State Police responded Wednesday afternoon to the report of a burglary in progress at a home on State Route 8 in the town of Deposit near Michigan Hollow Road.  State police encountered 34 year old Clint Stevens of Binghamton, who claimed to be high on methamphetamines, he shot at troopers shortly after their arrival, they requested & received back up, and negotiations with Stevens went on for several hours, with Stevens shooting additional Meth into his system & damaging windows of the home, which belonged to his parents.  After several hours, Stevens fire at troopers again, who returned fire, & he was killed.  State Route 8 was closed during the standoff and for the investigation until earlier this morning, the investigation is ongoing.

Lawmakers are waiting for some action on any of the proposal regarding the controversial Bail Reform Law that went into effect January 1st, Assemblyman Cliff Crouch comments:

The controversial law went into effect as part of a budget bill last year, it calls for people arrested on over 400 charges to be automatically released from the initial court appearance on an appearance ticket, several instances have already occurred where someone was released & almost immediately committed another crime.

Jury deliberations are scheduled to begin today in the trial of 33 year old Gabriel Pruitt of Oneonta.  Pruitt is charged with Arson & Murder in connection with a fire at 5 walling Avenue on December 29th of 2018, former Oneonta Firefighter John Heller died while getting his family out of the burning building.

A lawsuit has been filed in State Supreme Court against the Town Of Guilford, for their controversial renewable energy law, that would allow Calpine to erect up to 30 large wind turbines in the town.  A coalition of residents from Guilford & the adjacent town of Unadilla filed the lawsuit January 24th.

Governor Cuomo announced legislation in the proposed Executive Budget that grants the State Police Superintendent the right to issue administrative subpoenas as a way empower the State Police to investigate internet crimes against children. This new power will enable the State Police to move quickly to identify and locate persons suspected of online sexual exploitation of minors by streamlining the subpoena process necessary to obtain their online records.

Delaware County Sheriff’s Deputies arrested 22-Year-Old Siara Mettler of Hamden on a charge of Aggravated Unlicensed Operator, Unlicensed Operator, and Uninspected Motor Vehicle. Mettler was later released on traffic tickets, and is scheduled to appear in the Walton Town Court at a later date to answer the charge.

The State Department of Labor today released preliminary local area unemployment rates for December 2019. Statewide, the rate remained at 4%; Locally Delaware County had 4.8% unemployment, Chenango County 4.9% and Otsego County 4.7% in December.

Local law Enforcement Agencies are again warning area residents of the “Grandparent Scam”, where a con artist calls or emails the victim posing as a relative in distress or someone claiming to represent the relative & requests for them to wire money for a fictitious expense.  Law Enforcement agencies suggests that Before sending funds, independently contact the relative the scam artist is claiming to be, at a known phone number, to verify the details of the story.  Also Scam artist’s payment method of choice is the wire transfer; any urgent request to wire money should be treated suspiciously. Delaware County Sheriff’s Deputies arrested 19 year old Trent Wade of Rochester for Aggravated Unlicensed Operation of a Motor Vehicle, Operation of a Motor Vehicle with Improper plates, Speed not Reasonable and Prudent, and Operating a Motor Vehicle without Insurance. Wade was charged following a Motor Vehicle Accident on County Highway 14 in the Town of Meredith. Wade is scheduled to appear before the Town of Meredith Court at a later date.  

The State DOT announced completion of a $1.1 million project that replaced a culvert under Dilly Road in the Town of Colesville. The new culvert ensures more efficient water flow underneath the road, reducing erosion and enhancing safety for motorists traveling to and from nearby State Route 7. The Town of Colesville assisted in the project and will maintain the new pre-cast concrete box culvert.  The bulk of construction took place last summer to comply with stream work restrictions and minimize disruptions to school bus routes.

