Governor Cuomo yesterday honored 20 fallen police officers from law enforcement agencies across New York State, including 5 who died in 2013 in the line of duty. The names of the 20 officers join the 1,340 others who have been inscribed in the black granite walls of the Police Officers’ Memorial, which represents 140 police agencies statewide and five federal agencies. More than 400 people attended the remembrance ceremony, which was held at the Empire State Plaza in Albany.

A bill that would require labels on food products containing ingredients from genetically modified crops has passed a hurdle in the state Assembly. The Assembly’s Consumer Affairs and Protection Committee endorsed the measure. A vote of the full Assembly has not been scheduled. The bill would apply to genetically modified fruits, vegetables and processed foods, as well as items that contain ingredients like oil or sugar, that are derived from genetically engineered crops.

Legislation before state lawmakers would prohibit magazine publishers from automatically renewing a customer’s subscription without their consent. The bill is an attempt to protect consumers, by outlawing the practice by some publishers of requiring a reader to notify them, if they do not want their subscription renewed. Identical versions of the legislation have been introduced in both the Senate and the Assembly. No votes on the legislation have been scheduled

Richard Ball was confirmed by the State Senate as New York’s agriculture commissioner. The Senate completed Ball’s confirmation yesterday, he had been serving as acting commissioner since January. Ball has owned a 200-acre Schoharie County Farm for 2 decades & is a former board member of the New York Farm Bureau.

Republican Gubernatorial candidate Rob Astorino made a stop in Broome County yesterday advocating for natural gas drilling. Astorino said the State DEC reports at least 25,000 jobs could be created through natural gas drilling. Astorino claims he will allow natural gas drilling, if he becomes Governor, but would put public health first by setting up the proper regulations before moving forward. Astorino is challenging Governor Cuomo in the upcoming November election.

New York has the distinction of being the worst state in the nation for retirees, according to a new study from Bankrate.com. New York has the highest tax rates in the nation as well as the 4th highest cost of living. The state ranked poorly when it came to the general well being of its retiree population, with poor grades for the quality of health care. New York State has implemented tax cuts in this year’s budget reaching $793 million this year and $1.7 billion next year.

State Attorney General Eric Schneiderman announced a $475,000 settlement with Office Depot, for improperly overcharging over 500 New York government entities. The investigation found that Office Depot had inadequate systems in place to ensure compliance with a promise to the state and overcharged by hundreds of thousands of dollars. The settlement ensures that every impacted agency will receive refunds for 100% of the overcharged amount. Office Depot was not renewed last year for a contract for office supplies with New York State.

The work at the Sidney High School Athletic Fields is continuing, with the weather cooperating so far. Sidney Superintendent Bill Christensen said that a good portion of the work will be completed after the current school year:

Oneonta Police & the Otsego County Sheriff’s Department served   search warrants at 195 Main Street and 75 River Street in Oneonta as part of a narcotics investigation. Charged were 35 year old Jason Sanders, 17 year old Kris Baynes, 35 year old Tanyette Bassknight & 19 year old Alicia Anderson on a variety of drug charges. Also arrested were 23 year old James Vanderkrake, for Robbery & assault, 26 year old Rex Jordan Jr, for endangering the welfare of a child, Possession of a Hypodermic Instrument & Criminal Possession of Drug Paraphernalia, & 24 year old Patricia Dean, for endangering the Welfare of a Child. Police confiscated heroin, scales, hypodermic instruments, cash and drug packaging materials, in the presence of children under 16. The investigation is continuing.

Oneonta Police served a search warrant at 381 Chestnut Street, following an investigation into illegal drug activity. Arrested was 24 year old Daniel Pizzurro on a variety of drug charges. Pizzurro was arraigned in the Town of Oneonta Court and remanded to the Otsego County Jail on $15,000 cash bail or $30,000 bond.

State Senator Jim Seward will be hosting a free heroin/opioid overdose prevention training class today at the Fox Care Center in Oneonta. Participants will receive a certificate of completion and an emergency resuscitation kit that includes Narcan. The class will take place from 6:00 p.m. to 7:30 p.m. at the Wellness Conference Room, FoxCare Center in Oneonta.

The Otsego County Planning Department will host the 2nd of 2 training classes today, at the Meadows Office Complex, County Highway 33W next to the County Public Safety building. Tonight’s sessions will be about the Flood Insurance Program, from 6:00 pm to 8:30 pm.

