Governor Cuomo announced a new statewide initiative to examine cancer patterns and the potential causes of cancer in 4 regions across the state that have a higher incidence of certain cancers. The Department of Health will be reviewing cancer data, potential demographic and occupational factors, and will consult with the DEC on environmental factors contributing to the cancer clusters.

New York State today filed a notice of intent to sue the Environmental Protection Agency for violating the federal Clean Air Act by failing to curb ground-level ozone pollution that blows into New York from upwind states. Attorney General Eric Schneiderman said that at least 1 in 3 New Yorkers breathe air with unhealthy levels of smog pollution. The EPA’s own studies demonstrate that pollution from states upwind of New York contributes substantially to the state’s dangerous smog problem.

New York residents stand to lose more than $72 billion in reported deductions for income and property taxes if proposals to change the federal tax code are implemented, according to a report issued today by State Comptroller Thomas P. DiNapoli. Among the deductions the administration has targeted are those for state and local taxes, New Yorkers reported more than $72 billion in such federal deductions in 2015, including $51.7 billion for income taxes and $20.9 billion for property taxes.

State Police arrested 34 year old Michael Graziano of Oneonta, for Grand Larceny and Falsifying Business Records, after troopers were advised of a theft by an employee that had occurred at Springbrook in the Town of Milford. Graziano allegedly falsified business records to steal over $7,000 in pay; he was arraigned in the Town of Milford Court and was release on his own recognizance. His next court date is on December 12th.

State Senator Fred Akshar, & Assembly Members Donna Lupardo and Cliff Crouch will hold a public Town Hall Meeting today, to discuss the ongoing repurposing of the Broome Developmental Center to provide substance abuse treatment to individuals struggling with addiction. Officials from the Office of Alcoholism and Substance Abuse Services, Syracuse Behavioral Health, Broome County Department of Social Services and the Broome County Health Department will answer questions and address concerns related to the repurposing project. Governor Cuomo announced $7.5 million to construct, rehabilitate and improve the homes of 367 income-eligible families across New York. The funds are awarded through New York State Homes and Community Renewal’s Affordable Home Ownership Development Program, administered by the Affordable Housing Corporation. In the Southern Tier, a $600,000 grant will go to Delaware Opportunities for the acquisition and rehabilitation of approximately 15 homes located on scattered sites in Delaware County. $290,000 grant to M-ARK Project, for the acquisition and rehabilitation of approximately 10 homes located in Delaware County.

Governor Cuomo has signed legislation to remove barriers for businesses in New York seeking brand label registration for alcoholic beverages. Currently, the law requires brand label registrations to be filed by certified mail, registered mail or overnight mail. Under the bill the Alcoholic Beverage Control Law will permit brand label registration applications to be submitted electronically and filed every three years, rather than every year. The bill also permits the Authority, or third party, to charge a processing fee for electronic submissions.

State Police executed a search warrant at 5435 and 5186 Elk Creek Road in the Town of Meredith, following an investigation into the illegal growing of marijuana. Police seized approximately 500 harvested Marijuana Plants, about 100 pounds of processed marijuana, plus 34 grams of hashish, a digital scale, $1166 in cash, 7 long guns, 2 Security surveillance systems. Police arrested 59-year-old Richard Lane of Walton, 48 year old Edward Lane of Meredith, & 61 year old Clayton Rockefeller of Meredith, for Criminal Possession of Marijuana, all 3 were arraigned in the Town of Davenport Court and remanded to the Delaware County Jail on $2500 cash bail or $5000 bond.

Sidney village officials were notified that a squirrel in NYSEG Substation was responsible for yesterday’s power outage, which affected 350 Sidney Customers & 60 Bainbridge customers. The power outage disrupted several area businesses along Delaware Avenue, generators were used to power up traffic signals at State Route 8 & Delaware Avenue, Sidney Police also directed traffic at other affected locations. NYSEG Reported that power was restored at about 7:30 PM Tuesday.

