State Police announced the results of a preliminary investigation into a plane crash in the Town of Roxbury last Friday afternoon. The investigation determined that 45-year-old James Leavelle of Mentor Ohio was piloting the 1943 single propeller aircraft; he attempted to land on a private grass airfield due to approaching foul weather, Leavelle felt that his forward momentum was too great to stop within the length of the field, he attempted to become airborne again for a 2nd attempt, he clipped trees & a power line and crashed. Leavelle suffered a minor hairline fracture in one spinal disc in the neck; the plane was dismantled and removed for the investigation by the FAA & The NTSB.

Sidney village officials have given the go ahead for the construction of a skateboard park in Sidney. Ronnie Haag of the Sidney Area Youth Advocate program, explains:

Haag said that the project was first discussed in 2008; they hope to have the park open for this summer.

A bill that would create a statewide registry of violent felony offenders has passed the Senate. “Brittany’s Law” would require violent convicted felons to register with the state’s Department of Criminal Justice Service, after being released from prison, it would be set up similar to the current sex offender registry. The bill is named after 12-year-old Brittany Passalacqua who was killed in 2009 by John Brown, who was on parole at the time after serving 2½ years for assaulting his infant daughter. The bill was sent to the Assembly for consideration.

The state political conventions start tomorrow in Westchester County and then continue the following week on Long Island.   Republicans Delegates will nominate Westchester County executive Rob Astorino for Governor and John Cahill for Attorney General. A week later, Democrats will gather in Suffolk County next week to re-nominate Governor Cuomo & Attorney General Eric Schneiderman.

Businesses owned by disabled veterans will get a share of state contracts under a bill signed Monday by Governor Cuomo. The Service Disabled Veteran-Owned Business Act requires the state to create rules and regulations to oversee a new program, that will set aside 6% of contracts to a business owned by 1 or more veterans with a disability while serving in any branch of the Military. The law was passed by the state Legislature in March.

Broome County Executive Debbie Preston underwent surgery yesterday at Memorial Sloan Kettering Cancer Center in New York City to remove the upper left lobe of her lung.   Preston recently announced she had been diagnosed with lung cancer; the surgery was successful, with no significant complications. Preston is recovering in the hospital’s intensive care unit. She is expected to be back in Broome County by the end of the week, she vowed that she will not step down as County Executive and will return to work shortly.

State Comptroller Thomas DiNapoli announced the creation of an investigations division in his office. The announcement comes amid a number of investigations by several attorneys, following the expiration of Governor Cuomo’s Moreland Commission. Cuomo said that the Moreland Commission was formed after the legislature refused to act on ethics reforms last year, they agreed to a reform package in March, and the commission was deactivated. DiNapoli now has an agreement with State Attorney General Eric Schneiderman that allows the attorney general’s office to conduct criminal investigations into alleged wrongdoing by state officials.

Aaron Powell of Binghamton will face murder charges in Broome County Court starting May 19th. Powell is accused of murdering his estranged wife Christina and 24-year-old Mario Masciarelli in the family home in Binghamton on March 22nd of 2013. Powell was apprehended 4 days later in Pennsylvania after he turned himself in, he has been held in the Broome County jail pending the start of his trial.

The Sidney central school district announced that the Annual Public Hearing for the School Budget would be today, at 7:00pm in the High School Library. The District Budget Vote and Election is Tuesday, May 20, 2014 at the High School Auditorium Lobby.

State Police arrested 41-year-old Albert Schultes of Windsor for driving with a blood alcohol content of more than four times the legal limit. Schultes was charged with Aggravated Driving While Intoxicated, with a BAC result of .35.   Police said the arrest followed a motor vehicle accident investigation on Cresson Hill Road in Windsor; Schultes was arraigned in the Town of Windsor Court and remanded to the Broome County Jail in lieu of $2,500 cash bail.

Yonkers Republican John Cahill announced his intentions to run for the state Attorney General position this year, against incumbent Democrat Eric Schneiderman. Cahill formerly served as a top aide to former Governor George Pataki, who joined Cahill at his press conference yesterday.

Governor Cuomo signed legislation that adds an additional 5 days to the period to gather signatures for designating petitions for the 2014 State and local primary elections. The extension takes into account the time for a Jewish festival, and helps ensure that all interested New Yorkers may participate in the State’s political process. Extending the deadline moves the first day to sign up to May 29th, 42 days before the day to file candidate petitions.