Governor Cuomo today announced the release of a cyber security report that shows the growing risk and sophistication of cyber attacks facing New York banks, and directed the Department of Financial Services to conduct new, regular, targeted cyber security preparedness assessments of the banks DFS regulates.   Most institutions experienced intrusions into their systems over the past 3 years, such as account takeovers, identity theft, network disruptions and data integrity breaches. The majority of institutions reported that information security budgets would increase in the next 3 years.

State senators voted to require blood-alcohol tests of all drivers following serious accidents. The Senate passed the legislation yesterday. It would mandate police test the alcohol levels of all drivers following accidents in which someone is seriously injured or killed. Currently, police may only test a person’s blood-alcohol level if they suspect they are over the legal limit for alcohol. The bill now moves to the Assembly.

School district in the poor rural district of upstate received better news in the state budget this year, as the Gap Elimination Adjustment from 6 years ago, has been reversed in favor of local struggling school district. Area Assemblyman Cliff Crouch explains:

Crouch said that they hope to have the Gap Elimination Adjustment completed reversed in next year’s state budget.

Democrats in the state senate introduced 9 bills to curb government corruption. The measures would strengthen regulations on the use of campaign money, strip pension benefits from corrupt state officials, ban the use of campaign money for criminal defense, require more disclosure of campaign donations as well as a bill to establish a public financing system for state campaigns. The announcement comes after Governor Cuomo’s Moreland Commission ended its work & lawmakers passed an ethics reform package in the new state budget.

The state’s highest court ruled today that details of the New York Public Pension should NOT be kept private. The Empire Center for Public Policy has been in a legal battle for years with several public pension systems after the lower courts ruled in 2011 that names of pensioners do not need to be made public. The case made it way to the State Court of Appeals in march, and the judges ruled that several new York city pensions, as well as the state Teachers Retirement System, should allow information to be released.

Delaware County Sheriff’s Deputies arrested 17-year-old male from the Youth Leadership Academy in South Kortright for Felony Assault in the 2nd degree. The charges are a result of the youth allegedly assaulting a staff member at the center. The youth was arraigned in Delhi Town Court and sent to the Delaware County Jail on $5,000 cash and $10,000 bond. He is due back in court at a later date.

The Greater Oneonta Economic Development Council in cooperation with Citizens’ Voices, will host a program for local leaders from towns, villages, and hamlets today from 1:00 to 4:00 PM at the Foothill’s Performing Arts and Civic Center in Oneonta. Over 80 participants for area schools and municipal governments are participating.   The staff from the New York Department of State’s Division of Local Government Services will   discuss opportunities to leverage regional assets, generate cost savings and increase service delivery efficiencies through shared services and consolidation.

Chenango county sheriff’s department and State Police arrested 33-year-old Douglas Scherr of Budd Lake, New Jersey, at a residence in the Town of Afton. Scherr was a reported as a Fugitive from Justice out of the State of New Jersey on an active arrest warrant for Arson, he was arraigned in the Town of Norwich court and remanded to the Chenango County Jail without bail pending court action today.

Jury selection is underway in the latest trial of former State Senate Majority Leader Joe Bruno. Bruno is accused of taking bribes from a business associate who also had dealings with the state, while Bruno headed up the State Senate.   Bruno was Acquitted of 5 charges & was found guilty of 2 others in his 2009 trial; the convictions were overturned on appeal.

Michael Kicinski of Earlville will not be on the Republican Primary ballot in the 22nd congressional district. Kicinski lost his spot because he did not have enough valid petition signatures from the district’s registered Republican residents, with several of the collected signatures being deemed invalid by the state Board of Elections. Assemblywoman Claudia Tenney and incumbent Richard Hanna will appear on the June 24th primary ballot.

The Sidney central school district announced that the Community Budget Presentation would be held on Thursday, May 8th at 6:00pm in the High School Library. The Annual Public Hearing for the School Budget will be Tuesday, May 13th at 7:00pm in the High School Library. Police agencies from across the state will head to Albany this week to pay tribute to those who have died in the line of duty. A ceremony will be held tomorrow at the New York State Law Enforcement Officers Memorial at the Empire State Plaza. Before the ceremony, there will be a church service for police officers that have died. That will be followed by a march to the Law Enforcement Memorial at the Plaza. The memorial is inscribed with the names of more than 1,300 police officers that have died in the line of duty across the state.

U.S. Senator Charles Schumer is asking the FDA to prevent a powdered alcohol from reaching store shelves. Schumer said “ Palcohol” can be mixed with water, sprinkled on food or even snorted and is easily concealed. Palcohol’s parent company Lipsmark disagrees, saying it will be sold under the same restrictions as liquid alcohol.   Schumer said the FDA should intervene like it did with caffeinated, fruit-flavored alcoholic beverages that appeal to young people. The federal Alcohol and Tobacco Tax and Trade Bureau gave Palcohol label approvals April 8th, they were later withdrawn.