The Pouring of the Concrete has started, as part of the Sidney Main Street Revitalization Project. The concrete is being poured in a way to allow Main Street Businesses to remain open for their customers, the 1 side of Main Street that is being worked on currently is expected to be concluded in the next 2 weeks, the work for the other side of Main Street will begin early next year.

The State office of Alcoholism & Substance Abuse Services announced the opening of the new Voices Recovery and Community Outreach Center at 340 Prospect Street in Binghamton. The center will provide free support and services for people who are in recovery from a substance use disorder and for their families.

Hartwick College officials have announced The Hartwick College Founders’ Award, a guaranteed tuition grant of $10,000 per year, which will be awarded to each newly enrolled 1st year and transfer student who is a resident of New York State. Grants will be awarded to new students beginning in the fall of 2018. Students who enroll in the College’s innovative 3-Year Bachelor’s Degree Program are also eligible for this award. No special grant application is required; students only need to apply for admission to Hartwick and file the FAFSA form.

The State DEC announced that remaining Deer Management Permits in several Wildlife Management Units would be available to hunters beginning November 1st. The DEC will re-open the permit application process on a first-come, first-served basis. Hunters may apply for up to two additional permits at any DEC license sales outlet beginning Nov.

Governor Cuomo signed legislation to extend property tax exemptions to eligible United States veterans to include school taxes. Currently, state property tax laws provide partial property tax exemptions to qualified veterans of the United States Military; however, this exemption does not apply to school taxes. In 2013 and 2016 the alternative veteran’s property tax exemption and Cold War property tax exemption were amended to give school districts the options of allowing the exemption, now, all 3 veteran’s property tax exemptions would be applied to school taxes.

State Police arrested 67-year-old Thomas Smith of Oneonta for Criminal Contempt, after troopers were contacted by a person with an order of protection against Smith. Smith is accused of calling or arriving at that person’s home in Otego several times; he was issued a ticket to appear in the Town of Otego Court on November 9th.

Governor Cuomo today announced that applications from non-profit non-public schools and day care centers, are now being accepted for the $25 million Securing Communities Against Hate Crimes Grant program, for grants to strengthen security and prevent hate crimes or attacks against these facilities because of their ideology, beliefs or mission. The grant is administered by the State Division of Homeland Security and Emergency Services, & could provide up to $50,000 for security upgrades. Applications are due by December 18th.

The Chenango Substance Abuse Prevention Coalition in collaboration with The Chenango County Sheriff’s Office & The Norwich City Police Department will hold 3 National Drug Take-Back Month Events this Saturday. The events will be held between 10:00 AM & 1:30 PM at the Norwich Police Department at 18 East Main Street, the Bainbridge Town Hall at 33 West Main Street & the Smyrna Town Hall at 7 East Main Street. Governor Cuomo has vetoed a bill that would ban gravity knives. The Governor stated that overly broad language in the legislation would have applied to too many knives. A compromise on the bill failed to be passed in the final days of the 2017 session of the legislature in Albany, Cuomo said that bill approved by lawmakers was not a sufficient improvement from a previous plan that tightened up the definition of a “gravity knife.” The proposed compromise by the governor’s office would have addressed issues raise by police departments and added protections for workers who carrying knives as part of their jobs.

High winds led to a number of power outages across the Southern Tier overnight & into Tuesday afternoon. NYSEG reported that about 350 customers were without power in the town of Sidney & about 60 in the Town of Bainbridge, as of 2:00 this afternoon. Amphenol in Sidney announced this afternoon, that due to the power outage at the Main facility, 2nd shift has been cancelled 2nd shift employees should not report to work. 3rd shift employees should report as normal. All Plating employees on both shifts should report to work as normal.

