State Troopers arrested 28 year old Shawn Wheeler of Sherburne for an outstanding Bench Warrant from village of Earlville Court. The pension fund for New York state and local government workers has slipped to $158.7 billion after its most recent quarter. The Common Retirement Fund is reporting a 0.29 percent return on investment for the period ending June 30. It paid out $2.3 billion. Otsego and Chenango counties will receive a total of more than $55,000 in state aid to repair damage caused by Hurricane Irene and Tropical Storm Lee. Gov. Cuomo announced the $1.7 million state funding package on Friday for 13 New York counties, cities and towns to help repair local roads and bridges damaged by the 2011 storms. The additional funding means communities will only be responsible for paying five percent of overall costs to rebuild critical transportation infrastructure. A Horseheads man is in critical condition after being hit by a train in the town of Union Friday night. New York State Police say, Travis J. Cliburn, 21, of Horseheads, was walking along the Norfolk – Southern Tier Train Tracks when he was hit by a train at approximately 11:15 Friday night. Cliburn was sent to Wilson Memorial Hospital in Johnson City and then transferred to Upstate Medical Hospital in Syracuse. He is in critical condition.

Three stabbings sent three people to the hospital Saturday morning and police are saying that all of the cases are related. Around 10 a.m. on Saturday in Johnson City, police arrested Abdoul Balume, 30, of Syracuse. He is charged with assault. Police said at approximately 12:30 a.m., a person who had been stabbed walked into UHS Binghamton General Hospital. The victim has since had surgery. Two hours later, police responded to 14 Doubleday St. in Binghamton where two more stabbing victims were found. They were taken to Wilson Hospital in Johnson City where both victims had surgery. The case remains under investigation.

A woman from Virginia has filed a lawsuit over the helicopter crash that killed her three-year-old son and four other people in Pennsylvania in July. Crystal McKain is suing Hampton Road Charter Service in a wrongful death lawsuit. She said they negligently and recklessly allowed David Jenny to fly, even though he was not fully trained. According to federal investigators, Jenny was not certified to fly instrument only flights. They also said he did not receive a weather briefing before taking off from Endicott. Carl Robert, the boy’s father, was also killed in the crash. McKain is suing for more than $550,000 in damages.

President Barack Obama will visit Binghamton University Friday, Aug. 23, as part of an upstate swing to talk about affordable higher education for the middle class. On Thursday August 22 and Friday August 23, the President will travel through New York and Pennsylvania on a two-day bus tour. US Senator Charles Schumer is calling on the Drug Enforcement Agency to amend and approve regulations that would allow pharmacies to host community take-back drug programs. Schumer says a bill pending in New York would certify participating pharmacies and community groups to take back prescription medication. But before it can become reality, the DEA will need to amend regulations under the 2010 Secure and Responsible Drug Disposal Act.

New York state recovered $46 million in overpayments to nursing homes after an audit by State Comptroller Tom DiNapoli. State Police at Oneonta arrested 29 year old Shannon Remillard and 23 year old Cassandra Remillard of Oneonta for 4th degree Grand Larceny following an ongoing State Police investigation. Each was give an appearance ticket for town of Oneonta Court August 22nd.

Sidney village police arrested 48 year old Veronica Crandall of Bainbridge for 5th degree criminal possession of a controlled substance, first degree coercion and for making a false written statement. Crandall is accused of possessing 75 hydrocodone tablets she received as payment to prevent her from filing false charges. Crandall was arrainged in Sidney Village court and sent to the Delaware County Jail on $10,000 bail and will re-appear in court August 20th.

New York Attorney General Eric Schneiderman on Thursday announced a settlement with 211 home improvement contractors for violating the state’s Home Improvement Contracts Law. The contractors have signed an agreement to end their unlawful conduct and will pay penalties and fines, after an investigation by the Attorney General revealed widespread violations of the law, including failure to provide written contracts or honor the most basic terms of consumers’ work agreements. More than 2.6 million New York property taxpayers who receive the School Tax Relief exemption will soon have to re-apply for the benefits as part of a massive state undertaking to root out fraud in the 1.9 billion dollar system. In the coming weeks, homeowners will receive a letter instructing them to reapply for the STAR program online or by phone by December 31. People will need to verify their salaries, Social Security numbers, and primary residence. The initiative, approved as part of the state budget last March, will seek to stop some property owners from claiming the tax breaks on multiple homes. An audit in March found widespread abuse of the STAR program, and the state is holping to save at least 1 million dollars a year with the new system.

State Comptroller Tom DiNapoli announced charges against 48 year old Joe Junkovic of the Bronx for allegedly engaging in a scheme to defraude the state department of health out of more than $700,000 dedicated to providing cancer screening services to low income New Yorkers. Junkovic allegedly used a non profit corporation that he controlled, Cancer Service Network, to obtain more than $25 million in federal and state funding to administer cancer screening services, and then billed the state health department for thousands of hours that he did not work. Junkovic is charged with one count of mail fraud and one count of theft of US government property.

Gov. Cuomo warned parents and young people about an increase in child-identity theft. He said child victims may not know their identities had been stolen until they get older and start applying for loans or need a credit report. The problem is that a thief can use a minor’s personal information and Social Security number to open a credit-card account or take out a loan. The state Division of Consumer Protection said be aware of any suspicious mail addressed to your child. State Attorney General Eric Schneiderman announced the indictment of John Hall, a former Engineer-in-Charge for the New York State Office of General Services who oversaw emergency service projects, for defrauding the State of more than $50,000. As alleged in the indictment, Hall approved fraudulent expense reports submitted to OGS by a contractor, in exchange for expensive construction equipment and home improvement materials for personal use. Hall is charged with sixteen felonies and was arraigned in Seneca County Court.

