The Chenango county sheriff’s department arrested 51-year-old Richard Fronheiser of Greene Wednesday, for Trespass, 2nd degree Harassment and Resisting Arrest.  Fronheiser was arrested following the report of a domestic dispute in the Town of Oxford, where he is accused of threatening the victim with physical harm while attempting to make entry into the victim’s residence, after being told to leave.  Fronheiser was arraigned in the Town of Oxford Court and ordered to the Chenango County Jail on $500 bail, he will return to the Town of Oxford Court at a later date.

Chenango county sheriff’s deputies arrested 26 year old John Hunt of Norwich for 3rd degree Grand Larceny.  Hunt is accused of stealing a John Deere tractor valued between $12,000 and $15,000 dollars, and selling it to another individual.   Hunt was processed and arraigned in the Town of Norwich Court, he was remanded to the Chenango County jail on $10,000 cash bail, he is to reappear in the Town of Norwich Court on a later date.

The annual COLORSCAPE CHENANGO ARTS FESTIVAL will return to downtown Norwich tomorrow & Sunday at the East & West Parks.  The festival runs from 10:00 AM to 6:00 PM Saturday and from 11:00 AM to 5:00 Pm Sunday.  Admission is free more information is available at 336-FEST, or at colorscape.org.

P.M. NEWS THURSDAY 9-5-13

State Police at Oneonta arrested 42-year-old Kathleen Duncan of Otego for 2nd degree felony Assault.  The arrest resulted from an incident on Marble Road in Oneonta, where Duncan is accused of hitting and kicking a subject and then striking him with a hammer.   Duncan was arraigned in the Oneonta Court and released on her own recognizance & will return to Oneonta court on September 26th.

Chobani Yogurt has issued a recall as a type of mold commonly found in a dairy environment was found in products made at their new Idaho plant.  The product in question is fewer than 5% of their total production; the effected product may appear to have swelling or bloated containers, with the code number 16-012 with the expiration dates between September 11th and October 7th.  Officials said that the retails stores have removed the majority of the affected products.  Product made in the Chenango county facility is not affected.  Customers who purchased cups with the affected code and dates can get replacements by contacting the Customer Loyalty Team on the company’s website.

Congressman Chris Gibson announced that he opposes the idea of military intervention in Syria.  Gibson says he wants Congress to oppose President Barack Obama’s plan to launch a missile attack on Syria in retaliation for the alleged chemical weapons massacre of civilians, however, House speaker John Boehner agrees with the president’s plans.  . Gibson served in Iraq during wartime and as part of a peace-enforcement mission in Kosovo, Gibson said a mediated settlement would be far better for the U.S. and its interests than launching missiles

State Troopers arrested 39-year-old Craig Vantassel of Morris for Driving While Intoxicated following a personal injury accident on State Route 51 in the town of Butternuts.   Vantassel was issued tickets returnable to the Town of Butternuts Court on September 12th.

Delaware County officials announced that a new and upgraded 911 system would be installed in the county. The new system is estimated to cost $15 million, although some of it will be offset by state and federal grants. It’s not yet known what the local share of the cost will be. Throughout the county, older communication towers will be replaced with new ones. It will increase the range of the emergency calls and the amount of channels on which first responders can communicate. The number of towers will also double. The system is expected to be up and running by 2015.

Consumer confidence in New York State has dropped to a 20-month low. The monthly Index of Consumer Sentiment, conducted by Siena College, found buying plans were down on most products, including vehicles, electronics and homes. New York’s consumer index fell 2.1 points in August, while the nation’s index dropped 3 points. New York’s consumer sentiment was 73.3, which was 8.8 points below the nation’s index of 82.1. Consumer confidence was higher among New York City area residents, but lower among upstate residents.

A proposal would prohibit New York government officials from collecting frequent-flier benefits earned through travel paid by taxpayers. The bill is aimed at state officials who pocket free airfare and luxury hotel stays based on taking trips while on state business. The bill by assemblymen Steve McLaughlin, Jim Tedisco and Michael Fitzpatrick follows reports that Assembly Speaker Sheldon Silver may have earned more than 200,000 frequent-flier miles. The bill would need to be passed by the state legislature and signed by Governor Cuomo in order to become law.

