State Senator Jim Seward announced today that the will NOT seek re-election this year, and will retire from the senate when his current term expires at the end of the year.  Seward released a statement saying that he has responded well to his recent cancer treatments, but his continuing treatments will limit his ability to maintain the rigorous schedule needed to campaign for re-election.   Seward has serviced in the State Senate since 1986.

Governor Cuomo will release his state budget plan Tomorrow afternoon which has a 6 Billion dollar projected budget gap due to the state taking over the Medicaid costs from local governments over the last 6 years, he commented during his State of the State address 2 weeks ago:

Bills are being drawn up in both house of the state legislature to rescind or delay the controversial Bail Reform bill that went into effect January 1st.  Hundreds of criminal charges that used to result in suspects being held on bail, are now having the suspects released back into their communities, several committed crimes within hours of their release.  Governor Cuomo made no mention of the controversy in his State of the State address on January 8th.

Former New York Congressman Christopher Collins was sentenced Friday to 26 months in federal prison for his role in an illegal insider trading scheme involving an Australian business.  Collins must surrender on March 17th to the Bureau of Prisons & will be sent to a federal prison, He resigned from Congress immediately after the plea.

On Friday Investigators and Deputies from the Delaware County Sheriff’s Office arrested 48-year-old Mark Boice of Delancey for Endangering the Welfare of a Child and Forcible Touching, for allegedly touching a child inappropriately.  Boice was issued an appearance ticket returnable to the Town of Hamden Court at a later date.

The State Department of Health has confirmed 2 more deaths due to vaping-associated illness: an adult female in her 20’s in New York City and an adult female in her 50’s from Ontario County.  Governor Cuomo commented about the issue last week in his state of the state address:

The Delaware County Sheriff’s Office arrested 18-year-old Isaah Mann for criminal mischief, for allegedly destroying a cell-door window while he was an inmate at the Delaware County Correctional Facility.  Mann will be arraigned in the Town of Delhi Court on January 21st.

The state Education Department announced that the graduation rate for the Class of 2019 was 83.4%, up less than a percentage point from the previous year. The rate reflects slight increases across most racial groups, the achievement gap between white students and their black and Hispanic peers decreased to 15% state wide.

Governor Cuomo told reporters today that he will release his state budget plan next Tuesday afternoon, and he will detail how he will deal with the 6 Billion dollar projected budget gap.  Cuomo said that the budget gap is largely due to overspending on Medicaid beyond the 2% per year spending cap.

Chenango County Sheriff’s Department responded early Wednesday morning to a 3 vehicle crash on State Route 12 in Oxford.  Deputies reported A Tractor Trailer operated by Jereme Lehmer of Oxford attempted to make a turn on a side road, A 2012 Ford operated by Kathryn Frear of Greene was following the tractor trailer & began to slow for the turning tractor trailer, she was rear-ended by a box truck operated by Kenneth Price of Buffalo, which forced the Frear vehicle into the back of the Lehmer tractor trailer. Frear was pronounced dead at the scene. The accident is still under investigation and more information will be released at a later date.

Delaware County Sheriff Craig DuMond announced that an inmate released from the Delaware County Correctional Facility on Tuesday afternoon because of the new Bail Reform laws, was re-arrested and sent back to the jail for 3rd degree Grand Larceny hours after his release.  21 year old Eusebio Jax-Mejia, who is an MS-13 gang member, was initially arrested January 1 for Criminal Possession of Stolen Property in Walton, for possessing a stolen vehicle from Dutchess County and giving Walton Police Officers a false name, after his release Tuesday, Jax-Mejia was arrested by State Police for allegedly stealing a vehicle from the parking lot of the Delaware County Public Safety Building minutes after his release from jail.

26 year old James Semidey was sentenced to prison Monday in Otsego County Court, for his role in a May 2019 robbery & kidnapping of a woman in Oneonta.  Semidey pleaded guilty to 3rd degree attempted robbery, he will serve 1 to 3 years in state prison, he had also pleaded guilty to attempted criminal possession of a controlled substance & was sentenced to 3 1/2 years in prison, and both sentences will run concurrently.

Delaware County Sheriff’s Deputies responded Tuesday to a report of a utility truck overturned on State Highway 28 in the Town of Meredith.   A Sterling Well Drilling Truck operated by 47-year-old Michael Lutz of Red Hook overturned & was blocking both lanes.   The investigation revealed that while traveling around a curve, the truck exited the roadway, re-entered the road, the truck skidded sideways and overturned. Lutz was not injured, he was ticketed for unsafe lane change and failure to display a license plate; He’ll appear in Meredith Town Court at a later date.

