25 year old Cody Franciscovich has been charged with 1st degree murder, in connection with the death of his 8 month old daughter Ruby last weekend.   Franciscovich was arraigned this morning in Town of Tioga Court,  State Troopers responding to a report of a missing baby  Sunday morning at the Deep Well Motel, they found Franciscovich naked near the motel, he eventually directed Troopers to a pond where the baby was found.  She was pronounced dead at Wilson Hospital.  Franciscovich was returned to the Tioga County Jail without bail pending a felony hearing on Friday.

The New York State Senate passed a bill Tuesday to legalize paid gestational surrogacy for couples who are unable to have their own children.    The measure is part of a package of bills along with LGBTQ rights, the elimination of the Gay or Transgender Panic defense used in court cases for violent attacks against a gay or transgender person,   the bill faces an uncertain future in the state Assembly where there is opposition among key Democratic Party majority members.

State Senator Fred Akshar released the results of his latest online surveys asking constituents to weigh in on a proposal to end religious and any other non-medical exemptions for vaccination for children attending school in New York State.   All 50 states require that students be vaccinated for diseases like measles, mumps, whooping cough, chickenpox and polio,  but 47 state including New York allow exemptions for religious reasons.  Measles cases nationwide have more than doubled from 2018 to over 1000 this year, with at least 850 cases in the New York City and Rockland County regions of New York.  The Survey Results in the 52nd Senate District show that 70% of respondents support removing all non-medical exemptions for vaccinations, Akshar said that the results from his district were similar to a recent Siena Poll, which showed 84% of New Yorkers statewide support ending the religious exemption for vaccinations.

CID Entertainment, the production company that “had been engaged to provide camping, travel packages and transportation for Woodstock 50,” has pulled out of the event.  Woodstock 50 principal Gregory Peck released a statement announcing that festival organizers are in discussions with another venue to host Woodstock 50 on August 16th-18th, and that they looked forward to revealing the new location when tickets finally go on sale in the coming weeks.

The Sidney Central School District Board of Education has named Eben Bullock as the district’s new Superintendent.  Bullock served as the Sidney’s high school principal for the past 10 years, will succeed Dr. William Christensen, who is leaving the district after more than 8 years at the helm.  Bullock was approved for a 3-year contract at the Board of Education meeting Tuesday; he will begin the position on July 1.

Delaware County Sheriff Craig DuMond announced that he has implemented a body worn camera program and has equipped his Patrol Deputies with Axon Body Worn Cameras:

19th District Congressman Antonio Delgado announced the creation of his 19th Congressional District Small Business Advisory Committee to meet & advise him on the priorities of small businesses in the area and legislation before the House regarding small businesses.  Among those serving on the Committee are Delaware County Chamber President Ray Pucci, Delaware County Economic Development Director Glenn Nealis & Otsego Now CEO Jody Zakrevsky. Sidney Village Police responded to the area of the McDonalds Friday for the report of a suspicious person, which led to the arrest of 30 year old Salvatore Gallo of Sidney.  Gallo was charged with trespassing, unlawful possession of marijuana, obstructing governmental administration & criminal possession of a controlled substance, he was arraigned & was sent to the Delaware County Jail on $10,000 Cash Bail or $20,000 bond.

The Otsego County Sheriff’s Department arrested 32 year old Stephanie Shulgay of Worcester, on grand Larceny Charges, she is accused of using a credit card & debits cards belonging to a family where she was a home health aide.   Shulgay was arraigned in Otsego County Court, the investigation is still ongoing & more charges may be filed.

A New Sienna Poll has been released as the state legislature gets ready to end the 2019 session.  Polled Voters approve of legalizing recreational marijuana 55% to 40%; they disapprove of a measure for Driver’s Licenses for Undocumented aliens with 41% in favor & 53% against, they support mandatory Vaccinations by an 84% to 13% margin.  Governor Cuomo’s Favorability was up to 52%, but disapprove of Cuomo seeking a 4th term as Governor.

The state’s Gaming Commission approved regulations to permit sports wagering at Resorts World Catskills in Monticello, Rivers Casino and Resort in Schenectady, Tioga Downs in the Southern Tier and Del Lago Resort and Casino in the Finger Lakes.  Sports’ betting is not expected to start until later this summer after the facilities receive their wagering licenses.  The state’s tribal casinos also plan to allow wagers too.

