45-year-old Scott Mawhiney of Deposit was sentenced to 30 years to life in jail in Broome County Court today, after he was convicted in November of 1st degree attempted murder, among other charges, Broome County District Attorney Mike Korchak commented at a press conference in Binghamton This Morning:

Trooper Ryan Thorp was wounded on June 23rd after responding to a report of a dispute in the Village of Deposit, Trooper Thorp required several surgeries to his arm following the shooting.

The State Health department & the Governor’s Office reported that COVID 19 numbers continue to decrease. Statewide on Wednesday over 191,000 testes were conducted with 9418 testing positive, for a positivity rate of 4.9%. Patient Hospitalizations were down by 450 to 6,177, the number in an ICU Bed was down by almost 100 to 995, with 563 on Ventilators, a decrease of 78. there were 114 deaths from COVID in hospital & Nursing homes Wednesday.

The Norwich City School District, the Norwich Police Department, & The City of Norwich, have reached an agreement bring a school resource officer into the district’s buildings for added security. The Norwich District has had an officer present during certain parts of the day, but they have not had a school resource officer specifically until this 3 way agreement was reached. New Norwich Mayor Brian Doliver told WCDO News recently that one of his top priorities was to get an SRO into the Norwich school district.

The Otsego County Health Department reported 68 new COVID 19 cases on Wednesday, with 5 hospitalized & no new deaths reported. The County’s 7 day rolling average positivity rate continues to decline, down to 11.7%. Otsego County and all of New York State remains under an indoor-mask mandate from Governor Kathy Hochul, through February 10th, with certain exceptions when proof of vaccination is required for entry to an indoor public facility.

At the meeting Tuesday night in Bainbridge, the General Clinton Canoe Regatta Committee approved of a big change in the schedule of the annual event, Chairman John Harmon explains:

Harmon said that the idea to shorten the Regatta had come up several times in the past, but it was never able to come to fruition until this year. This Year’s General Clinton Canoe regatta will be May 27th to the 29th.

The Oneonta Common Council unanimously approved a motion Tuesday, to submit an application for a SAFER grant to help with additional staffing for the Oneonta fire department, Oneonta Mayor Mark Drnek comments:

Mayor Drnek said that if the grant is approved, the money would be used to hire up to 8 full-time firefighters, then the city would hold a civil service exam on March 19 for prospective firefighters, the application deadline is February 16.

Republicans in both the state Senate & State Assembly are looking to repeal or dramatically change the Bail Reform legislation that passed during the Cuomo Administration 2 years ago. Tuesday’s COVID 19 testing numbers continue to show a decrease in the percentage of positive cases, according to the Governor’s office & The State Health Department. Over 177,000 New Yorkers were tested, with over 9300 positive cases, for a positivity rate of 5.25%. Patient Hospitalizations dropped sharply to 6628, ICU Patient numbers declined by 46 to 1094, Patients on ventilators decreased by 26 to 641, 136 deaths were reported in Hospitals & Nursing homes Tuesday.

Otsego County Health Department reported 46 new COVID 19 cases Tuesday, with 4 hospitalized and 1 new death reported. The County’s 7 day positivity rate was just under 12%, there have been 9 deaths already this year & 104 since pandemic hit in Otsego County 2 years ago.

Oneonta Police have been investigating the contents of Tyler Lopresti-Castro’s Cell Phone as they try to recreate his final steps Thursday morning when he was found by City Employees at the Silas Avenue Bus garage. State Lawmakers released their proposed redistricting maps this week, the state will lose one seat in the House of Representatives based on population shifts in the 2020 census. Redistricting wound up back in the hands of the legislature, after the Independent Redistricting Commission failed to come up with a plan, which they were required to do based on the 2014 public referendum that took redistricting away from lawmakers. 22nd District Congresswoman Claudia Tenney announced that she will seek to win the new 23rd District.

Several local Fire Departments responded Monday to a structure fire at 1749 State Route 205 in the Laurens Fire District. Smoke & Water damage was reported, there were no injuries, the cause of the fire is being investigated. Fire fighters from Milford, Hartwick, West Oneonta, Oneonta, & Morris responded.

