A fire destroyed 118 Mechanic Street in Guilford last night.  Fire fighters from the Guilford and Oxford fire departments responded to the fire at around 6:00 PM last night, occupants escaped without injury.  The Chenango County Bureau of Fire is investigating.

State Police arrested 27-year-old Jamie Skovsende of Oneonta for felony DWI, after a stop was conducted for a loud exhaust on State Route 28 in Oneonta.  Troopers reported that Skovsende refused to provide a breath sample, a prior DWI conviction in 2011 made the new arrest a felony.   Skovsende was arraigned in the Oneonta court and remanded to the Otsego county jail in lieu of $1,500.00 cash bail.

Oneonta Police arrested 19-year-old Matthew Roth of Massapequa for 4th degree Grand Larceny, following an investigation into stolen credit and gift cards from the Hartwick College mailroom,  which  were used in various stores around Oneonta beginning in October.  Roth was released on an appearance ticket to appear in the City of Oneonta court at a later date.

The NY State of Health reported that 314,146 New Yorkers had completed their applications and 100,881 people have enrolled for Health care coverage starting on January 1, 2014. New Yorkers have until March 31st to enroll, and the first round of coverage begins January 1, 2014. To be covered by January 1, 2014, individuals must enroll by December 23, 2013. New York is on track to reach its enrollment goal of 1.1 million people by the end of 2016.

Governor Cuomo has directed that flags on state government buildings be flown at ½ staff today in honor of Pearl Harbor Remembrance Day. In that attack, more than 2,400 Americans were killed, including 40 from New York State.  Nearly 1.7 million New Yorkers served in World War II.  Flags on all state buildings are lowered today to half-staff in tribute to our state’s service members and those stationed in New York who are killed in action or die in a combat zone.

State troopers from Oneonta arrested 58-year-old Charles Kleingardner of Unadilla for 3rd degree assault.  Troopers responded to a reported dispute at a residence on Silman Cove Road in Milford, Kleingardner is accused of punching a relative in the eye causing an injury.  Kleingardner was issued a ticket returnable to the Milford town court on December 17th.

Delaware County Sheriff’s Deputies arrested 36-year-old Travis Platt Jr of Delhi on a charge of 3rd degree Criminal Mischief.    Platt was arraigned in the Town of Walton Court & was remanded to Delaware County Correctional Facility on $500 cash bail and $1,000 bond. He will appear in Delhi Town Court Tuesday for a felony hearing.

Delaware County Sheriff’s Deputies & Walton Police arrested 25-year-old Anthony Soules of Walton on an arrest warrant from Delaware County Family Court.  Soules was arraigned in Walton Village Court and sent to the Delaware County Jail on $1000 cash bail, he will return to Walton court at a later date.

The New York state tax commission formed by Governor Cuomo, failed to submit their report by the December 6th deadline last week.  Officials said that there is a split among members regarding tax cuts for all income levels, or tax cuts for the middle & lower classes only.

The state Comptroller Tom DiNapoli announced that his Office would audit New York’s system for documenting hate crimes after recent data showed a sharp increase across the state.   A November report from the state Division of Criminal Justice Services showed hate crimes in New York grew 30% between 2011 and 2012, to a total of 720 incidents last year.

U.S. Senator Charles Schumer is calling on the EPA to delay a mandate that would force municipalities to replace fire hydrants after January 4th.  Schumer is taking issue with the EPA’s interpretation of a 2011 for hydrants to be included in the new reduced-lead drinking water standards. Schumer says replacing all the fire hydrants will cost taxpayers hundreds of thousands of dollars unnecessarily.

Potential competitors for Upstate New York casino licenses are emerging. State officials will begin awarding casino licenses next year after voters passed a state constitutional amendment to allow Las Vegas-style casinos beyond Indian land. 4 Upstate licenses will be available, and more than twice that number of groups have expressed interest in operating a new casino in the Catskills, the Southern Tier or the Capital region.  Tioga Downs in Nichols is one of the interested businesses; the siting commission will begin accepting proposals early next year.

