The Delhi Police Department responded to the report of a potential Active shooter incident at the Delaware County Courthouse, at about 10:30 this morning, which led to a lock-down & evacuations of downtown businesses and the Delaware Academy, according to Delhi Police Chief Mike Mills:

Chief Mills said that his department received assistance from State Police, Delaware County Sheriff’s Office & SUNY Delhi University Police, he also said that there was no panicking among those who had to clear out the area downtown, The village was re-opened as normal by early this afternoon.

Governor Kathy Hochul announced the successful implementation of 988 in New York State as the new three-digit number to call or text to be connected to the National Suicide Prevention Lifeline. All 62 counties in New York State will be covered for the launch of the new 988 Lifeline, which will ensure that anyone with a New York area code contacting 988 will be connected to one of New York’s 988 crisis centers. In 2020, NYS received 142,827 calls, a 13 percent increase in just one year.

The Tops supermarket store in Buffalo, which was the site of a mass shooting that killed 10 people on May 14th, will reopen to the public this Friday. The store has been closed & underwent extensive renovations since the shooting, 18 year old Payton Gendron of Conklin is being held on 10 counts of 1st-degree murder, 2nd-degree murder as a hate crime and 3 counts of attempted murder as a hate crime, he is being held without bail pending future court action.

The Susquehanna SPCA is looking to find homes for 12 dogs that would do best in families without small children or other pets. Tioga Downs Casino Resort President and CEO Jeff Gural has been nominated by President Joe Biden to join his administration, as the chair of the Public Buildings Reform Board. The Board is an independent agency used to identify opportunities for the Federal government to significantly reduce its inventory of civilian real property, which would cut costs. Gural is expected to accept the nomination.

39 year-old Isaac Anzaroot of Brooklyn was arrested today by the Binghamton Police Warrant Division. Anzaroot is the owner of numerous properties in the city, he was wanted on 12 bench warrants and 2 arrest warrants related to housing code violations & for failing to appear in court to answer those violations. The Binghamton Code Department condemned the First National Bank building at 95 Court due to fire alarm system issues, which forced many of Anzaroot’s tenants to locate elsewhere.

The State DOT will be installing a new water main on State Route 7; Main Street in Otego, starting today, to facilitate a pavement, sidewalk and drainage project. Work will result in a short interruption of water service to village residents beginning at 10:00 AM, for about 3 hours.

State Comptroller Tom DiNapoli’s office issued a follow up report on a 2019 audit of the Hancock Fire Department. The audit included recommendations for rental payments, disbursements made by the Treasurer and collections from the clothing organization, ambulance corporation and fundraising activities. Auditors revisited the department this year, the department has had 1 of 10 recommendations implemented, 3 were partially implemented and 6 were not implemented.

State Police reported this afternoon that 13 year old Allison Burns of Stillwater was located and is safe. Burns was reported missing and was last seen yesterday at approximately 8:30 AM outside her home, she got into a blue Honda CRV, & police beleived that she may have been headed to the Southern Tier, more details are expected to be released shortly.

Governor Kathy Hochul announced the launch of a free hotline for people who test positive for COVID-19 but do not have a health care provider. The hotline, 888-TREAT-NY, was launched by the State Department of Health after reaching an agreement to utilize the Virtual ExpressCare Platform operated by NYC Health + Hospitals. The hotline is available to all New York residents.

Broome County District Attorney Mike Korchak announced that 62-year-old James Sullivan of Vestal pleaded guilty to felony charges of the criminal sexual act and 1st degree sexual abuse. Sullivan admitted that he engaged in sexual conduct with a male child under the age of 11 for a 6 year period, Sullivan will serve 7 years in prison followed by 10 years of post-release supervision, when he is Sentenced in October.

The Norwich DRI Local Planning Committee will be holding a meeting today at 3:30 PM in the Community Room at Commerce Chenango at 15 South Broad Street in Norwich. The State Health Department reports elevated levels of COVID 19’s latest strains, in all regions of the state in their testing on Friday. There were 11 deaths reported for Friday with 222 patients in ICU and 79 patients on Ventilators, The statewide positivity rate for the day is 9.20%, the Southern tier had among the lowest positivity rates at 6.12% Friday.