Delaware County Sheriff Deputies were dispatched to a reported hit and run snowmobile accident which occurred at the Sidney Center Fire Department. Sometime between January 21st and the morning of January 23rd, an unknown person on a snowmobile collided with the back of the Sidney Center Fire Department building causing damage to the exterior base of the building. On Sunday, over 91,000 Test Results were reported, with over 5100 positives, for a Positivity rate down to 5.59%. Patient Hospitalization went up by 74 Sunday to 7,191, the number in an ICU Bed decreased slightly to 1,161, 701 were on ventilators, New deaths reported by healthcare facilities was 87.

Albany City Court Judge Holly Trexler on Friday dismissed a forcible touching complaint against former New York Governor Andrew Cuomo, Albany County Sheriff Craig Apple’s office filed the misdemeanor charge in October, alleging the former governor groped Brittany Commisso in late 2020. Albany County District Attorney David Soares filed a letter saying his office would not proceed with the charge, saying it was “impossible to prove beyond a reasonable doubt in criminal court”.

The Delaware County Sheriff’s Deputies responded Saturday to a Walton residence in an attempt to locate Albert Antonacci, after receiving a Boone County, Indiana arrest warrant charging Antonacci with Felony Battery Resulting in Bodily Injury to a Person Under the Age of 14. Antonacci was located at that residence and subsequently arrested as a Fugitive from Justice. Antonacci was arraigned at the Town of Colchester Court on a Fugitive Complaint, and was remanded to the Delaware County Correctional Facility without bail pending his extradition to the State of Indiana.

Highway and bridge projects have been shortchanged because the state continues to use money in the Dedicated Highway and Bridge Trust Fund to pay down debt from past projects and cover the operating costs for state agencies, according to a report by State Comptroller Tom DiNapoli. Fund spending was only 17 cents of every dollar spent from the Dedicated Highway & Bridge Fund, DiNapoli recommended the state Maximize the share of trust fund revenue for capital projects by developing a multi-year plan to reduce state operations and debt service costs paid for by the Fund, Increase the share of transportation capital projects on a pay-as-you-go basis; and Reduce the trust fund’s reliance on annual General Fund transfers and use the fund’s dedicated revenue streams.

Delaware County Sheriff Deputies responded Wednesday to a 2 car motor vehicle accident at the intersection in the Town of Harpersfield. Deputies discovered only 1 vehicle at the accident scene, the 2nd operator fled the scene. Deputies identified the operator of the fleeing vehicle as 45-year-old Wayne Swart of Hobart, whose Driver’s License was revoked on 3 separate dates. Deputies arrested Swart Sunday and charged him with Obstructing Governmental Administration, Aggravated Unlicensed Operation of a Motor Vehicle, Operating a Motor Vehicle Without an Ignition Interlock Device, and several other related charges, Swart was released on appearance and traffic tickets and is scheduled to appear at the Town of Harpersfield Court at a later date.

Oneonta Police Department is investigating the death of 20-year-old male Tyler Lopresti-Castro. On Thursday at about 6:50 am, City of Oneonta employees located a male, laying on the pavement near the Silas Lane Bus Garage. Lopresti-Castro was identified by his SUNY Oneonta ID and was suffering from extended exposure to subzero temperatures, he was taken to AO Fox Hospital, video showed Lopresti-Castro emerging from a wooded area behind the garage at about 2:15 am, he may have been walking in the area of River Street-River Street Service Road, Oneida Street or Chestnut Street, Anyone with information is asked to contact Oneonta Police at (607) 432-1111 or the State University Police at Oneonta at (607) 436-3550.

State Police arrested a 17-year-old high school student for Criminal Possession of a Weapon, after the Bainbridge-Guilford School district notified State Police about a video posted to social media which showed a subject firing a rifle at a tree after making a general threat against Black people using a racial slur. The rifle possessed by the 17-year-old was not SAFE Act compliant, he was arrested and later arraigned as an adolescent offender in Chenango County Court. The Chenango County District Attorney determined that a hate crime did not occur, since the video was not directly sent to a specific person or group. The second individual in the video will not face any charges.

New York state’s mask mandate that requires face coverings in all indoor public places unless the businesses or venues require COVID-19 vaccinations will be extended until at least February 10th. Governor Hochul said the mask mandate could be lifted after February 10th if COVID 19 cases keep declining.