Broome County Executive Debbie Preston announced an upcoming auction of tax foreclosure properties throughout the County and in the City of Binghamton.  The auction is Saturday, December 14th, at the Holiday Inn Binghamton on Hawley Street starting at 10:00 am.  Auction bidders must register between 8:30 AM and 10:00 AM that morning.  The county has 135 properties, Last year; the County auctioned sold 103 properties for more than  $ 567,000.

The Otsego County Sheriff’s Office arrested Edgar Montes of the Bronx, for allegedly being the leader of a heroin drug trafficking ring.  Montes is charged with Operating as a major trafficker, Criminal sale of a controlled substance, Criminal possession of controlled substance, he was indicted on November 26th, and faces additional court action shortly.

Over the Thanksgiving Holiday weekend, State troopers conducted an underage drinker identification detail.  Troopers checked a total of 16 convenience stores in Broome County, all 16 businesses and sales clerks were found in compliance and no arrests were made.

Free 5-gallon pails of remixed exterior latex paint are now available to non-profit agencies and Otsego County residents.  The pain is available on a first come first serve basis, it was collected as part of the county’s annual Household Hazardous Waste Collection Day in September, it was re-mixed and packaged for distribution through the generosity of Golden Artist Colors of New Berlin.  More information is available by calling the Otsego County Planning Department at 547-4225.

State police at Oneonta arrested 21-year-old Travis Cole & 27-year-old Heather Cole of Oneonta for unlawful possession of marihuana.  The arrests occurred after a vehicle stop for loud exhaust on Orchard Street in Oneonta, a search of the vehicle and occupants found them to possess marihuana.  Both were issued tickets returnable to the Oneonta town court on December 10th.

The Sidney Chamber of Commerce will have their annual Jolly Holly days parade tonight, followed by other activities leading up to Christmas.  Chamber spokesperson Kerri Green said that there are some other features with tonight’s parade:

Sidney village police have received a number of complaints regarding larcenies from vehicles in the area of Circle Drive, Fox Street, Bird Avenue and Johnson Circle.  Police said that all of the crimes involved vehicles that were left unlocked.  Those who discover that their vehicles have been tampered with should contact Sidney police at 561-2301, police also remind residents to lock vehicles & homes.

Operation Merry Christmas trees will remain up for a only a short time, with cards on their trees in area businesses and locations, participants can remove a card from one of the trees & return the requested item, those items will wind up under the Christmas tree of a child of a struggling family this Christmas.  Program coordinator Ginny Ireland told WCDO News where the trees are located:

State Police arrested 36-year-old Jason Carl of Conklin on a variety of charges, after he attempted to flee from officers executing a search warrant, with the pursuit resulting in property damage accidents.    Carl was charged with 2nd & 3rd degree Criminal Possession of a Controlled Substance, Tampering with Physical Evidence; Unlawfully Fleeing a Police Officer, Criminal Possession of Marihuana, Criminally Using Drug Paraphernalia, Resisting Arrest and Various Vehicle and Traffic Law charges relating to the pursuit and 2 accidents.  Police confiscated 6 ounces of cocaine; 8 grams of heroin; 8 ounces of marihuana; drug paraphernalia, scales, packaging materials and over $2,500 in cash.  Carl was arraigned and was remanded to the Broome County jail without bail.

The trial for a former Walton teacher Stephanie Fletcher will be adjourned until a later undetermined date in Delaware county court.  Fletcher is accused of performing sexual acts with two 16-year-old male students in early 2011.  Fletcher pleaded not guilty to all charges related to the incidents, which allegedly occurred while she was a teacher at the Walton middle and high schools.

The Otsego county sheriff’s department arrested 33 year old Bryan Slaughter of Utica and 22 year old Dylon Mager of North Carolina on drug charges.  Deputies reported that 67 packets of heroin was seized, both were charged with criminal possession of a controlled substance,  Slaughter was sent to the Otsego County jail without bail, Mager had bail set at $2,500 pending future court action.

