The Broome County Sheriff’s Office responded to an accident in the town of Sanford, where the driver of a tractor-trailer collided with a farm tractor Monday morning.  The deceased has been identified as 32-year-old Cole Wood of Walton.   The preliminary investigation revealed that Wood’s tractor-trailer was carrying steel-I beams and the farm tractor hauling a manure spreader & both were traveling south on State Route 41, the tractor-trailer came upon the farm tractor and swerved into a ditch,  the momentum of the steel-I beams continued to move them forward into the cab of the tractor-trailer, pinning Wood inside.  The operator of the farm tractor was not injured.  The tractor-trailer was owned by Richard Gray Trucking of Bainbridge, The crash remains under investigation.

State Police are reminding the public to move over for emergency vehicles. On Monday, a trooper from the Liberty barracks had a close call on State Route 17 in the town of Rockland. The trooper just stopped a vehicle for violations, when his vehicle was struck from behind as he was preparing to exit, the unidentified trooper sustained non-life threatening injuries.

State Police issued more than 8,300 tickets and arrested 122 people during a special STOP DWI traffic enforcement period over Super Bowl Weekend.  The initiative was funded by the Governor’s Traffic Safety Committee and was also carried out by local law enforcement agencies across the state.  Troop C had 500 tickets, 175 of them for speeding.

The State Department of Health announced an update on the testing for the Corona Virus.  Samples from 23 New Yorkers have been sent to the CDC, 22 have come back negative, and 1 was still pending. There are still no confirmed cases of novel coronavirus in New York State.

The State Medicaid Redesign Team II will convene its first meeting of all members today at the Albany Capital Center. The MRT II will identify changes to the State’s Medicaid program within the upcoming State Budget.  The meeting will be open to the public and streamed live online at health.ny.gov.

The New York Lottery today announced there were multiple top-prize winning tickets sold for the Feb 9 TAKE-5 drawing. The tickets were sold in Oneonta, Jamaica Queens, & Tonawanda.  The Oneonta tickets were sold at the Mirabito’s at 167 Oneida Street, which sold 1 prize winning ticket worth $17,859.50.    Take 5 numbers are drawn every evening at 11:21 PM, winning tickets at all prize levels may be cashed up to one year from the date of the drawing.

22 year old Brandon Clark pleaded Guilty today in Oneida County Court for the murder of 17-year-old Bianca Devins of Utica.  Clark pleaded guilty to 2nd-degree murder, he admitted to stabbing and killing Devins on July 14 in Utica and posting photos of her body on social media. Clark faces 25 years to life in prison when he is sentenced later this year.

2 proposals have been forwarded in the State Senate regarding changes to the Daylight Savings Time system.   State Senator Jim Seward introduced a bill that would create a task force to study the impact and effects of eliminating Daylight Saving Time in New York, while State Senator James Skoufis of the 39th Senate District introduced a bill that would move the state to Atlantic Standard Time, eliminating the need to turn clocks ahead or back.  Both bills would have to still be passed by the State Assembly and State Senate before being delivered to Governor Andrew Cuomo for him to either veto or approve.

Governor Cuomo proposed to put together a task force to study the issue of bringing High Speed rail to the state.  The first high-speed rail system began operations in Japan in 1964, with the famous “bullet train.”  High speed rail is also prevalent across China & throughout Europe, in the US, the closest to a high speed rail line is the Acela Express, running between New York City and Washington D.C. & reaches a top speed of 150mph, but averages only 66 miles per hour.

Attorney General Letitia James today filed a lawsuit against the Trump Administration over a new federal policy that prohibits New Yorkers from enrolling or reenrolling in the federal government’s Trusted Traveler Programs. The suit against the U.S. Department of Homeland Security & the U.S. Customs and Border Protection argues that the policy change was made as a result of an arbitrary process that poses a threat to New Yorkers’ safety and the state’s economy.  Economists have estimated that border delays on the U.S./Canada border have already cost American businesses billions of dollars & resulted in jobs loss, especially in Western New York, where New Yorkers seeking to commute across the border into Canada & back has been severely hampered by the Trump policy.

