Chenango county sheriff’s department arrested 2 county residents on charges of Criminal Possession of Stolen Property & Criminal Possession of a weapon. Charged were 22-year-old Samuel Ackermann of Norwich & 24 year old Thomas Ackerman of Otselic following an anonymous phone tip of stolen firearms taken from the town of Smyrna. Thomas Ackerman had previous felony convictions and could not legally posses a firearm. Both were already being held in the Chenango County Jail on separate charges, they were arrested, arraigned & were remanded back to the County Jail on cash bail pending future court action.

Chenango county sheriffs department arrested 50-year-old Alice Seibert of Earlville for Criminal Possession of a Controlled Substance and a public health law violation. Seibert was charged following an investigation into a suspicious vehicle at a business in the Village of Smyrna, where she allegedly possessed medication that she did not have a prescription for & for not having it in its original container, she was processed and released & will appear in the Village of Smyrna Court at a later date.

The Broome County Sheriff’s Office arrested 35-year-old Brett Hines of Windsor Sunday following the report of a domestic dispute. Hines is accused of breaking televisions, walls & striking a female as she held an infant, then fleeing the scene. State police found Hines in Harpursville and he was taken into custody. Hines was charged with harassment, criminal mischief & 4 counts of endangering the welfare of a child, he was arraigned in the Town of Windsor Court and taken to the Broome County Jail on $400 bail pending future court action.

The Chenango County Sheriff’s Office completed an investigation into the theft of dirt bikes from a Town of Sherburne business. 3 people have been arrested following the investigation, charged were 26-year-old Michael Hicks of Norwich for Petty Larceny, hicks is currently in the Chenango County Correctional Facility without bail. Additional charges involving the pursuit are pending. Deputies charged 23-year-old David Wehrenberg of Richfield Springs for 4th degree Grand Larceny, he was also found to have an active arrest warrant for Insurance Fraud from Otsego County, he was processed and turned over to the Otsego County Sheriff’s Office. Deputies also arrested 20-year-old Brent Manwarren of Norwich for Criminal Possession of Stolen Property; he will appear in the Town of Norwich Court at a later date. The stolen items were returned to the victim, more charges are likely in this case, the City of Norwich Police Department assisted with the investigation.

The Chenango County Sheriff’s Office arrested 26-year-old Thomas Ackermann of Otselic, following an investigation into several larcenies from motor vehicles in Norwich and North Norwich. Detectives executed a search warrant on Ackermann’s vehicle and residence where they recovered several stolen items. Ackermann was charged with Criminal Possession of Stolen Property, he was arraigned in the City of Norwich Court and remanded to the Chenango County Sheriff’s Office on $5,000 cash bail. The Norwich City Police Department assisted with the investigation.

State tax collections through the first 8 months of the state’s fiscal year totaled $41.8 billion, $242.2 million higher than projected in the latest Financial Plan update, according to the November cash report released by State Comptroller Tom DiNapoli. The state has also collected nearly $4.1 billion of the $5.5 billion expected from financial settlements since the budget was enacted, which is approximately $3.8 billion more than anticipated. All Funds receipts increased 5.6% or $4.9 billion, through November 30th primarily because of settlements and assessment revenues. The General Fund closing balance totaled $6.6 billion, which was more than $1 billion higher than updated projections and $2 billion higher than a year earlier.

The Delaware County Sheriff’s Office arrested 35-year-old Rafael Figueroa of the town of Roxbury with 3 counts of Criminal Sale of a Controlled Substance, following the unsealing of a grand jury indictment Thursday. Figueroa is accused of selling cocaine in Margaretville, he was held in the Delaware County Correctional Facility on $25,000 cash bail or $50,000 bail bond. Figueroa has a prior felony drug conviction, & could face up to 12 years imprisonment for each of these drug sales.

New Yorkers oppose giving the state Legislature its first raise since 1999, and they remained split over whether the state should have moved forward with hydraulic fracturing, according to a Siena College poll. Voters oppose a legislative pay raise, 63 to 28%. Despite voters being evenly split upstate, the state’s tough gun-control law called the SAFE Act was supported, 58 to 33% statewide. Voters were also evenly divided on the Dream Act that would provide tuition assistance to illegal immigrants, with 44% supporting it and 48% opposing it. Governor Cuomo had a 58% to 37% favorability rating, up slightly from October.

Action has been taken against several retailers after an investigation revealed many were selling toy guns that appear to be real. Attorney General Eric Schneiderman’s office sent cease and desist letters to stop the online sales and shipments of toy guns that do not have required distinguishing designs. State law prohibits the sale of imitation guns in realistic colors, unless it has a one-inch wide orange stripe running down both sides of the barrel. Some toy guns could be mistaken for real weapons by both law enforcement and the general public. Since 1997, at least four people have died when law enforcement mistook toy guns for the real thing.

Governor Cuomo announced that the next phase of New York’s Combat Heroin campaign. Starting today, public service announcements will begin airing in movie theaters across New York State & 10 new “Real Story” videos have been posted to the state’s Combat Heroin website, at combatheroin.ny.gov. About three quarters of public high school students in New York graduated on time in June, though graduation rates in the state’s largest cities remain far lower, according to data released by the state Education Department. Governor Cuomo signed legislation opening the door for growing and researching industrial hemp in New York. The bill, introduced by Assemblywoman Donna Lupardo, creates an agriculture pilot program to study ways to cultivate and manufacture products with the multi-use crop. It passed both houses of the State Legislature in the spring. Colleges and universities, including Cornell, Binghamton University, may take part in New York’s research program.

Governor Cuomo announced the release of proposed regulations for the State’s medical marijuana program, which would require that certificates be issued only by physicians who have registered with the State Department of Health and received training. Patients with serious medical conditions would be certified by their physicians before applying for the registry identification card needed to receive medical marijuana. Entities that wish to manufacture and distribute medical marijuana would apply to DOH, and pay a $10,000 application fee for the review. The public will have 45 days to comment on the proposed regulations starting December 31st, A copy of the proposed regulations can be found on the Department of Health’s website health.ny.gov.

State Senator Tom Libous will call on the New York State Gaming Commission and its appointed Gaming Facility Location Board to reconsider the Southern Tier’s two applications for the fourth authorized casino license. The gaming commission earlier this week chose an application for a new casino in Seneca County as the Southern tier choice for a new casino; it is located about 85 north of the Southern tier, other applications that were located in Johnson City & Nichols. The commission was originally tasked to pick 4 choices for casino location, but picked only 3.

The State Department of Health has completed its public health review of high-volume hydraulic fracturing and Acting Commissioner Dr. Howard Zucker recommended that high-volume hydraulic fracturing should not move forward in New York State. Dr. Zucker announced his findings and recommendations today at a Cabinet Meeting in Albany. DEC Commissioner Joe Martens will issue a findings statement that will prohibit Hydrofracking in New York State, the DEC will incorporate the findings of the public health review into the Final Environmental impact statement, which will be released with a response to public comments early next year.

Chobani will be donating one million cups of Greek yogurt to New Yorkers in need this holiday season as part of its commitment to give to the communities where they operate. The first one million cups will be distributed to City Harvest, to help feed more than 1.4 million New Yorkers facing hunger. New York State remains free of any Ebola cases and the State Department of Health continues to monitor and screen health care workers and others traveling from Ebola-affected countries. Individuals may be monitored or quarantined for 21 days, depending on their contact history with Ebola. Anyone that has symptoms consistent with Ebola virus will be immediately transported to a specially designated hospital and tested. New York has had only one patient with Ebola, a health care worker who recovered from the disease at Bellevue Hospital in New York City
