Delaware County partnered with local towns and villages, fire departments and EMS & they deployed 10 weather stations across the county to monitor various weather conditions. The data being collected is transmitted through a third party contractor to a server used by the national weather service to help with forecasting, issuance of weather alters and tracking climate change. The Unatego Hall of Distinction will honor this year’s inductees tonight at the Unatego High School Cafeteria with a reception 5:30 & the induction during halftime at tonight’s basketball game. The Inductees are William Mitchell, a 1973 graduate, who will be honored posthumously, he earned a PhD in Computer Science from the University of Illinois, followed by a career working with applied mathematics and numerical analysis, 1983 graduate Trisha Souders-Rubin became a Licensed Clinical Social Worker, specializing in eating disorders in adolescents and adults & was a tenured faculty member at Georgetown University.

Delaware County Sheriff’s Deputies were dispatched to a report of suspicious activity Monday in the Town of Middletown. A Deputy encountered 49-year-old Amy Slater of Fleischmanns, Slater made admissions to the Deputy, regarding her setting her residence on fire. Multiple fire departments responded Upon conclusion of the investigation, Slater was arrested and charged with Arson and Criminal Mischief, Slater was arraigned and released pending her appearance in the Town of Middletown Court at a later date to answer the charges.

Otsego County officials are preparing for dangerously cold weather & severe wind chills in the coming days, and they are ready to open warming shelters if needed. Delaware County Sheriff’s Deputies were assigned to serve a Delaware County Family Court Order of Protection, Shortly after locating, serving and explaining the provisions of the Order of Protection, the Deputies were contacted by the protected party who advised that the Order of Protection was being violated during the course of an active domestic incident. Deputies returned & arrested 33-year-old Jesse Emmett of Davenport, with Harassment and Criminal Contempt, he was processed and turned over to the Delaware County Correctional Facility for arraignment.

31 school districts were designated in some level of fiscal stress under State Comptroller Tom DiNapoli’s Fiscal Stress Monitoring System, up from 22 districts in fiscal stress the prior year. schools avoided stress after receiving COVID relief funds, but that money distribution has concluded, in the Tri-County Region, only the Cooperstown District made the list as a school Susceptible to fiscal stress.

State Police arrested 23 Year old Garcia Pfister-Gumaer of Windsor felony weapon charges following a traffic stop. Troopers initiated a traffic stop on State Route 79 in the village of Windsor after observing vehicle and traffic violations, a Trooper observed signs of impairment. Pfister-Gumaer failed Field Sobriety Tests. Troopers located illegal drugs & numerous weapons with ammunition, he was charged with several counts of Criminal Possession of a Weapon, Criminal Possession of a Disguised Gun, Criminal Possession of a Controlled Substance with Intent to Sell, Criminally Using Drug Paraphernalia, Driving While Ability Impaired (Drugs) and Resisting Arrest, Pfister-Gumaer was held at the Broome County Jail for Centralized Arraignment.

The Chenango County Sheriff’s Office arrested 45 year old Timothy Heady of Smyrna following a narcotics investigation. The Sheriff’s Office executed a search warrant Tuesday in the Town of Smyrna, they seized 1 pound of methamphetamine packaged for distribution & cash from suspected drug sales. Heady was taken into custody at the scene & was charged with multiple Counts of 2nd & 3rd Degree Criminal Possession of a Controlled Substance, plus Tampering with Physical Evidence, He was arraigned and remanded to the Chenango County Correctional Facility.

Governor Kathy Hochul today announced the largest academic gift in the history of the State University of New York at Binghamton, establishing the Center for AI Responsibility and Research as the first-ever independent AI research center at any public university in the United States. The $30 million philanthropic gift from a group of donors led by Tom Secunda, who is a Binghamton University alumnus and co-founder of Bloomberg LP. The Gift is coupled with a $25 million research capital investment from SUNY.

The ‘Pink Patch Project’ at Broome County Sheriff’s Office presented a $3,864 donation to Traci’s Hope and the Tina Fund toward helping local families fighting cancer. The Pink Patch Project is a national campaign bringing law enforcement and the community together to raise breast cancer awareness and funding to help local families fighting cancer. U.S. Senator Kirsten Gillibrand, who is a member of the U.S. Senate Appropriations Committee, announced that several of her priorities were included in the 2026 Energy and Water Development, Commerce-Justice-Science, and Environment funding bills. $11.75 million in funding will go to the Delaware River Basin Restoration Program to support wildlife, improve water quality, and enhance recreational access to the basin, $28 million was allocated to help New York households increase the energy efficiency of their homes and lower their energy bills.

43 year old Kaycee Spawn of Port Crane, was sentenced in Broome County Court following her guilty pleas in October. Spawn was sentenced to 2 to 4 years in Prison for possessing Dangerous Contraband in Prison, 4 years in Prison with 3 years Post Release Supervision for Criminal Possession of a Controlled Substance, the sentences will run consecutively due to her undischarged term of imprisonment resulting from a parole violation.