Lawmakers continue to work on a variety of issues in Albany, including the controversial Bail reform Law, Local Assemblyman Cliff crouch comments:

So far, there have been numerous instances of people leaving court after being freed on only an appearance ticket, and immediately committing a crime, something that would not have happened last year.  In Delaware County, a suspected MS-13 Gang member was released from the County Jail, Stole a County employee’s vehicle in the parking lot & was arrested in Stamford about 30 minutes later.

Fire destroyed a mobile home at 2571 Colesville Road in Harpursville Friday night.  Firefighters responded to the 6:30 PM call & the structure was full involved, no one was home when the fire broke out, the cause of the blaze remains under investigation.

Samples from 22 New Yorkers have been sent to the CDC, so far 16 have come back negative for the corona virus, 6 were pending, and there are still no confirmed cases of the coronavirus in New York State.  The State Health Department said that the number of flu cases continues to rise, Last week 1,889 New Yorkers were hospitalized with lab-confirmed influenza; there have been 13,460 flu-related hospitalizations.  Last week, 17,231 laboratory-confirmed flu cases were reported to the State Department of Health, a 15% increase from the week before.  There have been a total of 89,597 lab-confirmed cases in New York State this season, with 3 flu-associated pediatric deaths.

Spectrum announced that their service has been restored to the entire Northeast.  Spectrum officials said a damaged fiber optic cable is what caused the outage, which affected service in Upstate New York, Maine and New Hampshire.  Frontier, Verizon, Sprint, and AT&T were also affected.

Special Olympics New York and Glens Falls officials today announced the return of State Fall Games, which is expected to draw nearly 1,300 athletes, coaches, and families from throughout the state to Glens Falls this October to compete in seven fall sports: bocce, cycling, golf, equestrian, soccer, softball, and cross-country running.  State Fall Games was eliminated from the Special Olympics New York budget five years ago due to financial constraints,  The return of State Fall Games was announced today at a press conference at City Hall. The Games will be held Friday, Oct. 23 and Saturday, Oct. 24 at sporting venues throughout the Glens Falls and Queensbury area.

Volunteers for the Susquehanna Society for the Prevention of Cruelty to Animals will host a Brooks’ BBQ Chicken Dinner today at Christ Episcopal Church, with proceeds going to the shelter. The dinner will be part of Cooperstown Winter Carnival 2020, will be held from 4:30-6:30 p.m. in the church Parish Hall at 69 Fair Street.

State police responded last month to the report of an Oneonta Job Corps student who was missing.  19 year old Elias Zedeno-Correa of Union City New Jersey was found in an Oneonta creek off of West Street on January 8th.   State Police had searched for the student around SUNY Oneonta and Hartwick College using a K9 unit, his body was found the following day.  An Autopsy was performed at Lourdes Hospital in Binghamton, the cause of death appears to be hypothermia, but police are waiting for toxicology results.

State Police at Oneonta arrested 43 year old Joshua Raudibaugh of Morris for felony of Aggravated Unlicensed Operation & Driving While Ability Impaired by Drugs, on Main Street in the city of Oneonta.  During the investigation, the trooper observed Raudibaugh displayed common characteristics associated with drug impairment, he was arrested & was issued appearance tickets returnable to the city of Oneonta court on February 10th.

The Delaware County Sheriff’s Department is investigating after they removed 20 dogs from a property in Franklin that were not licensed.  The dogs have been turned over to the Delaware Valley Humane Society in Sidney & the investigation is ongoing.