Fire destroyed a trailer at 117 April Lane in the town of Guilford Saturday Evening. Mount Upton, Unadilla & Sidney fire departments responded, all occupants & pets escaped, no injuries were reported.

Firefighters from Morris, Oneonta & Others responded to a structure fire on Lake Street in Morris Friday night. The fire was at the site of the former Linn Tractor Company near the entrance to the Otsego County Fairgrounds, no injuries were reported.

Oneonta Police are investigating the circumstances regarding A SUNY Oneonta student found on a city Street on Thursday morning. SUNY Officials released a statement this afternoon stating that the unidentified male student was found unconscious at an off-campus location early Thursday morning and transported to Bassett hospital for exposure to extreme cold, the student died at Bassett Thursday evening. The Otsego County Health Department reported 81 new cases of COVID 19 Thursday, with 8 hospitalized & no new deaths. Attorney General Letitia James announced New York’s Award from the $26 billion opioid agreement with the nation’s major pharmaceutical distributors; for their roles in creating and fueling the nationwide opioid crisis. James stated that since the agreement in July, local governments have joined during the subdivision sign-on period, New York has secured the full amount available of $230 million available under the settlement agreement, to go for opioid treatment programs.

The State Senate & State Assembly may vote on their own redistricting maps based on the 2020 census in the next week, after the Independent Commission failed to narrow the maps down below 2 possibilities. The Commission was set up to avoid the legislature making up their own district lines, following voter approval in 2014 of a ban on partisan gerrymandering of district lines for the State Senate, Assembly & Congressional seats.

Delaware County Sheriff’s Deputies responded January 10th, to Delaware Valley Hospital in Walton of an assault. 39-year old Daniel Johnson of Walton, allegedly assaulted another person during a Domestic Dispute, unlawfully imprisoned another, and left the location in a stolen vehicle. Deputies filed for an Arrest Warrant for Johnson, on January 20th, Binghamton Police located Johnson while conducting a traffic stop, he was arrested on the Parole Warrant, and was transported back to the Delaware County Correctional Facility. Johnson was charged with Menacing, Criminal Mischief, Assault, Criminal Obstruction of Breathing or Blood Circulation, Unlawful Imprisonment, Grand Larceny, and Criminal Mischief, he was arraigned & was remanded to the Delaware County Jail on $1000 bail & remand without bail on the Parole Warrant.

State Police released more details regarding a 2 vehicle crash in Conklin last Friday Morning. Police stated that 4-year-old Kaylynn Mendez has passed away from injuries sustained, while a passenger in a Dodge driven by 36 year old Michael McDonald of Conklin. McDonald, Mendez & 1 other passenger were taken to Wilson Hospital, 2 others were airlifted to Upstate Medical in Syracuse. The Driver of the 2nd vehicle, 53 year old Christopher Davidson of Owego was evaluated at the the scene & was released, The investigation into the crash is on-going.

The Broome County Sheriff’s Office is investigating an accident Tuesday, where 43 year old David Koshinski of Johnson City crashed his pickup truck, which overturned, on Route 12 in the town of Chenango. Koshinski is accused of attempting to drive the vehicle away from the crash scene, he was charged with driving while intoxicated, moving from lane unsafely & operating a vehicle with no windshield and operating a vehicle with no left-side mirror.

State Comptroller Tom DiNapoli released his annual report of schools in fiscal stress or susceptible to fiscal stress. East Ramapo in Rockland County & Newfield in Tioga County were the only 2 districts with significant stress, 21 school district were listed as susceptible to fiscal stress, none of the Districts in the Tri-county area made the list.

The Broome County District Attorney’s Office announced 24-year-old Elijah Burnside was sentenced to 3 to 9 in years in prison, for a 2019 crash that killed 70-year-old Ronald Phetphongsy in Binghamton. Burnside struck Phetphongsy’s vehicle when he drove through a stop sign at the intersection of Chapin and Leroy Street. Phetphongsy was taken to the hospital where he was pronounced dead.

Delaware County Sheriff’s deputies arrested 34 year old Taylor Lovette of Amherst for driving with a suspended license. Deputies stopped a vehicle on State Highway 10 in the Town of Delhi on January 16th, operated by Lovette for driving with a headlight out. Lovette’s Driver’s license was suspended due to lack of insurance, he was charged with Aggravated Unlicensed Operation of a Motor Vehicle, Unlicensed Operator, and Operating with Inadequate Headlamps, he was released on tickets for Town of Delhi Court at a later date.

