A State Trooper was injured Sunday night following a traffic stop on Route 41 in Afton.  The trooper attempted to pull over a motorist, who did not comply and drove away until crashing in the area of Loomis Road; he then took off on foot.  The unidentified trooper caught up to the suspect, the trooper received minor injuries following a scuffle, and the driver of the car was bit by a police dog.    The driver was charged with driving while impaired by drugs, criminal possession of a controlled substance & several other charges, more details are expected to be released shortly.

Afton Firefighters responded this morning to a fire at 191 Hall Road.  No one was home when the fire broke out, Firefighters from Coventry, Bainbridge & Harpursville assisted, the home was completely destroyed, and the cause of the fire is under investigation.

4 people were arrested following a drug rain on a house in Binghamton Friday.  Police seized fentanyl, drug packaging materials & scales, at 48 Tompkins Street on the city’s South Side.  Police arrested 62 year old Lydia Onishea, 34-year-old Danielle Thompson, 37-year-old Anthony Criscitello on a variety of drug charges & 25-year-old Tanna Ulmer for false personation, all 4 face court action shortly

Delaware County Sheriff’s Deputies arrested Richard Williams of Downsville, Saturday for Menacing and criminal trespass, for allegedly entering a residence illegally in the Town of Colchester and, after exiting, menacing another person with a dangerous instrument. Williams was arraigned in the Village of Walton Court and was released on his own recognizance. Williams is scheduled to appear at Colchester Town Court at a later date to answer the charges.

The Otsego County Department of Solid Waste & the Arc Otsego ReUse Center announced the opening of a polystyrene recycling facility now available to county residents.  The facility is located at the ReUse Center, 23 Duane Street in Oneonta.  Material must be delivered in a clear plastic bag directly to staff.   Accepted items include white meat trays, white cups, white take-out containers, egg cartons & packaging used to protect electronics.   More information is available at 353–7831 or 547–4225.

The Broome County Sheriff’s Office arrested Michael Gincerowski Jr., of Port Crane for vehicular manslaughter, Leaving the scene of an accident resulting in death, DWI, Aggravated unlicensed operation of a motor vehicle, following a hit and run accident Saturday night in the Town of Fenton that killed 16-year-old Constance Mazzarese of Owego.   The Broome County Sheriff’s Office responded to a report of a motor vehicle accident involving an SUV and a bicycle on State Route 369 in the Town of Fenton just after 10:00 PM Saturday night, the driver of the SUV left the scene, a State Trooper located the vehicle, disabled, about a mile north of the collision.  Gincerowski was located at a nearby residence and was taken into custody.

Delaware County Public Health announced that a skunk in the town of Andes has tested positive for rabies.  The rabid skunk exposed 4 dogs and 1 person.  The person exposed to the rabid skunk is receiving rabies post exposure prophylaxis. Two of the four dogs were up to date on their rabies vaccinations and received boosters after the exposure.  Public Health is working with the dog owner and Town of Andes officials to implement 6-month quarantine on the 2 dogs that were not up to date on their rabies vaccinations.  The remaining rabies 2019 rabies clinics can be viewed at delawarecountypublichealth.com

WCDO NEWS FRIDAY 6-21-19

Chenango County Emergency Officials are dealing with a number of road problems from flash flooding, following heavy downpours over the last several days.  Norwich, Oxford, Smithville, McDonough & Pharsalia have had numerous issues; damage was extensive around Oxford, including the school grounds, road closures in Oxford include Vroman Hill Road, Midland Hill Road, plus Hoben, Ryan, Brooksbank & Bradley Hill roads.  County officials advise that motorist turn around if they encounter flooded roads, and contact authorities immediately.

Oneonta Authorities had to close Main Street this morning near Fox Hospital, for a reported Natural Gas leak.  The Oneonta Fire Department & NYSEG Crews responded after a contractor’s crew member apparently hit a high pressure gas line,  Main Street has been re-opened, residents who were evacuated from their homes on Hudson and Otsego Street were allowed to return to their homes, City Officials said that Roosevelt Avenue will remain closed until further notice.

The State Senate passed a bill that eliminates the criminal penalties for possessing small amounts of marijuana, but fines may still be applied up to $50 for 1 ounce or less, or $200 for between 1 & 2 ounces.  The State Assembly voted to pass the measure early this morning; Governor Cuomo is expected to sign it.  Lawmakers could not get enough votes to make recreational marijuana legal.

The Chenango Sheriff’s Department arrested 31 year old Nicholas Redd of Norwich on several counts of criminal possession a controlled substance, he allegedly possessed prescription medication, methamphetamine and heroin during the traffic stop that occurred in the Town of Norwich, and he faces court action at a later date.