55-year-old Joyce Mitchell was conditionally released Thursday morning from the Bedford Hills Correctional Facility.  Mitchell Previously Worked at the state prison in Dannemora, she helped Richard Matt and David Sweat break out of the prison in 2015. After a three-week manhunt, Matt was shot dead and Sweat was captured and was transferred to another facility. Sweat was convicted for the 2002 killing of Broome County Sheriff’s Deputy Kevin Tarsia.

NY State of Health is encouraging New Yorkers who need health coverage to enroll in a 2020 Qualified Health Plan by this Friday, February 7th, as the Open Enrollment deadline was extended an additional week to give consumers more time to find the health plan that fits their needs and enroll in coverage.   Enrollment through NY State of Health is at its highest point, with more than 4.8 million New Yorkers enrolled in a health plan.


State Senator Jim Seward has given his endorsement to Republican Assembly Candidate Joe Angelino of Norwich today.  Angelino is the former Norwich Police Chief who announced his candidacy for the State Assembly seat held by Cliff Crouch, who announced that he will not seek re-election this year.  Angelino faces a Republican Challenger, Nick Libous of Binghamton.

3 men were arrested for Criminal Mischief for allegedly vandalizing the Oneonta Walmart on January 7th. Troopers were dispatched to Walmart and Office Max for 3 suspicious males, after Employees from Walmart told troopers that 3 men vandalized their Arts & Crafts area & then attempted to enter Office Max.  On January 11th, State Police arrested 19 year old Devin Castillo of Walton following a rollover accident in Sidney Center which also involved several parked cars.  An investigation revealed that Castillo was arrested For DWI, he was implicated in the Walmart case, police arrested Castillo, 21 year old Jamie Sophie of Unadilla, & 21 year old Nathaniel Rubera of Unadilla, all 3 were released on appearance tickets for Oneonta Court at a later date.

Members of the Broome County Sheriff’s Warrant Division received a tip on the location of 31 year old Robert Kinzer, who had a warrant for his arrest.  Kinzer was involved in a domestic incident in the Village of Deposit on January 1st, he fled the scene before law enforcement arrived; Kinzer was charged with numerous felonies including 1st degree burglary, 1st degree Robbery, Criminal Possession of a Weapon, & Grand Larceny.  Kinzer was apprehended by Deputies when he visited his parole officer, he was taken to the Broome County Central Arraignment, and he was released on his own recognizance.

The Village of Delhi Police Department arrested 25-year-old Cheyenne Strong of Sidney for Endangering the Welfare of a Child, Criminal Contempt and Harassment.  Strong was arraigned in the Delhi Town Court where she was released on her own recognizance.

31 year old Christopher Bono of Norwich was indicted in Chenango County Court on charges of 1st degree Burglary & Robbery.  Bono is accused of robbing someone at knifepoint on January 9th, and leading police in a car chase.   Bono was ordered held on $100,000 cash bail and remanded to the Chenango County jail pending additional court action.

The New York State Sheriff’s Association’s members once again voted to oppose legislative efforts to legalize the sale and possession of recreational marijuana in New York State, Delaware County Sheriff Craig Dumond comments:

Governor Cuomo today signed a comprehensive package of legislation for the limousine industry. The package includes seatbelt requirements, immobilization of defective limousines, increased penalties for illegal U-turns, GPS requirements, regular validation of vehicle and driver safety information, new commercial driver’s license requirements for limousine drivers, creation of a passenger task force and drug and alcohol testing.  The package of bills followed the October 2018 Crash of a modified Limo in Schoharie that killed 20 people, including all 17 passengers & the driver.

State Police in Troop C held several sobriety checkpoints and had increased patrols during Super Bowl weekend, 3 people were arrested for Driving While Intoxicated.  Charged were 49 year old Melissa Bevins of West Winfield, 21 year old Devlin Nagle of Montrose, Pennsylvania & 22 year old Ryan Ripic of Endicott, all 3 were issued appearance tickets.

