Governor Cuomo today announced $1 million in funding available to law enforcement agencies to video record criminal interrogations.  The grants will be available through the New York State Division of Criminal Justice Services (DCJS), for either the purchase and installation of video recording equipment for police departments and sheriffs’ offices that have not yet implemented the practice, or allow agencies to upgrade older equipment to ensure it functions properly.  More information is available at governor.ny.gov.

44-year-old Samuel Parrotti of Lisle was sentenced in U.S. District Court to 5 years in federal prison, for 4-area bank Robberies last year.  Parrotti admitted that he stole more than $37,000 in 4 separate heists in Binghamton, Whitney Point, Scranton & Sayre in July & August of last year.

A group of people have been walking since Friday along state route 7 from Albany to Binghamton, to deliver a petition to the federal court house to judge Thomas McEvoy in Binghamton on July 23rd. the 133 mile “Journey For Justice” is sponsored by Project Salam, in support of Yassin Aref of Albany, whose supporters claim that he was entrapped through the efforts of the FBI in 2006, & convicted as a terrorist, and are seeking his release from prison.    Recently, Aref’s attorneys filed for documents through a “Freedom of Information Law” request & learned about secret evidence used to misidentified Aref as an Al-Qaeda agent. State Troopers in Oneonta arrested 35-year-old Dennis Brown of Richmond, Virginia, for Unlawful Possession of Marijuana. The arrest resulted from a traffic stop on State Route 28 in the Town of Milford; Brown was issued an Appearance Ticket returnable to the Town of Milford Court on August 6th.

Delaware County Sheriff’s Deputies arrested 22-year-old Nicole Curtis of Walton on a Family Court Warrant issued by County Court Judge Becker. Curtis was arraigned in Delhi Town Court and remanded to the Delaware County Correctional Facility to await further court proceeding.

The incidence of confirmed rabies cases of raccoons in the tri county area continues to increase.  Free rabies clinics for dogs, cats and ferrets are taking place at the Coventry Town Garage today from 5:30 to 6:30pm, Wednesday at the Morris Fire Department from 6 to 8pm and Thursday, at the New Berlin Fire Station from 7 to 8:30pm.

State Troopers arrested 49-year-old Juan Cartagena of Windsor for Driving While Intoxicated.  Cartagena refused a breath test after being pulled over during a traffic stop on State Route 11 in Kirkwood last weekend, he was issued tickets returnable to the Town of Kirkwood Court on July 30th.

Governor Cuomo announced that FEMA has informed New York State that residents in communities affected by the recent flooding will NOT be eligible for the Individual Assistance program to help homeowners rebuild and recover. Cuomo said that if federal assistance is not provided, the State of New York will step in to provide whatever is needed, as an effective government is one that serves the people and when disaster strikes is there to help.

New York State will be participating in a pilot program created by the USDA to test if it is cost effective to incorporate Greek yogurt into school lunch programs.  U.S. Senator Kirsten Gillibrand & Congressman Richard Hanna worked with the USDA, Chobani & other yogurt manufacturers to create the pilot program, 3 other states will be participating in the program: Tennessee, Idaho, and Arizona.  The pilot program is only for the 2013-2014 school year. New York leads the country in Greek yogurt production.

Delaware County Sheriffs Deputies arrested 55-year-old John All of Kortright following a domestic incident in the Town of Kortright on July 4th   All is charged with 2nd degree Harassment, Resisting Arrest and Obstruction of Governmental Administration.  He was arraigned in the Town of Delhi Court on the charges and remanded to the Delaware County Correctional Facility on $2,500 cash bail.

THE NEW YORK FARM BUREAU PRESIDENT Dean Norton said that the bureau cannot support the Farm Bill that passed in the House last week, due to the splitting of the agriculture and nutrition portions into separate bills that break apart the urban-rural collaboration. Norton said that they could not support a process that has unknown long-term ramifications, they call for a new Farm Bill that serves the needs of farmers, as well as the underfed who would be denied access to farm products.

