State Police at Norwich received a missing person complaint involving 57-year-old STEVEN MORAN of Greene. MORAN was last seen at a neighbor’s house on State Route 12 in the Town of Greene on Monday December 9th at about 3:00 PM, he was presumed to be walking back to his home. MORAN suffers with Bi-polar disorder, searches of the area surrounding MORAN’S home have been conducted by State police, State Forest Rangers, State Police Aviation and Dive Team as well as volunteer searchers. State Police are continuing the investigation and ask anyone who may have information as to Moran’s location or condition or may have had recent contact with him, should contact Police at 334-3296.

The Sidney K-Mart has donated toys to the Toys for Tots program, after the recent fire in Norwich & fundraising efforts to raise money to buy more toys for underprivileged children by Christmas. State police arrested 28-year-old Jennifer Irwin of Walton for criminal possession of a controlled substance, criminal impersonation and aggravated unlicensed operation of a motor vehicle. The arrest resulted from a vehicle and traffic law stop for using a cell phone while driving on State Route 23 in Oneonta, Irwin had Suspended Driving privileges & gave police a false name, she was also found to unlawfully possess suboxone. Irwin was arraigned in the Oneonta town court and released pending court action on January 2nd.

This year’s Regional Economic Development funding includes a total of $1,086,701 for 8 projects in Chenango County. Engineering grants will help the Village of Greene improve wastewater treatment, and lay the groundwork for sanitary sewers in the Village of New Berlin. A technical assistance award will help with renovations in downtown Oxford. The state has committed another $1 million to the Southern Tier Rural Initiative Fund, for loans to businesses that increase demand for farm and forest products. The State Tax Department announced the state deadline to file for the 2014 STAR program has been moved from December 31st to early March. Officials said that homeowners have the extra time, as the tax department has to notify local assessors about who hasn’t registered. The Broome County Sheriff’s Office investigates an armed robbery at the Sunoco station on Chenango Street in the town of Fenton last night. Deputies responded to the Report of an armed robbery at 11:00 PM, where a man entered the store, pulled a knife on a clerk and left with an unknown amount of cash. The man is described as approximately 6 feet tall, wearing a gray hoodie, black ski mask, sunglasses and black pants, he left on foot in an unknown direction. The Chenango County Sheriffs Department responded to a tractor-trailer accident on state route 8 in the town of Norwich. Deputies reported that 30-year-old Joshua Schaller of Edwardsville Pennsylvania lost control, left the roadway & overturned, spilling food items into a cornfield. Schaller was taken to Chenango memorial hospital for the treatment of minor injuries; the cause of the accident is under investigation.

The American Red Cross is holding a “Communities That Care” Blood drive in Norwich today. Today’s Blood Drive will run from 12:00 noon until 7:00 PM at the Howard Johnson Hotel at 75 North Broad Street. State Senator Jim Seward announced that 47 job creation projects in the 51st senate district will receive state funds totaling more than $14.8 million through the third round of Regional Economic Development Council awards. Seward’s district encompasses the Mohawk & Southern Tier regions, which won 2 of the biggest awards again this year, Statewide a total of $715.9 million was awarded for 824 projects.

Marijuana in New York would be legalized under legislation submitted Wednesday by a state senator Liz Krueger of Manhattan. The Marijuana Regulation and Taxation Act would tax and regulate marijuana in the same manner as alcohol, the bill would remove penalties for possession under two ounces of marijuana or less. It would make 18 the minimum legal age for marijuana possession and consumption, but prohibit the sale of marijuana to people under the age of 21. The bill said there would be an excise tax of $50 per ounce of marijuana, and localities would be able to authorize a sales tax on retail sales.

State Senator Tom Libous reported that only 70% of Delaware County homeowners have registered for their STAR exemption. Libous said that there are still about 1,100 homeowners in Delaware County who are missing out on this money-saving School Tax Relief exemption. Homeowners across New York State who receive the Basic STAR exemption must re-register with the New York State Tax Department, by December 31st. registrations are available at tax.ny.gov and clicking on Register for STAR, or by calling 518-457-2036. Seniors receiving Enhanced STAR are NOT affected. Libous stated that the STAR program saves the average property owner $700 a year.

State Attorney General Eric Schneiderman is pressing wireless carriers to install anti-theft measures in smart phones. Schneiderman sent letters to the nation’s biggest wireless carriers regarding the industry’s decision to prohibit Samsung from pre-loading a “kill switch” application. The device can be activated remotely after a smart phone is stolen and render the phone permanently inoperable. In New York, there was a 40 percent spike last year in cell phone thefts.

U.S. Senator Kirsten Gillibrand is optimistic the Senate will vote in January on her bill to change the military’s approach to sexual assault cases. Gillibrand failed to get a Senate vote this year on her proposal, which would give military attorneys the authority to decide whether to prosecute sexual assault cases and other serious crimes in the armed forces. She had offered the proposal as an amendment to an annual fiscal 2014 National Defense Authorization Act, which is expected to win approval in the House this week and the Senate next week.

