The Joint Landowners coalition of Central New York announced they will hold an event to mark the five-year anniversary of the moratorium on high-volume hydraulic fracturing in NY.  Coalition officials said that State and Local political leaders are expected to speak at the Event at the Holiday Inn of downtown Binghamton tomorrow from 2:00 to 3:00 pm.

41-year-old Scott George of Norwich pleaded guilty to 3rd degree assault and petty larceny, in Chenango county court; George is scheduled to serve 2 consecutive 1-year sentences according to a plea agreement. George was arrested in October 2012 for allegedly causing injury to a Norwich Police Officer, and for stealing money from another individual.  George will be officially sentenced at a later date.

58-year-old Howard Clark of Harpursville has been charged with Felony DWI, following a traffic stop in Endicott.  Clark was also charged with driving with blood alcohol content greater than .08 percent, and aggravated unlicensed operation.  Clark faces court action at a later date.

State Health Commissioner Nirav Shah urged all New Yorkers to take protective measures to avoid mosquito bites, as cases of the West Nile virus have been reported in New York City and 5 counties.  This year, a total of 20 mosquito pools have tested positive for West Nile virus, as far north as Onondaga County, the rest were in Rockland County, New York City & Long Island.  State Health officials remind residents to wear shoes, socks, long pants and a long-sleeved shirt when outdoors for a long period of time, use mosquito repellents and remove all standing water from property from items like standing tires, bird baths, gutters or outdoor furniture, more information is available at health.ny.gov.

Delaware County District Attorney Investigators arrested 29-year-old Anthony McCool of Walton Friday, for 1st degree Criminal Sexual Act.  McCool is accused of engaging in sexual conduct with a person less than 11 years old, he was arraigned in the Village of Walton Court and remanded to The Delaware County Correction Facility on $20,000 bail. McCool is to reappear in the Village of Walton Court Tuesday.

The next area Chamber Collaboration Dinner Meeting will be held tonight at the Sundown Golf & Country Club in Guilford. The event begins at 6:00 pm; dinner at 6:30, which will be followed by reports from the Afton, Bainbridge, Sidney and Unadilla Chambers.

Motorists are advised that State Route 17 eastbound between the Airport Road and the Front Street exit will be reduced to one lane beginning at 9:00 this morning. Crews will be performing slope work in preparation for retaining wall construction and pavement reconstruction. Also, Mygatt Street will experience periodic, alternating lane closures between Prospect Street and LaGrange Street.  Work is expected to be completed by 3 p.m. on July 26th.

State troopers in Oneonta arrested Samir Champaneri of Illinois for Felony Driving While Intoxicated with a child less then 15 years of age in the vehicle, Endangering the Welfare of a Child and Consumption of an Alcoholic Beverage in a Motor Vehicle. The arrest resulted from a traffic stop on State Route 28 in Oneonta, Champaneri was arraigned in Oneonta Town Court and remanded to the Otsego County Jail in lieu of $2,500.00 cash bail/bond. He is scheduled to reappear before the Town of Oneonta Court on August 22nd.

State Troopers arrested 32-year-old Reginald Bridgeforth of Oneonta for 3rd degree Attempted Assault and Trespassing. The arrest resulted from an investigation into a reported altercation on Pine Cliff Circle in the Town of Davenport, Bridgeforth was arraigned before the Town of Davenport Court and remanded to the Delaware County Jail in lieu of $8,000.00 cash bail/ $16,000.00 bond, and he will appear in the Town of Oneonta Court on July 23rd.

The Chenango county sheriffs department 35 year old Richard Taft of Greene for 2nd degree Unlawful Surveillance. Taft is accused of covertly recording a victim without their knowledge or consent, he was processed and arraigned in the Village of Green Court and remanded to the Chenango County Correctional Facility on $1,000 cash bail.

The Ottawa Senators announced today that they have signed Binghamton Senators head coach Luke Richardson to a one-year contract extension. Also receiving one-year extensions are assistant coaches Steve Stirling and Matt Meacham. Delaware County Sheriff’s Deputies arrested 57-year-old James Winfield of Franklin for 3 counts of 4th degree Grand Larceny.   Winfield is accused of using a credit card that did not belong to him and purchased items at a Franklin business; he was arraigned sent to the Delaware County Jail on 250 cash bail or $500 bond pending action in Franklin Town Court at a later date.

State Police arrested 2 subjects following a reported burglary to the South Kortright Central School on July 6th.  Troopers responded to the school alarm, 2 male subjects were seen fleeing into a wooded area.  17 year old Chandler Gual & 17 year old Kenneth Adams of Hobart were charged with 3rd degree Burglary, for allegedly stealing a computer, they were arraigned and were released on their own recognizance, they face court action on July 23rd.

Governor Cuomo announced that $2.75 million has been awarded under New York’s College Access Challenge Grant Program to help low-income students across the State enter and complete college. The services will be offered largely through community-based, not-for-profit organizations and will assist 24,655 students and families statewide.   Binghamton City School District will conduct five tours with 20 low-income students on each trip. The Chenango county sheriff’s department arrested 57-year-old Marcelino Otero of McDonough for 4th degree Criminal Mischief.  Otero is accused of damaging the victim’s cell phone who was attempting call police for assistance during a domestic dispute.  Otero faces court action shortly.

