If New York voters approve Proposition number 2 on the ballot next week, their 213 lawmakers will join the digital age. If the bill is passed, their desks will have computers rather than thick stacks of bills on paper that they are supposed to read. Other states have already made such efforts, but New York’s change has required a number of hurdles because the state constitution requires bills to be “Printed” and “Upon The Desks” of lawmakers for 3 days before they can be passed. The 3 day “Aging” period will still exist; the change is expected to save state taxpayers million s of dollars in printing costs.

New York was ranked 49th out of 50 states, for its business tax climate by the Tax Foundation, with only New Jersey ranking worse. The group did praise New York & Governor Cuomo for their corporate tax policies, which included reductions in corporate tax rates and an end to the manufacturing tax.   The tax foundation states that New York still has a long way to go, although recent reforms represent an effort toward a simpler & smarter tax code.

The Bainbridge chamber of commerce will have their “Commitment To Community” dinner on Saturday November 8th, and the cream of The Crop in Bainbridge. The chamber of honor Pine ridge Grocery as the business of the year and Dave Worden as the Citizen of the year. State Police will conduct a special traffic enforcement effort during the Halloween weekend. Troopers will also conduct underage drinker identification details statewide. The effort will begin on Thursday and continue through Sunday. Drivers can expect sobriety checkpoints, additional patrols, underage drinking and sales to minor’s enforcement. During last year’s initiative there were more than 1,300 accidents. Six people were killed. Troopers also arrested 324 people for DWI and issued more than 21,000 tickets for speeding, distracted driving and other traffic violations

P.M. NEWS WEDNESDAY 10-29-14

Governor Cuomo announced nearly 40 million dollars in grants to reduce water pollution and to protect bodies of water across the state; the grants will support 134 projects, with 23 million dollars going to projects that seek water pollution control by preventing floods and storm water runoff, which can carry pollutants into streams and lakes. The sentencing of Ganesh Ramsaran is postponed until December 1st in Chenango county court. Ramsaran was convicted of 2nd degree murder for the death of his wife Jennifer in December of 2012, he is being held in the Chenango county jail without bail since his conviction on September 23rd.

A Bainbridge man has died following a rollover crash Tuesday night on I-88 in the town of Fenton, after he struck a deer. 35-year-old Sean Coleman was pronounced dead at Wilson Memorial Hospital of massive head trauma. Police investigators believe that Coleman hit the brakes after colliding with the deer & lost control, overturned and landed on the right shoulder of the highway. Police said that Coleman was found about 30 feet from his vehicle; an unidentified passenger suffered only a minor injury and was treated at an area hospital & was released.

Local fire departments are urging area residents to make sure that they carbon monoxide alarms are working properly. Carbon monoxide poisoning is the leading cause of accidental poisoning deaths nationwide, with about 200 new Yorkers being hospitalized each year. Those who are poisoned tend to exhibit flu like symptoms; a New York state law from 2010 requires carbon monoxide alarms in residential properties as wall as hotels, dorms & nursing homes.

Governor Cuomo announced the establishment of a strategic fuel reserve at 6 locations in the upstate counties, to ensure that gas & diesel fuels are available to emergency responders in the event of an emergency like severe storms. The reserve terminals are positioned to rapidly provide service to all areas of upstate in the event of a declared emergency. About 2.5 million gallons of gas & diesel will be housed and supplied to emergency responders if their own fuel supplies are disrupted.

The Otego fire department responded to a structure fire early this morning at 2:38 AM, at 17 Forster Street. The fire was reported in the basement, the fire was extinguished in a little over an hour, and no injuries were reported.

An autopsy conducted at Lourdes Hospital in Binghamton on 26-year-old Derek Prindle of Afton determined that the cause of death was from a gunshot wound to the chest, the death ruled as a homicide. State police are looking of eyewitnesses to the shooting in the parking lot of Peak Fitness in the town of Bainbridge Monday between 1:00 & 1:30 PM; they can call Troop C at 561-7400. Former New York City police officer and John Guzy of Bainbridge has been charged with 2nd degree murder, he is being held in the Chenango county jail without bail pending court action Friday.

A Delaware county sheriffs deputy was involved in a head on crash on state highway 10 in the town of Walton that resulted in a serious injury to the driver of the other vehicle.   Deputy Stephanie Proffitt was taken to Delaware valley hospital in Walton where she was treated for a leg laceration & was released. The 2nd driver, 27year old Amber Phraner of Walton was airlifted to Wilson Hospital in Johnson City where she was listed in critical condition. The investigation is continuing.