Overall growth in local sales tax collections statewide in 2019 was relatively strong, according to a report released today by State Comptroller Tom DiNapoli. Collections across the state, totaling $18.3 billion, grew by 4.7%% from the previous year.  Sales tax collections increased more rapidly during the second half of 2019 & 13 of the 17 cities that impose a sales tax experienced increases in year-over-year collections in 2019, the City of Oneida had the strongest growth of 8.6% followed by Norwich at 8.4%.

State Budget Hearings are underway in Albany, local Assemblyman Cliff Crouch comments about where they are in the process:

Crouch said that the Revenue projections from both house are always different, Lawmakers then have until April 1st to get the budget implemented in time for the start of the new fiscal year.

State Police conducted an Underage Drinking Enforcement Detail in Chenango County on January 23, All 15 retail establishments were found to be in compliance with no sale to alcohol to an underage operative.  During the Underage Drinking Initiative, retail establishments are checked utilizing a trooper in plain clothes and one or several underage operative who cannot lie about their age or give a fake date of birth. When asked for identification, they show their real ID.

Governor Cuomo announced an update on the status of testing for the novel coronavirus in New York State. As of today, samples from 12 New Yorkers have been sent to the Centers for Disease Control and Prevention for testing. Of those, 11 have come back negative. One sample, from New York City, is awaiting results from the federal Centers for Disease Control and Prevention. There are no confirmed cases of novel coronavirus in New York State.  Additionally, today the Governor announced New Yorkers can call a hotline at 1-888-364-3065 where Department of Health experts will be available to answer questions regarding the Novel Coronavirus.

Delaware County Sheriff’s Deputies arrested 23 year old William Merrill of Delhi for Overdriving, torturing and injuring animals, in violation of State Agriculture and Markets Law.  Merrill is accused of beating a dog December of 2019 in the Town of Meredith.  In accordance with the new bail reform laws, Merrill was released with an appearance ticket where he will appear in the Town of Meredith Court at a later date.

WCDO NEWS FRIDAY 1-31-20

State Police will partner with local law enforcement agencies statewide to crack down on impaired and reckless driving during Super Bowl weekend. The STOP-DWI campaign will include underage drinking enforcement, along with increased patrols and sobriety checkpoints to deter identify, and arrest impaired drivers. The enforcement initiative runs from Saturday through Monday.  During the 2019 Super Bowl campaign, State Police arrested 139 people for impaired driving and issued 7,891 tickets.

33 year old Gabriel Truitt of Oneonta has been found guilty for 1st-degree arson, 1st-degree and 2nd-degree murder, in Otsego County Court Thursday.   Truitt was accused of setting fire to a house on 5 Walling Avenue in Oneonta in December 2018, former Oneonta firefighter John Heller died trying to get his family out of the burning building.

State and local health departments and healthcare partners are remaining vigilant and have a high state of readiness to protect New Yorkers from novel coronavirus. Officials advise New Yorkers of the ongoing risk for seasonal flu and take recommended precautions to prevent both, the State Department of Health has sent samples from 11 individuals to the CDC for testing for the coronavirus, with 7 found to be negative and 4 more still pending. There are no confirmed cases in New York State.

Delaware County Sheriff’s Deputies arrested 34-Year-Old Jimmy Canfield of Scotia on an Arrest Warrant issued by the Town of Sidney Court for Aggravated Harassment.  It is alleged that Canfield communicated via electronic means a threat to cause physical harm, or unlawful harm to the property of another, he was arraigned in the Town of Sidney Court and released on his own recognizance & is scheduled to re-appear in the Town of Sidney Court at a later date.

Delaware County Sheriff’s Deputies responded to a report of a disabled vehicle on NYC Road 9 in the Town of Andes. A license check of the operator 46 year old Adam Gilbert of Flemington, NJ indicated a total of 7 revocations in the State of New York. Gilbert was issued a ticket for Aggravated Unlicensed Operation & is scheduled to appear in the Town of Andes Court at a later date.