US Senator Charles Schumer is pushing a plan in the Senate that would allow undergraduate borrowers, with outstanding student loan debt, to refinance at today’s lower rates. Schumer outlined the proposal at Hofstra University today. The Bipartisan Student Loan Certainty Act of 2013 set the undergraduate student loan interest rate at 3.86 percent for the 2013-2014 school year. But he said borrowers who took out loans before 2013 are paying nearly 7 percent or higher. Schumer announced new legislation that will allow them to pay back their outstanding loans at the same rates as new borrowers

New York State a new scholarship program for those who seek degrees and jobs in a STEM field. The New York State STEM Incentive Program will pay the full, 4-year undergraduate tuition for high school seniors who graduate in the top 10% of their class, and enroll at any State University of New York college campus. Scholarship recipients will have to work in a STEM field, science, technology, engineering or math. Applications are due August 15th; more information is available at HESC.ny.gov.

State lawmakers are looking at whether to include electronic cigarettes in the state’s indoor public smoking ban. The Senate Health Committee is holding a hearing on the matter today. The panel will consider whether the existing ban on public indoor smoking should be applied to e-cigarettes, and review current regulations on liquid nicotine, which is used in the devices. The committee will take testimony from supporters and opponents of increased regulations

The Chenango County Sheriff’s Office, State Police & Norwich Police arrested 53 year old Allan Sheppard on Friday for criminal nuisance, and criminal possession of a weapon, following a drug investigation into illegal drug activity in Afton. Police recovered more than 6 illegally possessed long guns and an undisclosed amount of cash, Sheppard has a prior felony conviction, which prevents him from legally possessing a firearm, and the criminal nuisance charge alleges that Sheppard was using his residence to sell controlled substances. He was arraigned in the Town of Afton Court and remanded to the Chenango County Correctional Facility in lieu of $30,000 cash bail. More arrests are pending.

45-year-old James Leavelle of Mentor, Ohio was airlifted to Bassett Hospital in Cooperstown early Friday afternoon after his small plane crashed in a field at North Montgomery Hollow Road in the town of Roxbury. The crash was reported at about 12:30 PM, A LifeNet helicopter transported Leavelle to Bassett Hospital in Cooperstown. The investigation into the crash is continuing.

The state Senate approved legislation to designate yogurt as the official state snack. The bills calls yogurt “an important economic driver” for the state, as New York is now the number 1 producer of yogurt in the country. The Senate voted 52 to 8 in favor of the bill, which now heads to the State Assembly

Firefighters from Masonville, Sidney, Walton, Trout Creek, Sidney Center, Bainbridge, Deposit & Mount Upton fire companies responded to a fire at the Briggs residence on state route 8 between Sidney & Masonville.   The fire was reported at about 8:30 Thursday morning, officials said that the house suffered fire, smoke & water damage, no one was home when the fire broke out, no injuries among firefighters were reported. The cause of the blaze is under investigation.

The state Senate passed legislation to make all honorably discharged military veterans eligible for a high school degree. “Operation Recognition,” already allows veterans of World War II, Korea and the Vietnam wars to get diplomas, the legislation would expand eligibility to other veterans who didn’t complete their formal education. The bill was sent to the Assembly.

Chenango County Sheriffs Deputies arrested 24-year-old Cassandra LaTour and 41-year-old Brett Brooks following an investigation into a reported larceny at a Norwich business. Both were charged with Conspiracy and Petty Larceny for allegedly entering a business with the intent of stealing property. LaTour was also charged with 3rd degree Burglary, Brooks was issued an appearance ticket to appear in the Town of Norwich Court at a later date, LaTour was arraigned in the Town of Norwich Court and will reappear at a later date.

Broome County Executive Debbie Preston will undergo surgery next week at Memorial Sloan Kettering Cancer Center in New York City. Preston announced her diagnosis of lung cancer 2 weeks ago, she will go to Sloan Kettering on Sunday and will have the upper left lobe of her lung removed the Monday. She plans on spending much of next week at Sloan Kettering before heading home to recover.

U.S. Postal Service letter carriers will be collecting non-perishable food items tomorrow, as part of the national Stamp Out Hunger program. Food items can be left by mailbox’s for pickup, all donations will stay in local comminutes.

State Troopers will be conducting a child car seat safety check detail tomorrow from 10:00am till 2:00pm, outside the Oakdale Mall in Johnson City,  Troopers will be stationed in the parking lot near Ruby Tuesday’s, they will inspect your current child car seat and making sure that it is properly installed.   Anyone wishing to attend is asked to bring their child, a current car seat, their vehicle and vehicle manual.

The Town of Hartwick will hold its annual Clean Sweep event from 9:00 AM to 3:00 PM on Saturday. The Town will be collecting Used electronics, televisions, tires, scrap metal and white goods, used appliances, backyard waste, mattresses, furniture; leaves and grass clippings; and returnable bottles and cans.   Regular trash & household Hazardous waste will not be taken at this event.