Governor Cuomo announced the State University of New York would launch four SUNY networks of excellence to support increased research collaborations between SUNY and industry partners to spur commercialization activities.  The SUNY 4E network will focus on societal challenges in energy, the environment, economics and education.  Each network will assemble scientists and scholars from SUNY campuses across the state to collaborate on joint research programs.  SUNY schools coordinating SUNY 4E networks include Binghamton University.  For more information go to governor.ny.gov

Governor Cuomo pushed back against sheriffs around upstate who have been suggesting they will not enforce some provisions of his SAFE Act gun control bill. Some upstate sheriffs have made public comments that they have no interest in enforcing what some believe to be an illegal piece of legislation. The governor said their job is to enforce the law, all of the laws, whether they agree with it or not.

Frequent fliers will be able to move through several key upstate airports quicker when the Transportation Security Administration begins offering expedited screening in Syracuse, Albany, Buffalo-Niagara, Rochester and Westchester County. Pre-approved passengers that are a part of the program get to use select screening lanes and do not have to remove shoes, belts and can keep laptops in their case. The TSA says 15 million Americans have taken advantage of the program since it launched nearly two years ago. To find out if you’re eligible for the program, visit www.tsa.gov.

The Latest Siena Poll out yesterday said that consumer confidence in the state of New York and the rest of the country sank during the month of August, putting overall sentiment in the state was at it’s lowest level since December of 2011.

Broome county is putting out a request for proposals from private management companies to take over the operation of the BC Transit Bus system. The system has been battered by service cuts and fare increases in the last few years, so the county is now looking at private management to save money. The bid request would likely go out sometime in the next two weeks. The county said it will look at bid options, and then make a decision whether or not to move forward. The county said it has no plans for a fare hike or major service cuts in its 2014 proposal.

Senator Charles Schumer announced a plan yesterday to make Cornell University a center for excellence in dairy safety. He says Cornell has the strongest dairy program in the state and deserves the opportunity to lead the nation in safety protocol. The plan would facilitate joint research ventures between the government and Cornell and would bring Cornell’s research to the national stage more quickly, and to federal regulators who set the standards for dairy safety techniques and practices.

P.M. NEWS WEDNESDAY 9-4-13

Area homeowners have until the end of this year to renew their eligibility for the STAR school tax exemption program.  State Comptroller Tom DiNapoli estimated 13 million dollars in fraud and abuse in the Basic STAR program; the state legislature then mandated that all Basic STAR recipients re-enroll this year to receive the benefit next year. The change does not affect Enhanced STAR program for senior citizens who own homes.

Last Christmas, the River Club in Afton served up free meals for underprivileged residents of the area,  this year, they are holding a fundraising golf tournament this Saturday, to raise money to also give gifts as part of the free Christmas meal this year.  River Club owner Jack Flannery explains:

The state labor department announced the Unemployment Insurance Early Repayment program for those who have collected overpayments of unemployment benefits they were not entitled, and wish to avoid additional penalties.  Effective on  October 1st ,  Claimants who knowingly collected overpaid benefits will not only have to pay the overpayment back and be assessed forfeit days against future UI claims, but also be charged a 15% monetary penalty on the overpayment or $100, whichever is higher. Delaware County Deputies investigated a one-car personal injury accident Saturday on County Highway 26 in the Town of Hamden.  19-year-old Daniel Monsen of Merrick, Long Island lost control of his vehicle, striking an embankment and rolling over.  Monsen was transported to O’Connor hospital in Delhi,  with lacerations to his hand,  no tickets have been issued.

