New York State Electric & Gas are making headway in returning power to those who were affected by these weekends’ storms. In Chenango County NYSEG reported that power outages affected just under 700 this afternoon, the majority of affected customers were in New Berlin, Norwich & North Norwich. Otsego County had about 1000 customers without power, scattered through the middle & northern townships. Delaware County had all power restored this afternoon.

Governor Cuomo today announced $13.7 million in grants to support eight critical municipal water infrastructure projects across the Southern Tier. These grants are part of the second round of NYS Water Grants funded through the state’s Water Infrastructure Improvement Act. Locally the villages of Sidney, Delhi & Stamford, &the town of Guilford will receive grants for their drinking water improvement projects.

State Senator Jim Seward joined in the dedication Saturday of the historic Andes Train Depot and announced a $75,000 state grant he secured to help with restoration costs. The capital funding through the State and Municipal Facilities Program has been used to help fund the restoration of the Delaware and Northern Railroad Depot building, it is now the starting point of the Andes Rail Trail.

The Maine-Endwell Little League team is going to the Little League World Series in Williamsport Pennsylvania following their 6-2 win over Keystone Saturday night. Maine-Endwell’s first opponent is Warwick North Little League from Rhode Island, the game will begin at 3:00 PM this Thursday and will be televised by ESPN.

NYSEG is reporting that hundreds are still without power this morning following the damaging weekend storms. Chenango County had over 1100 without power late this morning, mainly in Norwich, New Berlin & Preston. In Otsego County, over 1300 were without power, scattered mainly in the middle & northern sections, Delaware County had a little over 100 without power, mostly around Andes and Downsville. NYSEG opened a distribution center at the Norwich Fire Department and is handing out free bottled water.

The New York State Health Department today announced that the more than 2.8 million people signed up for health insurance through the end of the 2016 open enrollment period on January 31, 2016. The data show that enrollment in the Marketplace increased by 33 percent, or nearly 700,000 enrollees from the previous enrollment period; 92 percent of those enrolled through the Marketplace report that they did not have health insurance at the time they applied.

The Delaware County Board of Elections will have a voting machine at the Delaware County Fair on Friday August 19 to educate the public on how to vote on the machines. State Office of General Services Commissioner RoAnn Destito today announced that OGS is hosting a free training seminar meant to familiarize local governments, schools, and nonprofit organizations with the use of new state contracts. Governor Cuomo today directed state agencies to take immediate steps to lower electricity usage, due to the persistent high temperatures and humidity today and through the weekend. All state agencies have been directed to immediately lower energy usage by turning off lights, raising air conditioning temperatures, closing window shades, and powering down unused computers, printers and other electrical devices; other regions.

Broome County District Attorney Steve Cornwell announced the arrest & arraignment for 2nd degree manslaughter charges against Jennifer and Charles Burks of Endicott for allegedly recklessly causing the death of their 5-year-old son through an opioid overdose. The case is scheduled to go to a grand jury next week.

Delaware County Sheriff’s Deputies arrested 20 year Justin Mattice of Delhi early this morning on charges of felony aggravated unlicensed operation of a motor vehicle, aggravated driving with a blood alcohol content of .18% or greater, felony DWI, criminal possession of a controlled substance following a civilian report of a possible domestic dispute in progress on Warner Hill Road in the Town of Meredith. Mattice was arraigned at Kortright Town Court; he was remanded to the Delaware County Jail on $2,000 bail.

State Police at Sidney arrested 22-year-old Christopher Brissette of Unadilla for felony of criminal possession of stolen property. The arrest occurred after a report of the theft of power tools in July from a residential garage in the Town of Unadilla. Brissette is accused of possessing a wood splitter valued at about $2,000 in the Town of Columbus. He was issued a ticket returnable to the Town of Columbus court on August 16th.