On Sunday, May 26th, Verspoor rescued 2 canoeists who had tipped over in Delta Lake in Rome while working as a counselor at Haven Camp for disabled adults.

2 Norwich residents were arrested by the Chenango County Sheriff’s Office for Criminal Trespass, Theft of Services, Criminal Possession of a Controlled Substance and Unlawful Possession of Marihuana.  Deputies arrested 32 year old Scott Russell & 22 year old Brooklyn Stout after a complaint from the Norwich Inn, both are accused of using a stolen motel key to enter one of the motel rooms, they stayed the night and did not pay for the room.  While in custody, a search uncovered Marihuana & a controlled substance, both were released on appearance tickets for the Town of Norwich court at a later date.

Chenango County Emergency Services Responded to a number of reports for flooded roads following heavy downpours last night & earlier this morning.  Flooded roads were reported at Butler & State Streets in Oxford, there was washout damage to the grounds at the Oxford School Playground, & flooding on North Broad Street in Norwich, in Smithville at North End Road, & Chenango County Road 2 as well as County Roads 7 & 10 in Pharsalia, County Road 7 in McDonough.  Officials remind motorists to turn around & seek an alternate route if they encounter a road covered with water, and to alert authorities.

State Lawmakers did not pass a Marijuana legalization plan as the 2019 session comes to an end.  The bill failed to pass in the State Senate, State lawmakers also passed the “Gay Panic” bill, which will no longer allow for a Gay or Transgender fear excuse for those arrested for violent crimes committed against Gay or Transgender people.   Lawmakers also passed a New York Green New Deal, to address climate change issues.

State Lawmakers also passed a bill calling allowing farm workers to unionize, Assemblyman Cliff Crouch opposed the plan:

Crouch said that many of the farm workers are migrant workers in the state for 90 days, & they tend to work more than 40 hours a week in order to make as much as they can for their families back home.

Oneonta police arrested 30 year old Alexander Coffran of Oneonta for possession of cocaine and marijuana.   Coffran was reported to police for violating the terms of his parole by possessing drugs in his residence, at the time that a probation office made a visit.    Coffran is being held in Otsego County Jail without bail pending future court action.

Congressman Anthony Brindisi announced that he has secured an extra $10 Million Dollars for Department of Defense programs that fund NextFlex.  The funding will help the NextFlex Nodes at Binghamton University, which has brought millions of dollars in economic activity to the area.  The bill now proceeds to the US Senate for consideration.

Sidney High School was one of 562 high-achieving and high-progress schools as part of the 2018-19 Recognition Schools, as announced by New York State Education Commissioner MaryEllen Elia.

Sidney was one of just 234 high schools statewide on the list, and the only high school in the immediate area to be selected.  Of the 562 schools being honored, 241 are located in New York City, 40 are public charter schools, and 280 are located in the rest of the state, 131 of those were also named as Reward Schools last year.

Delaware County Sheriff’s Deputies arrested 51-year-old Diane Dedominicis of Treadwell Tuesday for Aggravated Unlicensed Operation of a motor vehicle, following a traffic stop on Griswold Street in the Village of Walton.  Dedominicis was additionally charged with Speeding, Unlicensed Operator, and she was released on tickets returnable to Walton Village Court at a later date.

The State Senate passed legislation in honor of Sidney veterans.  The bill sponsored by Senator Jim Seward designates a portion of State Route 8 running to the newly developed Sidney Veterans’ Memorial Park as the “Sidney Veterans’ Memorial Parkway”.  The special highway designation was requested by the Village of Sidney.  Companion legislation sponsored by Assemblyman Cliff Crouch has been introduced in the state assembly. The legislation must still be approved by the state assembly and signed by the governor to take effect.

State Police warn residents of several fraudulent schemes asking for money.   Recent scams involve callers claiming to be from the State Lottery, The IRS, Social Security, a Utility Company, a Computer Company or the caller will claim that there is family emergency requiring money.   State Police remind residents to never send cash to anyone you do not know, Do not send gift cards to unknown callers,  No lottery will pre-charge taxes as a result of winning, never provide information with your bank account information or social security number, & never provide access to your computer, in person, on the phone, or through the internet. If you feel like you have been victimized, contact your local police agency.

The Chenango County Sheriff’s Office arrested 56 year old James Miles for Criminal Contempt & Harassment After a report of a domestic dispute in the Town of Norwich.  Miles is accused of violating an order of protection and subjected the female victim to unwanted physical contact. Miles was arrested and arraigned in the Town of Norwich Court where he was remanded to the Chenango County Correctional Facility on $5,000 cash bail and $10,000 bond.