Governor Cuomo announced that the Southern Tier Citizen Preparedness Corps Training Program would be held tomorrow at 11;00 AM at the Owego-Apalachin Middle school Auditorium in Owego. The program seeks to provide citizens with the tools and resources to prepare for emergencies and disasters, respond accordingly, and recover as quickly as possible to pre-disaster conditions. State lawmakers passed a bill to boost the availability of the drug naloxone, which reverses heroin overdoses. The bill would allow health care professionals to provide orders for certified training programs and pharmacies, Pharmacists would then be able to issue naloxone kits to anyone at risk of an overdose, or their caretaker, and instruct them on how to administer the drug. Heroin deaths in the state have more than doubled from 215 in 2008 to 478 in 2012. The bill now goes to Governor Cuomo for consideration.

State Police at Oneonta arrested 27 year old Jeffrey Edwards of Oneonta, for Driving While Intoxicated with a reportable BAC result of .16% and Unlawful Possession of Marihuana.  The arrest was made sfollowing traffic law stop for speeding on State Highway 28 in Oneonta, Edwards was driving with a suspended license, a search of the vehicle uncovered 4 grams of marihuana.    Edwards was issued tickets returnable to the Town of Oneonta Court on May 14th. ——————————–

36-year-old Jeremy Barrett of Deposit pleaded guilty in Broome County Court to 2 counts of sexual conduct against a child. Barrett admitted to sexual contact with 3 under aged girls, he faces sentencing on August 1st.

The Delaware county Sheriff’s Office now has a drug drop-0ff Box In their Front Lobby at 280 Phoebe Lane in Delhi.   Sheriff Tom Mils announced that Mallinckrodt’s Hobart plant is responsible for the prescription drug take-back collection box. County Residents are invited to safely and legally dispose of unused or unwanted prescription drugs at the Delhi Location, in order for these items to stay out of the wrong hands. The box may be utilized to dispose of prescription medications, however, Needles and liquid medicine cannot be discarded in this box.   More information is available at 746-2336.

Lieutenant Governor Robert Duffy announced that he would not seek re-election with Governor Como this year. Duffy notified Cuomo Wednesday that he would not be on the ticket, he sited back & leg pain as being issues that were impinging on his ability to travel as much as the job requires, he also stated the desire to be closer to family in the Rochester area. No replacement by Governor Cuomo has been announced.

State Police arrested 34-year-old April Florance of Kirkwood, for DWI & Unlawful possession of Marijuana. Police reported that Florance drove the barracks to make a complaint; the desk Trooper detected a strong odor of alcohol on her breath.   Troopers determined that Florance also in possession of marijuana in the police station.   Florance refused to submit to a breath test, she was arraigned & was and remanded to the Broome County Jail pending future court action.

Federal auditors say New York should repay $60.8 million in Medicaid reimbursement, for unallowable costs for room and board for taking care of developmentally disabled people. The U.S. Department of Health and Human Services inspector general said repairs, maintenance, utilities, and property-related costs should have been excluded, in calculating Medicaid payment rates at state-operated residences. The audit recommends the state Health Department refund the $60.8 million federal share of those costs.

State lawmakers voted for tougher penalties for drivers who leave the scene of an accident. The state Senate voted in favor of legislation to impose up to seven years of prison on a motorist who flees the scene of an accident resulting in an injury. Currently, the crime carries a sentence of up to one year. The fines and potential prison sentence for leaving the scene of a fatal accident would also be increased. Similar legislation is pending in the state Assembly.

After an extensive review of New York City’s 2007 Filtration Avoidance Determination, State Health Commissioner Howard Zucker announced that revisions to the document have been finalized.  The revisions will enhance NYC’s existing watershed protection plan and they respond to the significant flooding events in the Watershed by introducing new program elements that mitigate future flood hazards, protect lives and property while protecting water quality.  The revised document & the Health Department’s responses to public comments on the draft may be viewed at health.ny.gov.

Cornell University’s Wildlife Damage Management Program reports that tick populations are still high in New York, despite the long, cold winter.  Persistent snow cover helped insulate ticks in the leaf litter so deer ticks that carry Lyme Disease are in large numbers this year, in direct correlation with the high Deer population. Cornell officials warn New Yorkers to wear light-colored clothing with long pants and sleeves, Tuck your pants into your socks, and your shirt into your pants, Use spray repellents as directed, Walk along the center of trails and avoid contact with shrubs or brush, move lawn furniture and children’s toys away from the yard edges and wooded areas & when you return home from hiking in wooded areas, put clothes in the dryer on highest setting for 10 minutes to kill any ticks.

The Chenango county sheriffs department arrested 26-year-old Kristin Rogers of Poughkeepsie on a Warrant from the town of Columbus for criminal mischief.  Rogers was originally charged for causing damage to another person’s property, she was arraigned & was remanded to the Chenango County Jail on $1,000.00 cash bail pending future court action.

The Chenango county sheriffs department arrested Elizabeth Polasik of Norwich for failure to appear in Guilford town court on an earlier charge.   Polasik was arraigned in the Town of Guilford Court and held at the Chenango County Correctional Facility on $5,000 cash bail pending future court action.