The Greater Oneonta Economic Development Council &  Oneonta River Corporation, will host 2 presentations that could lead to a positive economic impact in the Oneonta Area.   Dr. Carlena Ficano who is a  Hartwick College professor of economics, will present a report on the profitability of local commercial hops production, on Wednesday, September 25th at Foothills at 4:30 PM.  The 2nd presentation will be on Tuesday, October 1st, where Heath Markus Green of Cornell University will head-up a presentation on revitalizing part of the old D&H Rail-yards in Oneonta.  Green’s presentation will be held at Foothills Performing Arts center at 4:30 PM.

State Troopers arrested 21-year-old Brandon Duran of New York City, for having an outstanding warrant issued by Oneonta Court, and driving with a suspended learner’s permit.  22-year-old Hakiym Colon of the Bronx was charged with Unlawful Possession of Marihuana, following a traffic stop for speeding on I-88 in Bainbridge.  Colon & Duran were issued tickets returnable to the Bainbridge Town Court; Duran was turned over to the City of Oneonta Police.

Binghamton fire investigators believe that an electronic cigarette is to blame for a fire last week at 19 Newton Avenue.  Investigators reported that a failure of the cigarette’s battery while it was charging sparked the fire, which led to heavy smoke and water damage. The fire was extinguished quickly, 1 person escaped without injury, the fire has been ruled accidental.

State troopers arrested 66-year-old Dennis Graves of Binghamton for Aggravated DWI with a BAC of .20%, 2 ½ times the legal limit.   The arrest resulted from a property damage accident in Fenton; Graves was processed and issued tickets returnable to the Town of Fenton Court on September 12th.

A coalition of business groups that spent about $15 million pushing Gov. Cuomo’s legislative agenda is disbanding. The Committee to Save New York blanketed the tv airwaves in 2011 and 2012, promoting Cuomo’s budget plans and financial austerity measures like the state’s now-implemented property-tax cap. The group went silent in 2013 as new state rules took effect that would have required it to disclose its major donors. The decision to disband comes as the Moreland Act Commission, which was created by Cuomo earlier this year, conducts an investigation into corruption and the state’s campaign finance system.

The New York City Department of Environmental Protection announced several stream improvement projects. Work includes Fly Creek at Fleischmanns – Middletown in Delaware County, receiving $1.3 million to stabilize eroded streambanks and damaged retaining walls. Another project will be started at Dry Brook at the Arkville Trailer Park – $400,000 to stabilize areas of erosion, and the stream bank and flood plain will be reconstructed to their approximate pre-flood locations.

Gov Cuomo raised the possibility of creating a “death penalty” for underperforming public schools in New York, suggesting he may push legislation next year allowing the state to take action. Cuomo said he will craft a plan for dealing with “failing schools” when lawmakers return to the state Capitol in January. The governor laid out a number of possibilities for dealing with underperforming schools, including potentially allowing the state, a local mayor or a charter school to take over. Any of those moves would require approval by state lawmakers.

The New York State Fair has ended with a slight increase in attendance over last year, with more than 850,000 people visiting the fairgrounds in Syracuse. Fair officials say yesterday’s closing-day attendance was nearly 61,000, pushing overall attendance for 2013 to just over 851,000. That compares to about 845,000 last year. The all-time record for attendance was set in 2001, when more than 1 million people passed through the gates.

Heavy rains and isolated hail storms caused power outages as they moved through the WCDO listening area on Labor Day Monday. Localized flooding was reported on many small streams and low lying areas. There was isolated basement flooding in the Whitney Point to Walton corridor and areas north including South New Berlin that had multiple calls. Water also flooded roads in many areas including State Highway 80 and Dunham Road in Smryna, and multiple roadways were covered in the Franklin and Walton areas. We remind you to use caution and pay attention to road conditions when travelling throughout the area today.

An apartment building fire in Castle Creek sent two to the hospital early Sunday morning. The fire broke out around 5 a.m. in one of the Glen View Apartment basement apartments. The two people living in that apartment were taken to Wilson Hospital for smoke inhalation. The fire ran up the left side of the building and the complex is destroyed. Seven fire departments responded and had the fire under control around 5:30 a.m. The investigation into what caused the fire is ongoing.