Chenango County Sheriff’s Office arrested 25 year old Timothy Egelston for endangering the welfare of a child, following a complaint in the Town of New Berlin. Egelston was arraigned in the Town of Sherburne Court and remanded to the Chenango County Correctional Facility on $1,000 cash and $2,500 bond. Egelston is to reappear in the Town of New Berlin Court at a later date.

The State Senate passed Senator Jen Metzger’s bill to green the State government’s passenger fleet by 2030 and reduce its share of greenhouse gas emissions from transportation. The bill requires that as existing vehicles are replaced or the fleet increased, the state must purchase battery, electric, plug-in hybrids, and other zero-emissions vehicles.    The State currently has 6,771 passenger vehicles, of which 768 are already electric or gas-electric hybrids.  There is a companion bill in the Assembly.

State Police arrested 32 year old Ramel Howard of Binghamton for False Personation, Criminal Possession of Stolen Property, Aggravated Unlicensed Operation and several lesser charges, after a trooper initiated a traffic stop in the city of Binghamton after he spotted a vehicle that was reported stolen in Endicott in October 2018.  Howard provided a false name, he was also found to have a warrant for a parole violation, and He was transported to Broome County Central Processing for arraignment.

State Police arrested 22 year old Samantha Jicha and 21 year old Zachary Mumbulo of Middlefield, for Endangering the Welfare of a Child.   Troopers responded to the couple’s residence on Blacks Road with Otsego County Child Protective Services after a hotline complaint,  Troopers discovered loaded weapons, marijuana and drug paraphernalia.  The infant was removed from the scene and placed in the care of a relative.  Both Jicha and Mumbulo were released on appearance tickets.

The State Senate Followed the State Assembly & passed the controversial “Green Light Bill” Monday, which will allow for undocumented immigrants to acquire a New York State Driver’s License.  The bill calls for protections against federal government interference & harassment of those immigrants that earn a New York Driver’s license, Governor Cuomo signed the bill after the state Solicitor General’s office verified the constitutionality of the protections and the bill as a whole.

James Brower was sentenced in Chenango County Court Monday to 1 1/2 to 4 1/2 years in prison after a guilty plea of hindering prosecution in connection with the death of 11 year old Jacelyn O’Connor in the town of Norwich 2 years ago.   Tobias Rundstrom Wooding was sentenced to 20 years in prison last year, for the raping and killing O’Connor.

Endicott Police announced that 77 year old Russell Darrow of Brackney, Pennsylvania man was the pilot that was killed in a single engine plane that crashed at Tri-Cities Airport in Endicott Monday.  Darrow crashed his single propeller plane on the Norfolk Southern Railroad property between Industrial Park Boulevard and Airport Road in Endicott at about 11:20 AM Monday.  Darrow was pronounced dead at the scene. There was no one else in the aircraft.  The cause of the crash is being investigated by the National Transportation Safety Board.

Governor Cuomo announced the New York State Thruway Authority Board approved the selection of the Design-Build team who will install cashless tolling on the Thruway system.  The $355.3 million investment will transform the Thruway system for about 267 million motorists who travel the superhighway every year.  According to Governor Cuomo, the cashless tolling will be implemented on the entire NYS Thruway system by the end of 2020.  More information is available at thruway.ny.gov

The next regular meeting of the Oneonta Common Council will be held this evening.  The meeting starts at 7:00 PM in the Common Council Chambers at City Hall.

State Police at Oneonta arrested 25 year old Phillip Davis of Strasburg, Virginia Sunday, for 2 counts of the felony of Criminal Possession of a Firearm.   A trooper responded to an accident involving a motorcycle on I-88 in the town of Worcester, Davis told the trooper that when a tractor trailer passed him, he lost control of his Harley, he was uninjured, it was discovered that Davis was in possession of 2 guns illegally in the rear storage area of his motorcycle, Davis did not possess a pistol permit.  He was arrested and arraigned in the town of Worcester court where he was remanded to the Otsego County Jail on $2000 cash bail or $4000 bond.  Davis will appear in court on July 2nd.

Delaware County Sheriff’s Deputies arrested 47 year old John Lafever of Unadilla with DWI, making an unsafe lane change, and operating a motor vehicle while using mobile device, following a 1 car accident on County Route 23 in the Town of Walton. Lafever was released on appearance tickets and it set to appear in the Town of Walton Court at a later date to answer the charge.

The Chenango County Department of Public Works shall close County Road 14 between The Madison County Line and Conley Road, in the Town of Smyrna today.  The closure is in place for the replacement of a large culvert, officials estimate that the project could take about 3 days, Motorists are asked to seek alternative routes, local traffic will be allowed to and from their homes.  More information is available at 337-1710.