Governor Cuomo has signed legislation designed to help incapacitated people at the end of their lives. “Peter Falk’s Law,” requires all people entitled to notice of a person’s death, funeral and burial arrangements to be identified in court orders appointing a guardian to oversee the person’s care. In some circumstances under the current law, legally-appointed guardians have failed to notify family members or close friends of the person when they become sick, are admitted to the hospital, or pass away, the new law will help ensure legal guardians will no longer be able to improperly isolate an incapacitated person at the end of their lives. The famous actor’s daughter had alleged the actor’s second wife obtained conservatorship of him and blocked all contact with other family members at the end of his life.

20-year-old Kobe Hanns of Conklin was sentenced to eight months in jail in Broome County Court Wednesday. State police say Hanns fatally shot & killed his sister’s dog for urinating inside the family house. Hanns was found guilty of aggravated cruelty to animals and criminal mischief after a trial in June.

State Police at Oneonta arrested 21-year-old Akil Wright of Laurens for the felony criminal mischief and 21-year-old Shaquilla Parker of Laurens for menacing, after troopers responded to a dispute at an apartment on Main Street in Laurens. An investigation determined that after a physical dispute with her boyfriend Parker threatened him with a knife. Also, he damaged over $250 of their property. Wright and Parker were arraigned at the Town of Laurens court and were release without bail required. Their next court dates are pending.

A fundraiser will be held this Sunday in Sidney for the family of 31-year-old Shayne Charles, who was fatally injured in an explosion & house fire in Masonville July 13th. The fundraiser will be at the Moose Lodge in Sidney from 11:00 AM to 6:00 PM to help pay for medical and funeral expenses and establish a trust fund for Charles daughter. Charles was severely burned when he tried to ignite a propane hot water heater at his mother’s house on State route 206, he was transported to the burn unit at Upstate Medical University Hospital in Syracuse, he died there 10 days later. . State & Local fire investigators are trying to determine what started the fire early Tuesday morning at the former Cooperstown Motel at 90 Chestnut Street in the village of Cooperstown. The Heirs of Al O’Brien were expected to sell the property to the CVS Pharmacy chain, with a closing scheduled for August 22nd, the Village of Cooperstown board will hold a special meeting on Friday to discuss their option. The cause of the fire is still under investigation, the Motel had been empty for several months & furniture had been removed for auction.

According to a new study, New York State is among the worst places to have a baby. “Wallet Hub” compared the 50 states and the District of Columbia across three key dimensions: Delivery budget, health care and baby-friendliness, their research had New York State ranked 48th out of 51. The Top States to have a baby were Vermont, Maine, Connecticut, Minnesota & New Hampshire. New York also ranked near the bottom in annual infant-care costs & child-care centers per capita. The states that ranked worse than New York were Alabama, Louisiana & Mississippi.

The NTSB, State Troopers, Forest Rangers, County Fire Coordinators and several area fire departments responded tot eh report of a small aircraft crash near German Hollow Road in the Town of Smithville. 3 passengers and 1 pilot were aboard the single-engine plane when it landed into a wooded area near a Buddhist temple. All four individuals who were suffering from shock and minor injuries were pulled from the wreckage by Monks of the temple, shortly before the aircraft burst into flames, destroying the plane. All 4 were taken to Wilson Hospital in Johnson City for non-life threatening injuries. The investigation is continuing.

New York state’s Medicaid system made as much as $12.1 million in inappropriate payments during 2015, including $2.3 million for dead patients and millions more for recipients who had been dropped from long term care coverage, according to an audit released today by State Comptroller Tom DiNapoli. By the end of audit fieldwork, about $2.1 million of the overpayments were recovered. DiNapoli made 11 recommendations to DOH to recover the remaining inappropriate Medicaid payments and improve claims processing controls, they agreed with the audit recommendations and indicated that certain actions have been and will be taken to address them. Fire damaged the Cooperstown Motel around 2:30 Tuesday morning. Firefighters arrived at the 90 Chestnut Street Location, firefighters from several area departments responded, with no injuries reported. The Motel was vacant following the death of the owner earlier this year; the property was about to be sold to the CVS Pharmacy chain. The cause of the fire is still under investigation.

