The Delaware County Board of Supervisors announced that they have set up a hotline, to inform law enforcement agencies of possible drug issues, mainly with heroin.  State senator John Bonacic said that while the “I-Stop” program has cut down on doctor shopping, there were unintended consequences:

State police issued 748 tickets to drivers in Otsego & Delaware counties for using their cell phones or other electronic devices while driving this year.  The statistic was released following  ”Operation Hang Up.”, the 1st national distracted driving high-visibility enforcement crackdown, which was coupled with advertising and media outreach about the law, and the potential fatal consequences of texting and driving.

State Troopers arrested 49-year-old Patrick Keigel of New Lisbon for Unlawful Imprisonment, Menacing and 3rd degree Assault.  The arrest followed a dispute in New Lisbon, where Kiegel allegedly pulled a victims hair out, threatened to strike the victim with a hammer & held the victim against their will.  Kiegel was arraigned in the Town of New Lisbon Court and was remanded to the Otsego County Jail on $1,000 cash bail.  An  order of protection was issued against Kiegel for the victim.

The Chenango County Sheriff’s Office arrested 65-year-old Carolyn Steifel of Oxford Saturday, on charges of Felony Burglary and Petty Larceny.  Stiefel was charged following an investigation into a reported larceny at a Norwich business, where she had been ordered to never return, due to previous larceny issues.  Stiefel was arraigned in the Town of Norwich Court and remanded to the custody of The Chenango County Sheriff’s pending court action.

The former State Senate Majority Leader Joe Bruno will go on trial again next month, he is accused of 2 charges under a revised fraud case alleging the he took bribes or kickbacks.  Bruno is accused of accepting more than $400,000 from a businessman for helping with state grants. Bruno led the Senate’s majority for 14 years before stepping down in 2008.  Bruno was acquitted in 2009 of 5 fraud counts and convicted of 2 others. The convictions were overturned on appeal.  The trial is scheduled for May 5th

The Delaware Valley Humane Society announced today that they would celebrate their 50th anniversary in June.  The event will be held on Saturday June 21st from 12:00 Noon to 3:00 PM at the shelter in Sidney.

State Police at Oneonta responded to a reported armed robbery Saturday at Convenience Express, State Route 7 in Oneonta.  A white male approximately 6’ to 6’ 2” tall, medium build, wearing a full face mask, dark colored hooded sweatshirt with Monster & Fox Racing logos across chest, entered the store and stole an undisclosed amount of money. Police said that the Subject then fled on foot for the City of Oneonta.  Anyone with information is requested to contact the State Police at Oneonta at 432-3211.

State Police responded to a report Saturday of a Train/Pedestrian fatal accident in Endwell.  Preliminary Investigation revealed that a Canadian Pacific Train engineer  observed 38 year old HOLLY NALEPA of Binghamton laying on the tracks. The engineer applied the brakes but was unable to stop before striking Nalepa. The Broome County Coroner ordered the deceased removed to Wilson Memorial Hospital pending an autopsy. The accident remains under investigation.

Chenango County Sheriff’s Office arrested 58-year-old Anthony Trammo of New Berlin following an investigation into a disorderly subject at a City of Norwich medical facility. Trammo was charged with Aggravated Harassment of a Police Officer and Resisting Arrest.   for allegedly striking the Deputy during a traffic stop.  Trammo was arraigned in the City of Norwich Court and remanded to the custody of the Chenango County Sheriff’s Office to appear in court at a later date.

P.M. NEWS FRIDAY 4-18-14

The Federal EPA has concluded that a draft report on the environmental impacts of the proposed Constitution Pipeline is “insufficient,” and that a potential option of locating the line along I- 88 has not been fully evaluated.  The EPA is calling on the Federal Energy Regulatory Commission, the pipeline planners, the state DOT, the Federal Highway Administration and other agencies to meet to discuss the I-88 proposal, which does not have the necessary detailed environmental impact information.  Initial plans call for the pipeline to run along the I-88 corridor from Pennsylvania to Schoharie County with 4 “Taps” along the route, one of  those taps allow natural gas to come off the pipeline to the new Amphenol facility being built in Sidney.

