Efforts are being coordinated to assist Gordon & Jeanne Shields of Guilford, who lost their home to a fire early Tuesday morning at 459 Keech Road.  The family dog woke up all family members, at around 1:15 AM Tuesday, they all escaped, but the house was heavily damaged.  Monetary donations are being accepted through the Bainbridge branch of Sidney Federal Credit Union at 967-7101, clothing, toiletries, & bedding for the family of 3; plus dog & cat food are needed.  Investigators have not yet released the cause of the fire.

The passing of budget bills is underway in both houses of the state legislature this week, with good news for the region, according to area Assemblyman Bill Magee:

Magee said that once the budget bills are passed, the conference committees will get to work on various segments of the budget, Magee said he expects the budget to be on time for the 4th year in a row.

The state Labor department announced that local unemployment rates soared in January, opposite the state & national trends.  Locally, Chenango County’s unemployment rate was 7.4%, up 1.2 % from December, Delaware County’s rate rose 1.4% to 8.1% and Otsego County’s rate was 7.4%, also up 1.4% from the month before.  Statewide, the unemployment rate was 6.8%; nationwide it was at 6.6%

Chenango county sheriff’s department arrested 45-year-old Robert Rice of Greene for DWI, Driving with a BAC of .08% or higher and unlicensed operation of a motor vehicle.  Rice was stopped in the town of Smithville for a moving violation. He was found to be operating the motor vehicle in an intoxicated state.  Rice was taken into custody; processed, and released to a sober third party he will appear in the Town of Smithville Court at a later date.

Norwich police arrested 27-year-old Jory Page of Sherburne following the investigation into a domestic dispute.  Page is was charged with 1st degree criminal contempt, 2nd degree menacing, reckless endangerment, 4th degree criminal possession of a weapon, criminal mischief, endangering the welfare of a child and petty larceny, he is accused of violating an order of protection and threatening another person.  Page was being held pending arraignment on the charges.

State Troopers in Deposit arrested 29-year-old Nicole Mills of Deposit for Criminal Possession of Controlled Substance & Criminally Possessing a Hypodermic Instrument.  The arrest occurred after a traffic stop on State Route 17 in Sanford, Mills was arrested on an outstanding bench warrant from the Town of Sanford Court, she was also found to possess a small amount of heroin and a hypodermic syringe.   Mills was arraigned in the Village of Deposit Court and remanded to the Broome County Jail on bail.

The Chenango County Sheriff’s Office arrested 21-year-old Jessica Levesque of Afton on 2 counts of endangering the Welfare of a Child.  A Deputy responded to the report of loose dogs, & while attempting to locate the owner of the dogs a young infant could be heard crying inside of a residence.   Numerous attempts to get someone to answer the door were unsuccessful.  Once inside Levesque was located with 2 infants, a wood stove was operating within feet of the infant, with a burning piece of wood hanging out of the stove & with a door that did not contain the fire.  Levesque was issued an appearance ticket for Afton Town Court at a later date.

State Police in Greene arrested 28-year-old William Ray of Greene for DWI with a BAC result of .17%, more than twice the legal limit.  The arrest followed a traffic stop for speeding on State Route 41 in Greene; Ray was issued tickets returnable to the Town of Greene Court on March 20th.

A.M. NEWS WEDNESDAY 3-12-14

State Troopers arrested 36-year-old Donald Moshier of Whitney Point for Criminal Obstruction of Breathing.  The arrest followed an investigation by Troopers to a dispute at a residence on State Route 206 in Triangle.   Moshier alleged choked the victim during an argument, he was arraigned in the Town of Triangle Court and released, he faces court action on March 20, and an order of protection was filed against Moshier.

State Police arrested 24-year-old Brett Gladstone of Walton for Felony DWI.  The arrest occurred after Police investigated a 1-car personal injury accident on State Route 206 & County Route 27 in the town of Tompkins.   Gladstone was intoxicated when he crashed his pick up truck into a tree off of the road; He refused to submit to a breath test.  Gladstone was arraigned in the Town of Tompkins Court and remanded to the Delaware County Jail in lieu of $5,000 cash bail.

The Cancer Services Program of Delaware, Otsego and Schoharie counties will offer free health screenings to women 40 and older who are uninsured today.  The Bassett Cancer Institute’s mobile screening coach will be available today at the Price Chopper Parking Lot in Delhi from 9:00 AM to 3:00 PM, appointments can be made at 1-888-345-0225.