State Police arrested 19 year old Devin Castillo of Walton Saturday, he was one of the 3 suspects accused of the vandalism at Walmart on January 7th.   Castillo was located by Troopers after he was involved in rollover accident in Sidney Center in which he also struck several parked vehicles, he was charged with DWI, troopers learned that Castillo was 1 of the suspects in the Walmart case, he faces action in Sidney & Oneonta Courts shortly, State police stated that 2 suspects have not yet been arrested, & the case is still under investigation.   

State Senator Jim Seward announced approval of legislation to help increase safety for limousine passengers.  The comprehensive package of bills is a direct result of the limousine crash in 2018 in the Town of Schoharie:

Senator Seward co-sponsored 8 of the bills to ensure drivers undergo drug and alcohol testing, create a state hotline for the public to report safety concerns, and allow the commissioner of the DOT to immobilize or impound a limousine with certain defects.  An agreement was reached to pass the bills by Governor Cuomo & legislative leaders Tuesday.

Property tax levy growth for school districts will be capped at 1.81 % for the 2020-2021 fiscal year, according to State Comptroller Tom DiNapoli.  The cap affects the tax cap calculations for 676 school districts as well as 10 cities; it still has the provision that allows school districts to override the cap with 60% voter approval of their budget.

City of Oneonta City Manager George Korthauer has submitted his resignation to be effective February 7th.  Korthauer was hired in August 2017 to the position of City Manager. He previously served as the City Manager of the lake resort city of Petoskey, Michigan for 25 years.

There is still confusion regarding different aspects of the state’s new Bail Reform law, especially the “Discovery” Provision that keeps police agencies from arresting suspected criminals if a lab report is needed, Delaware County DA John Hubbard explains:

Opponents to the Discovery portion of the bail reform bill note that DA’s offices & Law Enforcement agencies would need more personnel to meet the 15 day requirement & some arrests might not even be made initially, as it is often difficult to get certain lab tests performed in the 15 day time limit.

Dylan Robinson and Nicolas Meridy have been offered plea bargains in Otsego County Court by Otsego County District Attorney’s office.   The pair was offered 22 years in prison to life if they plead guilty for their roles in the fatal shooting of Robinson’s father Kenneth Robinson, in his Worcester home on October 10th.    Meridy & Robinson face additional court action on March 9th.

New York paid $26.6 billion more in taxes to the federal government in federal fiscal year 2018 than it got back in federal spending, according to a report by State Comptroller Tom DiNapoli.  New York was 1 of 7 states that paid more tax dollars than it received back in spending, only the neighboring states of New Jersey and Massachusetts fared worse.

The Otsego County Jail is expected to reopen in mid-February.  The inmates were moved out to other jails following a roof leak in November, where the prisoners were all being kept, while renovations were underway in another part of the jail.

Governor Cuomo today announced an agreement with Senate & Assembly leadership on a limousine safety regulation package. The package includes seatbelt requirements, immobilization of defective limousines, increased penalties for illegal U-turns, GPS requirements, regular validation of vehicle and driver safety information, and new commercial driver’s license requirements for limousine drivers, plus the creation of a passenger task force and drug and alcohol testing.  The legislation follows the Schoharie limo crash on October 6th 2018 that left 20 people dead.

Oneonta Police Announced that 32 year old April Johnson has died in an Albany Hospital.  Johnson was hit by a car while trying to cross the Lettis Highway on December 30th.  No charges will be filed against the driver of the vehicle, 41 year old David Shafer of Otego.

The Sidney Police Department attempted to conduct a traffic stop Saturday on a vehicle for a traffic infraction. The vehicle failed to comply and refused to stop. The officers followed the vehicle where it stopped on County Route 4 in the Town of Sidney.  The 2 occupants of the vehicle were found to be in possession of Methamphetamines, and they are accused of attempting to dispose of evidence.   The investigation is ongoing & Charges will be filed at a later date after evidence has been processed by a State Police Crime Lab.

Federal officials announced that 35 year old Jason Wentworth of Oneonta was sentenced to 5 years’ probation for stealing Social Security benefits.    Wentworth pleaded guilty to a 6 count indictment for stealing Social Security survivor’s benefits and for making false statements to the Social Security Administration to obtain the benefits.  Wentworth was also ordered to pay restitution to the government in the amount of $27,525 and restitution to his son in the amount of $25,035.

