State Police arrested 3 people for manufacture and possession of methamphetamine after a search of a Johnson City residence lead to the discovery of a meth lab. Police arrested 22 year old Joshua Diaz 20 year old Desiree Buckley & 16 year old Stanley Conklin, all from Johnson City, with Criminal Possession of a Controlled Substance; Unlawful Manufacture of Methamphetamines, and other charges related to the possession and use of a controlled substance. All three subjects arraigned in the Village of Johnson City Court and remanded to the Broome County Jail.

Otsego County will host four public forums between November and February where farmers can speak directly to the Otsego County Farmland Protection Plan Committee regarding the 2014 update to the Otsego County Agricultural and Farmland Protection Plan. Governor Cuomo today vetoed legislation that would have authorized state pension credits for peacetime military service. The legislation would have amended current law that provides up to three years credit toward state pensions for military service during hostilities. They would have to pay 3 percent of their compensation during those military years to the retirement system. The governor said it’s an unfunded mandate on local governments that would incur $57 million in near term obligations

A former variety store manager is accused of stealing $1,872 and creating false business entries. 39 year old Christopher Fillmore of Maryland, New York, was charged with grand larceny and falsifying business records from a store on State Route 28. Fillmore faces up to four years in prison if convicted on those charges. Fillmore surrendered to the Otsego County Sheriff’s Office Friday, but deputies said he drove himself to the department illegally. His license had 14 suspensions on six different dates. The majority of New Yorkers newly insured through the Affordable Care Act known as “Obamacare” are happy with their coverage, according to a new survey by the State Health Foundation. 92% of New Yorkers who are newly insured are completely or somewhat satisfied, 23% said it was very or somewhat difficult to find a doctor’s office or a clinic that would accept them as a new patient. Norwich Police arrested 3 people on drug charges following the execution of a no-knock search warrant. Police confiscated heroin, crack cocaine and cash at 12 State Street Friday night. Police arrested 28 year old Miguel Abreu of Brooklyn, 34 year old Shaun Sullivan & 34 year old Samantha Remillard of Norwich for criminal possession of a controlled substance in the 3rd & 7th degree, criminally using drug paraphernalia, criminal nuisance & Endangering the welfare of a child. Abreu, was also charged with tampering with physical evidence, a child at the residence was turned over to a family member.

State Police in Sidney responded to a report of a 1 vehicle fatal accident on East Afton Road in Afton Friday Morning at about 9:00 AM. 33 year old Joshua Seufert drifted off the road, overcorrected and then overturned striking a tree. The passenger was 28 year old Christopher Polomcean of Deposit, he was pronounced deceased at the accident scene. Both men were working for the State Parks department and were in a New York State Parks pick up truck when the accident occurred. The investigation is ongoing.

State Police have charged 3 people following a shooting at a Margaretville gas station Thursday night. 34 year old Keishaun Harper of Charlotte North Carolina was charged with 1st degree Assault & Attempted Robbery, 32 year old Joann Winne of Margaretville, was charged with Attempted Robbery, 24 year old Danielle Vitale of Arkville, and was charged with Attempted Robbery. Police reported that 23 year old Mackenzie Alexander, of Arkville was allegedly shot by Harper while seated in a vehicle at the Hess Mart in Margaretville. She was taken to Albany Medical center with non-life threatening injuries. The 3 Defendants were arraigned & were remanded to the Delaware County Jail. The investigation is continuing.

State Police in Margaretville responded to an attempted robbery and shooting in the parking lot of the Hess Mart on State Route 28 in the Village of Margaretville today. The investigation led to one male suspect and two female suspects being taken into custody at the Budget 19 Motel located in Kingston, 3 suspects were questioned this afternoon, The investigation is ongoing.

The State University of New York approved the 5th consecutive year of tution increases under its five year plan to raise rates $300 a year and proposed a 17.5% state aid increase next fiscal year. The tuition increase will bring in state tuition to $6,470 a year. The budget increase is a request to the state Legislature and Gov. Cuomo for the fiscal year that starts April 1st. In 2011, Gov Cuomo and the state Legislature agreed to the SUNY 2020 program which allows the 64 college system to increase tuition $300 a year over five years. The move gives SUNY the independence to increase tuition without having to battle the Legislature every year over its request

U.S. Senator Kirsten Gillibrand is looking to expand broadband access for people who live and do business in Delaware County. Gillibrand visited yesterday to discuss ways to expand and improve high-speed broadband access within the county. Representatives from the Telecom industry, government agencies and local business owners were on hand to learn how they would benefit from the change. Gillibrand said the next step is to work with state government and the U.S. Department of Agriculture and apply for grants and loans to acquire the necessary funding to put the infrastructure to work

The Weather Channel ranked Delaware County the 10th worst place in the nation to own a home. The rankings are based on weather, climate and natural risks and disaster. The recent article pointed to the 2006 flood, which devastated the county with up to 15 inches of rain in three days. Officials say the study doesn’t take into account the work that’s been done in recent years to minimize future damage, such as reclaiming flood plains and stream bank restoration. Another factor contributing to the ranking was the high cost of energy. Governor Cuomo today announced that households needing heating assistance could begin applying for New York’s Home Energy Assistance Program on Monday, November 17th. Eligible households can receive a one-time benefit of up to $625 this winter from the program, which is federally funded. Anyone living outside of New York City can apply for a regular Home Energy Assistance Program benefit online at myBenefits.ny.gov. Last year, more than 35,000 households applied through that site.

New York State has implemented tougher laws against distracted driving. There were 3,300 deaths in 2012 because of distracted driving. Along with bigger fines, all drivers convicted of texting while driving will receive five driver violation points on their license, instead of the usual three points. The attorney for State Senator Tom Libous has asked a federal judge in Westchester County to dismiss the case against him. Senator Libous was arraigned in July in a Federal court for 1 count of making false statements to the FBI in 2010; he is accused of scheming to get his son a job at downstate law firm in exchange for political considerations. Libous denies the charges; his son is facing several charges, including filing fraudulent tax returns to the IRS.
1 of the winners in Tuesday night’s voting is now calling for election spending reform, saying donors ‘should be obligated to share where that money came from.” State Assemblyman Gary Finch won re-election in the 126th Assembly District, Finch said his opponent outspent him with the help of a half million dollars from Assembly Speaker Sheldon Silver. Finch plans to introduce reform measures in the next legislative session.

The Chenango County Sheriff’s Office arrested 22-year-old Matthew Sieger of Bainbridge Tuesday for 2nd degree Burglary & Criminal Possession of Stolen Property. Sieger is accused of breaking into someone’s home with another person & stealing several items. Sieger was arraigned in the Town of Coventry Court and was remanded to the Chenango County Correctional facility on $2,500 cash bail, he’ll appear in the Town of Coventry Court at a later date to answer to his charges.

Members of the public learned how to administer Naloxone, a medication that counters the effects of drug overdose, during a free training session yesterday at Lourdes Hospital in Binghamton. Lourdes Hospital’s Youth Services Program in Binghamton hosted the free training session along with the Southern Tier AIDS Program. The medication is intended to revive someone experiencing an overdose of drugs like heroin, oxycodone, methadone and Vicodin. Lourdes has planned another session for December 9th.

New York legislators are now encouraging health care professionals to travel to West Africa to treat Ebola patients. Governor Cuomo and New York City Mayor Bill de Blasio announced a program to provide financial incentives and other employment protections to those who volunteer. The state will work to make sure workers would have their pay, health care, and employment statuses continue when they get back.