The trial of 25 year old Binghamton resident Jaclyn Wesley began in Broome County Court yesterday. In May of 2011, Wesley was driving her Ford Explorer when it went off Interstate 88 west in the town of Fenton and into the Chenango River. There were 4 people in the vehicle and Wesley was the only survivor. The bodies of 39-year-old Carri Michalski, 25-year-old Robert Moorehead and 45-year-old Robert Marshall were later recovered from the river. Wesley is facing seven misdemeaners including driving while intoxicated in the case. The trial continues at the Broome County Courthouse.

Tompkins County and the Town of Enfield declared local emergencies Wednesday afternoon due to the numerous damages caused by last week’s storms. Damages exceed four hundred thousand dollars and the compromised waterways and infrastructure could threaten private properties in the case of another storm. The repairs are beyond the capacity of what the local government can manage and the county is calling on New York State to provide assistance.

A group of junior sailors from Camp Comstock were out on Cayuga Lake Wednesday when the winds picked up and waters became too rough. A camp counselor attempted to rescue the three campers in a motor boat, but began taking water on board and the boat began to sink. Others from the camp went out in canoes and jet skis to try and bring them in. Trumansburg Fire and Rescue, along with the New York State Park Police Marine Unit and the Ithaca Fire and Rescue Marine Unit, responded to the scene and were able to rescue the boat operator. Two campers were taken to Cayuga Medical Center for treatment of head injuries. Officials said the use of life jackets helped make sure there was no loss of life.

Two men who led Pennsylvania State Police on a high-speed chase Monday morning have been arrested. 33 year old Erich J. West, and 21 year old Ryan J. West, both of Wellsboro, were wanted on several warrants. They had been spotted driving a stolen vehicle on state Route 660 in Richmond Township. The two led police on a high speed chase through several townships before turning onto Scouten Hill Road where they abandoned the vehicle in a wooded area and fled on foot. A search of the area after the incident was unsuccessful. The suspects were arrested at an undisclosed location at a later time.

Johnson City Police charged a Greene man with third-degree criminal mischief following a domestic dispute Aug. 5. 24 year old Dan Gross was also charged with second-degree strangulation and second-degree criminal contempt. He is accused of going to his ex-girlfriend’s Johnson City home, where he allegedly argued with her, then threw her on the bed and began choking her. He then took her phone and smashed it. Gross fled the scene and later turned himself in. Gross was sent to the Broome County jail

An exhibit of 10 battle flags carried during the Civil War is on display in Abany. The exhibit called “1863: Loyal Till Death” has flags from units across the state, including two used during the Battle of Gettysburg. One of the flags belonged to the 119th New York Volunteers recruited from New York City and Hempstead that was captured when two men carrying it were mortally wounded. It was returned after the war by soldiers from a Georgia unit. The other belonged to the 146th New York Volunteers from Oneida County and flew during the fighting at Gettysburg’s Little Round Top. The flags will be displayed near the Capitol’s eastern entrance until next May

The New York state department of health will issue state funded “safety net payments” to early intervention providers in response to provider concerns about the lack of payment of claims submitted to insurance companies. The department’s action is in response to a large number of insurance companies’ lack of compliance with recently enacted Early Intervention Program reforms. The Early Intervention Program provides services to children with developmental delays. About 69,000 children were served in the program in 2011-2012 across the state. Binghamton Police are searching for a suspect in a Tuesday early morning stabbing. Police responded to Hamilton Street around 3:30 a.m. Tuesday where they found a man with a stab wound to his abdomen. The victim, Tequon Williams, 23, underwent surgery and is recovering. It’s not clear if Williams knew his attacker. Police are only saying that the investigation is ongoing. They’re asking anyone with information to contact the Detective Bureau at (607) 772-7080.

The Broome County Sheriff’s Office has made three arrests for stolen property in an area where a string of car larcenies have been reported. Deputies responded to a reported a suspicious vehicle traveling around the Chenango Bridge area. Damian J. Wilmarth, 18, of Chenango Forks, Zeke D. Wilmarth, 24, of Binghamton and James Wilson, 16, of Port Crane, were all found with a number of stolen items, including several long guns, ammunition, two laptop computers, prescription medication, money and jewelry. Deputies said Damian Wilmarth fled on foot, but was captured shortly after.
All three were arraigned in Chenango Town Court and taken to the Broome County Jail.

23-year-old Ashley Carnevale of Kirkwood was sentenced Tuesday to 15 years in prison for aiding her husband in a deadly 2009 home invasion. Carnevale pleaded guilty to first-degree manslaughter and first-degree attempted assault in connection with the incident, which occurred Jan. 20, 2009, at 503 Kent St. in the Town of Windsor.
She admitted that she and her husband, Anthony Carnevale III, acted in concert that day, intentionally shooting and killing 39-year-old Jean Clark of Parsons, Pa., and seriously wounding resident Ethan Button while trying to steal prescription medication from them.

Governor Cuomo announced an agreement between New York State and Microsoft that will allow all state Executive agencies to move to Microsoft Office365 operating platform , to consolidated email systems, access to familiar Office applications, and shared calendaring in a cloud-based system, which should save the state approximately $3 million annually in license fees, hardware, maintenance, energy, and personnel costs. Over the remainder of the year, 120,000 state Executive email boxes will be moved to the Office365 system.