State Senator Jim Seward announced a strategy to assist local
businesses and residents recover and rebuild from the devastating June/July flooding.   FEMA announced federal help for counties affected by the flooding today, Seward said he wants the money to come quicker than in recent years, and he also called on the state to assist those in need:

Seward said that Legislation he cosponsored calls for establishing a state flood and emergency relief fund, a refundable state income tax credit against property taxes paid where homes and businesses suffered damage that reduced the value and a state task force on flood prevention and mitigation to help communities plan and fund flood prevention measures.

Delaware County Sheriffs Deputies arrested 55-year-old John All of Kortright following a domestic incident, which occurred near his residence on County Route 33 in the Town of Kortright.  All is charged with a violation of Disorderly Conduct, he was arraigned in the Town of Delhi Court on the charge and remanded to the Delaware County Correctional Facility on $250 cash bail.

State Comptroller Tom DiNapoli announced that an audit of the state Department of Health revealed an overpayment of $66,000 in Medicaid claims to Oneonta Dentist Dr. Prosper Bonsi.  Bonsi is accused of submitting over 2300 claims for “Behavior Management” & after hours visits, DiNapoli suggested that the state retrieve $66,000 from Dr. Bonsi, and actively monitor Bonsi’s claims in the future.

Delaware County Sheriff’s Deputies arrested 20-year-old Timothy Reiche of Arkville for 2nd degree Assault, 3rd degree Criminal Mischief and Disorderly Conduct.  The charges stem from a 2 incidents in Margaretville on July 4th, where Reiche was intoxicated and was causing a disturbance.  Reiche is accused of damaging a parked vehicle and attempting to strike a member of the medical staff at an area hospital.  Reiche was arraigned in Roxbury Town Court and sent to the Delaware County Jail on 2000 cash bail 4000 bond.  He is to return to Middletown Town Court at a later date.

State Troopers arrested 66 year old Thomas Catucci of Deposit for Driving While Intoxicated. The arrest resulted from an investigation following a complaint registered about a suspicious vehicle at a business on State Route 79 in Windsor.   Catucci was issued tickets returnable to the Town of Windsor Court on July 17th.

State Police will continue to conduct a statewide “Buckle Up New York Summer Parks” Initiative through July 28th. Police will focus on seatbelt use and child passenger safety violations at state parks throughout the state. Each year about 60 million people visit the parks throughout New York State; many of these guests include families with improperly restrained young children.

The Broome County Health Department is conducting a countywide community health assessment to evaluate the perceptions of community residents to identify and address unmet health care needs.  Broome County residents are urged to complete the survey by Friday, August 2nd.  The survey asks about a range of health issues, including physical and mental health, whether the health services in Broome County are sufficient to meet the needs of the community, and if it is difficult to get to or use health services. The survey is available at surveymonkey.com.

FEMA announced that federal disaster aid has been made available to New York to supplement state and local recovery efforts in the area affected by severe storms and flooding on June 28th to July 4th.  The President’s action makes federal funding available to state and eligible local governments and certain private nonprofit organizations on a cost-sharing basis for emergency work and the repair or replacement of facilities damaged by the severe storms and flooding in several counties, including Chenango, Delaware, & Otsego counties.

Police in Chenango County reported that 33-year-old Jeremy Edmonds of Milford New Jersey was killed in an ATV accident Saturday night on Brown Road in the town of Sherburne.  Police reports said that 25 year old Mark Brong of High Bridge New Jersey lost control of the ATV, both Brong & Edmonds were ejected, Brong was in critical condition in a Utica area hospital, Edmonds as pronounced dead at the scene.  The investigation is ongoing.

