The Delaware county department of emergency services is continuing with their plans to upgrade the counties antiquated communications system.  County EMS director Richard Bell explains:

New York State Comptroller Tom DiNapoli today announced his office completed the audit of the Laurens Central School District.  DiNapoli’s report said that the district has accumulated reserve balances in excess of the district’s average needs and has accumulated significant total fund balance, including reserves. For the fiscal years 2007-08 through 2011-12, the district’s total fund balance increased to $3.6 million, with reserves at nearly $3 million, or 82 percent of the fund balance.  Copies of the audit are available at openbooknewyork.com.

Governor Cuomo announced more than $900,000 in federal funding, provided by the USDA, to support research projects ranging from improving the resiliency of New York’s crops, to expanding the reach of the state’s agriculture sector.  The funding includes $154,000 to support the state’s wine and grape industry.  The funding will provide state assistance for specialty crop programs including research, promotion, food safety, and nutrition. US senator Charles Schumer urged the U.S. Dept. of Veterans Affairs to review their mental-heath protocols. Schumer will recommend the VA to set up a Joint Emergency Psychiatric Response Center that will work with the Department of Defense, local and state law enforcement. The call follows the Washington D.C. Navy Yard shootings earlier this month by former Navy reservist Aaron Alexis. There are 8 VA Medical Centers and 35 community-based outpatient clinics in upstate New York. Schumer will recommend the national response centers be open 24 hours a day to help identify vets that need help.

Local organizers today announced an inaugural 5K run/walk through the City of Norwich to support the St. Baldrick’s Foundation in their mission of funding childhood cancer research. The 5K run/walk will be held tomorrow with the start and end at East Park, in the City of Norwich at 9 am.

Approximately $150,000 has been raised locally to support childhood cancer research. All of the money raised for any of these events goes to the St. Baldrick’s Foundation to fund childhood cancer research.

A Benefit will be held this Sunday for the Donald Alger Family of Sidney center, at Angus & Ale at 66 Main Street in Sidney.  The event will run from 12:00 noon to 4:00pm, a$5.00 Donation is requested at the door.  The Alger family was recently involved in a head-on car accident, with all 5 members injured. Money raised will assist in the family’s medical & rehabilitation bills.

P.M. NEWS THURSDAY 9-26-13

U.S. district court Judge Thomas McAvoy sentenced 43-year-old Jeffrey Turner of Fenton, to 30 years in federal prison for producing child pornography, to run concurrent with the 8 years he was sentenced in Broome County court for rape & criminal sexual act charges.  Turner was sentenced in the federal court in Binghamton this morning.

50-year-old Anthony Palladino of Oneonta was arrested for allegedly attacking a fellow inmate at the Otsego county jail last week.  Palladino was charged with felony assault and issued an appearance ticket in the Middlefield court.  Palladino was transferred to the jail in Elmira for felony drug convictions; he could face another 15 years to life in jail on the new charges if convicted.

State troopers arrested 41-year-old Richard Duell of Fenton for driving while intoxicated and unlawful possession of marihuana.  This arrest followed a 911 call of a vehicle driving through someone else’s yard just off of State Route 369 in Fenton.   Duell refused to submit to a breath test, he was arraigned in the Fenton court and then remanded to the Broome County Jail in lieu of $1500 bail pending future court action.

Delaware County Sheriff’s Deputies investigated a two-car motor vehicle accident at Pines Brook Road and Left Pines Brook Road in the Town of Walton.  56-year-old Dale Beadle of Walton was driving south on Pines Brook Road when 18-year-old Stephen Butler of Walton attempted to turn left on to Left Pines Brook Road.  Beadle’s vehicle struck Butler’s vehicle, causing significant damage to both vehicles, both drivers were uninjured. Butler was ticketed for failure to failure to yield the right of way.

State Senator Jim Seward announced his support for a legislative solution to a billing situation that has placed Early Intervention Program services for hundreds of special needs children at risk.    Senator Seward comments:

Senator Seward that as part of the state budget, a central statewide administrator of the program was approved with an eye toward mandate relief for counties, which were responsible for managing billing of the program, but many providers have not been reimbursed for their services.

Governor Cuomo announced that 7 research projects involving 10 SUNY campuses would each receive up to $100,000 from the SUNY Research Collaboration Fund, to support research collaborations as part of “The Power of SUNY”. Among the funded initiatives are projects that seek to improve cancer detection and treatment, further medical imaging and diagnostics, and analyze the effects of climate change. 3 of the projects are located at Binghamton University.

