New solitary confinement rules under the Humane Alternatives to Long Term Solitary Confinement Act, or HALT, that limits a person’s prison time in segregated confinement housing were upheld after a federal judge dismissed a challenge filed by the state correction officers’ union last year. The Act caps the amount of time an inmate can be held in segregated confinement housing to 15 days, or 20 days over a two-month period. The union petitioned to overturn the law, the court also ruled an increase in violent attacks before HALT took effect could not impact the law, which took effect April 1.

This past January, Bassett Research Institute launched an investigation surrounding health care access and the use of telemedicine within Bassett Healthcare Network. Delaware County Chamber of Commerce reminds members of the Employee Retention Tax Credit is available. The Credit is a refundable payroll tax credit that can be claimed for eligible wages paid from March 13, 2020, through September 30, 2021. State Police arrested 25 year old Mason Kneedler of Cortlandville was arrested for 5 counts of Possessing a Sexual Performance by a Child. Kneedler is accused of possessing images consistent with child sexual exploitation. An investigation was initiated after a cyber tip was received by the New York State Internet Crimes Against Children Task Force. Kneedler was issued appearance tickets to the Cortlandville Town Court on July 11th . .

New York celebrated Juneteenth today, when the John R. Lewis Voting Rights Act was signed into law by Governor Kathy Hochul. The law will make it easier to sue over discriminatory voting policies and require areas with a history of civil right violations to get approval before changing election rules.

The Associated Press reported today that New York’s new law barring sales of bullet-resistant vests to most civilians doesn’t cover the type of armor worn by Payton Gendron of Conklin, when he killed 10 people at a Buffalo supermarket, May 14th. Gendron wore a steel-plated vest, which stopped a bullet fired at him by a security guard in the supermarket. New York’s law restricts sales of soft bullet-resistant vests to people who work in law enforcement and the military, plus people in certain other professions that require protective gear, that list has not been finalized.

Oneonta Police arrested 31-year-old Terry DeCutler of Sidney and 34-year-old Nicholas DeCutler of Unadilla,, for 2nd degree murder, for the May 30th murder of Kaleb O’Neill in the alley near 6 Dietz Street. They were arraigned in City of Oneonta Court and were remanded to the custody of the Otsego County Sheriff pending court action on Wednesday. The investigation is continuing, Anyone with additional information is asked to contact the Oneonta Police Department Detectives Division at (607) 432-1111.

State Troopers were dispatched Friday to a report of a drowning at Highland Park in the town of Union. When troopers arrived, a 12-year-old boy had already been pulled out of the pool by lifeguards and CPR was being performed. The 12-year-old was not breathing and had no pulse. Troopers, EMT & members if the Endwell Fire Department eventually had the 12-year-old breathing and did have a pulse when he was transported to Wilson Hospital, & he was later airlifted to Upstate University Hospital where he is still listed in critical condition.

Governor Hochul announced that $567 million is now available to help low-income electric and gas utility customers pay off past utility bills. This one-time, low-income utility bill credit will be applied to affected customers’ bills by the utilities, & requires no action by customers enrolled in the EAP program, The credit is expected to be applied to customers’ accounts by Aug. 1st. .

The homeowner tax rebate credit will be sent out in the coming weeks, it’s a 1 year program providing direct property tax relief to nearly 3 million eligible homeowners. People who qualify will not have to do anything, the check will be sent automatically, To be eligible, you must have qualified for a 2022 STAR credit or exemption, had income that was less than or equal to $250,000 for the 2020 income tax year, and a school tax liability for the 2022-2023 school year that is more than your 2022 STAR benefit.

New York State Economy Added 27,200 Private Sector Jobs in May & the Unemployment Rate Decreased from 4.5% to 4.4% Over the Month, according to the State Department of Labor. State Police in Troop C arrested 63 year old Candy Barklow of Apalachin for Aggravated Vehicular Assault. Troopers were dispatched on June 6th to a report of a vehicle that struck a man working on his front lawn when he was struck. Barklow fled the scene, the victim was taken to Wilson Medical Center with serious injuries. Barklow was arrested about 25 minutes later by Vestal Police for DWI, Barklow was transported to Tioga County Central Arraignment and Processing.

Over 1600 customers of NYSEG in Otsego, Delaware, Broome & Chenango Counties were without power this morning, due to the overnight storms, crews have been working to restore power, this afternoon, the number of customers without power was down to about 280.

State Police responded at about 7:00 PM last night to a report of a tractor trailer rollover on Interstate 81 north near McGraw, No injuries have been reported. The Oneonta Susquehanna Greenway announced that a groundbreaking will be held today, after the Future for Oneonta Foundation provided a $50,000 Grant to help complete a trail connecting several Oneonta Parks. 3 of 4 sections are complete and open to the public, when completed, the trail will follow the Susquehanna River for about 6 miles from the Silas Lane Loop in the West End of Oneonta to Neawha Park and around New Island in the city of Oneonta, future plans call for a possible expansion to Fortin Park in the East End of Oneonta. Federal prosecutors have filed hate crime charges against 18-year-old Payton Gendron of Conklin, he is accused of killing 10 people & injuring 3 others in a Buffalo Tops Supermarket in a predominantly black neighborhood on May 14th. Gendron faces 26 counts of hate crimes and firearms offenses, he charges include 10 counts of hate crimes resulting in death, three counts of hate crimes involving bodily injury and attempt to kill, 10 counts of using a firearm to commit murder during and in retaliation to a crime of violence and three counts of using and discharging of a firearm during and in retaliation to a crime of violence.