Governor Cuomo said a state program designed to boost New York’s green energy industry has helped 64 businesses. The governor’s office said more than $2.2 million in job training grants have been awarded to the companies statewide. The grants are intended to pay for on-the-job training in renewable energy technology, home weatherization and other fields involving energy efficiency. More than $500,000 remains available. New York State’s private sector job count held steady at 7,539,300 in March, an all-time high for the month, according to the state Department of Labor. Over the 12-month period ending March 2014, the state’s private sector job count has risen by 108,200, or 1.5 percent. The state’s unemployment rate went up by 0.1% to 6.9% in March, due in part to the state’s growing labor force, which expanded by 22,900 between February and March, as more state residents had confidence about finding a job

Level 3 Sex Offender John Cumo of Walton is facing additional charges of 2nd & 3rd degree Criminal Trespass & 2 counts of criminal mischief, in relation to break-ins at two Town of Hamden seasonal properties.  Cumo was arrested Wednesday by Delaware county deputies, state police & US Marshals after removing his GPS unit Tuesday, he was found hiding in a garage of a seasonal residence located on Back River Lane, Hamden.  Cumo is being held in the Delaware County Jail without bail pending further action by the Division of Parole, he faces arraignment on the new charges in the Town of Hamden Court at a later time.

Governor Cuomo encouraged New Yorkers to purchase products made in New York for their Easter gift giving by utilizing the PrideofNY.com & looking for the “Pride of NY” label when shopping for foods and beverages.  The revamped website enables New Yorkers to search for the best in locally grown and produced New York State food and beverage products. The website also features a map and list showing various search results, which include addresses and contact information of each establishment. There are more than 3,000 members of the “Pride of New York” program listed in this database along with numerous other agribusinesses.

10 hazard mitigation projects are scheduled for federal funds for projects to get people out of traditionally flood prone areas.  1 of the projects is the Sidney Green Plain Project, Sidney Mayor Andy Matviak explains:

Matviak said that 22 million dollars in federal funds would be used for the Plankenhorn farm project for River Street area residents, another 5 to 6 millions dollars will be used to purchase 73 damaged properties in that section of the village.

A trial-level judge in Albany has ruled that New York’s new gun law does not violate the Second Amendment. The decision from state Supreme Court Justice Thomas McNamara also rejected legal claims that the gun law was improperly pushed through the legislature by Governor Cuomo. Cuomo issued a “message of necessity” that allowed lawmakers to vote on the measure without the usual waiting period for the consideration of bills. The law bans high-capacity magazines and many semi-automatic firearms.

Governor Cuomo announced a commission to explore how to invest a proposed $2 billion bond to upgrade technology in classrooms and fund construction for pre-kindergarten classrooms.  The commission will come up with recommendations on how the money should be spent. The bond will need voter approval in November. Cuomo announced a $2 billion bond for his smart schools initiative to bring wi-fi, tablets and upgraded computers to schools and fund construction for new pre-kindergarten classroom space. It was approved in the new state budget.

 

 

 

 

2 Republicans have filed to run in a June 24th Republican primary against incumbent Congressman Richard Hanna. Democrats failed to meet a state deadline for fielding a candidate to run in November against Hanna in the 22nd Congressional District. The Conservative Party and Working Families Party also failed to field candidates, while Hanna filed petitions to secure the Independence Party line in November. State Assemblywoman Claudia Tenney and tea party activist Michael Kicinski are running in the primary as conservatives.

The New York Comptroller’s Office reports stopping more than $24 million in questionable personal income tax refunds so far this year, finding 7,482 improper filings, 18% more than last year. The office has audited and approved 4.8 million state refund requests, totaling $4.3 billion, with another 346,000 refund requests for $352.5 million expected to be paid soon. In 4,805 instances, involving income totaling just over  $16 million dollars, taxpayers claimed ineligible refundable credits, such as for fake or an inflated number of dependents, or understated income.