Governor Cuomo reminded New Yorkers today that state investigators will again crack down on underage drinking and the use of fake IDs to purchase alcohol at summer concerts and at bars this season. Investigators from the DMV, State Liquor Authority, State Parks Police and local law enforcement will conduct enforcement sweeps at venues across the state as part of the Operation Prevent campaign.  In April and May, investigators issued 139 tickets,   Patrons under the age of 21 found to be using fake IDs to buy alcohol can be ticketed and risk having their license revoked for a minimum of 90 days or up to 1 year.

State Police have arrested 25-year-old Cody Franciscovich of Owego for 1st degree murder in connection with the death of his 8-month-old daughter Ruby.  Tioga County 911 received a call to check the welfare of Ruby Sunday Morning, near the Deep Well Motel on Route 17C in the town of Tioga.  Responding troopers located the infant in a pond after interviewing Cody Franciscovich,  she was taken to Wilson Hospital in Johnson City where she was pronounced deceased.  Cody Franciscovich was arraigned and remanded to the Tioga County Jail on no bail.  He is set to appear in the town of Tioga court tomorrow.

Delaware County Sheriff’s Deputies arrested 22-year-old David Mordechay of Brooklyn, for aggravated unlicensed operation, driving while intoxicated, unlicensed operator, operating without a seatbelt, failure to keep right, and leaving the scene of a property damage motor vehicle accident.  The arrest followed an investigation into a motor vehicle accident.    Mordechay was arraigned in Delhi Town Court, and was remanded to the Delaware County Jail in lieu of $20,000 bail or $40,000 bond.

Watkins Glen International will no longer be hosting the 50th anniversary Woodstock music festival on August 16th through the 18th.  Officials from the racetrack issued a statement Monday afternoon that read, “Watkins Glen International terminated the site license for Woodstock pursuant to provisions of the contract. As such, WGI will not be hosting the Woodstock 50 Festival.”

The Delaware County Fair Board has voted to prohibit its vendors from displaying Confederate flags and related merchandise at the 2019 fair, but will not forbid their sale, according to Delaware County Sheriff Craig Dumond.    The policy is the same as last year; however, Confederate merchandise was on full display at that fair, this year, Sheriff DuMond said the no-display policy will be “aggressively enforced.”  The fair board’s decision follows the efforts of “Fair for All” to end the sale and display of the Confederate flag at the fair which they view as a symbol of white supremacy & hatred which should not be at a county fair.

The State Senate and Assembly voted to exempt nursing mothers from jury duty.  The legislation would permit women to delay jury duty up to 2 years if they are breastfeeding a baby, The bill now goes to Governor Cuomo,  who is expected to sign the measure into law.

The Otsego County Sheriff’s Office and NYS State Police escorted runners in the annual New York “Run for the Fallen” Saturday State Route 20 through Otsego County.  The annual New York “Run for the Fallen” spans more than 170 miles and honors New York military service members who died as a result of serving the War on Terror.

The State DEC is asking the public to report moose sightings, to assist a multi-year research project.  Moose sightings increase in the spring with the rising temperatures and melting snow.   In 2018, a total of 220 moose observations were reported to DEC, a noticeable increase from the 163 reports in 2017, Most moose sightings occur within the Adirondacks, but neighboring states Connecticut and Massachusetts also have moose populations, resulting in observations in the southeast portion of New York.

Delaware County Sheriff’s Investigators arrested 43-year-old Lisa Myers of Delancey, for Strangulation, Endangering the Welfare of a Child & 3rd Degree Assault. Myers was arraigned in the Town of Delhi Court, and released on her own recognizance, to re-appear in that Court at a later time for further Court action.

Governor Cuomo announced that the State Police will target speeding and aggressive drivers during a special weeklong traffic enforcement initiative. This year’s “Speed Week” enforcement crackdown started yesterday and runs through next Wednesday. Troopers will also actively patrol highway work zones and will target drivers who violate the “Move Over” Law. 

State Senator Jim Seward announced Senate approval of legislation to help increase safety for limousine passengers, following the crash of a limo that killed 20 people in Seward’s district in Schoharie last October:

The package of 9 bills approved by the Senate would increase insurance requirements for limousines, ensure drivers undergo drug and alcohol testing & create a state hotline allowing the public to report safety concerns.

