State Police are investigating a hunting fatality Saturday in the Town of Westford.  52-year-old Charles Bruce of Franklin Square, was shot in the chest and died at the scene Saturday morning, near Steve Braun Road.  State police, along with the Otsego County District Attorney’s Office and the State DEC are investigating.

38-year-old Geneia Rood of Pitcher has a court hearing today, Rood is accused of causing the death of a 3-month-old girl she was babysitting.  Rood was charged with 2nd degree manslaughter after an autopsy showed alcohol was in the child’s system, the child’s death was ruled a homicide. Rood was sent to the Chenango County jail on $50,000 bail

Human remains found in a wooded area in the town of Chenango have been identified as 54-year-old Paul Terwilliger, who was a sex abuse suspect who disappeared after posting bail.   Hunters found Terwilliger’s decomposed remains Saturday morning; his body was identified by dental records.  Terwilliger was charged last April with 1st degree sexual conduct against a child. He was jailed after his arrest but was later released on bail, he was reported missing in May, a suicide note was found during the course of the missing person investigation.

33-year-old Samantha Stone of Waverly was sentenced in Broome County Court Friday to 12 years to life in prison, for sexually abusing girls through a dance studio that she owned in Binghamton.  Binghamton police arrested Stone in 2011, for 2 counts of 1st degree sexual abuse, a grand jury indicted Stone for 2  counts of predatory sexual assault against a child.

State Police & the Otsego County and State Fire Investigation Teams, are investigating a fatal structure fire Saturday morning at 40 Walnut Street in Richfield Springs. The deceased was identified as 59-year-old Mary Weingates.  The fire was reported at approximately 7:00 AM Saturday with 4 Departments responding, the manner and cause of death are pending and the investigation is continuing.

P.M. NEWS FRIDAY 11-15-13

Michael Buck of Middlefield was arraigned in Otsego county court on charges of 2nd degree murder, 1st degree assault, criminal use of a firearm and criminal weapons possession.  A grand jury indicted Buck earlier this week, in connection with the murder of his father Joseph Buck on September 22nd in the town of Middlefield.  Buck was returned to the Otsego county jail on $500,000 cash bail or $1 million dollars bond pending additional court action.

The Amphenol building project Sidney is rapidly progressing at the new site next to K-Mart on Delaware avenue.  Project Manager Tom Czernicki comments:

Czernicki said that office staff is scheduled to move into the new facility in April of next year, manufacturing will be moved over in increments, with the final pieces moved by December of 2014.

Governor Cuomo was presented with the final report of the New York State Tax Reform and Fairness Commission, which, outlines options to modernize the current tax system.   The report suggests modernizing the sales tax while funding low- and middle-income tax relief, modifies the estate tax, reforms the state’s corporate and bank franchise taxes & reviews best practices to make the system more equitable for local governments, businesses and homeowners.   Governor Cuomo will consider the Tax Relief Commission’s recommendations for including in the next state budget.

Assemblyman Cliff Crouch announced that he would be hosting 2 town hall meetings next week.  The first meeting will be the Town of North Norwich, on Monday at 5:30 PM at the town hall at 188 County route 23, followed by a town hall meeting for the Town of Nanticoke on Tuesday November 19th at 6:00 PM at the Nanticoke Town Hall at 755 Cherry Valley Hill Road in the town of Maine.

New York’s utility regulating agency has removed a barrier to the spread of charging stations for electric vehicles. The Public Service Commission decided it doesn’t have jurisdiction over publicly available electric vehicle charging stations. The PSC said its decision reduces regulatory barriers, in keeping with the Governor’s initiative to encourage growth in the use of electric vehicles.  The Governor wants to see a statewide network of up to 3,000 charging stations over the next five years

The 315 area code in central and northern New York will not be split up any time soon. The state Public Service Commission is postponing the proceedings to determine how to create an additional area code in the 315 region, which includes all or part of 18 northern and central New York counties. Officials thought the 315 area code would run out of numbers in the first quarter of 2015, but now they project that won’t happen until the third quarter of 2016. Regulators say they should be able to re-start the proceeding quickly should the need arise.

Upstate New York homeowners would avoid increases in their flood insurance premiums under legislation introduced in Congress, according to U.S. Senator Charles Schumer. Under the Homeowner Flood Insurance Affordability Act, premium increases in National Flood Insurance Program policies would be delayed until the FEMA completes an affordability study.  The legislation would apply retroactively to homeowners who recently purchased a home in a flood zone. The rate hikes for those homeowners took effect October 1st. Many homeowners in New York and New Jersey are facing higher online canadian pharmacy flood insurance rates as a result of Super storm Sandy and tropical storms Lee.

