State Police responded to a reported robbery yesterday at Arby’s Restaurant on State Route 7 in Oneonta. A white male approximately 6’ to 6’ 2” tall, medium build, wearing a full face mask, dark colored hooded sweatshirt with Monster & Fox Racing logos & work-gloves entered the store, presented a note to the cashier and indicated that he possessed a gun. No gun was displayed; the subject left the store with an undetermined amount of cash.   No vehicle was observed at the scene, anyone with information is requested to contact the State Police at 432-3211.

Governor Cuomo announced the winners of New York Rising to the Top competition for the best Reconstruction Plans following the last 3 years of extreme weather events across the state. Hunters harvested approximately 243,550 deer during the 2013-14 hunting seasons, nearly equivalent to last year, according to DEC Commissioner Joe Martens.   The 2013 deer take included approximately 128,850 antlerless deer and about 114,700 adult bucks, both estimates being within 4% of the 2012 take. The New York Jets will return to SUNY Cortland for training camp this year, under a renewal of the team’s partnership agreement with the college. The Jets will report to campus in July for its fifth year in Cortland under head coach Rex Ryan. Definite dates for training camp have not yet been determined, but will be posted at cortland.edu as soon as they are available.

The Drug Enforcement Administration and more than 4,200 national, tribal, and community law enforcement partners will hold another National Prescription Drug Take-Back Day tomorrow.  Americans can take their pills to one of over 5,600 collection sites across the country between 10:00 AM and 2:00 PM, the service is free and anonymous. April is Alcohol & Drug Abuse Awareness Month, and with prom & graduation seasons coming soon, it is important to remember that those events have been incorrectly viewed by generations as a rite of passage for teenagers to be introduced to alcohol, according to Dave Ramsey of the Alcohol & Drug Abuse Council of Delaware County:

Ramsey pointed out that in recent years, new York state has instituted “Social Host Laws” making it illegal to serve alcohol to minors at parties at home, and making the party’s hosts liable for any damage or fatalities that may occur by serving minors alcohol.

U.S. Senators Charles Schumer and Kirsten Gillibrand called on FEMA to grant another extension to Sandy victims who still need to file flood insurance claims. Under the National Flood Insurance Program, Sandy-impacted homeowners must file a “proof of loss” form, a statement on the amount the homeowner is claiming under a flood insurance policy. The 1st deadline was last October 29th, in order to be eligible for coverage for flood damage, but many were unable to meet the deadline. With the new April 28th deadline approaching, Schumer and Gillibrand are calling on FEMA to grant another extension.

The Delaware County Board of Supervisors voted to implement a bed tax at its meeting yesterday in Delhi. Funds from a 2 percent hotel, motel and bed and breakfast room tax in Delaware County will be used to promote tourism. The resolution will now go before the state Legislature to be assigned a bill

State Police arrested 30-year-old Tory Brown of New Berlin for Criminal Contempt, Criminal Obstruction of Breathing, Unlawful Imprisonment, Criminal Mischief and Harassment. The arrest occurred after troopers responded to a dispute in Columbus.   Brown is accused of grabbing the victim by the throat, damaging a cell phone & violating an order of protection.   Brown was arraigned in the town of Norwich Court and sent to the Chenango County Jail on $10,000 bail.

Home sales were down 1.8% statewide in the 1st quarter of the year after reaching a 6-year high in 2013, according to the state Association of Realtors. The report showed 18,790 closed sales statewide in the first quarter of 2014, down from 19,143 in the same period of 2013. Pending sales also fell 5.6% in the 1st three months this year, while new listings dropped 7.6% from a year ago. The median sales price for homes sold statewide was $227,000, a 5.1% increase from 2013’s first quarter.