The village of Bainbridge board of trustees will hold a special meeting Tuesday at 5:00 PM. The purpose of the special meeting will be to select a consultant to update the comprehensive plan and provide grant-writing services for the 2014-2015 fiscal year.

A.M. NEWS MONDAY 5-5-14

State police announced that a body was recovered Friday from the Chenango River in the town of Chenango;   the body was positively identified through dental records as 57 year old Steven Moran of Greene, who had been missing from Chenango County since December.   The investigation failed to reveal any signs of foul play. The death was ruled as a drowning complicated by hypothermia, following the autopsy conducted at Wilson hospital.

Governor Cuomo announced that law enforcement agencies in 17 counties will receive a total of more than $13.2 million to reduce shootings and firearm-related homicides. The funding is allocated through the State’s Gun Involved Violence Elimination initiative, to aid local law enforcement agencies battling high rates of violent crime.   The program builds upon Operation IMPACT, to provide law enforcement agencies with additional resources to fight gun violence, Locally, the Broome County Sheriff’s Department, The Broome County District Attorney’s office and the Binghamton police department will share $384,000 from this program.

State Senator Jim Seward announced that he would be hosting a free heroin/opioid overdose prevention training class in Oneonta next week.  Seward will be partnering with Friends of Recovery of Delaware and Otsego Counties, & Otsego County Addiction Recovery Services to conduct a free training class that meets State Department of Health requirements. 41% of New York residents would move elsewhere if given the chance, according to a new Gallup Poll that measured resident’s interest in moving out of the state.  The poll was conducted in all 50 states  from June to December 2013, almost 1/3rd  said that their reason form moving was  for work or business reasons, other reasons were for rejoining family, better weather, improved location & a better quality of life.

The New York state board of regents approved cheerleading to become a competitive sport.  The regent voted unanimously this week, New York will join 34 other states and Washington DC to include cheerleading as sport.  Starting in the 2014 2015 winter sports season, cheer teams will have to follow a set of coaching & safety standards for the 1st time.

Delaware County Sheriff’s Department arrested 39 year old Thomas Carman of Sidney Center on 1 count each of criminal mischief, menacing and unlawful imprisonment.  Carman was arrested following an investigation into a domestic dispute, he was arraigned in Town of Sidney Court and was remanded to the Delaware county jail on $5000 cash bail pending court action on May 5th.

State Police confirmed that a body was recovered from the Chenango River this afternoon.  The body was found near the Chenango Commons Golf Course and exit 12A of I-88 at around Noon today.  State Police will release more information as the investigation continues.

In an effort to safeguard against future flooding events in the Catskills, Congressman Chris Gibson  is calling on the New York City Department of Environmental Protection to make adjustments to the water levels in the city’s Upstate reservoCHirs.  Congressman Gibson sent a letter (attached) May 1 to DEP Commissioner Emily Lloyd detailing his concerns that DEP reservoir levels are at certain times of the year too high, increasing the threat of flooding during severe storms like Hurricane Irene.  Gibson also asked the agency to consider downstream flood mitigation as a factor when making operational decisions affecting reservoirs.

The Chenango County Sheriffs Department arrested 24-year-old Matthew McDermott of Ithaca on an active arrest warrant for unlawful possession of Marijuana and Promoting Prison Contraband.  McDermott was arrested for allegedly attempting to bring marijuana into the Chenango County jail, he was arraigned in town of Norwich court & was remanded to the county jail on bail pending future court action.

A group of New York state lawmakers have crafted a bill that would ban electronic cigarettes in public spaces. E-cigarettes, also called personal vaporizers or PVs, allow users to inhale a smoke-like vapor by heating a liquid solution — usually a mixture of nicotine and flavorings. Last week, the FDA announced plans to begin regulating e-cigarettes. Now, legislators in Albany want the rest of the state to follow suit. State reps are confident the measure will pass as part of the more comprehensive Indoor Clean Air Act bill.

The Jericho Arts Council 35th Annual Fine Arts Show will be held starting this weekend through Saturday, May 10th. The art show will feature work in four categories: Visitors to the show can vote for their favorite piece, and the winning piece will be presented the People’s Choice award.  Many of the pieces are available for sale. The closing reception and awards presentation will be Saturday May 10th, at 2:00 pm.