State Police responded to a physical dispute in progress at 312 West Wendell Street in the Town of Union. 20 year old Alex Crotsley stabbed the victim in the chest several times with a knife causing injuries; he was arrested for attempted murder & was arraigned in the Town of Union court and remanded to the Broome County jail without bail. The adult victim was transported to Wilson Hospital where he is being treated for several non-life threatening stab wounds. This investigation is continuing.

On Friday afternoon, August 5, Delaware County Sheriff’s Deputies responded a motor vehicle accident on Bussey Hollow Road in the Town of Andes. 60 year old Douglas Petoske, of Hancock lost control of his pickup while negotiating a curve in the roadway causing the vehicle to overturn, he was air lifted by a LifeNet to Albany Medical Center with a head injury, 23 year old Blaine Bolster of Hancock, sustained a minor injury and refused medical treatment at the scene. No tickets have been issued.

State Police arrested 36 year old Jeremy Austin of Binghamton for vehicular assault, operating a motor vehicle while impaired by drugs, reckless endangerment & criminal possession of a controlled substance, after troopers responded to a report of an accident involving two tractor trailers on Interstate 81 in the Town of Marathon. Austin drove a tractor trailer off the roadway through a large median he crashed into a tractor trailer. The driver of the tractor trailer that he struck was transported to Wilson Hospital with non-life threatening injuries. Austin was found to unlawfully possess about a gram of crystal methamphetamine, He was remanded to the Cortland County jail on bail, and I-81 was shut down for approximately 4 hours.

U.S. Senator Charles Schumer is calling on the USDA to begin the process of issuing a disaster declaration to help Upstate New York farmers who suffer major losses and crop damage from this year’s severe drought.. Broome County Deputies responded to the report of a crash at Airport Road and CFJ Boulevard in the town of Dickinson Saturday afternoon. 33-year-old John Dirig of Long Eddy is accused of leaving the scene, and a 32-year-old woman who had overdosed on heroin in Dirig’s vehicle. Deputies administered Narcan and she was taken to an area hospital. Dirig was apprehended, he faces charges including criminal possession of a controlled substance, as Deputies confiscated 14 packets of heroin and hypodermic needles in his vehicle. The investigation is continuing, & more charges are possible.

State Police arrested 28-year-old Kayla Hartmann of Utica for DWI, obstructing governmental administration, unlawful possession of marihuana and several other traffic violations, following the report of a 1-car crash on Otsego County Road 10 in the Town of Laurens. Troopers were approached by 21-year-old Shania Russell of Oneonta, as well as Hartmann, both told troopers that Russell was driving when the crash happened and that Hartmann was a passenger, troopers reported that Hartmann was driving while intoxicated and had told her passenger to lie. Hartmann was arraigned in Town of Milford court and then was released without bail required. The investigation is ongoing.

A skunk has tested positive for rabies in the Village of Delhi. The Skunk was sent to the State Rabies Laboratory, The positive test results were received Friday & there was 1 human exposure. Delaware County Public Health is coordinating the Rabies Post Exposure Prophylaxis treatment the adult will be receiving. The next scheduled rabies clinics are at the Sidney Fire Hall on August 10th, from 5:00 to 7:00 PM & the Delhi Fire Station on October 19th, from 6:00 to 8:00 PM. 33 year old Joshua Whaley of Pitcher was arrested by the Chenango County Sheriff’s department on 5 active warrants from various courts and various Police agencies. Whaley was wanted for failure to appear in court on original charges of Unlawful Fleeing, Criminal Possession of a controlled substance, and promoting prison contraband. Whaley was also charged with resisting arrest after he tried allegedly tried hiding inside a residence to avoid apprehension. Whaley was remanded to the Chenango County Sheriff’s Office without bail until Chenango County Court convenes.

The State DOT announced that work to install temporary traffic signals on State Route 28 between Upper Main Street and Grove Street in the village of Cooperstown will begin today. Work will be performed daily from 7 a.m. to 5:30 p.m. through Wednesday, August 17th. Motorists are advised to be alert for slow moving traffic and sudden stops.