Governor Cuomo announced that 486 drivers had been ticketed by State Police for distracted during the July 4th weekend.  The number of accidents in the U.S. caused by cell phone use has tripled over the past seven years. In New York State alone there was a 143% increase in cellphone-related accidents between 2005 and 2011.  Governor Cuomo has also directed the DMV to strengthen penalties for distracted driving by raising the number of points issued against a driver’s license for distracted driving has increased from two to five.

Delaware County Sheriff Deputy’s arrested 25 year old Patrick Power of Yonkers for 2nd degree Harassment following a physical domestic incident along the side of State Highway 30 in the Town of Colchester. Power was arraigned in the Town of Andes Court and released on his on recognizance, he will appear in the Town of Colchester Court on July 16th.

State University of New York Chancellor Nancy Zimpher today announced the launch of Phase II of SUNY Works, the system’s cooperative education and internship initiative. Eighteen campuses across the state are now expanding their icooperative education opportunities. Campuses launching SUNY Works as part of Phase II include UAlbany, SUNY Buffalo State, SUNY Oneonta and  Broome community college. Campus faculty will work with local employers to develop college courses that integrate classroom instruction and on-the-job work experience. For more information go to sunyworks@suny.edu.

Eliot Spitzer has met the deadline to file thousands of petition signatures for his bid to revive his political career by running for New York City comptroller. Spitzer said over 27,000 signatures were submitted to the city Board of Elections just after 10:30 p.m. last night, ahead of a midnight deadline. It came just four days after the tarnished ex-governor launched his campaign.

Statewide tourist spending rose 6.2 percent to $57.3 billion in 2012. Every region in the state saw growth in 2012 from the previous year, with the most dramatic increases in New York City and Long Island. The Central New York region, which includes much the Southern Tier, saw a 5 percent increase in 2012, when it brought in $1.9 billion according to Empire State development.

Oneonta Troopers arrested 17 year old Rob Shackelton of Coliersville for petit larceny following a complaint from the Walmart in the Town of Oneonta. hackelton was issued an Appearance Ticket for Town of Oneonta Court July 16

US senator Kirsten Gillibrand made an appeal to Department of Homeland Security Secretary Janet Napolitano in support of a major disaster declaration for parts of the Mohawk Valley, Southern Tier and North Country affected by storms and floods earlier this month. Gillibrand is requesting approval of the state’s request for the President to declare a major disaster, including FEMA assistance, for Chenango, Delaware, Herkimer, Madison, Oneida, and Otsego counties

Otsego county deputies arrested a Sidney man for selling heroin in Oneonta in July of 2012. 35 year old Ian Lee Borowski was charged with third degree criminal sale of a controlled substance. He was arraigned and sent to the Otsego county jail on $20,000 bail. He faces up to 12 years in prison if convicted due to a previous felony conviction

Assemblyman Cliff Crouch will host another informational forum, Saturday, July 20, about the NY SAFE Act, at the Walton Central School. Crouch will be joined by Delaware County Sheriff Tom Mills and Delaware County Clerk Sharon O’Dell.

Schumer is urging passage of the Obama Administrations 2014 budget, which includes 36.2 million dollars for the gauge program, an increase of 7.3 million dollars. The budget also includes 63 million dollars for the USGS Cooperative Water Program, an increase of 400 thousand dollars. Schumer would like see up to 300 new stream guages installed nationwide, with New York State being given particular focus. Schumer said that if approved, the funding would go into effect October 1st. Endicott Interconnect Technologies Inc. filed for federal bankruptcy protection Wednesday, saying it’s 70 million dollars in debt left the 11 year old electronic packaging supplier with no other option. In a one page letter distributed to employees on Wednesday, EI’s new Chief Restructuring officer David Van Rossum said the company had adequate cash on hand for daily operations on a go forward basis. The letter also stated that James Matthews Jr., who was named as the company’s interim CEO in April following the retirement of former chief executive James McNamara Jr., has stepped down as the head of the company.