State Lawmakers are up in arms over the Bail Reform legislation that went into effect this month that was buried in a budget bill last year that has New Yorker crime victim fearing reprisals after violent offenders are released on appearance tickets from courts, because they can’t be remanded to jail.  Assemblyman Cliff Crouch comments:

A State Supreme Court Justice has blocked New York State from enforcing an executive order banning flavored vaping products, where the judge ruled that the state Public Health and Health Planning Council overstepped its authority last September when it issued a ban on e-cigarettes and e-liquids flavored with anything other than tobacco or menthol.  The ruling stated that regulating the vaping industry is a job for the state Legislature, not the executive branch.  Governor Cuomo said that he would introduce legislation to ban flavored nicotine e-cigarette products as well as vaping advertisements aimed at youth.  The Centers for Disease Control and Prevention reports that more than 2,500 people nationwide have reported respiratory issues from vaping and 54 people have died.

Delaware County Sheriff’s Deputies arrested 30 year old Natasha Reed of Hamden Friday for Aggravated Unlicensed Operation of a Motor Vehicle, following the report of a motor vehicle accident in the Town of Walton, where it was found that Reed had been operating that vehicle while her driving privileges were suspended in the State of New York. Reed was issued an appearance ticket for the above charge, and was also issued a traffic ticket for unlicensed operator. She was scheduled to appear before the Town of Walton Court at a later date to answer for the charge.

State Police arrested 31 year old Tami Gray of Oneida for Burglary, Robbery, attempted Robbery, Menacing and Reckless Endangerment.  Gray was arrested following a burglary in the town of Plymouth and 2 vehicle pursuits that ended in the town of Willet after a tire deflation device was utilized and the 2 suspects were taken into custody.  Gray was processed and arraigned in the town of Plymouth court where she was remanded to the Chenango County Jail on $50,000 cash bail, the male suspect has charges pending, the investigation is continuing.

Otsego County Court has created a County Opioid Court as part of a statewide effort to get those arrested on Opioid related crimes into a treatment program faster.  The new court will accept both felony and misdemeanor cases from Otsego County Court, and any Town or Village Court in Otsego County; as well as referrals from local attorneys, police agencies, first responders, probation officers and any other agencies working with at-risk opioid users. Broome County Sheriff’s Department reported that a sergeant on patrol observed a vehicle traveling at a high rate of speed on Glenwood Road, a traffic stop was attempted, the operator refused to comply.  A pursuit went onto Airport Road, through Binghamton, onto State Route 7 & to I-88.   Deputies said that the operator, 25 year old Paul Frost of Johnson City continued after the vehicle caught fire, Deputies and State Troopers attempted to contain the vehicle and Frost swerved into the Sergeant’s patrol car, lost control and struck the concrete center barrier near exit 2. Frost was charged with Criminal Mischief, unlawfully fleeing a police officer, plus 31 other traffic violations, frost’s occupants were released.  Frost was processed & faces court action shortly.

UHS Chenango Memorial Hospital’s Medical Neighborhood Campaign is $20,000 closer to its fundraising goal thanks to a commitment by Norwich Pharmaceuticals of North Norwich.  The company currently employs approximately 300 people, the fundraising efforts will aid future expansion plans for the Chenango Memorial Hospital in Norwich.

The Deposit Police Department is looking for Robert Kinzer on an outstanding warrant, he was last known to frequent the Church Street area in the Village of Deposit, he described as black male, 5’8″ tall with brown hair & brown eyes, he is wanted on charges of Burglary, Criminal Possession of a Weapon, aggravated Family Offense, Menacing, Obstruction Of Breathing  & Unlawful Imprisonment, anyone with information can report it to the Deposit Police department through their Facebook page or by calling 467-2115. A Deposit Police Officer confronted and approached Kinzer Wednesday, Kinzer fled on foot into a wooded area.

Governor Cuomo directed the State Department of Health to begin enhanced monitoring of hospitals through the Health Emergency Response Data System to ensure hospitals have the capacity, guidance and resources to combat the recent surge in flu hospitalizations.    The latest flu report shows another sharp increase, Last week 1,964 New Yorkers were hospitalized, up 34% percent from the previous week & 10,085 laboratory-confirmed flu cases were reported to the State Department of Health, a 9% increase from the week prior.

State Police & Broome County Sheriff’s Department announced that a high-speed chase early this morning ended with a vehicle fire on I-88 eastbound between Exits 1 and 2.  More information is expected to be released later today.

New York would automatically add any citizen that fills out a state form to the voting rolls under a revised bill set to head to the state Senate as early as today.  A similar bill failed to pass last year & has been re-worded; it has the support of Governor.

Court documents have been released showing that State Assemblyman Brian Kolb blamed his wife for his New Year’s Eve Drunk Driving arrest.  Kolb allegedly claimed “You know how women drive.” after being arrested, his BAC was .16, twice the legal limit, he has already stepped down as the Republican minority Leader, some lawmakers are calling for him to resign.  Kolb was driving a state-issued 2018 GMC SUV during the incident.
