Governor Cuomo is maintaining a strong lead over potential challengers despite a sharp drop in his job approval rating among voters according to a new poll released Thursday.  The NBC/Wall Street Journal/Marist Poll has Cuomo leading just-announced Republican candidate Rob Astorino by a 65% to 25% margin.  The poll shows a 10 point drop in the percentage of voters who believe Cuomo is doing a good or excellent job, dropping to 42%, the decline attributed to minority voters & upstate voters.   The poll surveyed 658 registered voters and has a margin of error of plus or minus 3.8 percentage points.

The state Assembly passed a bill this week that would delay portions of the Common Core education standards.  The bill would prevent schools from using Common Core-based test scores on staff evaluations for 2 years and prevents schools from using scores to decide whether a student will advance to the next grade.  The bill was sent to the state Senate where there is no sponsor on a companion bill.

Congressman Chris Gibson announced that the House of Representatives passed the Homeowner Flood Insurance Affordability Act.  Congressman Gibson stated that the bill permanently removes the home sale/new policy rate increase trigger for primary residences, Reinstates grandfathered rates by decoupling rate increases from FEMA remapping & Ensures greater solvency of the program by authorizing a $25 annual fee on residential policies and $250 on business/ non-primary residence policies, with the revenue placed in a reserve fund.

Firefighters from New York & Pennsylvania battled a blaze at 247 Grange Hall Road in the Town of Windsor early this morning.  Fire fighters from Windsor, Kirkwood, as well as Hallstead and Susquehanna Pennsylvania battled the blaze, the cabin was a total loss and the cause of the fire in under investigation by Broome County fire investigators, no injuries were reported.

The state Senate approved legislation to hold criminals responsible for the environmental damage occurring during their crimes. Sponsors said current criminal mischief statutes don’t address environmental devastation, so the bill would make crimes that result in large-scale environmental damage, a class C felony. The bill follows an incident in western New York in which criminals, who broke into an electrical transformer to steal copper, caused an oil spill that resulted in $1 million worth of environmental damage. The bill was sent to the Assembly.

The state Assembly passed a package of bills to increase access to childcare and establish paid family  leave. The measures include increased funding for childcare by nearly $400 million over the next four years and a one-time investment of $11 million for childcare subsidies. Another bill would require employers to provide a paid family leave insurance policy for employees, which would be partially funded through an initial weekly employee contribution of up to 45 cents.  The bill moves to the senate for consideration.

Delaware County, and SUNY Delhi, will host The 2ND annual regional energy and sustainability symposium tomorrow, to educate residents and business owners on cost saving options from alternative energy, efficiency and sustainability within their home or business. P.M. NEWS THURSDAY 3-6-14

State lawmakers held budget hearings last week, and those from the agricultural community were not happy with some of the cuts proposed by Governor Cuomo this year.  Assemblyman Bill Magee explains:

Magee said that each house will pass their budget bills shortly, and then the conference committee will get to work on the various pieces of the budget, which is due to be passed on April 1st.

In less than 2 months, Sidney village leaders will know if their aggressive plans to get residents out of the flood zone, will beat out other plans for ran additional 3 million dollars from the state.  John Redente has been helping to put together the final plans based on public input:

State police arrested Cody McNeilly of Binghamton with Unlawful Manufacture of Methamphetamine, Criminal Possession of a Controlled Substance and Driving While Ability Impaired by Drugs.  McNeilly was charged after a trooper located His  vehicle running, in a snowbank with McNeilly  asleep at the wheel.  McNEILLY was arraigned in Town of Triangle court and sent to the Broome County Jail

SUNY Broome Community College will hold its annual Job Fair from 10:00 AM to 2:00 PM on April 10th  in the SUNY Broome Ice Center on Front street in Binghamton.  The event is open to the public, in recent years, the Job Fair has hosted between 60 and 70 employers.

Upstate residents continue to be more positive about their current economic status than they are about the future, according to the Siena Research Institute’s monthly Index of Consumer Sentiment. The current pulse of upstate consumer sentiment yields a 83.4 index, up more than 2 points since January. consumer confidence dips to 68.4, up 2 points from January, but still far lower than New York City’s 79.8. Overall, the state’s confidence index fell 1.2 points in February, while the nation’s index rose by 0.4 points

US  Senator Charles Schumer said a standardized heroin database could help law enforcement and public health professionals throughout New York fight the drug.  Schumer said police could use the database to discover heroin use patterns, helping them crack drug rings. Data about heroin-related hospitalizations and overdoses can also help police. Schumer wants the federal Office of National Drug Control Policy, to work with law enforcement agencies to set up the statewide database, to create a blueprint for the database. The office would work with interested counties, and state health entities, to build the database, to track heroin abuse trends, fatal overdoses and emergency room admissions

A collection of Southern Tier labor unions, landowners and business groups are uniting to form a pro-fracking group. Southern Tier Residents for Economic Independence launched with 6 groups from the Binghamton and Elmira areas joining up, including the Joint Landowners Coalition of New York and the local carpenters union.  Some of the same unions, and the landowner group, were part of a group called Clean Growth Now, which launched a pro-fracking coalition in late 2011. Health Commissioner Nirav Shah has given no indication when his work may be completed on a heath effects study on Hydrofracking.

Attorney General Eric  Schneiderman joined Facebook, Instagram and leading gun safety organizations in announcing new policies that will help curb illegal sales of firearms on those platforms.   Facebook and Instagram agreed to remove reported user posts that seek to circumvent gun laws, take action to prevent minors from viewing posts that aim to sell firearms, and provide education to better inform law-abiding private sellers of guns.

Delaware County District Attorney’s Investigators issued an appearance ticket to Nathaniel Codington of Sidney for 1 count of Criminal Contempt in the 2nd degree.  The arrest stemmed from an incident that occurred on January 24th in the Town of Masonville.  Codington is scheduled to appear in Masonville Town Court at a later date.