Firefighters from Norwich, North Norwich, Plymouth & Sherburne responded to a structure fire at 145 Morgan Acres north of the City of Norwich Monday morning. Norwich Fire Chief Jan Papelino told WCDO News that a neighbor removed a dog, firefighters kept the fire from spreading further into the structure, which sustained sufficient damage, the investigation is continuing.

Delaware County Sheriff’s Office have arrested 29 year old Victor Grandel of Brooklyn. Deputies responded July 2nd to an accident scene on County Route 21 in Franklin, where the vehicle had been reported stolen out of New York City in June, a search of the vehicle revealed a quantity of drugs, drug paraphernalia, a loaded firearm, and cash. 3 individuals occupying the vehicle were transported to the hospital for treatment of injuries, Grandel was taken into custody by Deputies and charged with Criminal Possession of Stolen Property & Criminal Possession of a Weapon, he was arraigned & was remanded to the custody of the Delaware County Correctional Facility pending a future court appearance. Arrest warrants were issued for the other 2 occupants of the vehicle.

State Police reported that 6-year-old Onnex Thompson-Hall was found dead at around 6:40 Sunday evening. Police said that the boy was autistic, and his body was in a pond not far from his home in Washington County. Investigators believe the death to be an accidental drowning, the boy was reported missing late Sunday morning, the investigation is continuing.

The State Comptroller’s office audited the West Colesville Volunteer Fire Company, the audit found that the board did not have sufficient controls or information to ensure all disbursements were appropriate and necessary. As a result, the company made unnecessary disbursements totaling $4,107, the board also could not determine whether all collections were properly recorded or deposited.

The New York State Department of Motor Vehicles is warning people of a phishing scam claiming the state is offering $1,500 rebates because of high gas prices, where the scammers send text messages instructing people to click the link to see if they qualify, the link leads to a website designed to look like the actual DMV site. It asks for personal information, State officials report that this is an attempt at identity theft or to install malicious software on computers or cell phones. If you suspect you may have been contacted through a phishing scam, you can email the DMV at: dmv.sm.phishingattacks@dmv.ny.gov.

The Broome County District Attorney Michael Korchak announced that 45-year-old Donnell Bailey of Binghamton will serve 1 to 3 years in prison after pleading guilty to failure to comply with the New York State Sex Offender Registration Act. Bailey failed to provide an address to local law enforcement in 2021 while living in Broome County, he was convicted in 20 years ago for criminal sexual act.

Otsego County Sheriff’s Office arrested 58-year-old Dale Beach of Franklin for criminal mischief for an incident last month. Beach is accused of damaging a vehicle by throwing rocks at it in the town of Otego, he was arrested and faces court action shortly.

State Police responded Thursday to a motorcycle crash on State Highway 8 in the town of Masonville. 54 year old Joseph Beers of Sidney was traveling south on State Highway 8 when he left the roadway and struck a guide-rail. Beers was transported to AO Fox Hospital’s Tri-Town Campus in Sidney, where he was pronounced dead.

The U.S. Department of Agriculture announced that Smithfield Packaged Meats of Iowa, has recalled about 185,610 pounds of ready-to-eat bacon topping products. The bacon is being recalled because it may be contaminated with “extraneous materials, specifically metal,” Consumers who have purchased these products are to return them to their place of purchase, or throw them out.

In the 1st 6 months of mobile sports wagering, New York State has far surpassed every other state, as well as the Division of the Budget’s revenue projections. So far the State has generated more than $302 million in tax revenue from mobile sports wagering since January 8th, New York has collected more in mobile sports wagering revenue in six months than the total sports wagering revenue than any other state has generated over several years.

Delaware County Sheriff Craig DuMond announced the graduation of Corporal Jeffrey Clark and his partner “K-9 Edge” from the K-9 Academy. After more than 3 months of training, the class graduated 10 handlers and their K-9 partners as certified in patrol techniques. Corporal Clark and Deputy K-9 Edge are now certified for patrol, with specific training in obedience, tracking individuals, locating discarded or secreted items, criminal apprehension and handler protection.  Corporal Clark and K9 Edge will return to the Academy this fall and further their training and certification in explosives detection.

STATE POLICE at Troop C announced that 1 person was arrested during an Underage Drinking Initiative in Delaware County on Wednesday. Alcohol was sold to a minor at Smiley’s Convenience Store located at West Main Street, Sidney, an appearance ticket was issued to the clerk who sold alcohol to the minor. Several other businesses in Sidney, Walton, Franklin & Delhi were in compliance.