A.M. NEWS FRIDAY 11-15-13

Oneonta Police Department responded to a report of suspicious activity on Gilbert Street Thursday.  Police investigated & arrested 29-year-old Jahari Brown of Utica, & 22-year-old Davon Sanders of Utica, on charges of Criminal Possession of a Controlled Substance.  The pair are accused of possessing 25 bags of heroin with a street value of approximately $500. Police also recovered a handgun and a loaded sawed-off shotgun.  Both subjects were held pending arraignment in Oneonta City Court, the investigation is continuing.

A gas leak inside the former Midtown Mall building at 83 Court Street in downtown Binghamton Thursday, led to an evacuation of area buildings. Workers building student housing were cutting a pipe that they believed to be inactive, when a plasma cutter ignited gas in the pipe.  Binghamton firefighters, Police & NYSEG Crews responded, at around 11:20 AM, no injuries were reported, and evacuees were allowed back into their buildings about 2 hours later.

The 2nd Otsego County Economic Development Summit will be held today at the Foothills Performing Arts Center in Oneonta from 7:00 AM to Noon.  State Senator Jim Seward hosts the event in cooperation with the Otsego County IDA, Otsego County Development Corporation, Otsego County Chamber of Commerce and Citizens’ Voice. P.M. NEWS 11-13-13

The Chenango County Sheriff’s Office arrested 2 men on charges of 3rd degree Criminal Mischief, 4th degree Grand Larceny in the fourth degree & 3rd degree Criminal Trespass.  Deputies arrested 22-year-old Cody Gay of North Norwich & 22 year old Paul Presnell of North Norwich following an investigation into damaged and stolen railroad tracks from the New York, Susquehanna, and Western Railways. The pair is accused of using torches to cut out sections of track in North Norwich in August, and then selling the metal.  Gay and Presnell were processed and released on appearance tickets for a later court date.

The State Police Troop C Violent Felony Warrant Squad, and U.S Marshals Fugitive Task Force, apprehended 3 people wanted in Broome County.  Arrested were 20-year-old Shayne Bartow of Vestal, who was wanted for Felony Probation Violation & 2nd degree Burglary by the Broome County Sheriff’s Office.  Also apprehended were 21-year-old Denzel Duncan of Binghamton, who was wanted for Felony Aggravated Family Offense by the Binghamton Police Department and 50-year-old Debbie Duffy of Vestal, who was wanted for Welfare Fraud by the Binghamton Police Department.  All 3 fugitives were turned over to the respective wanting agencies.

Area Assembly Members Cliff Crouch & Donna Lupardo hosted a public meeting last night at the Chenango Valley High School, to get input on the controversial plan to close down the Broome Developmental Center.  Area State Senator Tom Libous is opposed to the closing:

Initial plans called for Broome Developmental and 2 other mental health facilities in the area to get closed down as part of proposed state budget cuts, and move the employees at those facilities to similar facilities around the state.

State Attorney General Eric Schneiderman joined with 31 attorneys general urging Google/Motorola, Samsung and Microsoft to develop a technological means to protect smartphone users by drying up secondary markets for stolen devices and eliminate the economic incentive for theft.  The Secure Our Smartphones Initiative encourages the smartphone industry to implement a solution to the robberies involving mobile communication devices.  Smartphone thieves victimized about 1.6 million Americans in 2012, with San Francisco & New York City seeing huge increases.

The Chenango county sheriff’s department arrested 33-year-old Timothy Heady of Norwich for Driving While Ability Impaired by Drugs.  Heady was charged following a traffic stop for a moving violation in the Town of Columbus, during the stop, Heady was found to be operating the motor vehicle under the influence of marihuana, he was also found to be in possession of marihuana.  Heady was taken into custody without incident, was processed and released to a sober third party, he will appear in the Town of Columbus Court at a later date.

New York’s new online health exchange now reports 197,011 New Yorkers have completed applications to get insured, while 48,162 have enrolled in plans, nearly half in the Medicaid program for low-income residents. The exchange, which opened Oct. 1st as the state’s response to the federal Affordable Care Act, includes low-cost plans for individuals and small businesses with coverage starting January 1st. A.M. NEWS WEDNESDAY 11-13-13

State Police at Oneonta arrested 33 year old Jonathan Hynes, who was arraigned on charges from a sealed indictment in Delaware County Court, for 2 counts of 1st degree Robbery, 3rd & 4th degree Grand Larceny, Criminal Possession of a Forged Instrument, 3rd degree Burglary, Criminally Possessing a Hypodermic Instrument & Endangering the Welfare of a Child.  The charges followed the investigation into the October 26th Stamford Country Store & the October 28th robbery Davenport Quickway robberies.  Hynes was remanded to the Otsego County Jail without bail pending further action.  36 year old Jolene Hynes was also charged with Endangering the Welfare of a Child, she was arraigned in Stamford Town Court and was remanded to the Delaware County Jail on $1000 cash bail and $2000 bond, pending court action on November 26th.