State Senator Fred Akshar held a press conference at the Broome County Sheriff’s Department yesterday, vowing to fight to overturn or fix some of the portions of the Bail Reform law that just went into effect that is sending some violent criminals back out onto the streets:

Akshar said that numerous cases have occurred already where someone has been released on an appearance ticket, and almost immediately committed a crime that they would not have been able to commit if they had been remanded to jail like they would have last year.

The opening of the 2020 personal income tax filing season has begun, with a dozen free tax filing assistance sites across New York State. Taxpayers who earned $69,000 or less in 2019 are eligible to file both their federal and New York State income tax returns at these locations at no cost. Delaware County Sheriff’s Deputies arrested Gary Warfield Jr. of East Branch on 1 count of endangering the welfare of a child.  Deputies allege that Warfield did knowingly act in a manner injurious to the physical, mental, or moral welfare of a child less than seventeen years of age. Matviak said that residents in each village should call their Village Clerk’s office to get their individual village’s email requirement, the email information that residents will submit will not be used for other purposes, a test run will go out this Thursday and the email blasts will go out every Thursday starting February 6th.

Chenango County Sheriff’s Deputies arrested 46 year old Matthew Rolley of Norwich following an investigation into a 911 hang-up call of a man with a gun at a residence in the Town of Norwich. Rolley is accused of displaying a firearm in front of 3 people; one of victims was under the age of 17. Rolley was arrested, arraigned and released on his own recognizance. An order of protection was issued on behalf of the child involved; Rolley is scheduled to appear in the Town of Norwich Court at a later date.

The New York Association of Counties announced that County Officials will convene in Albany for the next 3 days for Legislative Conferences at the Desmond Hotel and Conference Center. Workshops at the conference will cover a range of issues including drinking water safety, criminal justice reform, the opioid epidemic, early intervention, health insurance, the growing hemp economy, and more than a dozen more.

7 Individuals Have Been Identified for Testing for the Corona Virus, the CDC Determined 3 Cases were Negative, 4 Results are Still Pending, & so far, there are no Confirmed Cases in New York State. More Information about the coronavirus is available at health.ny.gov/diseases.

Governor Cuomo announced funding for a 10th round of the Regional Economic Development Councils and a 5th round of the Downtown Revitalization Initiative is included in the Executive Budget. So far, the State has invested more than $6.9 billion through the REDCs, funding more than 8,300 projects.

Delaware County Sheriff’s Deputies arrested 51 year old William Macy of Bainbridge on 1 count of DWI, following a traffic stop on Sunset Avenue in the Village of Sidney. Macy was also charged with improper right turn at intersection, and moving from a lane unsafely. Macy was released on appearance tickets and is scheduled to re-appear in the Village of Sidney Court at a later date.

Delaware County Sheriff Deputies arrested 22 year old Joseph Bifaro of Walton on an Arrest Warrant issued by the Town of Walton Court for Criminal Contempt and Harassment. Bifaro is accused of disorderly behavior during a court session at the Hamden Town Court, he was arraigned in the Village of Walton Court and released on his own recognizance, and he will appear in the Town of Walton Court at a later date.

The State Department of Health currently has 4 persons under investigation for the coronavirus that are under isolation as their cases are being tested at the CDC.   1 of the cases has been proven negative and 3 were still pending this afternoon.  The Coronavirus started in China, 2 cases in the US have been confirmed in the State of Washington, and another in Chicago.  Symptoms of the coronavirus may include a runny nose, Headache, a persistent cough, sore throat & fever.

Governor Cuomo today announced $151 million in new funding for the renewal of State roadways impacted by extreme weather events. This State funding will support 95 paving projects and the renewal of approximately 1,013 lane miles of pavement across the state.  In the Southern Tier; $2.4 million will be used to renew State Route 97 from John Deck Road to Lordville Road in Delaware County, $1.7 million to renew Route 12 from the Broome County line to County Road 2 in Chenango County & $1.2 million to renew Route 12 from just north of County Road 3A to the Town of Oxford.