Assemblywoman Donna Lupardo introduced a bill that would allow farmers in New York to grow hemp, which is used to make fabric, rope, paper, oil, soap, lotion and food. A provision of the new Federal Farm Bill legalized the growth of hemp for research, it had been banned because it stems from the same plant as marijuana, but industrial hemp and marijuana are genetically distinct varieties of cannabis & it is not possible to extract a drug from hemp. If the legislation passes, New York would become the 11th state to produce hemp.

Greek yogurt maker Chobani has secured a $750 million investment from investment firm TPG Capital to help fund its growth.   TPG will have representation on the company’s board. Chobani founder and CEO Hamdi Ulukaya will serve as its chairman.   Chobani was founded in 2005 & has grown quickly in recent years on the surge of popularity in Greek yogurt, but they have been facing more competition & faced a recall last year. TPG invested successfully with other companies including J. Crew and Neiman Marcus.

State Troopers arrested 41-year-old James Kennerup of Kirkwood, for Bail Jumping & on a Warrant for Criminal Possession of a Controlled Substance.   Troopers found Kennerup hiding under a bed at a residence on Frost Road in Windsor, he was arrested, arraigned & was remanded to the Broome County Jail on $2,500 cash bail or $10,000 bond.

The Local Government Efficiency Meeting Coordinated by the Greater Oneonta Economic Development Council, Citizens Voices & the Bank of Cooperstown will be held in Oneonta soon. Governor Cuomo & state leaders met today to discuss the New York Rising program, to distribute money to areas that needed rebuilding after the string of devastating weather events hit the state over the last 3 years. The Governor Commended local leaders in attendance for their efforts in putting together plans to rebuild their communities:

Local counties were awarded millions of dollars through the Regional Councils, for their for infrastructure repairs or replacements following Superstorm Sandy, Tropical Storm Lee & Hurricane Irene since 2011.

The State Labor Department released local area unemployment rates for March.   The state’s seasonally adjusted unemployment rate was 6.9% in March, the number of private sector jobs in the state was 7,539,300, the highest ever for the month. Locally, the Binghamton & Southern Tier region had 7.6% unemployment, down 9/10th from March of last year.

State Police & the State Liquor Authority conducted an underage drinking initiative detail in Otsego & Delaware counties.   The detail used a group of 3 underage operatives who attempted to purchase alcoholic beverages from 4 convenient stores and 5 bars in Otsego & Delaware Counties. No arrests were made as all the establishments passed.   The establishments were located in Meridale, Delhi, Davenport, & Oneonta.

Local authorities are currently not required to be notified of hazardous materials being brought through an area on freight cars. US Senator Charles Schumer is calling for that policy to be changed, currently, the State Police in Albany are notified, but that does not help the local authorities and emergency responders in the event of a train derailment.

Delaware County Public Health is reminding area parents to keep to the recommended schedule for child vaccinations. The Centers for Disease control said that vaccinating children on time is the best way to protect them against 14 serious and potentially deadly diseases before their second birthday. Officials report that when parents choose not to vaccinate or they delay vaccinations, children are left unprotected against diseases that still exist such as measles and whooping cough. A new Siena Research Institute poll shows Governor Cuomo is leading Republican Gubernatorial candidate Rob Astorino in a head-to-head race. However, results from the poll suggest Cuomo’s lead would slip if a third party candidate, who voters view as more liberal or progressive than the governor, entered the race. In a one-on-one race with Astorino, Cuomo leads 58 percent to 28 percent. The poll shows his lead would drop 15 points if a Working Families Party candidate entered the race. Cuomo’s favorability fell slightly compared to last month. 57 percent have a favorable view of the governor, while 38 percent have an unfavorable view.

The free SKYWARN weather spotter’s course will be held from 6:30-8:30 p.m. on Tuesday, May 27, at the Norwich Fire Department. New York State ended the 2013-14 fiscal year with a budget surplus, and deposited $175 million in the Rainy Day Reserve Fund, according to a report by State Comptroller Tom DiNapoli. However, DiNapoli said the $143 billion budget continues to rely on temporary funding sources to attain balance. The General Fund’s year-end balance, of more than $2.2 billion, was $432 million more than the February Financial Plan projections.

