Pinpointing the source of a salmonella outbreak may soon take less time and be more accurate, due to the next generation DNA sequencing techniques being used at the State’s Wadsworth Center Laboratories. The technology enables public health laboratories to rapidly identify strains of salmonella and quicken responses to potential outbreaks. The FDA is providing equipment, funds for personnel, and training on the equipment to 7 State Public Health Laboratories including New York.

Delaware County Sheriff’s department arrested 31-year-old Gerard Johnson of Walton, who was indicted by a Delaware County Grand Jury for 1 count of Criminal Sale of a Controlled Substance, for the alleged sale of heroin last month in Walton.   41-year-old Cindy Manon of Arkville was also indicted by a Delaware County Grand Jury for 3 counts of Criminal Sale of a controlled Substance for 3 alleged sales of SUBOXONE in Arkville.   Johnson & Manon were remanded to the Delaware County Jail without bail pending future court appearances.

According to a preliminary report released on June 30th; 67 federal, state, and local law enforcement officers have died in the line of duty nationwide in 2014, a 31% increase over the 51 officers killed in the same period last year.   California led all states with 8 officer fatalities; followed by 4 each in New York, Texas, Florida & Virginia.   Firearm related fatalities were the leading cause of officer death, with 25 officer fatalities in the first half of 2014, a 56% increase. Traffic related fatalities were the 2nd leading cause of death among officers in the first half of 2014, increasing 37% with 26 fatalities this year.

New York State’s private sector job count grew by 25,000, or 0.3% in June, according to the State Labor Department. New York State’s private sector job count increased to 7,589,600, an all-time high, while the unemployment rate fell from 6.7% to 6.6% in June. The state economy has experienced employment growth in 37 of the past 42 months, included 19 straight.

New York has spent $161 million on ads promoting tourism & business climate since Governor Cuomo took office in 2011. The largest block of money was devoted to ads related to the Start UP NY program, which exempts new or expanding businesses from property, payroll and state income taxes, if they locate in designated areas on or near university campuses. Comptroller Tom DiNapoli will audit the ad spending for effectiveness.

The Chenango County Democratic Committee unanimously endorsed former Vestal Town Supervisor Andrea Starzak for New York’s 52nd State Senate District. Starzak will appear on the Democratic and Working Families lines for New York’s 52nd State Senate District, against incumbent republican senator Tom Libous of Binghamton. Starzak submitted more than double the required signatures to appear on the November ballot. She was previously endorsed by the Broome County Democratic Committee.

State Attorney General Eric Schneiderman will propose legislation to help to shield women from the effect of the U.S. Supreme Court’s Hobby Lobby decision. The limited scope of the contraceptive mandate under the Affordable Care Act, could result in some women losing insurance coverage for prescription contraception. The Reproductive Rights Disclosure Act would require employers to give current employees 90 days’ notice before changing contraceptive coverage, and to notify prospective employees of any contraceptive coverage they offer their employees. The Affordable Care Act requires most employer-provided insurance plans to cover preventive care and screenings for women without any cost sharing.

Governor Cuomo is creating a new ballot line focused on women’s issues. The new Women’s Equality Party was announced yesterday. Cuomo already has the Democratic, Independence Party and Working Families lines. The governor last year introduced a 10-point women’s equity agenda. Senate Republicans passed nine of the points but refused to support the 10th plank that would strengthen the state’s abortion rights law. Rob Astorino, who is on the Republican and Conservative lines, is trying to create another ballot line for those opposing the Common Core education standards

P.M. NEWS THURSDAY 7-17-14

A federal judge rejected requests by attorneys for State Senator Tom Libous and his son Matthew for more information about the government’s cases against them. U.S. District Judge Vincent Briccetti, denied motions that sought to force prosecutors to produce a “bill of particulars” that would provide more details about the charges. Thomas and Matthew Libous were indicted following a federal investigation, into allegations the senator helped his son get a job at a Westchester County law firm, and convinced a lobbying firm to pay part of his son’s salary. Both have entered not guilty pleas.

New York regulators proposed establishing a framework for commerce in virtual currency that would apply to firms involved in receiving, transmitting and storing it, as well as retail conversions. The proposal by the Department of Financial Services would establish a so-called “BitLicense.” Merchants and consumers who use the virtual currency Bitcoin and others to buy and sell goods and services wouldn’t need a license. However, those buying and selling virtual currency as a business would. The proposal is intended to establish consumer protections and prevent money laundering. The proposed rules will be published next week, followed by a 45-day comment period. Read more at dfs.ny.gov.

