a child. Ellis was arraigned in Binghamton city court and sent to Broome County Jail.

Governor Cuomo announced $3 million in new funding to help eligible municipalities and rural electricity cooperatives purchase electric vehicles for use in their municipal use fleets. The initiative is part of the New York Power Authority’s Municipal Electric-Drive Vehicle Program, which provides financial assistance to facilitate the replacement of less fuel-efficient vehicles. This announcement supports Governor Cuomo’s energy goal to reduce greenhouse gas emissions in New York 40 percent by 2030.

The Village of Sidney announced that sign ups For recreational spring sports are currently underway. sign ups are available for Major & minor League Baseball, Quad County Softball, Coed Peewee ball & t-ball. forms are not being mailed out, but are available at the Sidney Elementary school, the village clerks office or online at villageofsidney.org, forms must be submitted by March 10th.

State Police arrested 22 year old Joshua Fuller of Windsor for 3rd degree Grand Larceny, after troopers were requested to assist the Binghamton Police Community Response Team with a traffic stop. Binghamton Police officers discovered over $20,000 dollars in cash & savings bonds that did not belong to Fuller or his passengers. Troopers determined that Fuller had recently stolen over $40,000 from a home while he was working for the owner. Fuller was arraigned in the Town of Union Court and was remanded to the Broome County Jail with no bail set. His next court date is pending.

State Police arrested 31 year old Sara Milford of Oneonta for Driving While Intoxicated & Unlawful Possession of Marihuana and other traffic tickets. Milford is accused of speeding on Winney Hill Road in the Town of Oneonta, troopers located an open bottle of beer, discovered that Milford was driving with a suspended license, they also found 5 grams of marihuana. Milford was issued tickets to appear in the Town of Oneonta Court on February 21, 2017.

The 10 race series will run through November 23rd, some of the races will coincide with the Parlor City 5K race during July Fest, and the Kelly LaBarre 5K race during Spiedie Fest. 37-year-old Samantha Werkheiser of Binghamton was found guilty of sexual abuse this morning, following a trial. Werkheiser was accused of abusing a 6-year-old child starting in 2003, her first conviction was thrown out on appeal, but she was found guilty again in this 2nd trial. Sentencing is scheduled for March 10th.

The New York State Assembly Minority Task Force on Protecting the Rights of People with Developmental Disabilities conducted 11 informational forums and issued a series of recommendations in a report published today. Local Assemblyman Cliff Crouch participated:

Among the recommendations, Enacting a Bill of Rights for individuals with developmental disabilities, Requiring the Department of Labor and the Office for People with Developmental Disabilities to conduct a wage study for direct care workers; Establishing a service learning or internship program for students interested in working with individuals with developmental disabilities; Amending tuition rates for Special Act School Districts; and Directing the Commissioner of Transportation to conduct a statewide study and review of the transportation of individuals with developmental disabilities. State Attorney General Eric Schneiderman unveiled a package of measures aimed at overhauling and simplifying voting in New York State. Schneiderman’s proposal would create a system of early voting, automatic and same-day registration; it would consolidate state and federal primaries and shorten the deadline for registering in a political party. Schneiderman’s legislation comes after his office conducted a review of voting in New York, identifying issues with registration and participating in party primaries.

The state capital is hosting Black History Month with a free exhibit honoring prominent African Americans with ties to New York State. Among those being honored, Harriet Tubman, Recently deceased broadcaster Gwen Ifill, as well as various artists, writers, activists & soldiers. The items displayed at the state capital this month will then be moved the National Museum of African American History in Washington DC.

On February 18th, the 22nd annual Polar Bear Jump will be held at Goodyear Lake. This year, they will raise funds through pledges by jumping into the frigid waters; they will also raise funds with the Polar Bear Auction with donations from numerous local businesses and organizations. All proceeds are used to support local children and families with medical issues and the community organizations that support them.


New York State is setting aside nearly $20 million dollars to assist local health care providers looking to expand or upgrade their facilities. The New Community Health Care Revolving Fund is intended to help health organizations that might not be able to expand otherwise. The money will be awarded in the form of low cost loans for mental health clinics or community clinics on projects to construct, expand or renovate facilities. Governor Cuomo said that the funding would help ensure that every New Yorkers has access to quality health care.

The Tourism Advisory Board of Delaware County is planning to hold a series of public information meetings for public input and comments on the use of funds raised through the Delaware County Hotel Occupancy Tax. The Tourism Advisory Board has drafted a proposal for how occupancy tax funds will be made available to support tourism promotion activities in 2017, and will hold a series of public meetings to present the proposal and solicit public input. The meetings will begin at 5:30pm starting with one on February 20th at the Delaware County Public Safety Building, Delhi, February 23rd – Hancock Town Hall, March 2nd – Stamford Town Hall, & March 6th – Middletown Town Hall.
