The state Education Department has scheduled public meetings around the state to prepare for the new federal education law by seeking input on a variety of issues, including whether to pilot new testing procedures. The federal Every Student Succeeds Act that replaced No Child Left Behind, it is designed to give states more flexibility in how to measure school performance.

This year is the 50th anniversary of the annual Binghamton Sty. Patrick’s Day parade, which will be held tomorrow through downtown Binghamton. The parade will start at St. Mary’s at 1:30 in downtown Binghamton and proceed along Court Street through the west end to Edwards street. Governor Cuomo today announced a number of new high-tech features to the New York State Veterans’ App that will improve access to state programs and services for veterans and their families. Over the next 2 months, the State Liquor Authority Beverage Control Investigators, working with underage minor decoys, will conduct statewide sweeps at more than 500 locations holding liquor licenses, including bars, restaurants, liquor stores and grocery stores. State investigators from the Department of Motor Vehicles will join State Liqour Authority during some of these enforcement operations; in addition to conducting their own fake ID enforcement sweeps at locations across New York. The combined enforcement effort begins today and runs through April.

State Police arrested 36-year-old Danielle Fuger of Roscoe for the felony Grand Larceny. Troopers were advised of a theft in December in the Town of Colchester, the investigation determined that while being allowed to stay at this home for a week, Fuger allegedly stole about $1,200 cash from the owner and then left. Fuger was located in the Sullivan County Jail where she was being held on an unrelated charge, she was arraigned in the Town of Colchester Court and was then sent back to the Sullivan County Jail.

Outdoor enthusiasts and activists from across New York have gathered in Albany this week to urge state lawmakers to back plans for a 750-mile trail system. The proposal would include a plan to complete and connect two greenway trails crisscrossing the state from Manhattan to Canada and from Albany to Buffalo, resulting in a 750-mile paved biking and hiking route that could be marketed as a national tourist destination. The plan could cost $53 million, and would need to be approved by the Legislature.

Governor Cuomo today announced the kick-off of New York State Women’s Suffrage 100th Anniversary Commemoration Commission, which will be responsible for a series of statewide programs that celebrate women’s suffrage in New York State. The 14-member commission will work to promote the anniversary of women’s suffrage between 2017, marking 100 years from when women won the right to vote in New York State and 2020; a century after the 19th Amendment was ratified. New York State is home to the first-ever Women’s Rights Convention, held in Seneca Falls, in 1848 and 69 years later, women in New York State won the right to vote.


Lawmakers held a press conference Wednesday to repeal the SAFE Act in the upstate counties, but leave it intact in New York City’s 5 boroughs. State Senator Jim Seward co-sponsors the bill:

The legislation would reverse elements of the SAFE Act including gun licensing recertification requirements, storage mandates, firearm seizures and registries, and information collected on gun owners. The bill was introduced in January.

State Police arrested 41 year old Kent Wheeler of Windsor, for 3rd degree Assault, they arrested girlfriend 35 year old Karissa Tennant for Criminal Mischief, after troopers responded to a February 22nd report of a road rage on Place Road in the Town of Windsor. Troopers reported that just after a road rage incident with another motorist, Wheeler allegedly punched the other motorist in the face several times causing an injury, while Tennant had kicked the other vehicle, causing over $250 worth of damage. The victim was treated at a local hospital for a laceration and released. Wheeler and Tennant were issued tickets returnable to the Town of Windsor Court on March 7th.

A 16 Year old was killed in a structure fire at 457 State Highway 8 in Mount Upton early this morning. Firefighters from Mt. Upton Fire Department, Sidney, Bainbridge, Guilford, & South New Berlin responded, Chenango County Sheriff’s Department reported that the 16 year old youth was unable to escape the fire, the name of the deceased is being withheld pending family notification. The cause of the fire appears to be a wood stove which was the main home heating source. The Chenango County Sheriff’s Office was assisted by the Chenango County Bureau of Fire Investigation Team & State Police.

State Police at Troop C, announced that they are searching for Willie Thompson of the Binghamton area, he is wanted for criminal contempt. Thompson was arrested in 2013, after violating an order of protection, & after missing court dates; the Town of Barker Court issued a bench warrant for his arrest. Police said that Thompson has many tattoos including stars, a crown and the words “ADONIS” and “LATHISA”. The State Department of Health announced today that it is launching a pilot program that will allow residents that are served by either a private well or public water system an opportunity to have their drinking water tested for lead free of charge. Residents interested in participating are encouraged to sign up on the Department’s website at health.ny.gov. Testing will continue as long as funds are available.