The Broome County District Attorney Mike Korchak announced that 47 year old Lance Johnson of Binghamton was found guilty on all counts in Broome County Court Thursday, for the fatal shooting of Alison Salisbury of Binghamton and for the shooting of Shannon Brooks of Conklin, on August 7, 2020. Johnson will be sentenced on October 7th.

The State Department of Health updated New Yorkers on its strategic response to the current monkeypox outbreak. In accordance with the CDC guidance, The Department released vaccine eligibility for the initial doses of the vaccine from the federal government, prioritizing communities with the highest level of need & they will continue to communicate with providers and local county health departments, expand access to resources, and encourages increased testing and treatment of suspected monkeypox cases. Broome County District Attorney Mike Korchak announced that 28 year old Joseph Santi of Binghamton was sentenced to 3 years in prison, after he pleaded guilty to criminal possession of a controlled substance. The Broome County Special Investigations Unit Task Force executed a search warrant in June of 2021 and found Santi to be in possession of pills, methamphetamines, and fentanyl with intent to sell. Santi will also serve 2-years post-release supervision.

41 year old Bradley Cook of Oneonta was sentenced to 20 years in state prison and 15 years of post-release supervision, Cook was convicted on 2 counts of a first-degree criminal sexual act.

The application period is now open for New York State’s entry-level law enforcement civil service exam, will be held in the fall. Qualified candidates can apply online until August 3rd. The exam is used to fill jobs for the DEC for Environmental Conservation Police Officer Trainee & Forest Rangers, in the Parks Department for Park Police Officer Trainees & in SUNY for University Police Officers. Approximately 400 entry-level law enforcement positions statewide will be filled over the next year.

State Police at Oneonta arrested 20 year old Christopher Becker of Unadilla for Criminal Mischief and Menacing, after a trooper responded to a report of a man who broke windows at the Betty Beavers Gas Station in the town of Otego. Becker allegedly broke windows of the store and threatened the owner of the gas station with a golf club. He was arrested on scene by a trooper and was transported to Otsego County Central Arraignment and Processing.

Otsego County Sheriff’s Office announced the arrest of 46 year old Seth Wolle of Schenevus, for 3 counts of endangering the welfare of a child. Wolle is accused of performing a lewd act in the presence of minors, he was sent to the Otsego County Correctional Facility to await arraignment at a later date. An order of protection was requested on behalf of the family.

51 past-inducted Hall of Fame members are expected to return to Cooperstown July 22nd through the 25th, to celebrate the induction of the Hall of Fame Class of 2022. During the 4th of July holiday, State Police in Troop “C” removed 7 impaired motorists off the roadways. State Police at Norwich arrested 50 year old Shaney Stevens of Coventry for Driving While Intoxicated, following the investigation of a vehicle that struck a telephone pole and the driver left the scene. Stevens had been driving the vehicle and she lost control and struck the pole. Stevens was arrested & was processed and released on appearance tickets to the Coventry Town Court on August 24th.

A.M. NEWS Wednesday 7-6-22

State Police arrested 57 year old Tamara Tophoven and 43 year old Rebecca Tophoven of Edmeston for 4 counts of Overdriving, torturing and injuring animals; failure to provide proper sustenance. A trooper was dispatched to check on the welfare of animals in a trailer on Taylor Hill Road in the Town of Edmeston, several dogs and cats were living inside an abandoned trailer in squalor, with minimal ventilation, no water and without proper care. The trooper contacted the Susquehanna SPCA in Cooperstown, the animals were voluntarily surrendered to the SPCA to receive care. Both women were issued appearance tickets to the Edmeston Town Court and are scheduled to appear on July 18th.

A 32-year-old James Blackman of Afton has been indicted by a Chenango County Grand Jury, he is accused of raping 2 young boys under the age of 11, Blackman is currently being held at the Chenango County Correctional Facility pending future court action

Binghamton emergency crews responded Friday to 139 Washington Street for a report of a fire in an apartment in that building. Emergency crews discovered a drug lab in a different apartment in the building during their routine firefighting operations. Contaminated Crime Scene Emergency Response Team responded, nearby evacuated buildings and area businesses were allowed to reopen later Friday evening, the investigation into the illegal drug lab is continuing.