Almond Upton was found guilty in Broome County Court today of 1st degree murder for the death of State Trooper Christopher Skinner. The Jury deliberated for about 8 Hours until about 10:30 this morning, Upton intentionally ran down Trooper Skinner on May 29th 2014, while he was conducting an unrelated routine traffic stop on Interstate 81 North in the Town of Chenango. Upton will be sentenced in Broome County Court on November 10th.

The State DOT today announced that the right lane on I-81 northbound near the Exit 5 interchange is closed to through-traffic through Monday Morning at 11:00 AM, because of the Spiedie Fest and Balloon Rally in Otsiningo Park. I-81 northbound through-traffic will be shifted to the left and center lanes near Exit 5, the right lane will be closed and used as a dedicated acceleration lane for Exit 5 northbound on-ramp traffic. The existing Exit 5 northbound on-ramp acceleration lane will be used for shuttle busses to safely enter and exit the highway at the Spiedie Fest. Motorists will still be able to use the Exit 5 northbound on-ramp and off-ramp to enter and exit the highway.

Local sales tax collections across New York State only grew 1.7% in the first 6 months of 2016, according to a report released today by State Comptroller Tom DiNapoli. Overall, growth slowed from 2.6% in the first quarter to 0.8% in the second quarter. The Mid-Hudson region had the strongest growth at 2.7%, collections declined in the Central New York region by 1.3% Local sales tax collections were generally lower due in part to lower tax revenue by lower gasoline and diesel fuel prices.

Broome County District Attorney Steven Cornwell announced that he would prosecute a drug ring case after announcing a 95-count indictment was handed down against 7 people arrested last week in Endwell. Terrance Wise is charged with 84 counts and is accused of being the leader of the drug ring, 2,700 bags of heroin were seized in the raid at his residence last week.

The City of Oneonta will be growing thanks to 10 million dollars in State money for economic development projects around the market street area. Mayor Gary Herzig comments:

Oneonta was one of a handful of small cities that received state assistance through the regional economic development councils.

The State DEC unveiled new regulations concerning deer and bear hunting, to increase opportunities for junior hunters to take bears, rescind an antlerless-only rule from 2015 in portions of southeastern New York and the Lake Plains, reduce antlerless harvests in two management units in the western Adirondacks, and clarify when special season tags may be used by bow and muzzleloader hunters. The new bear hunting regulation now includes the taking of bears in the youth firearms hunt over Columbus Day weekend that was previously a deer-only event.

The Town of Bainbridge & the National Guard Counter Drug Task Force has collaborated to bring a prescription drug drop box to the Town hall. The drop box can be used by area residents wishing to safely dispose of prescription drugs, a ribbon cutting ceremony will be held today in Bainbridge at 6:00 PM.

State Police arrested 22-year-old Cody Smolin of Roxbury, for endangering the welfare of a child and harassment, after troopers responded to report of a dispute inside a car in the Town of Roxbury. An investigation determined that, while being a passenger inside with a small child, Smolin grabbed the driver’s face during a verbal dispute. Smolin was arraigned in the Town of Roxbury Court where he was released on his own recognizance. His next court date is pending.

The Chenango County Sheriff’s Office arrested 58-year-old Mark Babcock of Otselic for 2 counts of Criminal Sale of a Controlled Substance, following a sealed indictment by a Chenango County Grand Jury. The Indictment alleged the sale of narcotics from Babcock’s residence; he was already in custody and is awaiting arraignment in the Chenango County Court.

Governor Cuomo today signed legislation to legalize interactive fantasy sports in New York State. The bill requires that fantasy sports companies must register with, and operate under regulations issued by, the State Gaming Commission. the legislation will generate approximately $4 million in revenue to fund state education aid. The legislation also takes steps to institute consumer protections for players for the first time, some of which include offering introductory procedures to new players, identifying highly experienced players, prohibiting the participation of minors and protecting players’ funds upon deposit.

The Sidney Department of public Works announced that Pearl Street East from James Street to Prospect Street would be closed today. Crews will be replacing Storm Pipe; the work will be performed from 7:00 AM to 3:30 PM.

The Bainbridge-Guilford Central School will hold a Board of Education Meeting today in the District Conference Room at 6:30 PM. The business portion of the meeting will start at 7:00 PM.