3/12/13 – Rapidly Changing Weather Situation Alert

3-12-14LWhile original projections from the past few days have been seeing more of a mixed bag of precipitation falling in the WCDO listening area, the situation has become much more “fluid” over the past 12 hours or so.   What exactly you will experience depends heavily on how temperatures hold in your immediate area, with heavy variances in precipitation texture and depths depending on your location and topography .

The southern half of the WCDO listening area may experience more of a wet slush, sleet, and rain event rather than heavy snow.  The northwest portion of the listening area may receive more of a heavy wet snowfall, while the northeast area may be back to a heavy slushy mix.  It will depend greatly on where the temperature bands establish themselves.  Where exactly these mid and upper level temperature bands of the storm end up will determine if you receive heavy snow or rain in your immediate area, or something more in the middle.

Be aware of varying road conditions when travelling.  Road conditions will likely deteriorate at a very rapid pace as temperatures quickly fall Wednesday afternoon into the evening.  What may be easily traversed in one area may be radically different from conditions being experienced as little as 5 – 10 miles away, with the local profile this storm possesses.

Dress for the cold.  Windchill values are expected to drop into the -10 degree +/- feel range for  a 30+ hour time span.

As of 1:43 AM 3/12/14 the NWS forecast for the WCDO listening area stands at the following:

  • Wednesday – Rain, snow, and sleet before 11am, then rain between 11am and 2pm, then rain and sleet after 2pm. High near 38.  Chance of precipitation is 100%. New snow and sleet accumulation of around 2 inches.
  • Wednesday Night – Snow and sleet, becoming all snow after 11pm. Low around 7. Wind chill values as low as -6. Northwest wind 15 to 18 mph. Chance of precipitation is 100%. New snow and sleet accumulation of around 5 inches.
  • Thursday – A chance of snow showers. Cloudy, then gradually becoming mostly sunny, with a high near 15. Wind chill values as low as -12. Northwest wind around 17 mph. Chance of precipitation is 40%. New snow accumulation of less than one inch possible.

In keeping watch of the snowfall forecasts that have been issued for our area by the National Weather Service – Binghamton, NY Office, it has become apparent that the approaching storm has undergone an acceleration in severity estimations of possible precipitation totals for our area in particular.  Compare the snowfall potential graphs released over the past 17 hours by NWS as of this posting (1:43am 3/12/14):

P.M. NEWS TUESDAY 3-11-14

State Police arrested 31-year-old Zachary Boynton of Oneonta for Driving While Intoxicated with a reportable BAC result of .25%. The arrest followed a 2-car accident in the parking lot of Southside Oneonta McDonald’s.   Boynton was intoxicated when he drove his car into the back of another car ahead of his at the drive thru.  He was issued tickets returnable to the Town of Oneonta Court on March 25th; he was and turned over to a sober third party.  State Police returned to McDonald’s following a report of a car striking the building and then leaving the scene.  State Police located Boynton’s newly damaged car outside of his residence on Southside Drive, he was arrested a 2nd time for Driving While Intoxicated & was taken to Fox Hospital in Oneonta for injuries he sustained in the accident.   Boynton was then arraigned at the Town of Oneonta Court and released to a sober third party without bail required.

State Troopers arrested 31-year-old Allen Wall of Oxford for Driving While Ability Impaired by Drugs, Resisting Arrest, Criminal Possession of a Controlled Substance and Unlawful Possession of Marihuana.  Wall was stopped by troopers on State Route 13 in Oxford; police discovered oxycodone, oxycontin pills and a small amount of marihuana in the vehicle.   Wall resisted arrest; he was arraigned in the Town of Oxford Court and remanded to the Chenango County Jail on $2,000 cash bail.

The Delaware County Local Development Corporation will accept applications under the County’s 2011 Flood Relief grant program until April 25th. The Common Core Implementation Panel formed by Governor Cuomo unveiled a series of recommendations to immediately improve the implementation of Common Core in New York State.  The Panel recommends the banning of standardized “Bubble Tests” for younger grades, protect students from High Stakes tests affecting their promotion & permanent records, And to make sure that more classroom time is used for instruction, and not over-testing.  Details of the recommendations are available at governor.ny.gov.