State Comptroller Tom DiNapoli announced a legislative proposal to help local governments improve their long-term budget planning. The bill would provide reimbursement municipalities for costs incurred for hiring financial advisors to assist in long term budget planning.   The proposal includes the creation of a Fiscal Stress Monitoring System for local governments. DiNapoli’s monitoring system has identified a total of 142 municipalities in fiscal stress. This includes 16 counties, 18 towns, five cities, 16 villages and 87 school districts.

Attorney General Eric Schneiderman announced that his office has secured a settlement with Bed Bath & Beyond, to ensure that applicants for employment are not automatically disqualified based on criminal convictions and without the individualized consideration that is required by New York State law. Under the settlement, the company will ensure that the company complies with state laws; Bed Bath & Beyond operates 62 stores in New York State.

The Delaware County Sheriff’s Department & Sidney Village Police arrested 27-year-old Michael Nodine of Sidney on an Arrest Warrant for Attempted Assault.   Nodine is accused of assaulting and attempting to cause physical injury to another inmate at the Delaware County Jail last week. Nodine was being held in the Jail on $5000 bail on a pending rape charge, posted bail on April 17th and was released from jail. The assaulted inmate, also from Sidney, sustained minor injuries, which did not require medical treatment. Nodine was arraigned on the Attempted Assault charge and was sent back to the Delaware County Jail on $1,000 cash bail.

State Assemblywoman Claudia Tenney has challenged incumbent Republican Congressman Richard Hanna to debates prior to the Republican primary for the 22nd Congressional District seat. A recent poll shows Hanna with a large lead over Tenney by 73% to 17% with 9% undecided.   Tea Party activist Michael Kicinski of Earlville has also filed petitions to appear on the GOP ballot. He lost to Hanna in a primary in 2012. No democrats have come forward to run in this race.

Governor Cuomo today urged the federal government to recall a toy known as “Clingy Darts,” which poses a significant danger to children. The New York Department of State’s Division of Consumer Protection found the children’s toy contains more than six times the federally allowable limit of the chemical known as DEHP. The toy is imported by Greenbrier International of Chesapeake, Virginia and is sold at stores throughout New York State, including Dollar Tree.

US Senator Kirsten Gillibrand released a letter to the White House Task Force pushing for better protection against sexual assault on college campuses. Gillibrand, along with six other U.S. Senators, are proposing action that would bring more transparency to the issue. The group prepared 3 recommendations for the task force, who are scheduled to make their own recommendations this week. Studies show nearly 1 in 5 women in college are victims of attempted or actual sexual assault.

New Yorkers are reminded that nearly 88,000 jobs are currently available and listed on the Jobs Express website. The site sorts thousands of jobs by region and occupation, and also allows users to search jobs based on zip code and travel distance. New businesses and job listings are added each day. A total of 7,700 businesses posted a new job order on the site in March 2014, an increase of 22 percent from March 2013. Go to jobs.ny.gov

Congressman Chris Gibson announced that his official campaign kickoff and headquarters open house would take place today. The Campaign headquarters would be located at 2532 State Route 9H, in Kinderhook, with the kick-off event running from 6:00 to   8:00 PM. Gibson will be seeking re-election to the 19th district for his 3rd term in congress.

Legalizing medical marijuana, expanding public financing of political campaigns and raising the minimum wage are issues for the state Legislature to address, when they return to Albany later this month. The Legislature left for spring break soon after the state budget was passed March 31. The Senate was scheduled to return last Thursday, but pushed it back to the last week of the month. The session runs through June 19th.

New York ranks 33rd in the nation for the percentage of women holding seats in the state Legislature seats. The National Conference of State Legislatures found just 21% of New York’s Legislature are women, lower than the national average of 24%. The NCSL said the Legislature has 34 women in the Assembly and 11 in the Senate. Women make up nearly 52% of the state population.
