New York state currently ranks 2nd in maple syrup production, and studies are being conducted at Cornell University to see if production can be extended to birch & walnut syrup, Cornell agriculture department spokesperson Julie Suarez explains:

Governor Cuomo today announced that as a result of the Agricultural Land Assessment Cap, last year farmers across the state paid $11 million less in agricultural property taxes. Cuomo said that Coupled with the 2% property tax cap, New York farmers are enjoying a more predictable property tax climate, leading to increased productivity and profitability on farms across the state. New York’s property taxes have been held to an average growth rate of 2.2% during the past three years, nearly 60% less than the 5.3% rate of growth over the previous ten years.

State Senator Jim Seward commented on the State Senate’s Republican leaderships’ “Brighter Future” budget resolution for fiscal year 2015-16.

Seward stated that the senate’s broader tax cut proposal would apply to all STAR eligible homeowners, or approximately 3.3 million people, the senate budget proposal will make the statewide property tax cap permanent & it eliminates the $1 billion that remains of the Gap Elimination Adjustment (GEA) scheme imposed by Democrats in 2010, and increases state school aid significantly over what the governor has proposed. The additional $1.9 billion school aid increase advanced by senate Republicans is also distributed fairly and equitably to every region of the state.

State Police at Oneonta arrested 34 year old Richard Siar of Walton, for Driving While Intoxicated with a reportable B.A.C. almost double the legal limit. Troopers responded to a report of an intoxicated driver at the drive thru McDonald’s Restaurant on State Route 23 in Oneonta, Siar was issued tickets for Town of Oneonta Court on March 24th.

Governor Cuomo announced that those in danger of running out of heating fuel or having their utility service shut off can now apply for a second emergency benefit through HEAP. The additional assistance is being made available after the colder winter weather and additional federal funding awarded to the state. Governor Cuomo is calling on state lawmakers to change the age on penalties for juveniles who could be placed into adult prison situations, with the “Raise the Age” campaign. The Governor’s proposal includes raising the age of criminal responsibility to ensure that 16- and 17-year old youth who are convicted of non-violent offenses are not incarcerated with the adult prison population. The New York State Park Police are accepting applications for seasonal Park and Recreation Forest Ranger and Park and Recreation Public Safety Ranger positions, which provide public safety and security services within the state park system. Public Safety Rangers must complete 80 hours of prescribed training including 24 hours of Security Guard training and provide general security services in support of the State Park Police. The positions are seasonal in nature, generally from Memorial Day through Labor Day.

State Comptroller Tom DiNapoli released the results of an audit on Delaware County regarding 3rd party procurement procedures, the audit found that the county needs to ensure that it awards contracts to service providers only after soliciting competition through a bidding process & that a stated period of services be included in contracts, the county also needs to establish a Board of Ethics. The audit also suggests that the Department of Social Services should reconcile the payments made to third-party providers on an annual basis & the Department of Mental Health should ensure that all payments to 3rd party providers are adequately supported prior to payment. County officials agreed with the recommendations and indicated they planned to take corrective action.

Attorney General Eric Schneiderman announced the formation of a coalition of state attorneys general from Connecticut, Indiana and Puerto Rico to further investigate the business practices of the herbal supplement industry. The coalition’s formation follows a recent analysis that found contaminants, unlabeled plant species, and other substances in certain herbal supplements, many of the supplements had either been heavily processed & the genetic material of the original plant source was undetectable. Mislabeled supplements ingested by the public may pose a significant danger to those who have food allergies or take medication.

The Chenango county sheriffs department arrested 43-year-old Kevin Young of Norwich Saturday. Young was arrested on an active arrest warrant from the Town of New Berlin Court for 2ndf degree Menacing & Endangering the Welfare of a Child. Young was arraigned at the Town of Norwich Court & was released on his own recognizance and is to appear in the Town of New Berlin Court at a later date.

A.M. NEWS TUESDAY 3-10-15

Autopsies were conducted Monday on Tifanne Wells, the manner of her death to be a homicide caused by 2 gunshot wounds. The autopsy on George Jones ruled the manner of his death to be a suicide as a result of a self-inflicted gunshot wound. State Police stated that the investigation is continuing, it is believed that the timing of the incident was late in the afternoon of Saturday March 7th, at the couple’s residence in the town of Oneonta.

Delaware County Sheriff’s Deputies investigated a 1 car property damage auto accident in the Town of Walton. Deputies arrested 55 year old Richard Wood of Walton for Driving While Ability Impaired by Drugs. He was issued traffic summons for Driving While Intoxicated, Failure to keep right and moving from lane unsafely. He was arraigned in the Town of Sidney Court and remanded to the Delaware County Jail on $2,500 cash bail pending future court action in the Town of Walton Court at a later date.

Update to PM News Monday 3-9-15

Forensic Pathologist, Dr. James Terzian conducted an autopsy today on Tifanne Wells and ruled the manner of her death to be a homicide caused by two gunshot wounds.  Dr. Terzian conducted an autopsy on George Jones and ruled the manner of his death to be a suicide as a result of a self-inflicted gunshot wound.   The autopsies were conducted at Lourdes Hospital, State Police stated that the investigation is continuing through interviews and forensic analysis to determine the circumstances that led to the fatalities. It is believed that the timing of the incident was late in the afternoon of Saturday March 7th, at the couple’s residence in the town of Oneonta.

Governor Cuomo announced that 103 elected officials from all levels of government around the state have joined the “Enough is Enough” campaign to combat sexual violence on college and university campuses. The campaign is a call to action for members of the public to support for the passage of the Governor’s proposal to create the strongest protections in the country for college students, codifying uniform sexual assault prevention and response protocols for all colleges and universities in New York State.

It’s week 7 of the 3rd Cal Harris murder, this time being played out in Schoharie County Court. Jurors were removed from the courtroom for more legal wrangling between the defense & the prosecution this morning. Harris has been convicted twice before in Tioga county court for the murder of his estranged wife Michelle in September of 2001.