Governor Cuomo signed legislation adding electronic cigarettes to the Clean Indoor Air Act, which bans their use everywhere that smoking tobacco products are prohibited. The bill would reduce the exposure to potentially dangerous chemicals for e-cigarette users and those around them. Under current law, only smoking substances containing tobacco, including cigars, cigarettes or pipes, are restricted in public places.

NBT Bancorp reported record net income for both the 3 months & 9 months periods ending September 30th. Net income for the last quarter was $22.9 million, up from $21.4 million for the 2nd quarter of 2017 and up from $20.0 million for the third quarter of last year. Net income for the 9 months of 2017 was $64.5 million, up 9.7% from $58.8 million for the same period last year.

Democratic Attorneys General from 17 states are calling on Congress to abandon NRA-backed legislation that would allow concealed-carry gun permits issued in one state to be valid in all states. The top prosecutors in states like New York, Pennsylvania and Iowa warn that reciprocity measures under consideration in Congress “will lead to the death of police officers and civilians, the proliferation of gun traffickers, and acts of terrorism” in a letter sent to congressional leaders.

Governor Cuomo and US Senator Charles Schumer are teaming up to denounce a tax overhaul proposal from Republicans in Washington that they say would hurt middle-class homeowners. They urge the state’s Republican Congress members to oppose what they said is a partisan attempt to hurt big Democratic states such as New York and California. Republicans argue their plan would also increase the standard deduction and reduce business taxes in an effort to spur the economy. Negotiations over the proposal are continuing in Congress.

Governor Cuomo signed legislation to deliver health care benefits to volunteer firefighters who have been diagnosed with certain cancers. Currently, volunteer firefighters are eligible for accidental disability and death benefits through Workers’ Compensation if they are injured in the line of duty. Under the bill, volunteer firefighters who contract lung, prostate, breast, lymphatic, urinary, neurological, melanoma & many other types of cancer will be automatically eligible for health benefits if: Upon entry to volunteer, a physical exam did not show any evidence of the cancers; Individuals have at least 5 years of service fighting structure fires; and the firefighter is currently active or has been within the last 5 years.

Heather Franklin was back in Chenango County Court Friday, she is facing charges along with her husband Ernest Franklin, for allegedly killing their adopted son Jeffrey on March 1st, and setting their home on fire to cover up the murder. The Franklins will be tried separately, in early 2018.

Delaware County Sheriff’s Deputies & the State Division of Parole located and arrested 33 year old John Barnett of Margaretville & charged him with being a Fugitive from Justice. Barnett was wanted from the Prince Edward County, Virginia Sheriff’s Office on 5 counts of Violation of Probation for failure to pay restitution following burglary and larceny convictions. Barnett was arraigned and was remanded to the Delaware County Jail without bail pending extradition to the State of Virginia.

Governor Cuomo today announced grant awards totaling $2.3 million for urban forestry projects in communities across New York. The grants are funded through the state Environmental Protection Fund and are part of New York’s ongoing initiatives to address invasive species, climate change and environmental justice. Delaware County Sheriff’s Office and K-9 Ozzie assisted the Delaware County Corrections Officers with a routine Jail Search, which revealed that William Effner was in possession of a powdery substance believed a crushed prescription medication, that he may have acquired from another inmate. Investigators arrested Effner for Promoting Prison Contraband; he will be arraigned on the charges in the Village of Delhi Court Tuesday.

Oneonta City Police arrested 28-year-old Andrew Tenace of Oneonta for allegedly selling heroin last month. Tenace turned himself in to police Tuesday Afternoon, he was charged with criminal possession of a controlled substance with intent to sell, & criminal sale of a controlled substance. Tenace was observed by undercover officers making a sale downtown on September 8th, he was arraigned in Oneonta Town Court & was sent to Otsego County jail on $10,000 cash bail.