First-class postage stamps could rise 3 cents to 49 cents in 2014 under a proposal by -the U.S. Postal Service. The increase would raise about $2 billion in additional revenue a year. The Postal Service posted a $15.9 billion net loss last fiscal year and could lose $6 billion in the current fiscal year. The rate hike will require approval from the Postal Regulatory Commission.

The New York State Disaster Preparedness Commission met yesterday in Albany to discuss a variety of topics. The group is comprised of 28 state agencies and the American Red Cross. Members discussed the threat of the current hurricane season, last week’s incident in Nairobi, Kenya, and homeland security  concerns. The State DOT has scheduled a public information meeting tonight, to discuss the planning study for the I-81 Pedestrian Bridge. The meeting will be held in the Dickinson Town Hall at 531 Old Front Street, Binghamton at 6:30 PM with the presentation will beginning at 7:00 PM. The pedestrian bridge remains safe for cyclists & pedestrians, but has been deteriorating and it does not have sufficient clearance over I-81 and does not meet current requirements under the Americans with Disabilities Act. Otsego County and the City of Oneonta have been awarded $75,744 from the New York State Archives, for a Local Government Records Management Improvement Fund Geographic Information Systems project. The shared services project will be improving data records retention, increase quality assurance of data; it calls for the conversion of 688 Mylar tax maps into a digital format, and the development of a data repository between the County and the City to streamline data & eliminate redundancies.

Governor Cuomo announced a $6.7 million federal College Access Challenge Grant has been awarded to the State to increase college enrollment and completion among low-income students across the State. The Higher Education Services Corporation will continue to distribute much of the grant funds through a competitive statewide process to schools, nonprofit agencies, and community-based organizations that work directly with at-risk populations and populations that are traditionally underserved. more Information is available at HESC.ny.gov.

P.M. NEWS WEDNESDAY 9-25-13-THIS JUST IN

Broome County Sheriff department announced the arrest of a man wanted in connection with a recent homicide in Binghamton.  Police chased Nigel Smith to 17 Pine Street in the Town of Fenton this afternoon.  Smith was wanted by Binghamton police in connection with the murder of 44 year old Bretnie Owens at 11 Stone Street in Binghamton in June.  Smith was taken into custody after a brief struggle, Broome County deputies were assisted by state police, Binghamton police & a SWAT Team, and Smith faces court action shortly.

Chenango county judge Frank Revoir has rejected a request from the defense attorney for Ganesh Ramsaran of New Berlin, to hold a hearing to reconsider the amount for bail.  Judge Revoir ruled that there was no basis for a hearing currently, Ramsaran is accused of killing his wife Jennifer last December, her body was found in June in the town of Pharsalia.   Ramsaran remains held in the Chenango County jail.

The Chenango County Sheriff’s Office is continuing to investigate an armed robbery at the Kwik Fill convenience store on State Route 12 in the Town of Norwich Sunday evening.  The suspect is described as a white male, approximately 6 feet tall, with a medium build. He was wearing a black hoodie, light colored jeans, and dark colored sneakers, he disguised his face with a white bandana or ski mask. Deputies believe the suspect had a vehicle parked in the North Plaza.  The Sheriff’s Office is asking anyone who was in the area of to call at 334 2000. Students looking to become teachers through State University of New York colleges and universities will face higher admission requirements under a resolution approved by the SUNY Board of Trustees. By the 2015-16 school year, prospective teachers must have a minimum GPA of 3.0 and take a high-level exam, such as the GRE, to be accepted into a teaching program at a SUNY graduate school. For undergraduate programs, a student must have graduated within the 30th percentile of their class. The change was a recommendation from the New NY Education Reform Commission, which was created by Governor Cuomo last year to recommend ways to improve the state’s education system.

The Chenango county sheriff’s department arrested 58-year-old Thomas Cohen of Plymouth, on an active Arrest Warrant for 2nd degree criminal contempt.  Cohen is accused of Violating an order of Protection issued for an unidentified victim in the town of Plymouth, he was arraigned and was remanded to the Chenango county jail on $5,000 cash bail pending an October 3rd court appearance.

State Attorney General Eric Schneiderman announced that 19 companies have agreed to stop writing fake online reviews for businesses and to pay more than $350,000 in penalties. “Operation Clean Turf” found that companies flooded the Internet with fake consumer reviews on websites such as Yelp, Google Local, and CitySearch, by creating fake online profiles, which violated state laws against false advertising and illegal deceptive business practices.  The CEO’s of the 19 companies have agreed to stop the practice and will pay penalties ranging from $2500 to just under $100,000.