New York State’s efforts to deter underage drinking and promote health and public safety resulted in a record number of fake identification seizures and citations issued in 2019.  A total of 918 fake IDs were seized, a record of 1,016 citations were issued to people attempting to buy alcohol while underage.  In addition, the State Liquor Authority conducted 165 operations at 2,253 locations across the state resulting in 480 charges for selling alcohol to a minor.

Statewide, there were 33 school districts designated in fiscal stress, according to State Comptroller Tom DiNapoli.  This year, 4 districts are categorized as being in significant fiscal stress, including the Norwich City School District.  Local districts that were listed as susceptible to fiscal stress were the oxford Academy, & the Schenevus Central school district.  The report also noted that the Southern Tier was the only region with a decrease from the previous school fiscal year in the number of districts in fiscal stress. Central New York and the North Country regions had the largest percentages of districts in a fiscal stress category.

Governor Cuomo today announced legislation in the Executive Budget to make New York’s fracking ban permanent. The measure would restrict the Department of Environmental Conservation from approving permits that would authorize an applicant to drill, deepen, plug back or convert wells that use high-volume hydraulic fracturing as a means to complete or recomplete a well.

State Senator Fred Akshar released his latest Community Voice Survey on the controversial new bail reform law that went into effect at the beginning of the year.  The poll found 49% of respondents said the changes were bad for New York while 37% said they were good for the Empire State.  Akshar supports a full repeal, he has also introduced legislation to fix key parts of the bail reform law, including a bill to restore bail for several violent crimes & he also introduced legislation to remove the option of cashless bail if the arrested individual has been convicted of a felony in the past 10 years.

The Oneonta Common Council voted to purchase the former Oneonta Ford Building at Market & Chestnut streets at Tuesday Night’s meeting.  The purchase price was $425,000, the building was owned by the 12 Tribes religious organization.

The Greene Central School District reported that at approximately 3:30 Tuesday afternoon, a vehicle belonging to Greene Central School District was involved in a 1-car accident on Genegantslet Road. Officials said that there were 2 occupants; the driver & a bus monitor, NO students were in the vehicle. The vehicle left the road and struck a tree. Both patients were transported to a local hospital. The investigation into the accident is continuing.

The Chenango County Sheriff’s Office is investigating a motor vehicle theft that occurred at a business in the Town of Norwich.  The theft took place in the morning hours Tuesday, the suspect is described as a thin white male, the vehicle is a Buick Crossover SUV, pictures of both are located at the Chenango Sheriff Facebook page, and anyone with information is asked to call 337-1973.

The budget totals about 173.8 billion & could top 175 billion during the budget negotiations, the legislature is expected to pass a budget & deal with the projected 6.1 billion dollars deficit by April 1st.

Congressman Anthony Brindisi announced more than $7 million in federal funds for housing assistance across Upstate and Central New York. Governor Cuomo’s favorability rating got a slight boost, while his job performance got an even bigger boost in the latest Siena poll released this morning before the budget presentation.  New Yorkers are still 49% favorable rating with a 45% unfavorable, which improves the rating of 44% in favor & 49% unfavorable back in November.  41% approve of the job the Governor is doing, as compared to 35% in November.

Members of the State Police held a private remembrance for the 10 year anniversary of Trooper Jill Mattice’s death at the State Police Barracks in Oneonta Monday.  A remembrance was held then laid a wreath in front of the station barracks.  Members of trooper Mattice’s family & police agencies, including the State Park Police, Otsego County Sheriff’s Department, Oneonta City Police Department, and The Town of New Berlin Police attended.  Trooper Mattice was killed in a crash with a troop car on State Route 23 near Morris in 2010.

Binghamton University’s M. Stanley Whittingham will use his expertise to benefit the state, according to the Governor in his State of the State Address 2 weeks ago.  Whittingham was awarded the Nobel Prize in Chemistry 3 months ago, for his work in the development of the lithium-ion battery, he was asked by the Governor to head up the Blue Ribbon Task Force to expand the use of electric vehicles in New York. The task force will be co-chaired by NYSERDA.