The village of Unadilla zoning board will hold a special meeting tonight at 6pm at the Community House library at 193 Main Street.  The purpose of the meeting is to review and make recommendations to the planning board on use variances received for properties at 19 Teller Street and 258 Main Street.  The public is welcome

Chenango County Farm Bureau will be excepting a Proclamation Recognizing March 20th as the Official Chenango County Agriculture Day at the county board of Supervisors meeting.   Agriculture is the # 1 industry in Chenango County & in New York state with Each American farmer feeding more than 144 people, more than 5 times the amount in the 1960s.

Bail was set at $150,000 cash or $300,000 property bond for 29-year-old Kyle Whitfield of Greene on a 2nd degree murder charge for the fatal stabbing 33-year-old James Button, Jr., of Greene.  Whitfield was sent back to the Chenango County Correctional Facility pending Grand Jury action.

Crews from several fire departments responded to a fire at 459 Keech Road in Guilford, at about 1:15 this morning.   Crews from Mount Upton, Norwich, Oxford and South New Berlin assisted the Guilford Fire Department, with no injuries reported.  Chenango County Fire Investigators will look into the cause of the fire today.

NY State of Health reported that 908,595 New Yorkers have completed their applications and 590,639 have enrolled for coverage since the launch of the Marketplace on October 1, 2013. More than 70% of those who enrolled were uninsured at the time of application. The open enrollment period for individuals runs through March 31st, Individuals and families can get information and enroll in a plan at nystateofhealth.ny.gov or by calling 1-855-355-5777.

A.O. Fox Hospital is holding an Open House today to celebrate the completion of the “Gold Standard of Patient Care” modernization project.  This final phase of the project includes the creation of a 14-bed observation unit, the event takes place from 5:00 pm – 6:30 pm today in the observation unit, on the 1st floor of the hospital.  Tours will be available and light refreshments will be served.

Delaware County Deputies arrested 24 year old Amy Gilles of Kortright on an Arrest Warrant for 2 counts of Criminal Possession of a Controlled Substance, and possession of a hypodermic instrument. Gilles was taken into custody and turned over to the Ulster County Sheriff’s Office for processing.

Governor Cuomo is waiting to see who the Republican Party nominates to run against him in the primary.  Cuomo compared the situation to 2010, when former GOP congressman Rick Lazio was the first to announce, Democrat Steve Levy made an unsuccessful bid for the Republican nod and Buffalo businessman Carl Paladino won the nomination. A Wall Street Journal/Marist College poll shows that current Westchester County Executive & Gubernatorial Candidate Rob Astorino is behind Cuomo by 35% points.

New York Attorney General Eric Schneiderman released the list of the top 10 consumer fraud complaints received by his office last year. Internet-related complaints topped the list, followed by automobile-related scams and credit-related complaints that involved debt collection, credit card billing and identity theft. The state’s NY-Sun initiative has awarded $28.6 million to 37 projects across the state, including 29 photovoltaic projects that will add 33.6 megawatts of solar power generation capacity. Governor Cuomo said that the NY-Sun initiative offers a total of 299 megawatts of solar capacity that has been installed or is under development in the past two years.  The Solar Foundation, an independent, nonprofit research organization, ranked New York fifth in the nation in the number of solar jobs per capita, with more than 5,000 jobs in 2013.

Governor Cuomo has yet to solicit requests from colleges interested in a plan to provide free courses to prisoners. When the governor last month proposed to use state funds to pay for the program, his office signaled a formal request for proposals would be opened March 3rd. His office also hasn’t estimated how much the program would cost in the budget. The requests and the funding for the program are still being developed. It would cost the state $5,000 per inmate who participates in the college program, which would be available at 1 prison in 10 separate regions of the state.

There is a push to ban e-cigarette marketing campaigns targeted at children.  US Senator Charles Schumer said companies are marketing their battery-powered nicotine devices directly to children by adding flavors such as vanilla, bubble gum, or cotton candy to the products. He is co-sponsoring a bill that would require the FTC to ban such marketing.   A recent study found middle and high school students, who smoke e-cigarettes, are 7 times more likely to smoke traditional cigarettes

Governor Cuomo is proposing 50 new outdoor access projects around New York State.   The projects will help open up 380,000 acres of state-owned lands to hikers, hunters, anglers and other outdoor lovers. Cuomo says the new access points will allow for more than $6 million in projects to increase tourism.