2 families managed to escape a fire this morning at 46 Park Street in Binghamton.  The fire was called in at about 5:45 this morning, firefighters managed to get a women & 2 of her children to safety, who were trapped on the roof.  The building was heavily damaged; no injuries among firefighters were reported.  4 people were taken to area hospitals for treatment; the cause of the fire is under investigation.

Residents of Norwich are partnering with the American Red Cross for a “Communities That Care” blood drive on Friday, December 13th from 12:00 to 7:00 PM.  The drive will be held at the Howard Johnson Hotel at 75 North Broad Street
in Norwich, The Red Cross is asking eligible blood donors of all blood types to donate blood during the winter months to strengthen the community’s blood supply.

Over $8,000 in cash, checks & toy donations came in during this week’s local fundraising efforts for Toys For Tots, following last Friday’s storage unit fire in Norwich that destroyed about $8,000 of toys that were to be distributed for this Christmas.  Tioga Downs kicked in $3000 in matching funds yesterday, and the toys were brought from the WCDO Studios to Bainbridge yesterday for distribution, Toys for Tots Coordinator Roger Barnhart stopped by Snips & Snails & commented about the local efforts:

Chenango County Sheriff’s Deputies arrested 5 suspects from Sherburne, New Berlin, Edmeston and Pittsfield for 1- count each of 2nd degree Burglary.  Arrested were 38-year-old Christina Clifford of Pittsfield, 20-year-old Travis Conklin of New Berlin, 19-year-old Samantha Savianeso of Edmeston, 20-year-old Samantha Marshall of Sherburne, & 18-year-old Isabella Gray of Edmeston, Following a weeklong investigation by the Sheriff’s Office.  All 5 are accused of entering the Milford Academy in the Village of New Berlin and stealing items ranging from clothes to electronic equipment.  Deputies reported that some of the items have been recovered; anyone with more information should contact the Sheriff’s Office.

Local lawmakers have met with Governor Cuomo’s staff and members of the state health department, regarding plans to close mental health facilities in Binghamton, Elmira & across the North Country, and move all of those patients to get care in Syracuse.  Assemblyman Cliff Crouch told WCDO News that better plans need to be formulated:

Crouch said that he is also co-sponsoring a bill in the assembly that State Senator Tom Libous has forwarded in the Senate, to freeze mental health facilities closings for 2 years, in order to formulate a better plan that simply closing facilities and passing the problem into local hospital and jails.

The 3rd annual awards for the state’s regional councils will be announced next Wednesday at The Egg Theater near the state Capitol in Albany. The 10 regional councils will compete for $756 million in grants and tax breaks, including $150 million in capital aid and $70 million in tax credits. The $1.5 billion spent over the past two years for the regional councils supported 1,400 projects, and the Cuomo administration said it created or helped retain 75,000 jobs.

Oneonta police have arrested 23-year-old Anthony Placido or Newtown North Carolina, for 2nd degree criminal possession of a weapon, 4th degree conspiracy, and 1st degree attempted robbery, in connection with a November 14th incident on Gilbert Street in Oneonta.  Placido is being held on $25,000 cash or $50,000 bond in Otsego County Jail pending future court action.

New York financial regulators sent subpoenas to 16 online firms suspected of deceptive marketing by generating leads for illegal payday loans. The Department of Financial Services said the firms collect and sell personal information to payday lenders in violation of state law. The short-term loans are typically advances on a paycheck with high interest rates. Letters were also sent to debt collectors in New York, telling them not to collect on illegal payday loans.  For more information go to dfs.ny.gov.

The Moreland commission is proposing limiting the use of public funds to help pay for political campaigns to combat Albany’s misconduct. The commission also seeks lower limits for contributions, greater disclosure of legislators’ private law firm clients, and greater disclosure of who contribute to politicians and political parties. Governor Cuomo created the commission after the latest spate of corruption cases brought by federal prosecutors.  30 state officials have been involved in corruption cases over the last 7 years.