The state labor department released unemployment statistics for local counties, with each of the tri-counties experiencing a decline in joblessness.  Chenango & Delaware counties each dropped 2/10ths to 6.4% & 7.4% respectively, Otsego county’s rate dropped 1/10th to 6.4% in august.  The statewide unemployment rate was at 7.6%

Delaware County Deputies investigated a car vs. skate boarder accident in the Town of Middletown.  42-year-old Jessica Koester of Middletown was driving on Glen Acres Road when 19-year-old Rolando Martinez of Montauk was traveling in a northerly direction on his skateboard.  Koester swerved in an attempt to avoid hitting Rolando Martinez but was unable to do so as Rolando was in the middle of the road.  Rolando was transported to Albany Medical Center by Life-Net helicopter where he was listed in serious but stable condition.

Broome County Sheriff’s deputies arrested 38 year old Donnette Russell of Bainbridge Monday on charges of DWI, reckless endangerment, aggravated DWI, criminal mischief & leaving the scene of a personal injury incident.  Deputies responded to the report of an intoxicated driver in a driveway in the town of Chenango, when they arrived, the driver struck trees, a garage, a parked car and the caller, who was taken to an area hospital with minor injuries.  Deputies later spotted Russell on Upper Front Street, she was apprehended and is accused of having a BAC of .30, and she was taken to the Broome County Jail without bail pending court action.

38 year old Michael Degnan of Port Crane has been indicted on additional charges.  Degnan was arrested for allegedly raping a 14 year old earlier this year; the new charges include 1st-degree rape, 2nd degree rape, 4 counts of criminal sex acts and endangering the welfare of a child.  Degnan remains in the Broome County Jail.

The Greater Oneonta Economic Development Council & Oneonta River Corporation, will host 2 commerce building programs that could have an impact in the Oneonta Area.   Dr. Carlena Ficano of the Hartwick College economics department will present a report on the profitability of local commercial hops production today at Foothills at 4:30 PM.  The 2nd presentation will be on Tuesday, October 1st, where Heath Markus Green of Cornell University will give a presentation on revitalizing part of the old D&H Rail-yards in Oneonta.  Green’s presentation will be held at Foothills Performing Arts center at 4:30 PM.

P.M. NEWS TUESDAY 9-24-13

Broome County Judge Joseph Cawley this morning found 25-year-old Jaclyn Wesley of Binghamton guilty of vehicular manslaughter.  Wesley was accused of driving with a blood-alcohol content of .13 percent when her SUV left I- 88 in the Town of Fenton on May 20th 2011, and plunged into the Chenango River. Her passengers, 25 year old Rob Moorehead of Port Crane, and Binghamton residents 45-year-old Rob Marshall and 39 year old Carri Michalski were killed in the crash. Sentencing will be at a later date.

Governor Cuomo aims to reduce distracted driving by unveiling special “Texting Zones” along the New York State Thruway and State Highways.  The new zones will give motorists a pull-off area to park and use their mobile devices, in many cases, Existing rest stops and parking areas will serve as Texting Zones, and signage will be placed along the highway to inform drivers where the Zones are located.  New Texting locally will be located on I-81 in Whitney Point, New York route 17 at East Branch & Roscoe, & I-88 at Unadilla & East Worcester

State Police at Norwich arrested 24-year-old Patrice Ray of Plymouth for DWI and other vehicle and traffic law violations following an accident investigation in which Ray struck a parked and unoccupied vehicle on State Route 12 in Oxford.  She will appear in town of Oxford court September 30th

The state DEC has a new online registration system for hunter and trapper education programs that are required before getting a license. The agency says the new system will make it easier for people to find a nearby course and sign up. September of Prostate Cancer awareness month, statistics show that 1 in 6 men will be diagnosed with prostate cancer in their lifetime.  State Senator Tom Libous has been battling the disease for a couple of years, he said that his experience with cancer led to the partnership with Lourdes and UHS to create I Turned Pro, a Proactive program on Prostate Cancer. FEMA has approved Otsego County’s Hazard Mitigation Action Plan 5-year update.  The next step in the process is the adoption by resolution of the plan by all 35 municipalities and the Otsego County Government for it to be officially in-place.  County officials said that having a FEMA-approved Hazard Mitigation plan allows the County, municipalities, and identified stakeholders to be eligible for annual, and disaster declaration funding rounds.