The Broome County Sheriff’s Office released the autopsy findings following the death of Chelsey Davis of Port Dickinson that occurred shortly after entering the Broome County Correctional Facility on October 8th. Davis’ cause of death was listed as “Chronic Alcohol Use with Hepatic Cirrhosis,” with contributing factors listed as “hemorrhaging pancreas and heart disease. The toxicology report found no alcohol or controlled substances in her system at the time of her death. Davis was remanded to the Correctional Facility by the Town of Chenango Court., after booking procedures, she received a full medical and substance abuse screening with Correctional Facility medical staff before being housed in the Medical Unit. Over the next several hours, Davis was seen by medical staff 2 additional times, she was not exhibiting any issues, 20 minutes after the third visit with medical staff, Davis experienced a medical emergency, staff administered CPR and a Defibrillator but were unable to revive her.

The State Department of Motor Vehicles will launch a new technology system, All DMV offices will close at 2:00 PM on Friday, Feb. 13, with online and phone services also unavailable during the transition. DMV operations are expected to fully resume at the start of business on Wednesday, February 18, People who need to renew a license or non-driver ID, or complete other transactions before February 13, are encouraged to use the online options on the DMV website.

State Police arrested 26 year old Clayton Carley & 60 year old Jeffrey Carley of Homer on a variety of charges for Criminal Possession of controlled substances & firearms. In August 2024, State Police responded to a burglary complaint involving the larceny of a dirt bike in Oswego County, last week it was for sale on Facebook Marketplace by Clayton Carley, Investigators interviewed him, he stated the dirt bike had been sold. Troopers executed a search warrant the Carley residence and retrieved handguns, assault weapons, A loaded shotgun, high-capacity ammunition feeding devices, materials for growing & processing cannabis, Cash in excess of $5,000 & A stolen 2024 motorcycle. Both men were processed & were transported to the Cortland County Jail for Centralized Arraignment.

35 year old Benjamin Keeney of Binghamton, was sentenced today in Broome County Court to 4 years in State Prison following his conviction for Criminal Contempt. Keeney violated an Order of Protection by going to the victim’s home. The investigation was conducted by the Binghamton Police Department.

The Otsego County Sheriff’s Office arrested 30 year old Victor Quisquina of Virginia following the investigation of a property damage motor vehicle accident in the Town of Otego. Quisquina was charged with DWI and several related charges, and he did not possess a valid driver’s license, he was processed and released with Uniform Traffic Tickets/Appearance Ticket and is set to appear in court at a later date.

State tax receipts totaled $85.8 billion through three quarters of the State Fiscal Year (SFY) 2025-26, $2.3 billion higher than estimates released in the Division of Budget’s Mid-Year Update, according to the State Comptroller’s Office. Collections were $5.9 billion higher than those through December 2024, Personal income tax receipts totaled $44.9 billion and were $1.5 billion above projections and $4.2 billion higher than the same period in SFY 2024-25, due to the impact of wage and financial market growth over the course of the year. Acosta is 6’1″, about 190 pounds with black hair & he was wearing a New York Yankees cream colored sweatshirt, Gray Sweatpants and black Timberland boots. New York State recently announced more than $25.5 million in grants to support 29 water quality and climate resiliency projects in the State DEC’s Region 7. In Broome County, the Town of Chenango will receive $560,000 construct a salt storage facility, The Friends of the Upper Delaware River, receives $458,537 to conduct an in-stream stabilization and floodplain reconnection project to improve flood resiliency, aquatic habitat, and water quality in the Upper Delaware River Watershed, and Broome County will receive $400,000 to purchase a new vacuum truck to reduce sediment flow from catch basins discharging into the Minor Tributaries to Lower North Susquehanna River and ultimately the Chesapeake Bay watershed.

The manslaughter trial of former Marcy corrections officer Michael Fisher, ended today in Oneida County Court as Fisher has pleaded guilty to 2nd-degree reckless endangerment. Fisher was one of the corrections officers at Marcy Correctional facility accused in the death of inmate Robert Brook in December of 2024. Fisher faces sentencing on January 30th, where he is expected to receive a 6-month term in Oneida County Jail as part of the plea agreement.

The Delaware County Sheriff’s Office arrested 50 year old Lamark Logan of Ellenville in the Town of Colchester. Logan claimed to be an police officer with the Ellenville Police Department, Deputies found that it was a false claim, Logan was charged with criminal impersonation along with several traffic violations and he was released on an appearance ticket and uniform traffic tickets and is scheduled to appear in the Town of Colchester Court at a later date to answer the charges.

Chenango County Sheriff’s Office arrested 37 year old Thomas Brown of Norwich after Deputies responded to a business in the Town of Norwich for a larceny complaint. Brown allegedly stole items from the business and he had previously been trespassed from the business in the past, he also was found to be in possession of a controlled substance at the time of his arrest. Brown was charged with Burglary & Criminal Possession of a Controlled substance & was arraigned & he was released on his own recognizance.