Delaware County Sheriff Deputies arrested 21-year-old Korey Bush of Delhi for 2 counts of Petty Larceny and 1 count of Criminal possession of a controlled substance. Bush is accused of stealing prescription medication & cash in the Town of Meredith. Bush was arranged in the Town of Meredith Court and remanded to the Delaware County correctional facility in lieu of $500.00 cash bail. Bush is to reappear in the Town of Meredith Court at a later date to answer the said charges.

Governor Cuomo announced $38.8 million in New NY Broadband Program Round II grants have been awarded to 17 projects in the Southern Tier. These awards will provide 12,835 homes and businesses with access to high-speed broadband for the first time, and leverage $11.7 million in private matching funds; bringing the total public-private investment in the Southern Tier to $50.5 million in Round II.

Governor Cuomo announced that he is advancing new legislation to end child marriage by raising the age of consent to marry from 14 to 18-years-old in New York. The legislation strengthens protections for minors by preventing child marriage and holding violators accountable. Under the new measures, those who issue a marriage license to anyone under 18-years-old without parental and judicial written consent will be charged with a misdemeanor.

New York State has new rules in effect today that will require financial institutions to create & maintain cyber-security programs in order to prevent illegal access to sensitive personal records of their customers from hackers. Most banks already have programs in effect, but the new rule makes in mandatory instead of optional.

The Hillcrest Fire Department reported that it was 74-year-old Roberta Bush who died in a trailer fire Sunday night. The fire was reported at around 8:30 PM Sunday at 417 West Service Road, Bush was found in the back portion of the trailer after fire fighters extinguished the blaze.

State police reported that they are investigating the death of Greene County Sheriff’s Deputy say a sheriff’s deputy Kevin Haverly on State Route 23 in the town of Ashland. The accident occurred shortly before 6 a.m. This morning, where Deputy Haverly’s patrol vehicle left the roadway and hit a utility pole, He was pronounced dead at the scene.

Governor Cuomo was one of 6 governors who did not attend a governors meeting with President Trump this week, where the President told the governors that federal aid to the states for Medicaid would be cut. Cuomo had a private meeting with trump in New York City on January 18th.

Talks are continuing in Albany among lawmakers to Expand access to ridesharing services like Lyft & Uber into the upstate counties. A number of ridesharing companies have successfully operated in New York City over the last several years; a bill is expected to make it to Governor Cuomo’s desk this year.

Governor Cuomo has proposed the Clean Water Infrastructure Act of 2017, to invest a record $2 billion in critical water infrastructure across New York State. The bill follows reports of tainted water from industrial pollutants in Flint Michigan, and Hoosick Falls New York last year.

New York State is expanding it’s testing of foods & Beverages in an effort to prevent food borne illnesses. The state announced that over 67,000 samples were tested last year, which was up 10% from 2015. State testing resulting in over 300 recalls last year.

A new Siena College poll has Governor Cuomo at his highest favorability ratings in 2 years. Today’s Poll has 60% of respondents viewing Cuomo favorably, compared to 34% who have an unfavorable view. Today’s poll also has President Donald Trump with 68% unfavorable and only 29% favorable.

Delaware County Sheriff’s Deputies responded a fatal, 2 car head on collision on Bear Spring Mountain in the Town of Walton Saturday. Sheriff’s Deputies and the State Police Collision Reconstruction Unit revealed that 43 year old Andrew Thompson of Tenafly, New Jersey, was driving on State Route 206 when a vehicle driven by 41 year old Joel Alves of Hopewell Junction crossed the center lines & collided head on with Thompson’s vehicle. Thompson was pronounced dead at the scene, his wife 43-year-old Wendy Hoeben, and their 6-year-old son were transported to Delaware Valley Hospital in Walton, Hoeben was treated & released, and the child was transferred to Westchester Medical Center. Alves was also transported to Delaware Valley Hospital where he was also treated and released. Alves was driving with a suspended driver’s license and a suspended vehicle registration, the investigation is continuing & charges are anticipated.

Governor Cuomo today announced more than $36.6 million in savings for farmers across the state through the first 3 years of the Agricultural Assessment Cap. The Cap became law in 2013, preventing agricultural assessments from being increased by more than 2% annually. Southern Tier farmers are expected to save 3.2 million dollars with the cap in place this year.