Local sales tax collections in New York state increased by 16.7% in May compared to the same month in 2021, according to an analysis released today by State Comptroller Thomas P. DiNapoli. Overall, local collections totaled $1.7 billion, up $242 million from May of last year. Every county also experienced double-digit growth in collections, at least partially due to recent high inflation, including soaring gas prices. Yates County saw the largest increase at 34.8% in May. Among cities that impose their own general sales tax, the City of Oneida came in at the highest at 30.9%.

The Otsego County Sheriff’s Office arrested 41 year old Dezarae Yother of Morris after an investigation into a disabled vehicle in Pittsfield. Yother allegedly forged and attempted to use a stolen check to pay for services in Morris. Yother faces charges of forgery, Possession of a Forged Instrument, Possession of Stolen Property in Morris, and Inadequate Exhaust, Unsafe Tire, Improper Plates, Unregistered Motor Vehicle, Uninspected Motor Vehicle, and Operating without Insurance in Pittsfield.

The State Health Department reports that the decline in COVID 19 cases is continuing. Statewide 7-Day Average positivity rate is Lowest Since mid -April at 5.4%, Statewide Hospitalizations were below 2000 to 1,938, down from a recent peak of 2724 in Mid May. there were 38 deaths reported over the weekend in Hospitals & nursing homes.

35 year old Tadd Sherwood of Oneonta has been arrested after he allegedly pointed a gun at a victim during a dispute and fired a shot in the victim’s direction. Sherwood was charged with criminal possession of a loaded firearm, menacing, and criminal possession of a weapon, Sherwood is a convicted felon & is not legally allowed to possess weapons, he is being held in the Otsego County Jail pending future court action.

State Police arrested 6 people, for allegedly possessing guns and illegal magazines that are not compliant with the New York SAFE Act. Troopers initiated a traffic stop on Upper Front Street in the town of Chenango, they arrested 39 year old Jeffrey Everetts of Sayre, Pennsylvania & 32 year old Nephrem Holt of Albany for Criminal Possession of a Weapon, another traffic stop on Upper Front Street in the town of Chenango resulted in the arrest of 4 men from Pennsylvania, 56 year old Robert Applegate II, 31 year old Robert Applegate III, 28 year old Glen Applegate, & 29 year old Trevor Sweigart, All 6 were arraigned and were remanded to the Broome County Jail without bail.

U.S. Senator Kirsten Gillibrand highlighted provisions of her federal gun trafficking bill that were included in the bipartisan gun safety framework. Gillibrand said that in New York, 75% of the guns used in crimes are coming from other states with limited gun laws, so a federal law is needed to help stop gun trafficking into New York:

The State Assembly and Senate passed a bill that would require employers to disclose compensation or range of compensation to applicants and employees upon announcing an employment opportunity for the public, or on employee request. The goal of the bill is to combat systemic pay inequality by making salary ranges for specific positions clear, it heads to Governor Hochul’s desk to be either signed or vetoed.

The State Division of Criminal Justice Services released their ranking of counties with the most Sex Offenders. Republican Gubernatorial candidate Andrew Giuliani will not be allowed to participate in tonight’s televised debate at a New York City Television Station, as he has refused to submit proof he’s been vaccinated against COVID-19. A New York appeals court is allowing state Assembly elections to proceed this year under redistricting maps signed into law, but they must redraw the lines for the 2024 elections. The maps were heavily criticized as they were gerrymandered to give Democrats an unfair advantage. Friday’s ruling affirmed an earlier court decision that it was too late to move the state’s June primary, the court says maps drawn by legislative Democrats could not be used in future elections.

Firefighters responded at about 9:40 Friday Night to a residential structure fire on County Highway 16 in the Town of Burlington. The homeowner contacted 911, Deputies responded & all occupants were successfully evacuated, Multiple fire departments were dispatched and battled the blaze, no injuries were reported.

McDowell and Walker In Afton, is facing over $200,000 in fines from OSHA after an employee entered a grain bin last November to clear a feed buildup that was clogged, the conveyor transporting the feed into the silo activated, partially engulfing the worker in leftover feed. The employee avoided serious injury with help from a co-worker. The company has 15 business days from receipt of its citations and penalties to comply, request an informal conference with OSHA’s area director, or contest the findings before an independent Commission.

Governor Kathy Hochul announced that all New Yorkers enrolled in the Supplemental Nutrition Assistance Program will receive the maximum allowable level of food benefits for June. All households participating in SNAP, including those already at the maximum level of benefits, will receive a supplemental allotment this month, 14% percent of the state’s population relies on SNAP benefits.

The State Department of Transportation is advising motorists that beginning Monday, the on and off ramps at Exit 5 of Northbound I-81 and U.S. 11 will be closed for approximately one week to facilitate a bridge replacement project in the Town of Dickinson. State Police issued 13,688 tickets statewide during the Memorial Day Weekend traffic enforcement campaign. Troopers arrested 213 people for DWI and investigated 808 crashes, including 142 personal injury crashes and eight fatal crashes, which killed eight people. 965 people were ticketed in Troop C locally.

Grant’s Fire Museum, will open Saturday in Norwich. The Museum is located at 48 Sheldon Street in Norwich, a grand opening and ribbon cutting ceremony will be held at 1:00 PM Saturday, the museum is owned by career firefighter Andrew Grant, who has about 200 years of artifacts in his museum.