Vestal police charged 36 year old Dale Paulhamus of Newark Valley with 3rd degree larceny after an investigation in misappropriation of car parts and money while he was the parts manager of Matthews Auto Group in Vestal and Norwich. During 2011 and 2012, Paulhamus is accused of ordering parts and creating fictitious purchase orders that were charged to the Matthews Auto Group. Paulhamus either used the parts or sold them for cash according to police.

During a visit to Ithaca yesterday, Gov. Cuomo shed more light on his conversations with FEMA representatives about getting money for flood victims in the Mohawk Valley. Cuomo continued to say that he was not optimistic about getting aid for homeowners. Cuomo said many of the people he visited in the flooded regions did not have insurance that covered their losses. He would have to call a special session of the state legislature to get funding for flood victims.

State police officials said nearly 1,500 qualified applicants have already signed up to take the upcoming trooper exam. The application period ends September 8. Exam dates are October 5, 12, 19 and 26, 2013. The online application can be found at the State Police Recruitment website at nytrooper.com

State regulators have scheduled a series of hearings on a proposal to reduce the volume of carbon dioxide emissions allowed in a nine-state region. New York is part of the Regional Greenhouse Gas Initiative, which plans to cap emissions at 91 million tons each year starting in 2014, down about 45 percent from the current 165 million-ton cap. The proposal would also set a $2 per ton price on allowances power plants can trade. The DEC hearings will be in late August.

New poll results show former Gov. Eliot Spitzer leading in the race for New York City comptroller, but allegations of his involvement in a prostitution scandal continue to dog him. Two women’s rights group leaders held a news conference this week to denounce his decision to run again for public office. Spitzer resigned in 2008 after being identified as a client of a pricey escort service that was under federal investigaion. Spitzer was never charged with any crime. Spitzer topped fellow Democratic hopeful Scott Stringer by 42 to 33 percent among registered Democrats, according to a Wall Street Journal poll.

State troopers arrested 22 year old George Holbert of Guilford for 4th degree criminal mischief and 2nd degree Harassment following a dispute on State Route 8, in the Town of Guilford. Holbert was arraigned in town of Guilford court and sent to the Chenango County jail on $2,000.00 bail.

State troopers arrested 36 year old Rob Lane of Endicott for 2nd degree criminal impersonation following a traffic stop on I-81 in the town of Triangle. Lane used a false name and did not have a valid driver’s license. Lane was issued an appearance ticket for town of Triangle court July 15.

Governor Andrew Cuomo announced that 54 million has been awarded to 20 recipients to finance large scale solar energy projects across New York State. The new projects will add 64 megawatts to the state’s solar capacity and will make New York the leader in solar energy generation. New York officials plan to overhaul the state’s psychiatric services over the next four years by consolidating 24 inpatient hospitals statewide into 15 regional centers and establishing more than two dozen outpatient service hubs. The consolidation plan, released by the Office of Mental Health on Wednesday, also includes closing psychiatric hospitals in Elmira and Binghamton in 2014. The plan is expected to save $20 million the first year. The state spends about $6.6 billion, including federal funds, annually on mental health treatment.

A Binghamton man was charged with felony second-degree strangulation following a dispute on Willow Street with a family member, according to Johnson City police. 33 year old Kareem A. Davis is accused of threatening to kill a woman, and then grabbing her by the neck and choking her, causing her to pass out. Davis was arraigned in village court and sent to the Broome County jail.

In case of rain, the concert will be held in the firehouse on Clifton St. Plus, The Chenango County Blues Fest Summer series kicks off tonight in Norwich with New Riders of the Purple Sage taking the stage at 7pm in East Side Park. State regulators are looking for feedback on proposed changes to freshwater fishing rules. The DEC has identified potential changes based on discussions with anglers, biologists, and fisheries managers. Now the DEC is seeking additional angler feedback. Many changes under consideration would eliminate special regulations that didn’t achieve their intended purpose. Highlights include increasing year-round trout fishing opportunities at specific streams and establishing catch-and-release fishing at a few additional streams.