An elderly woman died during a fire that engulfed her mobile at 417 West Service Road in Hillcrest Sunday night. Hillcrest Fire Department reported that 1 person was found on the backside of the trailer. Fire Fighters found the trailer fully engulfed in flames at around 8:30 PM, Fire officials said the cause of the fire is still under investigation, the name of the deceased has not yet been announced.

Attorney General Eric Schneiderman and State Education Commissioner MaryEllen Elia today reminded school districts of their duty to comply with existing state and federal laws that ensure the rights of immigrant children to attend New York’s public schools without fear of reprisal. The guidance provides districts with information pertaining to their duties under the law, regarding the confidentiality of student records, that Law enforcement officers may not remove a student from school property or interrogate a student without the consent of the student’s parent, except during a typical crime investigation. The guidance reminds districts that under the federal Family Educational Rights and Privacy Act, parents must consent to disclosing personally identifiable student information, except in some rare situations.

SUNY Delhi has been ranked among the country’s “Most Affordable Colleges for Incoming Freshman with Financial Need” by Student Loan Report. The ranking, based on Peterson’s college data, examined need-based scholarships and grants to incoming freshmen at more than 1,000 colleges. SUNY Delhi ranked at #158, with financial aid awarded to 87% of freshmen with financial need. The average financial aid award is $8,026.

Governor Cuomo announced the number of craft beverage manufacturers operating off-site branch stores has increased to 105 locations in 35 counties across New York. All farm-based beverage manufacturers, including wineries, breweries, cideries and distilleries, are allowed to open off-site retail stores, with 32 new locations opening in the last year. New York is home to 72 farm winery branch stores, up from 29 satellite stores in 2011, recently 17 farm breweries, 10 farm distilleries and six farm cideries have opened branch stores.

State Trooper Neil case of the Richfield Springs barracks has been picked to represent law enforcement for the state in the Special Olympics. Trooper Case has been selected to carry the torch to honor his son, who has Down syndrome, while raising awareness for people with disabilities. The Special Olympics will pay the $10,000 it costs to send Case to Austria. But Case told officials that he doesn’t want to take away money from the athletes, so instead he’s set up a fundraiser to cover those costs. Delaware County Sheriff’s Deputies arrested and charged 25-year-old Justin Miranda of Livingston Manor Saturday, for DWI and Driving with a Blood Alcohol Content Greater than 0.08%. The arrest following an accident where a vehicle went off of the road and into a snow covered field in the Town of Delhi. Miranda is also accused of driving at speeds not reasonable or prudent, Miranda was released on appearance tickets and scheduled to appear before the Town of Delhi Court at a later date.

Oneonta Police responded Wednesday to a vehicle fire on Burnside Avenue in the City of Oneonta. Police said that a 2009 Subaru Forester was fully engulfed, The Oneonta Fire Department extinguished the blaze & officers conducted a neighborhood canvass. 31-year-old Jonathan Delgado, of Oneonta, was charged with 3rd degree Arson & Criminal Mischief. Delgado was arraigned in Oneonta City Court & was remanded to the custody of the Otsego County Sheriff Department. The investigation is continuing

U.S Senator Kirsten Gillibrand will promote a bill to protect seniors form financial scams, by changing the way senior financial abuse if reported, and to establish a national hotline for seniors. Gillibrand said that she wants to have those services provided to fight the financial exploitation of seniors, who have been especially targeted by scammers in recent years.

Governor Cuomo plans to dedicate $32 million dollars in federal funding to improve public transpiration in the state’s rural areas. Como said that the funding will be targeted for small city bus lines, regional transportation authorities and public transportation programs, in order to connect rural residents to their nearest small cities.

Many members of the Congress & Senate have cancelled “Town Hall Meetings” in their home district while they are off this week. Freshman Congress members John Faso of the 19th District, and Claudia Tenney of the 22nd district have not scheduled town hall meetings this week, Tenney’s Washington office announced that they have received threats, they announced that Tenney was looking to set up a telephone conference call town hall meeting in the coming months.