State Police arrested 51-year-old Bradley Canfield of West Edmeston, for driving while intoxicated. The arrest was made after a traffic stop for not maintaining his lane on County Route 13 in the town of Pittsfield, troopers accuse Canfield of being intoxicated while driving, and He refused to submit to a breath test. Canfield was arraigned at the Pittsfield town court and released on his own recognizance pending future court action.

New York Senate Health Committee introduced legislation to preserve New York State’s Early Intervention Program so that those with special needs receive the care they need. The legislation requires the state to make prompt payment to early intervention providers and ensures that retroactive payments will be made to providers who have been waiting for reimbursement since a new state system went into effect on April 1st. Nearly 200 new state troopers graduated from the police academy yesterday as part of the State Police graduation ceremony. The graduates completed a six-month training program and will begin supervised field training across the state next week. Because of state budget cuts, State Police didn’t have a graduating class for three years. The classes resumed last year.

Congressman Richard Hanna described new federals rules on truck drivers as having a negative impact on trucking industry. Hanna said the new “Hours of Service” rule could result in an annual cost of $376 million to the trucking industry and could delay timely delivery of food, retail and construction products. Hanna has introduced a bill to delay the regulation until an independent assessment of the rule is complete.

Law enforcement agencies swept through Evenden Tower & Sanford Hall following the bomb threat called in yesterday morning, both buildings were evacuated and no bombs were found. The fire that destroyed 118 Mechanic Street in Guilford Monday night was caused by a defective television, according to investigators with the Chenango county bureau of fire. All occupants escaped the fire, which started at around 6:00 PM Monday night, and rekindled briefly Tuesday morning. No injuries among firefighters from the Guilford and Oxford fire departments were reported.

The 3rd annual awards for the state’s regional councils will be announced today at The Egg Theater near the state Capitol in Albany. The 10 regional councils competed for $756 million in grants and tax breaks, including $150 million in capital aid and $70 million in tax credits. So far, the program has supported 1,400 projects, and retained or created 75,000 jobs.

State Police and the Otsego County Sheriff’s Department arrested 27-year-old Brendan Lawrence of Oneonta, on charges of 1st degree burglary, 3rd degree criminal mischief, & endangering the welfare of child. Police responded to 474 Airport Road in the Town of Laurens, for a burglary in progress, Lawrence was arraigned in the Town of Laurens Court and committed to the Otsego County Jail on $15,000 cash bail pending action in the Town of Laurens Court on February 20th.

SUNY Delhi officials reported that law enforcement agencies responded this morning to a bomb threat received at around 7:30 AM. The calls claimed that bombs were in Evenden Tower and Sanford Hall, the buildings were evacuated & law enforcement personnel initiated a search of both buildings, no bombs were found. All classes scheduled for Evenden Tower and Sanford Hall today were canceled today, Delhi Village Police, Delaware County Sheriff’s Department, Delaware County Emergency Management Office and State Police responded, the bomb threat has been ruled as a hoax, the investigation is continuing.

State police arrested 49-year-old Penny Nober of Guilford for 8 counts of 1st degree forgery & 1 count of endangering the welfare of incompetent or disabled person. The arrest occurred after investigating the reported theft and forgery of checks from a disabled person living on State Route 8 in Guilford, Nober was the caregiver of the victim. Nober was arraigned at the Guilford town court and was released on her own recognizance pending future court action.

State Police CNET unit announced the arrests of 34-year-old Tiawanna Willard & 35-year-old Devon Johnson of Chenango. Police executed a search warrant where they confiscated crack cocaine, Ecstasy and $9,200 in cash. WILLARD was charged with Criminal Possession of a Controlled Substance, Criminal Sale of a Controlled Substance, and Endangering The Welfare of a Child. JOHNSON was charged with Criminal Possession of a Forged Document, Criminal Possession of a Controlled Substance and False Personation. Both were arraigned in Town of Chenango Court & were remanded to the Broome County jail without bail, Johnson was turned over to State Parole Officers on an active Parole Warrant.

State police arrested 31 year old Ian Ward of Unadilla for felony aggravated DWI and unlawful possession of marihuana. The arrest occurred after Ward was observed asleep behind the wheel of a running vehicle stopped in the middle of Interstate 88 in Oneonta. Troopers Broke a window & placed the vehicle in park, Ward had a previous DWI conviction, making this arrest a felony, Ward was arraigned at the Oneonta town court and remanded to the Otsego county jail in lieu of $1,500 cash bail.

New York ranked fifth in the nation for gun-control laws, according to a report from the Brady Campaign to Prevent Gun Violence. The annual report said New York was one of four states this year to enact laws that require universal background checks on all firearm sales. New York has the fourth lowest gun death rate in the nation. New York’s law strengthened an assault-weapons ban, required additional registration of guns and cut the number of bullets allowed in magazine from 10 to seven.