Chenango County Sheriff’s Office arrested 39 year old Ian Quinn of Norwich Wednesday for Burglary in the 2nd Degree, following an investigation into a burglary Tuesday in the Town of Norwich. Quinn is accused of unlawfully entering the victim’s dwelling and stealing property, Quinn was arrested and remanded to the Chenango County Correctional Facility pending arraignment in Chenango County Court.

A Broome County Jury found 40 year old Tara Humphry of Great Bend, Pennsylvania, guilty of 1st Degree Assault from an incident on September 27, 2024, in Binghamton, where Humphry intentionally struck a male victim with her vehicle, causing serious physical injury. Humphry was remanded to the Broome County Jail. She is scheduled to return to court on April 15, 2026, for sentencing, she faces a potential sentence ranging from 5 to 25 years in state prison.

State Police responded Thursday Afternoon at about 2:20 PM, to a report of a multi-vehicle crash on I-81 southbound, in the town of LaFayette. The preliminary investigation has determined that the primary crash involved approximately 18 vehicles, including three tractor-trailers. There were also a number of smaller crashes. It is estimated that a total of approximately 30 vehicles were involved in the crash, which is believed to be weather-related. 8 patients were transported to area Hospitals, 2 have serious, but not life-threatening injuries.

Property tax levy growth for New York’s school districts and 10 cities will remain capped at 2% for the fifth year in a row, according to State Comptroller Thomas P. DiNapoli. The tax cap limits annual tax levy increases to the lesser of the rate of inflation or 2% with certain exceptions. The law includes provisions that allow school districts and municipalities to override the cap. DiNapoli’s office calculated the inflation factor at 2.63%. The 2% tax cap calculations are for 675 school districts and 10 cities with fiscal years starting July 1st.

Governor Hochul’s office has been negotiating with Delta Airlines, to convince them to return to flights in and out of the Binghamton Airport. Delta announced recently that they would stop service on February 14th, Delta announced that they may return their at an unspecified time this spring.

The New York Power Authority is looking to add up to 8 nuclear power plants in New York State, including 1 in Broome County. NYPA could invest $40 million annually over the next 4 years to support workforce development for advanced nuclear energy in New York. Governor Hochul announced Tuesday that she favors plans to add Nuclear power in her State of the State Address to increase the amount of energy available to New Yorkers.

The Broome County Sheriff’s Office announced that a former Broome-Tioga BOCES employee is facing additional felony charges after another juvenile victim was identified during an ongoing investigation into inappropriate conduct with BOCES students. 51 year old Evan Thorson of Endicott was charged with Child Endangerment and Official Misconduct, after the Sheriff’s Office followed up on a referral from the State Child Abuse Hotline regarding his conduct as a member of the Broome-Tioga BOCES faculty. Today, Thorson was charged with 3rd degree Rape & Criminal Sexual Act before being remanded to the Broome County Correctional Facility.

State Police arrested Arthur Stewart for Unlawful Possession of a Noxious Matter. Troopers were dispatched to the town of Ithaca for a report of dispute, where a person was sprayed with bear spray in a staircase between apartments, following an on-going dispute when Stewart intentionally sprayed the victim in the face. Troopers also determined that the bear spray that Stewart used is illegal to carry for self-defense. Stewart was arrested and turned over to the Tompkins County Jail for Centralized Arraignment.

State Police arrested 34 year old Mitchell Colburn of Windsor, for Promote a Sexual Performance by a Child Less Than 17 Years of Age and Possessing Sexual Performance by a Child less than 16. Colburn is accused of possession and promoting child sex abuse material. The investigation began after the State Police received a referral from the National Center for Missing and Exploited Children regarding suspicious online activity. Members of the Troop C Computers Crime Unit and the Binghamton Bureau of Criminal Investigation executed a search warrant on Colburn’s residence. Colburn was processed at SP Binghamton and later transported to the Broome County Jail for Centralized Arraignment.

58 year old Anthony Gardner of Binghamton was sentenced in Broome County Court for 2 separate DWI convictions. Gardner faces up to 9 years in a New York State Prison. Gardner initially was convicted of Operating a Motor Vehicle with .08 of One Percent or More Alcohol, he had 2 Prior Convictions of a Designated Offense Within 10 Years. This offense occurred on January 18, 2025, and Gardner pleaded guilty in September, in a separate incident, Gardner was again convicted of DWI, with a Previous Conviction Within 10 Years, he pleaded guilty in December 2025, The cases were investigated by the New York State Police and the Broome County Sheriff’s Office.

The Otsego County Sheriff’s Office arrested 30 year old Kaylee Croft of Hartwick on an arrest warrant, and also for Endangering the Welfare of a Child & Unlawful Imprisonment, following an investigation into a domestic dispute/ child custody dispute in the Town of Otsego on December 25th. An arrest warrant was applied for and granted by the Town of Otsego Court, Croft turned herself in to the Sheriff’s office & was turned over to Otsego County Corrections pending Centralized Arraignment.