Fire departments in & around Chenango county were kept busy Wednesday afternoon. Firefighters responded to a house fire at 266 Kilroy Road in Oxford, a stove fire at 11 South Main Street in Bainbridge, and another house fire at 389 County Road 27 in Coventry, all toned out within a 30 minute time frame. Chenango County EMS stated that firefighters from Coventry, Afton, Greene, Sidney, Bainbridge, Masonville, Oxford, Guilford, Norwich, Brisben, Preston and the Chenango County Bureau of Fire responded to all calls, no injuries were reported.

State Attorney General Eric Schneiderman responded to a congressional inquiry, making clear that there was not one single substantiated claim of voter fraud in New York last year. Schneiderman wrote that the state’s voting system actually has restrictive laws, rules and procedures, as well as administrative errors, that both legally and illegally keep many New Yorkers from voting. Schneiderman also recently filed suit against the New York City Board of Elections for widespread violations that illegally purged over 200,000 New Yorkers from the voter rolls.

Governor Cuomo is calling for cuts in state funding for $25 million from 39 public health programs that fight cancer, diabetes and other conditions. Cuomo’s administration said it will be up to state health officials to decide where to make the reductions, which are intended to make public health spending more efficient. Cuomo’s $152 billion budget proposal actually increases health care spending overall.

37 year old Robert Stutzer of Stamford has been charged with arson & criminal Mischief in connection with an alleged arson at 2630 State Highway 7 in the town of Unadilla last Thursday. State Police reported that Stutzer was arrested shortly after the report of a fire at that location on February 16th, the investigation is continuing.

New York placed seventh nationally in the percentage of public high school graduates succeeding on Advanced Placement exams in 2016, moving up from eighth the year before, according to a College Board report released Wednesday. New York, which in 2008 led the nation and in 2012 was second, trailed other states that have surged ahead — including Massachusetts, which ranked No. 1 for the first time, with 31% of their high school graduates scoring a “3” or higher on last year’s AP exam. Maryland ranked 2nd, followed by Connecticut, Florida, California & Virginia & then New York.

Governor Cuomo today announced the New York State Local Emergency Management Accreditation Program, the first of its kind state-level program for local emergency management agencies in the nation. The program, developed in partnership with the New York State Emergency Management Association, was outlined in the Governor’s 2017 State of the State and includes a series of standards that local emergency management offices must meet to obtain this unique accreditation. 25 years after the “The Simpson” Homer at the Bat” episode aired, featuring Hall of Famers Ozzie Smith & Wade Boggs, the National Baseball Hall of Fame & Museum announced that they would pay tribute to that episode on Saturday, May 27. Boggs and Smith will join in a roundtable discussion from 9:30 a.m. to 11 a.m. outside the Library entrance to the Hall, A brief ceremony Inducting Homer Simpson will be followed with the official ribbon cutting on a SIMPSONS-themed exhibit display in the Museum. THE SIMPSONS will also be honored prior to the Hall of Fame Classic legends game taking place that afternoon at Cooperstown’s historic Doubleday Field. 24-year-old Andre Lee of Binghamton was sentenced in Broome County Court to 25 years to life in jail for the July 4th 2015 killing of 19-year old Scott Wright in Binghamton. Lee got into a fight with Wright’s friends at a party, he later returned with a gun & fatally shot Wright

Oneonta Police announced that 17-year-old Kobe Kimble and 17-year-old Gabriel Perez were arrested in connection to the knifepoint robbery of a SUNY Oneonta student in December. The teens were charged with Robbery, 4th degree Grand Larceny, Kimble was also charged with Criminal possession of a weapon, Menacing, & Petty Larceny. Perez was also charged with Petty Larceny and Harassment. Both were arraigned in & were held on $15,000 bail or $30,000 bond and remanded to the custody of the Otsego County Sheriff Department.

Sidney village police arrested 23-year-old Shane Fallon of Norwich for 1 count of 1st degree sexual abuse for allegedly abusing a child under the age of 11. Fallon was arraigned & was remanded to the Delaware County Jail on $5,000 cash bail pending future court action. Norwich Police, The Otsego County Sheriff’s Department & the Otsego County department of Social Services, assisted Sidney Police in the investigation.

The Otsego County Chamber of Commerce announced the 2017 winners of its annual awards. Chosen were A & D Transport Services, Inc., Marie Lusins of Oneonta, Family Planning of South Central New York, and the Otsego Land Trust. The award-winners will be honored March 28th at the Chamber’s Annual Spring Dinner at the Hunt Union Ballroom at SUNY Oneonta.