The Chenango County Sheriff’s Office arrested 38-year-old Geneia Rood of Pitcher, completing the investigation into the death of 3-month-old Brenna Quinn on September 5th in Pitcher.  Deputies reported that the infant died while being watched by Rood, who has been charged with 2nd degree Manslaughter.  Dr. James Terzian ruled the victim’s death a homicide, as the child had alcohol in her system. Rood was arraigned in Chenango County Court and was remanded to the Chenango County Jail on $50,000 cash bail; she will face court action on November 18th.

Delaware county Deputies arrested 3 people on a Sealed Indictment Warrants issued by the Delaware County Court.   42-year-old Amy Mills of Franklin was charged with 2 counts of Criminal Sale of a Controlled Substance, for allegedly selling prescription medications, she was arraigned in the Delaware County Court and remanded to the Delaware County Jail on $5,000.00 cash bail or $10,000.00 insured bond.  Also, 39 year old Stephanie Townsend of Sidney was charged with 3 counts of Criminal Sale of a Controlled Substance and 45 year old James Townsend of Sidney was charged with 1 count of Criminal Sale of a Controlled Substance, they are accused of selling prescription medications, they were both arraigned & were remanded to the Delaware County Jail without bail.   Sidney Village Police Department assisted deputies during the investigation and the subsequent arrests.

The Oneonta town board is expected to act on their annual budget proposal at tonight’s meeting.  The budget totals 1.2 million dollars; with a tax levy increase of 1.2%.  Tonight’s meeting will be held at the Oneonta town hall in west Oneonta starting at 7:30 PM.

The Sidney Memorial Public Library will host a presentation of New York state health Navigators tonight at 6:30.  The presentation is a chance for uninsured individuals under the age of 65 to have access to affordable health insurance options.  The program is free & open to the public.

Governor Cuomo said a Veterans and Military Families Summit will be held next month in Albany to continue the state’s work to support veterans and the military community. More details regarding the Summit will be released soon, including how veterans and their families can participate.

Governor Cuomo announced the beginning of a promotional effort by the State Division of Veterans’ Affairs to highlight a $74 million tax credit encouraging employers to hire New York’s post-9/11 veterans who are currently not employed. Nationwide, post-9/11 veterans have an unemployment rate of 10%.  The state Division of Veterans’ Affairs will send informational mailings about the tax credit to organizations committed to hiring veterans. The tax credit will take effect on January 1st.

State police at Norwich arrested 37-year-old Lavyette Garcia of Norwich for aggravated unlicensed operation cheap generic cialis of a motor vehicle.   The arrest resulted from a traffic law stop for speeding on State Route 12 in Greene, Garcia was arraigned in the Greene town court and released, and she is due back in court on December 12th.

An Oneonta police arrested 25-year-old Christopher VanBuren on charges of 2nd degree reckless endangerment, 4th degree criminal mischief, endangering the welfare of a child and reckless driving after an incident Monday morning at the former Center Street school building parking lot.  VanBuren was in the passenger seat of a vehicle, when he reached over to control the accelerator and caused the vehicle to back up and hit another car. VanBuren will appear in Oneonta City Court at a later date.

The New York State Office of General Services announced that surplus vehicle and highway equipment auctions have been scheduled in Binghamton on Wednesday, November 20th & in Sidney on Thursday, November 21st.   Information on specific items and terms of sale, are available at ogs.ny.gov.  The first area auction is Wednesday, November 20th at 9:30 AM at the State DOT facility at 241 Colesville Road in Binghamton, the Sidney event will be on Thursday, November 21st at 9:30 AM at the State Police Troop C Headquarters on State Route 7.

A national analysis of winter heating costs by the AARP Public Policy Institute shows regional bills expected to rise 13 percent or more. The organization also said New Yorkers pay the highest electric bills in the continental U.S., 60 percent above the national average. It says those rates are also likely to increase. The Home Energy Assistance Program can provide $400 or more. Eligibility depends on income. The program starts Nov. 18.  For more information go to otda.ny.gov.