A house fire claimed four lives on Elmira’s south side Friday night.  The Elmira Fire Department responded to a structure fire in the 100 block of Morrow Street, where four people, ages 17, 10, 7 and 5 were located inside the home and were transported to local hospitals for treatment. All four lated died from injuries sustained in the fire. Close to 200 family and friends held a candlelight vigil for them Saturday night.

A black bear was found in Endicott late Sunday night. Police personnel, along with the Fire Department shut down Main Street for about 10 minutes Sunday night to clear the area for the bear, which was first spotted on Adams Avenue and eventually made its way through 10 blocks of the village. Police said the bear was above the average 250 pound size, weighing in between 300 and 350 pounds.

Ommegang Brewery in Cooperstown released the second beer of its “Game of Throwns” series, which is related to the HBO TV series, during a tasting event at the brewery Monday. The beer is a deep, dark brew called Take the Black Stout. It joins the first “Game of Throwns” beer that was released back in March called Iron Throne Blonde Ale.

P.M. NEWS FRIDAY 8-30-13

Several local fire departments worked into the early morning hours today fighting a fire that gutted the Bluestone Grill in Hancock. The fire was called in at 10:30 p.m.last night. Crews from Hancock, Deposit, Walton and East Branch responded. There were no injuries, and there was minimal damage to surrounding homes. Deleware County fire investigators are looking into the cause.

Police arrested a Windsor a man for allegedly stealing nearly $20,000 worth of merchandise from a Conklin business. Broome County deputies arrested 44 year old Greg Rought, who is charged with stealing tools and gift cards from E. Systems Group in Conklin on Aug. 14. Rought was arraigned in Town of Dickinson Court and sent to the Broome County jail. Anyone with any information should call the Sheriff’s Office at 778-2053

In an effort to promote economic growth, community leaders in Delaware County are proposing a new project at SUNY Delhi to create more business opportunities by recycling waste water. The project would take waste water from the Delhi Waste Water Treatment facility and recycle it through an irrigation system on campus golf course. Senator Kirsten Gillibrand joined campus and community leaders earlier this week in support of the project. Leaders hope Gillibrand will go to bat for them, as about half of the funding for the $2 million plan is still needed and the project is eligible for federal grants. Construction is anticipated to begin next spring.

About 1,200 homeowners, renters and business owners affected by the June floods received checks yesterday to help them repair and rebuild. Gov Cuomo appeared at Herkimer County Community College to give an update on the flood recovery and state funds to assist with that effort. The checks represent $13.6 million in state funds awarded to those affected by the flooding in the Mohawk Valley, Central New York and Niagara County. Additional checks will be issued as more applications are processed.

US Senator Charles Schumer is trying to make a connection that would bring up to 600 jobs to Delaware County. The jobs would be created at a call center to be built in Hancock. A new report on New York’s economy calls the last 10 years a “lost decade” for typical workers, with median wages dropping almost 7 percent for men and about 1 percent for women. The Fiscal Policy Institute said the recovery from the Great Recession shows more underemployment despite the state restoring overall jobs lost in the downturn. The institute said most growth has come in lower-paying businesses like retail and restaurants, while a decline in middle-wage jobs continues, partly from government cuts. The report was based mainly on federal and state labor data.

Celebrating the end of the summer? Make sure you’re not drinking and driving, or you may end up with a Labor Day ticket. State and local law enforcement agencies have been out in force since Aug. 16 with sobriety checkpoints and saturation patrols to deter drunk driving. Law enforcement agencies will also crack down on drivers whose ability is impaired by drugs, both illegal and prescription. Nationally, someone is killed every 51 minutes on average in a drunk-driving crash. The majority of these crashes involve drunk drivers who have nearly twice the legal BAC of .08 or higher.

Governor Cuomo announced 16 winners, across the state, of a statewide competition to form public-private partneships to prepare high school students for high skill jobs in technology, manufacturing and healthcare. Students can earn an associate degree at no cost. Partnerships include Broome Community College, Lourdes Hospital in Binghamton and United Health Services.