A.M. NEWS MONDAY 3-10-14

The Chenango Sheriff’s Office investigated a 1 car fatal crash on Hogsback Road, near County Road 32, in the Town of Greene early Sunday Morning.  The Sheriff’s Office 911 Center received a call reporting that a car struck a utility pole at about 2:00 AM, The driver, 22 year old Bradley Goodrich of Greene was airlifted by Guthrie Helicopter to Wilson Hospital in Johnson City for treatment of internal injuries.  23-year-old Brandon Archer of Greene was pronounced dead at the scene due to massive internal injuries.  Goodrich was intoxicated and will be charged with 2nd degree Vehicular Manslaughter & 2nd degree Manslaughter; he will be arraigned upon his release from the hospital.  Further charges may be pending.

The Delaware County Sheriff’s department announced that 24-year-old Miguel Santiago of Stamford has been arrested for the second time in the past year for selling heroin.   Santiago was arrested on a Sealed Grand Jury Indictment Warrant issued Thursday afternoon charging him with two counts of Criminal Sale of a Controlled Substance & 1 count of Endangering the Welfare of a Child, for allegedly selling heroin in the Village of Stamford twice this year.  24-year-old Courtney Rossman was also arrested on Sealed Grand Jury Indictment Warrant issued Thursday afternoon charging her with 1 count of endangering the Welfare of a Child.  Rossman was also charged with Unlawful Possession of Marihuana, She was issued an Appearance Ticket returnable in the Town of Harpersfield Court at a later date.  Santiago and Rossman were arraigned in Delaware County Court on Friday morning, Santiago was returned to jail without bail to await future court action.  Rossman was released on her own recognizance to reappear in court at a later time.

New York’s unemployment rate fell to its lowest rate in more than 5 years, according to the state Labor Department.   The unemployment rate was 6.8% in January, down from 7% in December. It was the lowest rate for New York since December 2008.  New York still trails the national average of 6.6%.

P.M. NEWS FRIDAY 3-7-14

Governor Cuomo is maintaining a strong lead over potential challengers despite a sharp drop in his job approval rating among voters according to a new poll released Thursday.  The NBC/Wall Street Journal/Marist Poll has Cuomo leading just-announced Republican candidate Rob Astorino by a 65% to 25% margin.  The poll shows a 10 point drop in the percentage of voters who believe Cuomo is doing a good or excellent job, dropping to 42%, the decline attributed to minority voters & upstate voters.   The poll surveyed 658 registered voters and has a margin of error of plus or minus 3.8 percentage points.

The state Assembly passed a bill this week that would delay portions of the Common Core education standards.  The bill would prevent schools from using Common Core-based test scores on staff evaluations for 2 years and prevents schools from using scores to decide whether a student will advance to the next grade.  The bill was sent to the state Senate where there is no sponsor on a companion bill.

Congressman Chris Gibson announced that the House of Representatives passed the Homeowner Flood Insurance Affordability Act.  Congressman Gibson stated that the bill permanently removes the home sale/new policy rate increase trigger for primary residences, Reinstates grandfathered rates by decoupling rate increases from FEMA remapping & Ensures greater solvency of the program by authorizing a $25 annual fee on residential policies and $250 on business/ non-primary residence policies, with the revenue placed in a reserve fund.

Firefighters from New York & Pennsylvania battled a blaze at 247 Grange Hall Road in the Town of Windsor early this morning.  Fire fighters from Windsor, Kirkwood, as well as Hallstead and Susquehanna Pennsylvania battled the blaze, the cabin was a total loss and the cause of the fire in under investigation by Broome County fire investigators, no injuries were reported.

The state Senate approved legislation to hold criminals responsible for the environmental damage occurring during their crimes. Sponsors said current criminal mischief statutes don’t address environmental devastation, so the bill would make crimes that result in large-scale environmental damage, a class C felony. The bill follows an incident in western New York in which criminals, who broke into an electrical transformer to steal copper, caused an oil spill that resulted in $1 million worth of environmental damage. The bill was sent to the Assembly.

The state Assembly passed a package of bills to increase access to childcare and establish paid family  leave. The measures include increased funding for childcare by nearly $400 million over the next four years and a one-time investment of $11 million for childcare subsidies. Another bill would require employers to provide a paid family leave insurance policy for employees, which would be partially funded through an initial weekly employee contribution of up to 45 cents.  The bill moves to the senate for consideration.