The State Health Department & The Governor’s Office reported that over 229,000 people were tested for COVID 19 Tuesday, with 16,519 positives, for a Positivity rate of 7.18%. Patient Hospitalization declined by 519 to 9,335, the number of Patients in an ICU dropped by 78 to 1355 and the number on ventilators dropped to just under 800. New deaths reported by healthcare facilities was 158.

State Police arrested 29 year old Brandon Hilts of Cherry Valley for 2nd degree Assault, Unauthorized Use of a Vehicle, Unlawful Imprisonment, Criminal Mischief, Menacing, Reckless Endangerment and Criminal Obstruction of Breathing. Troopers were dispatched to a report of a domestic dispute in a vehicle in the town of Edmeston, the investigation revealed that a verbal argument became physical. Hilts is accused of seriously injuring and choking the victim & that he threatened the victim with a knife and prevented the victim from leaving, from calling 911 and for trying to hit the victim with the victims vehicle. The victim was Bassett Hospital to be treated for injuries sustained during the dispute, Hilts was remanded to the Otsego County Jail pending court action in Edmeston Town Court on February 7.

The State Labor Department released their December breakdown for unemployment in each County. Locally, Chenango & Delaware Counties had 2.8% unemployment, Otsego county had 3% unemployment, the statewide rate was at 6.2%.

The State Office of Cannabis Management reported that 10% of cities and 34% of all municipalities have opt-ed out of all cannabis sales. The Marijuana Regulation & Taxation Act enacted last March gave cities, towns, and villages until December 31st to pass a local law that makes a request to the state Cannabis Control Board to opt their jurisdiction out of hosting retail and/or on-site cannabis consumption licensees. In November, the OCM opened a web-based portal to help localities fulfill this requirement. Municipalities that opted out can opt in at any time.

Governor Kathy Hochul announced a plan to help address a critical shortage of truck and bus drivers by significantly expanding the availability of road tests for Commercial Driver License applicants. The initiative would allow qualified 3rd parties to offer the road tests, which would create more testing locations statewide and expand capacity at the existing state-run sites, reducing the time it takes to get qualified CDL drivers on the road. The DMV will hold a virtual public hearing TODAY through WebEx from 10:00 am. to 12:30 pm.

Governor Hochul & Attorney General Letitia James announced that New York’s indoor mask mandate is back in effect just one day after a Nassau County judge ruled that it couldn’t be enforced. New York State filed an appeal Tuesday following the ruling, and Judge Robert Miller granted the state’s request for a stay of the the previous ruling that the governor and health officials lacked authority to require masks. The State Department of Education already sent a notice to schools Tuesday saying regardless of Monday’s ruling, masks would still be required. Another hearing on the mandate is scheduled for Friday.

The Greene Police Department, State Police & The Chenango County Sheriff’s Office are investigating a shooting in Greene Tuesday Morning at around 8:00 AM. The hooting took place at 8 1/2 Jackson Street, the victim was listed in stable condition at Wilson Hospital in Johnson City, an unidentified person has been arrested, the investigation is continuing.

Delaware County Sheriff’s Deputies stopped a vehicle operated by 19-year old Levi R. Shambaugh, of Delancey on sun Day January 16th for allegedly driving 70 Miles per hour in a 55mph zone, on State Highway 10, in the Town of Delhi. Shambaugh’s New York State driver’s license was suspended due to a failure to answer a summons. Shambaugh was charged him with Aggravated Unlicensed Operation of a Motor Vehicle, speeding among other charges, he was released on appearance tickets for the Town of Delhi Court at a later date.

Otsego County Office of Emergency Services announced that COVID test kits, one kit per person, are available today at the Schenevus Fire Department from 6:00 to 8:30 PM, and Thursday at the Cherry Valley Fire Department from 11:00 AM to 4:00 PM, the Hartwick Town Hall from 4:00 to 6:00 PM, and Sunday, from 10:00 AM to 12:00 Noon, and Thursday at the Unadilla Fire Department starting at 4:30 pm until gone.