Hartwick College announced a partnership with the Peace Corps, establishing New York State’s first college-level program, to prepare interested students for careers or volunteer service abroad. New York has 449 residents currently serving overseas, making it the Peace Corps’ 2nd highest volunteer-producing state. 5 Hartwick alumni are currently in the Peace Corps, serving in various countries in Africa. 110 Hartwick alumni have served since the Peace Corps since it began in 1961. Audits of municipal water systems estimate local governments are losing millions of dollars in revenue due to water loss, inaccurate meters or improper billing, according to a report issued today by State Comptroller Tom DiNapoli. 161 local government and 7 public authority water systems were audited from January 2012 through May 2017, with 22 with water loss issues and estimated repairs that could yield as much as $2.2 million in savings. Several local governments had insufficient revenues to operate their water systems, many due to incorrect billing. A review of 16 municipalities with revenue or billing deficiencies revealed that corrective action could increase revenues by more than $400,000.

State Police arrested 20 year old Tyler Gano of Davenport for Menacing a Police Officer. The arrest was made following the execution of an arrest warrant on an unrelated charge at a residence on County Highway 10 in the Town of Davenport. Gano is accused of displaying a knife towards troopers; he was arraigned and was remanded to the Delaware County Jail on $10,000.00 bail.

27-Year-old Jihad Ray of Binghamton pleaded guilty to Manslaughter in Broome County Court, in connection with the shooting of Brandon Hernandez of Binghamton on April 22nd. Ray pleaded guilty to manslaughter in the first degree, a class B felony, in Broome County Court on Wednesday. Ray faces sentencing on December 14th, where he will be sentenced to 18 years in prison with an additional five years of parole.

The Unadilla Public Library will feature a video screening of “Blissville, an Investigation” by video artist Hank Linhart of Brooklyn. The documentary outlines the former Queens New York Neighborhood that was incorporated into the neighborhood of Long Island City following the construction of a highway in the late 1930’s. Governor Cuomo announced New York has expanded eligibility for crime victims’ compensation for individuals who have no other way to pay expenses resulting from the crime. Victims of hate crimes and certain other offenses that are not physically injured, and vulnerable elderly or disabled individuals incapable of caring for themselves who have lost up to $30,000 in savings, can now seek compensation from the state Office of Victim Services. The Legislation went into effect Tuesday and applies to claims for medical and counseling bills, funeral and burial costs, and lost wages and support.

Governor Cuomo today announced General Motors and Cruise Automation are applying to begin the first sustained testing of vehicles in fully autonomous mode in New York State in early 2018. GM and Cruise are applying to begin the testing in Manhattan, All testing will include an engineer in the driver’s seat to monitor and evaluate performance, and a second person in the passenger seat. The legislation in the current state budget, allows for the testing of autonomous technology through a pilot program.

State Senator Fred Akshar & Assembly Members Donna Lupardo and Cliff Crouch will hold a public Town Hall Meeting to discuss the repurposing of the Broome Developmental Center to provide substance abuse treatment to individuals struggling with addiction. Officials from the Office of Alcoholism and Substance Abuse Services, Syracuse Behavioral Health, Broome County Department of Social Services and the Broome County Health Department will answer questions and address concerns related to the repurposing project. Delaware County Sheriff Deputies arrested 36-year-old Harold Wilson of North Branch for Aggravated Unlicensed Operation of a motor vehicle. Wilson was observed traveling on State Highway 206 in the Town of Colchester at a high rate of speed where he was stopped, Deputies determined that Wilson was driving with 13 active suspensions, he was arraigned in the Town of Colchester Court, he was remanded to the Delaware County Jail on $750 cash bail or $2,500 secured bond.

Governor Cuomo announced more than $3.7 million in grants to help further reduce motor vehicle theft and insurance fraud.. Police departments, sheriffs’ offices and district attorneys’ offices will share the funding for anti-theft and anti-fraud training programs to law enforcement professionals. The grants are awarded by the state’s Motor Vehicle Theft and Insurance Fraud Prevention program, the state Division of Criminal Justice Services provides staff to the board and administers the grant program.