Former Oxford Academy teacher’s assistant Heaven Parrish of Smithville Flats pleaded guilty to 2nd degree attempted rape this week.  Parrish was accused of having a sexual relationship with an under aged male student, she will have to register as a sex offender & faces court action again on June 14th in Chenango County Court.

A Delaware County Grand Jury handed down a Seal Indictment Thursday relating to a narcotics trafficking investigation in the Hancock area. Deputies arrested 39 year-old Wilbur Tyrrell, of Starlight, Pennsylvania, on the Sealed Indictment Arrest Warrant as he attempted to flee, on foot, across the bridge from the Village of Hancock into the State of Pennsylvania. The Grand Jury accused Tyrrell of 3 counts of Criminal Sale of a Controlled Substance, for allegedly selling Methamphetamines & Xanax, he was also charged with Resisting Arrest and Obstructing Governmental Administration.

State Senator Jim Seward opposes the state issuing driver’s licenses to illegal immigrants.  The legislation would permit illegal immigrants to apply for standard driver’s licenses using forms of foreign identification, leaving county clerks and employees at local Departments of Motor Vehicles unable to truly verify authenticity:

Fire fighters responded Friday night to a fire at 630 Sutherland Road No. 2 in the town of Meredith.  Fire investigators determined that 78 year old Bart Misiewicz tripped & fell while carrying a kerosene lamp, his house was completely destroyed.  Fire fighters from the Treadwell, Franklin, Delhi, Meridale, East Meredith and Pindars Corners fire departments assisted, no injuries were reported.

State Senator Jen Metzger has introduced a bill to protect owners of mobile homes and other manufactured housing from unreasonable lot rent increases. In recent years, some mobile home lot owners have taken advantage of tenants, who do not own the land on which they place their homes, by implementing large rent increases which have resulted in loss of housing and homelessness.   Metzger’s bill limits rent increases in manufactured home parks to the three-year average of inflation plus acceptable allowances. The bill has an Assembly Co-Sponsor.

The Bainbridge-Guilford Central School will hold a Board of Education Meeting Today in the District Conference Room at the Jr/Sr High School at 6:30 PM. The business portion of the meeting will start at 7:00 PM with a Public Hearing on the Code of Conduct.

State Police have charged 25 year old John Mehne of Sarasota, Florida for 1st degree Burglary, Robbery, Aggravated Cruelty to Animals & Criminal Possession of Stolen Property after they were dispatched Tuesday to an accident on I-81.  Troopers located a stolen Audi disabled in the driving lane and facing the wrong direction with no operator.  Mehne struck the guiderail & attempted to jump on the back of a van, and then he jumped into the back of a pick-up, eventually escaping into the woods.  State Police received a call from a resident on Duell Road reporting Mehne was in his chicken coop, Mehne picked up an ax and began chasing the resident, then stole his ATV.  A short time later, troopers received a call that a white naked male was in a chicken coop on Springer Road & Mehne was taken into custody.  State Police accuse Mehne of several area burglaries & for the killing of a dog, he was treated at Binghamton General Hospital from a Police Dog Bite; he was arraigned & was remanded to the Broome County Jail without bail.  The investigation is ongoing; anyone with damage in Kirkwood should call police at 775-1241.

State Police arrested 25 year old John Mehne of Sarasota Florida last night following an accident on I-81, which led to a manhunt.  State Police, Broome County Sheriff’s Office and Binghamton Police Department responded to the area of Duell Road, Colesville Road and Springer Road in the town of Kirkwood, Troopers accuse Mehne of attempted to flee the scene of the initial accident by jumping onto a van & then into the bed of a pick-up truck, he eventually fled on foot into a wooded area.  Mehne is accused of threatening 1 person with an axe, stealing an ATV, killing a chicken & a dog and was apprehended while hiding naked in a chicken coop.  State Police encourage residents in that area to check their property and call the State Police at 775-1241 if anything appears disturbed.  The investigation is ongoing & a multitude of charges are pending.

Chenango County Sheriff’s Deputies arrested 26 year old Uysef Guzman of Pennsylvania and 34 year old Heather Prince of Norwich on drug charges following a traffic stop in the Town of Norwich Tuesday.   Deputies seized over 220 packets of heroin, that was possibly mixed with fentanyl as well as over $1,900 in cash, the incident is still under investigation and more arrests are expected.  Both defendants were arraigned in the City of Norwich Court and were remanded to the Chenango County Correctional Facility on $20,000 cash each. Both are to appear in the Town of Norwich Court on a later date.