A small plane crashed near the Tri-Cities Airport in Endicott this morning at about 11:20 AM, resulting in 1 death.  The name of the deceased pilot has not been released, the investigation is ongoing.

State Police arrested 30 year old Scott Barnes of Norwich for DWI with a B.A.C. of .16%, twice the legal limit.  Troopers were dispatched to Wheeler Avenue in the town of Norwich for a possible trespass on private property.  Troopers located Barnes whose vehicle had rolled down a hill and became stuck in a ditch, he was arrested & was later released on appearance tickets returnable to the town of Norwich court on June 20th.

State Police arrested 27 year old Trebor Hoxie of South New Berlin for DWI & Aggravated Unlicensed Operation, plus several other traffic tickets.  Troopers were dispatched to an accident on State Highway 7 in the town of Unadilla, where Troopers arrived to find that 1 vehicle struck a parked car which caused a chain reaction striking four other vehicles.  Hoxie was transported to Wilson Hospital, he was treated and released, he was issued appearance tickets returnable to the town of Unadilla court on July 8th.

The State Senate passed legislation renaming a portion of New York State Route 205 in Otsego County in honor of United States Marine Corps Sergeant John Kempe Winslow.  The bill was sponsored by Senator Jim Seward; Sergeant Winslow was killed in action on July 30, 1969.  Companion legislation sponsored by Assemblyman John Salka has been introduced in the state assembly.

State Police located a missing hiker early this morning, close to 12 hours after the initial 911 call was made. 58 Year Old Yi Sun of Westfield New Jersey called 911 around 12:30 PM Sunday, seeking assistance and was unable to identify where she was.  Shortly after midnight, troopers on a roving patrol located Sun near the area of Routes 34/96 near Ithaca.  She was transported to Cayuga Medical Center for treatment and her family was contacted.  State Police, State Park Police, DEC Forest Rangers, and other agencies assisted in the lengthy search.

State Police arrested 30 year old Joseph Krebbeks of Marathon for felony Aggravated DWI after he was stopped for failing to maintain his lane, almost colliding with oncoming traffic.  Krebbeks had a B.A.C. of .24%, 3 times the legal limit; he was arraigned in the town of Greene court and released on his own recognizance.  He’s set to reappear on July 11th.

The case against 25 year old Cody Franciscovich will go before a Grand Jury shortly.  Franciscovich is accused of killing his 8 month old daughter Ruby & leaving the body in a pond in the town of Tioga.   Franciscovich appeared in Tioga Town Court this morning for a felony hearing, which he waived, he was returned to the Tioga County Jail without bail.

The controversy is continuing in the town of Guilford, where the group “The Concerned Neighbors of Guilford” feel that their questions & concerns are not being addressed adequately regarding the proposal by Calpine to install up to 30 large wind turbines in the town.  Group Co-Chairperson Priscilla Welden told WCDO News about the frustration after Wednesday’s Town Board Meeting:

The Greene Fire Department was dispatched Thursday afternoon to County Road 32 for a 1 car motor vehicle accident with entrapment.   First Responders found 2 patients with injuries trapped in the vehicle, which were extricated, responders from the Brisben & Oxford Fire Departments assisted, and the unidentified patients were transported to an area hospital, the investigation is continuing.

The Chenango County Health Department will hold a free rabies vaccination clinic for dogs, cats & ferrets Saturday.  The clinic will be held at the South Otselic Fire Station from 9:30 to 11:00 AM.

Governor Cuomo signed legislation removing non-medical exemptions from school vaccination requirements for children. The United States is currently experiencing the worst outbreak of measles in more than 25 years, with outbreaks in pockets of New York primarily driving the crisis. As a result of non-medical vaccination exemptions, many communities across New York have unacceptably low rates of vaccination; this new law will help protect the public during this ongoing outbreak.

3 people were arrested on May 8, after a reported abduction.  54 year old Anthony Davi of Davenport was arrested for Reckless Endangerment, 19 year old Cassandra Davi of Oneonta was charged with Falsely Reporting an Incident.  30 year old Charles Hall of New Lisbon was arrested for Driving While Ability Impaired by Drugs.  An investigation revealed that Cassandra Davi sent a text to her father Anthony Davi, asking for help while she was in Hall’s vehicle,  Anthony Davi called 911 he eventually located Hall’s vehicle and shot at the vehicle while on State Highway 23 in the town of Kortright and left with his daughter.  Troopers located the Hall’s vehicle, they determined that Cassandra Davi was never in need of assistance & there was no abduction, but Hall was impaired and was arrested.   All 3 were released pending future court action.