Governor Cuomo has raised another $8.5 million for his re-election campaign fund, adding to an account that now boasts a balance of more than $35 million. Cuomo reported $6.8 million in campaign expenses, Republican Rob Astorino, raised $3.4 million in the past 6 months, with a current campaign balance of $2.4 million.

Congressman Chris Gibson announced the House of Representatives passed the Highway Transportation and Funding Act of 2014, to make the Highway Trust Fund solvent until a full multi-year Transportation Reauthorization bill can be passed. The Highway Trust Fund will reimburse states for road and bridge improvements; it extends the solvency of the trust fund through May 2015, ensuring that urgent transportation infrastructure projects in New York State continue unabated.

Governor Cuomo announced $3.6 million was awarded, to support education and job-training programs that help low-income workers find employment. The funding allotment includes $270,000 for Workforce Investment Board programs for Otsego County. The funding is available to help with costs of uniforms, transportation or child-care for people on public assistance to find and achieve employment. People eligible for the program include unemployed adults between the ages of 18 and 24 and individuals receiving public assistance.

The Delaware County Local Development Corporation closed on 2 loans totaling $118,000. The loans were made to Natural Gardens LLC and the Andrew Hinkley Insurance Agency, which together anticipate creating approximately 22 new jobs in Delaware County over a 2-year period. Natural Gardens will turn 80 acres of land into a teaching farm & event center for parties, weddings and corporate events, which will be complete with a microbrewery. The Andrew Hinkley Insurance Agency, from Harpursville is moving to 53-55 Main Street in Sidney. More information is available at economic development programs in Delaware County at 746-8595.

New York state will partner with General Electric and more than 100 companies, universities and public authorities to develop & manufacture new materials for semi conductors. New work will spend $135 million dollars to help establish the new effort, which will be housed at SUNY Albany. Private companies will spend another $365 Million dollars over 5 years, the partnership will be led by GE, and will house companies that will research & produce wafers made of silicon carbide, which is more heat resistant than tradition silicon wafers, and can be produced at a lower cost.

State comptroller Tom DiNapoli announced that the public has a right to know how their money is being spent in the New York open for business campaign. Governor Cuomo announced the campaign last year, as a way to lure tourists to upstate. Last march, the empire state development revealed they spend $15.2 million dollars during the previous 3 months on an ad campaign for “Start Up New York”, an initiative that offers tax free zones for new businesses locating upstate, and had nothing to promote tourism.

Chris Gibson announced today that his campaign raised $819,000 in the second quarter of 2014, over $330,000 more than he has raised in any quarter since first running for Congress. By contrast, Democratic candidate Sean Eldridge raised only $396,000 in the 2nd quarter and then gave himself another $375,000, bringing the total he has directly invested into his campaign to $1.34 million. The Gibson campaign has $1.91 million on hand for the 2014 election.

National Weather service officials have confirmed 8 tornadoes in our area in the last week.   Officials said that 8 Tornadoes is unusually high, the region only averages a few tornadoes a year.  Officials said that severe weather tends to come in cycles, with the most recent year with similar activity is 1998.   The latest confirmation was that a tornado hit the Sullivan county hamlet of Parksville on Sunday, with 90 mile an hour winds, making that tornado ranked as an “EF-1”.

Pre-trial hearings for Ganesh Ramsaran will be closed to both the public and the media, by Chenango County judge Frank Revoir.  Ramsaran is accused of killing his wife Jennifer Ramsaran in December of 2012, her body was found about 2 months later in a wooded area in Pharsalia. Ramsaran’s murder trial is scheduled to begin in September.

The murder trial of 40-year-old Aaron Powell continues in Broome county court.  Powell is accused of murdering his estranged wife Christina Powell and 24-year-old Mario Masciarelli at the Powell’s Binghamton home in March of 2013.  Prosecutors allege that Powell killed Masciarelli with a baseball bat and strangled his wife with an electrical cord.  Powell remains held in the Broome County jail without bail during the trial.