The state’s Medicaid program paid more than $60,000 for sexual and erectile dysfunction drugs and treatments for 47 sex offenders, according to an audit by State Comptroller Tom DiNapoli.  DiNapoli recommended that the Department of Health provide Managed Care Organization’s with detailed lists of all ED drugs, procedures, and supplies that are excluded or have limited Medicaid coverage; and take corrective actions to ensure compliance with laws, policies, and procedures; and Improve Department of Health’s computer system to apply sex offender status in the processing of claims.

New York would be the first state in the U.S. to ban the declawing of cats under legislation approved by lawmakers this session.  The bill would subject veterinarians to $1,000 fines for performing the operation; it heads to the desk of Governor Cuomo for approval.

State Police issued 13,693 tickets for impaired driving over Memorial Day weekend, as part of the STOP-DWI traffic enforcement period. The initiative targeted impaired and reckless drivers from Friday, May 24 and through Monday, May 27.   State Troopers arrested 225 people for DWI and investigated 134 crashes, which resulted in 190 injuries and 4 fatalities.

The State Senate passed State Senator Jen Metzger’s bill to aid dairy farmers in complying with regulations to address water that can collect in waste tires used by farmers use to hold down tarps over silage and feed, which the DEC has determined creates a risk of mosquito breeding grounds.  The DEC regulations require cutting waste tires in half, drilling holes in them, or disposing of them and finding new methods of covering silage, Metzger’s bill is sponsored in the Assembly by Assemblywoman Donna Lupardo, it instructs the Commissioner of Agriculture and Markets and the Commissioner of Environmental Conservation to develop a plan to remove used tires from farms at no cost to the farmers.

WCDO NEWS TUESDAY 6-4-19

A Delaware County grand jury has indicted 21 year old Tyler Chapman of Equinunk Pennsylvania on a variety of drug charges.  Chapman is accused of selling fentanyl-laced heroin near the Hancock Central School District.  Chapman was taken into custody Sunday by State Police during a traffic stop and turned him over to Delaware County Sheriff’s deputies.  Chapman faces charges of criminal sale of a controlled substance & criminal sale of a controlled substance in or near school grounds; he was remanded to the Delaware County jail to await further court action.

Colorscape Chenango has announced that the deadline to apply for the Francis K. Wilcox Emerging Young Artist Scholarship is this Friday, June 7th.  The Scholarship is open to High school students in Chenango County and adjacent counties, the Emerging Young Artists program gives promising young artists a chance to exhibit and sell their work at Colors cape in Norwich in September.  Students who wish to participate can download an application at colorscape.org.

Oneonta City Officials announced that work continues on Main Street with hydrant installations occurring between Hunt St and Fifth St, this week and next week. One-lane traffic will be maintained on Main Street, and Side streets along this stretch may be closed to through traffic.  Also, Walling Avenue will be closed to through traffic today & tomorrow, water customers will experience temporary water service interruption during daytime working hours, more information is available at 432-2100.

Norwich City Officials announced that 33 Mitchell Street should be razed.  a back wall of the 1855 building fell down last week, no one was injured and all occupants were evacuated.  The building’s owners was notified & has 30 days to appeal the City’s decision.

Otsego County Sheriff Department arrested 69 year old Dale Putnam of the Town of Maryland following an investigation into animal cruelty. Putnam was charged with 6 Counts of Overdriving, torturing and injuring animals & failure to provide proper sustenance, after the Sheriff’s Department received a complaint of possible dead animals at a farm located on State Hwy 7 in the Town of Maryland.  Deputies located approximately 20 dead cows in a barn, 4 dead cows were located in the fields, and 1 cow was in poor health from giving birth to a calf and had to be euthanized.  The remaining cattle were taken in by local farmers for safe keeping until the end of the investigation and court proceedings.  Putnam was issued an appearance ticket for the Town of Maryland Court and is scheduled to appear in court at a later date.

Governor Cuomo told reporters in Albany today that he doesn’t believe it’s feasible for lawmakers to legalize recreational marijuana this year.  Cuomo said that that there is insufficient support in the state Senate, because there are disagreements about the regulatory details and whether the bill should include provisions expunging past low-level pot convictions.