State Police will conduct a week-long enforcement initiative targeting speeding and aggressive drivers across the state. The “Speed Week” campaign runs today through April 24th & fines for speeding and aggressive driving can reach nearly $1,000 and add up to 11 points on a driver’s license.  Troopers will also be watching for vehicle occupants who are not properly buckled up, drivers that are violating the “Move Over Law,” and distracted or impaired drivers.

A Parole Absconder was arrested in the Town of Hamden on Wednesday morning following an investigation by members of the Delaware County Sheriff’s Office, the State Division of Parole & State Police assigned to the Unites States Marshal’s Regional Fugitive Task Force.  32 year old John Cumo of Walton is a Level 3 Sex Offender, he was arrested on a Parole Warrant charging him with Violation of Parole, he is accused of removing of a GPS monitoring device from his body early Tuesday morning, Police located Cumo hiding in a garage in Hamden Wednesday morning.  Cumo was taken into custody without incident.  Additional charges are pending relating to the forcible entry and damages to the garage and residence during his attempt to elude law enforcement.

Chobani announced that they have begun exporting to markets in Asia, Latin America and the Caribbean, beginning with Singapore, Malaysia and Panama.  Also, in just over 1 year, Chobani has grown its Australian production from 25,000 cases a week to 25,000 cases per day and has become one of the biggest yogurt manufacturers in Australia.

State Police arrested 43-year-old HARRY CLAUSON of Whitney Point for Endangering the Welfare of Child & 48 counts of making false child abuse reports to the State Child Abuse Hot line. The false reports occurred from September 2013 to February of this year, the false reports alleged violent acts against or in the presence of minor children, each report required immediate Police response and investigations. CLAUSON was arraigned in the Town of Chenango Town Court and remanded to the Broome County Jail on $1000 cash bail and/or $2000 property bond.

Governor Cuomo today signed legislation that adds New York to the list of states that have joined National Popular Vote compact. Member states will award their electoral votes for president to the candidate that receives a majority of the national popular vote.   The governor’s signature mean that New York pledges to award its 29 electoral votes to the winner of the national popular vote in ALL 50 States plus the District of Columbia, but only to take effect once enough other states have passed identical legislation so that the compact possesses a majority of the Electoral College’s 538 votes. The bill has now been enacted by 11 jurisdictions possessing 165 electoral votes.

State Police at Oneonta arrested 37-year-old Joe Burgher of Oneonta, for Felony Aggravated DWI, with a B.A.C. of 0.23%, following a motor vehicle accident on State Route 23 in the town of Laurens. Burgher was arraigned in town of Laurens Court and sent to the Otsego County Jail.

The Tax Foundation has raised its ranking of New York after the state adopted major reforms to its corporate income tax system and estate tax. New York’s overall business tax climate ranking improved two spots to 48th, beating out New Jersey and California. The Tax Foundation has raised its ranking of New York’s business tax climate because of tax reforms included in the newly adopted budget.  The foundation said New York is still not a low-tax state. But it said the recent changes are a first step toward tackling the problem by broadening bases, lowering rates, reducing burdens and eliminating complexity.

A drastic decline in the number of volunteer firefighters, and EMT workers, has state lawmakers pushing for legislation to entice people to volunteer.  The number of volunteer firefighters statewide has declined from 140,000 in the early 1990s to fewer than 90,000 now. The proposed volunteer incentive act would exempt motor vehicles, owned and used in the performance of duty by a volunteer, from registration fees and use taxes, among other perks. The Firemen’s Association of the State of New York said the Recruit New York weekend will be April 26h and 27.  For more information go to recruitny.org.

State Senator Jim Seward announced that he will be hosting the Joint Senate Task Force on Heroin and Opioid Addiction on Monday, April 28th in Oneonta.  The forum is 1 of 12 statewide to solicit local input on the rise in use of heroin and other opioids in New York State and develop recommendations for treating and preventing addiction.  The public forum will take place from 9:30 AM to 12:00 PM on Monday, April 28TH at the Hunt Union Ballroom on the campus of SUNY-Oneonta.

Tonight’s workshop will be held at the Meadows Office Complex, County Highway 33W next to the County Public Safety building in Cooperstown.