A.M. NEWS WEDNESDAY 10-29-14

Governor Cuomo directed that flags on state government buildings be flown at half-staff today in honor of the 61 men and women who lost their lives to Superstorm Sandy. Governor Cuomo also asked for a moment of silence in memory of those who were lost as well as the countless others whose lives were disrupted, at 8:00 tonight, marking the approximate time when the storm surge first began in New York.

Eric Frein in Custody

After nearly seven weeks on the run, suspected cop killer Eric Matthew Frein is in custody. Frein was arrested by US Marshalls Thursday when he was caught hiding in an abandoned hanger at the Pocono Mountains Municipal Airport in Tobyhanna, Pennsylvania. Frein, who was armed, was taken into custody without incident, and at least one weapon was recovered. Frein, 31, is suspected in the September 12 ambush shooting that left Cpl. Bryon Dickson dead and Trooper Alex T. Douglass wounded outside the Pennsylvania State Police barracks in Blooming Grove. The manhunt involved as many as 1,000 officers at times, some from other states, and cost several million dollars. The FBI had named him one of its Ten Most Wanted Fugitives.

Peak Fitness on State Route 7 in Bainbridge is open for business today, one day after a shooting took place in the parking lot out front that resulted in 1 death & 1 injury. Peak Fitness Manager Aric McKown comments:

State Police reported that 26 year old Derek Prindle of Afton died, his father 60 year old Derek Prindle of Afton was taken to Wilson Hospital in Johnson City for a gunshot wound, 56 year old John Guzy of Bainbridge has been charged with 2nd degree Murder & is being held without bail pending future court action, the investigation is continuing.

NBT Bancorp reported 3rd quarter net income of $10.9 million, down from $19.3 million for the same period last year. A panel created by Governor Cuomo laid out a plan to guide the spending of a $2 billion bond for increasing technology in schools, but voters will have to approve the borrowing next Tuesday. If approved, school districts would submit specific plans on how they would spend their share of the bond, on equipment like whiteboards, laptops and tablets; installing high-speed or wireless Internet; or installing “high-tech security features” in schools.

State Police responded to a road rage shooting in the parking lot of 2907 State Route 7 in the Town of Bainbridge, Monday afternoon at around 1:30. 26 year old Derek Prindle of Afton was taken to Tri Town Hospital in Sidney, where he later died, his Father; 60 year old Derek Prindle of Afton was taken to Wilson Hospital in Johnson City and is being treated for a gunshot wound. 56 year old John Guzy of Bainbridge has been charged with 2nd degree Murder, he was arraigned in the Town of Bainbridge Court and remanded to the Chenango County Jail. The investigation is continuing.

Governor Cuomo released guidelines for the mandatory, 21-day quarantining of medical workers returning from West Africa, that he and New Jersey Gov. Chris Christie ordered Friday. Cuomo said the health care workers who had contact with Ebola patients will be quarantined at home and receive twice-daily monitoring from medical professionals if they have no symptoms. Family members will be allowed to stay, and friends may visit with the approval of health officials. The state will also pay for any lost compensation, if they are not paid by a volunteer organization

The South New Berlin, New Berlin, Mt. Upton, Gilbertsville and Sidney Fire Departments responded to a structure fire at 1265 County Road 18 in Mount Upton last night around 7:30. First crews found a fully involved structure fire, Crews knocked the fire down, and the investigation is continuing.

The Delaware County Board of Elections announced that the last day to mail in an absentee ballot is today, for the upcoming Election. The last day to deliver in person an absentee ballot application is Monday November 3rd & the last day to postmark an absentee ballot is November 3rd. The Delaware county Board of Elections office in Delhi will be open this Saturday, November 1st; more information is available at 746-2315. The General Election will be held on Tuesday, Polls will be open from 6:00 AM to 9:00 PM.

Afton Man Killed in Bainbridge Shooting

John M. Guzy, 56, of Bainbridge, was taken into custody and charged with second-degree murder in the shooting death of 26-year-old Derek D. Prindle of Afton.  The incident occurred at about 1:30 p.m. at Peak Fitness on Route 7 in Bainbridge on Monday.  Derek S. Prindle, 60, of Afton is being treated at UHS Wilson Regional Medical Center for a gunshot wound.   Guzy was arraigned in Town of Bainbridge Court and remanded to the Chenango County Jail.