The renovations at the Northeast Classic Car Museum at 24 Rexford Street in Norwich have been completed after a year long construction project. The front of the building has been completed renovated and a larger parking facility was added across the street. The U.S. Department of Labor has ordered Valley Veterinary Associates on State Route 7 in Unadilla to pay over $90,000, in back wages, following an investigation into accusations that the company paid the regular hourly wage to employees for their overtime hours. The investigation also revealed that employee records that were inaccurate. 39 employees were ordered to be paid their proper back-wages.

Otsego County Sheriff’s Office arrested Michael Morton of Exeter on June 26th on multiple drug charges, after deputies responded to a complaint of a suspicious person in the Town of Plainfield. Morton is accused of criminal possession of a controlled substance and two counts of a controlled substance not in original container, he faces court action at a later date.

Governor Kathy Hochul announced the passage of a resolution to write equal rights into the State Constitution, to solidify the right to abortion access in New York. When enacted, the amendment will add ethnicity, national origin, age, disability, and sex, including sexual orientation, gender identity, pregnancy, pregnancy outcomes, and reproductive healthcare to existing protections, This follows the recent Supreme Court decision which removed federal protections for abortion.

Governor Kathy Hochul signed legislation to strengthen New York’s gun laws and bolster restrictions on concealed carry weapons, to align with the US Supreme Court’s recent decision. The legislation expands eligibility requirements in the concealed carry permitting process, Allows the state to regulate and standardize training for license applicants, restricts the carrying of concealed weapons in sensitive locations and Establishes state oversight over background checks for firearms and regular checks on license holders for criminal convictions. The law will take effect on September 1st, an appeals board will be created for those applicants whose license or renewal is denied or revoked, which will take effect on April 1st 2023.

Norwich City Police arrested 20 year old Hunter Bishop following a reported home robbery last weekend. Bishop allegedly entered a family member’s residence without permission, knocked down the victim, stole the vicitms purse & damaged property before fleeing the scene. Bishop was charged with 2nd degree Burglary, 3rd degree robbery; criminal mischief, harassment, and trespassing, he was arraigned in Norwich City Court and remanded to the Chenango County Correctional Facility on $5,000 bail. He will appear back in court at a later date.

The Broome County District Attorney’s Office announced that 27-year-old Brandon Hamilton of Binghamton will serve 9 years in prison after pleading guilty to robbery in the second degree, escape in the second degree and criminal possession of stolen property in the third degree. He will also serve five years post-release supervision. Hamilton admitted to stealing a car from a female by pepper-spraying her and then leaving in her vehicle in the parking lot of the Oakdale Mall. He was later arrested in Vestal a short time after the robbery where he attempted to escape from police.

The Broome County District Attorney’s Office announced that 32 year old Zeke Wilmarth of Binghamton was sentenced to 15 years in prison for an attempted killing of a woman for an incidnet in Vestal in July of 2021. Wilmarth had pleaded guilty to attempted murder, 1st degree assault, possession of a weapon and strangulation, He will also serve five years post-release supervision.

Lawrence Faucett was convicted of criminally negligent homicide for the 2019 death of State Transportation Worker Dennis Howe, he has won his appeal to overturn the conviction. The State Supreme Court Appellate Division stated that Faucett’s claim that the guilty verdict did not have enough evidence or proof of blameworthy conduct to be convicted on the charge, Howe was struck by a tractor-trailer in his DOT vehicle in a work zone on State Route 17 near Owego. He died from his injuries a week later.

Fireworks Over the Fairgrounds will be returning to the Chenango County Fairgrounds on Monday July 4 after a 2-year pause due to the COVID-19 pandemic, Organizer Terry Potter of Millennia Entertainment told WCDO News what is planned at the Chenango County Fairgrounds:

Springbrook has finalized the purchase of the Ford Block buildings from 186 to 212 Main Street in Oneonta, the $8.9 million project will keep existing retail space on the lower floors while the upper two stories will be converted into 24 affordable, market-rate residential units, with 4 units reserved as integrated housing for people receiving services from the State Office for People with Developmental Disabilities. Renovations will also revive the pass-through area from the municipal parking lot to Main Street.