Westchester County Executive Rob Astorino announced he would run for the Republican nomination to challenge Governor Andrew Cuomo. Astorino released a video message informing the public of his decision. Astorino was elected to his second term in November in Westchester County; he has been traveling the state courting support from GOP chairmen and potential donors. Last month, Astorino opened an “Astorino for Governor” campaign account, which allowed him to raise campaign funds at the higher limits set for statewide candidates. The state Republican Party convention is scheduled for May in Rye Brook.

Governor Cuomo announced the release of $130,000 for the “FreshConnect” Farmers’ Market program, which assists New York farmers by promoting the sale of locally grown food products. The settlement over land and taxes, between New York State and the Oneida Indian Nation, was ratified by a federal judge yesterday. The Oneidas will pay $50 million a year to the state, from gambling revenues at Turning Stone casino, in return for a casino monopoly in a 10-county area. Both sides say the settlement ends decades of legal battles between the Oneidas and the state and Madison and Oneida counties.

Lawmakers and Upstate Poison Control officials called for the ban of synthetic drugs yesterday in Albany.  Synthetic drugs are mislabeled and sold as products as bath salts, shoe deodorant and incense, but they are intended to provide a high for the user.          The legislation addresses mislabeling, chemical swapping and creates penalties for possessing and selling synthetic drugs equivalent to their “street drug” counterpart.  The bill gives broader power the Commissioner of Health to add synthetic drugs and their chemical compounds to the controlled substance list, more power to the Attorney General to act on complaints that the drugs are being sold in store, who can be penalized for selling the mislabeled products.

P.M. NEWS TUESDAY 3-4-14

State Police arrested 29-year-old Kyle Whitfield of Greene, for 2nd degree Murder.   The arrest followed the investigation into a physical altercation and the subsequent stabbing death of 33-year-old James Button Jr. of Greene, at Whitfield’s residence at 132 Loomis Lane in Greene. Whitfield was arraigned in the Town of Smithville Court and remanded to the Chenango County Jail without bail.  State Police were assisted at the scene by the Village of Greene Police Department.

State Police from Sidney arrested 37-year-old Bryan Ohara of Mount Upton for 2nd degree Criminal Contempt.  Ohara is accused of violating a court order of protection by initiating unwanted communication with the protected party.  Ohara was arraigned in the town of Guilford Court and remanded to jail in lieu of $30,000 cash bail or $100,000 secured bond.

Governor Cuomo today announced that New York State Police were successful in 15% of Automated External Defibrillators saves for individuals under sudden cardiac arrest, since 2007. Cuomo said that the success rate of state police was twice the national rate of 8%.   All marked State Police vehicles and state buildings are equipped with the devices, and troopers are given comprehensive, special training to use them in emergency situations.

Chenango County Sheriff Ernest Cutting announced that his office has launched a smartphone app that allows the office to communicate much more effectively with the community. The Chenango County Sheriff’s Office app is a free download and is available for both iPhone and Android smart devices, Users simply search “MobilePatrol” and after downloading, select the Chenango County Sheriff’s Office.


State Police from Oneonta arrested 27-year-old Natalie Hilyer of Erie, Pennsylvania for Driving While Intoxicated with a reportable BAC result of .14%.  Hilyer was stopped by Troopers on state route 28 in the town of Oneonta for driving without her headlights; troopers determined that she was intoxicated.  Hilyer was issued tickets returnable to the Town of Oneonta Court on March 18th.

The family of Michele Harris in Tioga county is hoping to gain new information on her 2001 disappearance.  A confidential tip line is being set up by her four children and their father Cal Harris.  Cal Harris was arrested for the murder of Michele in 2005, and has since had two convictions overturned on appeal. Harris will go to trial for a third time in Schoharie County, after a state appeals court granted a venue change. No trial date has been set. Michele’s body has never been found. Former New York Governor David Patterson now has a permanent presence in the Capitol’s Hall of Governors. Paterson’s official portrait was unveiled Sunday afternoon. Governor Andrew Cuomo introduced Paterson at the event, hailing his leadership through a time of fiscal catastrophe. Paterson took office on March 17th 2008, just as the nation’s financial system began its meltdown. Paterson was lieutenant governor under Governor Eliot Spitzer and rose to governor when Spitzer resigned due to a prostitution scandal. Spitzer’s portrait has not been added to the Hall of Governor’s.  Paterson’s did not to seek re-election in 2010, which cleared the way for Cuomo to successfully run.

Ganesh Ramsaran appeared in Chenango County Court yesterday, seeking to change his attorneys.  Ramsaran claimed that one of his 2 attorneys has been chronically ill, and the other attorney is not diligent, the attorneys claim that Ramsaran has not paid over $70,000 in legal fees.  Ramsaran faces a 2nd Degree murder charge in connection with the death of his wife Jennifer in December 2012. Her body was identified last February in a wooded area in the Town of Pharsalia.

Governor Cuomo announced the formation of the Strategic Interagency Task Force on Lessening Obstacles to Agriculture to address barriers to the growth of New York’s agricultural economy. Task force members are from State government & agriculture, they will work to ensure that State agencies that deal with farmers are communicating regularly, efficiently, and lessening regulations.  New York is 1st in yogurt production, 3rd in milk production, 2nd for apple production, 1st for cabbage production, 2nd in maple production, and 3rd in wine and grape juice production.

Delaware County District Attorney’s Investigators arrested Jesse Wilson and Samone VanBuren, both of Davenport for one count each of Endangering the Welfare of a Child and Criminally Possessing a Hypodermic Instrument. Wilson & VanBuren were issued appearance tickets returnable to the Davenport Town Court at a later date.