The Anti-Fracking movement claimed victory this week when a supreme court judge tossed out lawsuits from the Joint Landowners Coalition and Norse energy, the 2 entities were trying to push Governor Cuomo to make a decision on Hydrofracking after 6 years of a moratorium.  Republican Gubernatorial Candidate Rob Astorino vowed to move forward with allowing hydro-fracking is elected as governor in the November election.  Governor Cuomo inherited the gas-drilling moratorium from the previous administration of David Paterson; research is still being performed by the state health department following thousands of [public comments on the issue.

State attorney General Eric Schneidermann announced that almost 23 million records of New Yorkers have been exposed to 5,000 data breaches since 2006.  Schneiderman reported that 7.3 million records of New Yorkers were exposed in about 900 data breaches last year alone, including the highly publicized Target breach as well as Living Social. Schneiderman is urging businesses to identify and minimize data collection practices and create an information security plan that includes encryption. Consumers are advised to create strong passwords and update them frequently, and to closely monitor credit and bank statements each month.

A.M. NEWS WEDNESDAY 7-16-14

The Chenango County Sheriff’s Office arrested 29-year-old Kyle Hackett of North Norwich for 1 Count each of 1st degree Rape, 1st degree Sexual Abuse & Endangering the Welfare of a child. Hackett is accused of forcibly engaging in sexual contact with an under age female victim.  Hackett was arraigned in the Town of Plymouth Court and remanded to the Chenango County Jail on $25,000 cash bail.

Republican gubernatorial candidate Rob Astorino reported raising $3.4 million over the past 6 months and will have $2.4 million on hand. Campaign-finance reports for New York candidates were released for the past six months. Governor Cuomo reported having $33 million in his war chest in January, the most of any governor in the country. Astorino said that he will not be able to raise what Cuomo has, but he expects to be competitive.

The Chenango County Sheriff’s Office arrested 53-year-old Cheryl Sayles of Otselic for Criminal Mischief & Reckless Endangerment.  Sayles was charged following an incident on May 29th at New York Central Mutual Insurance in Sherburne, where she is accused of firing a flare gun in the building & causing damage.  Sayles was issued an appearance ticket for Village of Sherburne Court on July 24th.

A state judge dismissed 2 lawsuits that sought to force Governor Cuomo to authorize shale-gas drilling in New York. Supreme Court Justice Roger McDonough tossed the lawsuits, ruling that the Joint Landowners Coalition of New York and Mark Wallach, the trustee for Norse Energy, lack the authority to bring the legal challenge & because they did not suffer environmental harm. The state’s review of fracking is guided by the State Environmental Quality Review Act, which requires an extensive analysis when a government action could have an impact on the environment.

68-year-old Duane Merrill of Hamden died in a farming accident on Friday afternoon, according to the Delaware County Sheriff’s Office. Deputies reported to 2152 Chambers Hollow Road, where Merrill was baling hay when the tractor’s seat detached causing him to fall backward onto the ground between the tractor and baler, He became entangled in the machine and was killed.

The Chenango County Sheriff’s Office arrested 22-year-old Michele Huedepohl of Triangle for 3 counts of Endangering the Welfare of a child. Huedepohl was charged for allegedly forcing a 9 year old to smoke marijuana, and for allowing a 15-year-old female to smoke marihuana in her presence and in the presence of a 6-year-old child in the Village of Greene. Huedepohl was charged with 3 counts of Endangering the Welfare of a child & was issued appearance tickets for the Village of Greene Court and will appear at a later date.

Chenango county sheriff’s deputies arrested 45-year-old Jeffry Reynolds, following traffic stop in the Village of New Berlin. The deputy observed the Reynolds of almost causing a head on accident, deputies accused Reynolds was driving while intoxicated. Reynolds was taken into custody, processed & was released to a sober 3rd party. Reynolds was charged with DWI, Driving with a BAC of .08 or more, unsafe tires, no distinctive plate, and failure to yield right of way, he will appear in the Town of New Berlin Court at a later date.

New York will disclose the routes and schedules of freight trains hauling tanker cars filled with crude oil as they pass through New York on their way to coastal refineries. The State denied a request by CSX Transportation & Canadian Pacific Railway to sign a non-disclosure agreement; they began providing the information to the State Emergency Response Commission on June 7th. Safety concerns about the shipment of oil by rail has grown as the frequency of the shipments has grown. Senator Chuck Schumer is co-sponsoring legislation requiring the FEMA to form a panel to address derailments involving hazardous materials and crude oil tankers.