State Police arrested 34 year old Nicole Macomber of Oxford for felony Driving While Ability Impaired by Drugs & Driving While Ability Impaired with a Child 15 or Under as Passenger.  Troopers were dispatched to an accident on State Route 41 in the town of Willet; they located the vehicle off the roadway, on its roof and into the porch of a residence. Macomber’s 15-year-old passenger complained of a head injury and was transported to Upstate Medical Center.  Troopers recognized Macomber as they responded to a call earlier in the night involving Macomber driving erratically on I-81; she was not impaired at that time and was released.  Troopers also learned Macomber was the suspect of an earlier hit and run on State Route 41 in Smithville.  Macomber will appear in the town of Willet court on June 26th.

State Police at Deposit arrested 23 year old Amber Pfister for felony Aggravated Driving While Impaired by Drugs with a Child 15 or Under as Passenger, Criminal Possession of a Controlled Substance and Unlawful Possession of Marihuana.  Troopers were dispatched to a complaint of a vehicle that drove through several yards on 2nd Street in Deposit; they located the vehicle with a blown-out tire and heavy damage to the rim.  Pfister was arraigned in the village of Deposit court and remanded to the Delaware County Jail; a 15-year-old runaway was turned over to a village of Hancock police.

Sidney Village Police arrested 3 people following an investigation into arson on Cartwright Avenue Tuesday.  Sidney Police said that the fire was set in a doorway & was quickly extinguished by occupants before it could spread.  24 year old Elizabeth Hall of Sidney, 19 year old Allyssa Wright & were charged with arson, reckless endangerment, conspiracy & endangering the welfare of a child, Hall & Wright were arraigned & were remanded to the Delaware County Jail on $10,000 Cash Bail or $20,000 Bond, an unidentified 12 year old female was also charged with arson, conspiracy & reckless endangerment, she was released on a Juvenile appearance ticket.

About 120 People attended last night’s Town of Guilford Board meeting, which included discussions about the controversial plan by Calpine, for the High Bridge Wind Farm Renewable Energy project proposal.  Guilford town Supervisor George Senek told WCDO News what happens next:

The High Bridge Wind Farm project calls for up to 30 Wind Turbines to be placed in the town of Guilford, Calpine is also behind the Bluestone Project which calls for 8 to 12 Wind Turbines in the Towns of Windsor & Sanford.

Attorney General Letitia James announced the conclusion of an investigation into pharmacies across the State that failed to post the costs of drugs to consumers, as required by law.   The Attorney General’s Office sent cease and desist letters to 44 pharmacies found to be in violation of the law, mandating compliance with consumer protection laws that require that pharmacies maintain a list of their prices for the 150 most commonly prescribed drugs. One of the pharmacies in violation is located in Binghamton.

The hearing for 25 Year old John Mehne of Sarasota Florida has been postponed, as Mehne’s attorney claimed that she had not been able to clear up a warrant for Mehne’s arrest in Sarasota on a burglary charge there.  Mehne was arrested last week in after a bizarre series of incidents including the crashing of a stolen car on I-81, fleeing into the woods, burglarizing homes and chicken coops, chasing a man with an axe, and killing a dog in Kirkwood.  Mehne is facing charges of criminal possession of stolen property, burglary, robbery and aggravated cruelty to animals, he is being held in the Broome County jail.

A bill has been forwarded in the state Assembly to legalize Prostitution in New York State.  The bill was forwarded after a group of workers in the sex trade lobbied for change at the state capital recently.  The bill was announced Monday and isn’t expected to be voted on before the end of the current legislative session next week.

The Chenango County Department of Public Works announced that they will be conducting paving operation on County Road 13, between, Gast Road and The County Line, in the Town of Lincklaen tomorrow.  The traveling public is asked to seek alternative routes if possible, local traffic will be allowed to and from their homes.  More information is available at 337-1710.

State Senator Jim Seward announced senate approval of legislation he sponsors to exempt vintage snowmobiles from state registration fees.  Senator Seward’s bill was developed in consultation with the New York State Snowmobile Association and would encourage collecting without forcing undue costs on hobbyists.  Companion legislation has been introduced in the state assembly.

Commerce Chenango will hold the Human Resources Roundtable Workshop will take place Today in the Community Room at Commerce Chenango located at 15 South Broad Street in Norwich, beginning at 8:00AM.  The panel discussion will feature human resources professionals from Alvogen, New York Central Mutual, NBT Insurance Agency; and Preferred Mutual Insurance Company.  The workshop is open to Chamber Members only.