P.M. NEWS THURSDAY 7-18-13

Governor Cuomo launched the New York Rising Community Reconstruction Program to help communities hit hard Superstorm Sandy, Tropical Storm Lee & Hurricane Irene, to create and implement strategies for rebuilding and strengthening their communities against future extreme weather. Yesterday the governor announced that the state would put up 16 million dollars in flood relief for those affected in late June & early July after FEMA announced that they would not be assisting:

The Governor also announced that the State would award $250 million of the State’s FEMA Hazard Mitigation Grant Program to the New York Rising Communities to implement eligible projects for infrastructure or building improvements to protect communities from future extreme natural disasters.

State police at Oneonta arrested 44-year-old Sarah Helmes and 45-year-old David Helmes of Stuyvesant on felony drug charges Sunday in the town of Hartwick.  Both were charged with criminal possession of cocaine, Sarah Helmes also was charged with drinking alcohol in a motor vehicle, both face court action shortly.

The Broome County Health Department has confirmed two cases of E Coli, linked to people who went swimming at Cole Park in the Town of Colesville back on June 23rd.  Health department officials said that the 2 people affected are recovering, they also reported that the water at Cole Park is being monitored & is safe currently.  E Coli can be caused by cow manure affected vegetables, under cooked meat, or from run off after excessive rainfall in rural areas.

The Broome County Special Investigations Unit Task Force arrested Scott Titus of Binghamton, for allegedly possessing Hydrocodone with intent to sell, while accompanied by his 3-year-old son.  Titus was held overnight in the Binghamton City jail pending action in city curt today.

The Broome County Sheriff’s department arrested 17-year-old Katlynn Carangelo of Vestal, for allegedly taking funds that were donated to the Muscular Dystrophy Association in retail established that she had been working at.   Carangelo was charged with 3 counts of Petty Larceny, she was released on an appearance ticket for Town of Union Court at a later date.

Hospice of Chenango County is offering a yearlong Caregiver School for those taking care of a chronically ill patient. Caregiver School will take place the 2nd Saturday of each month from 9:00 am to 10:30 am at the Hospice office at 21Hayes Street in Norwich.  The next session will be on August 10th. State Comptroller Tom DiNapoli reported that the Personal Income Tax and business tax collections were down in  June compared to last year, but the state’s General Fund balance ended the month higher due to a $250 million regulatory settlement.  DiNapoli said that an increase in tax refunds to New Yorkers led to a 21.8 million dollar decline in state revenue & Business tax collections fell $97.2 million from 2012.  The full report is available at osc.state.ny.us.

Governor Cuomo announced the creation of the Mohawk Valley and 2013 Upstate Flood Recovery Program, to provide assistance to those affected by the recent flooding, but who will not get individual assistance from FEMA.  Cuomo said that the state would commit $16 million to provide assistance to Homeowners, small businesses, and farmers in the areas affected by storms & flooding in late June through early July.  Program details are still being finalized; complete application instructions and requirements are not yet available but will be announced shortly.  The New York State Flood Helpline is 1-888-769-7243.

31-year-old Sylvester Dorvil of Oneonta has been charged for 2 counts attempted assault in connection with two fights in the Otsego County jail last week.  Dorvil is accused of punching 2 fellow inmates at the county jail, he was arraigned & was returned to the jail on $5,000 bail and scheduled to re-appear in the Middlefield court next month.

The Broome County Special Investigations Unit Task Force arrested Jonathon Kuhr and Anthony Dabbracci on a variety of drug charges following a stop on Main Street in Binghamton. Kuhr and Dabbracci are accused of possessing heroin, hypodermic syringes, and prescription drugs.   Both are scheduled to appear in the City of Binghamton Court at a later date to answer their charges.

A man indicted by an Otsego County Grand jury on drug charges, has been arrested in Utica & has been returned to local authorities, Anthony Palladino is accused of selling crack cocaine in Oneonta last summer, he was located in Utica after a warrant was issued for his arrest.  Otsego County investigators arrested Palladino at the Utica Police Department; he was arraigned and was remanded to the Otsego County jail on $20,000 bail pending future court action.

Chenango county sheriff’s deputies arrested 55-year-old Ronald Thomas of Bridgeport, New York for 1 count of Criminal Obstruction of Breathing or Blood Circulation and 1 count of endangering the Welfare of a Child. The arrest followed an investigation into a domestic dispute in the town of Norwich, in which Thomas allegedly choked his girlfriend and a 12-year-old family member during an argument.  Thomas was arraigned in the Town of Norwich court and remanded to the Chenango County Jail pending court action on July 18th.

50-year-old Michael Defilippo of Deposit was convicted of 3 counts of 2nd degree criminal contempt in Broome County Court.  Defilippo violated an order of protections 3 separate times by leaving messages on the unidentified victims call phone, sentencing is scheduled for October 10th

The Chenango County Sheriff’s Office Arrested John Lyons of New Berlin for Aggravated Driving While Intoxicated.  Lyons was arrested following a traffic stop on State Highway 12 in the Town of Norwich, he was found to have a BAC at 3 times the legal limit.  Lyons was processed and issued tickets and released to a sober third party, he faces action in the Town of Norwich court at a later date.
