Today is Election Day, with polls open until 9:00 tonight. All New York voters will decide on 3 propositions on the back of the ballot regarding a constitutional convention, if convicted politicians should lose their pensions, and if forest land in the Adirondacks and Catskills can be used for wider roads or bicycle paths. In Delaware County there are significant races for Town Supervisor in Sidney & Walton, for town board seats in Sidney & Franklin, in Chenango County for town supervisor in the towns of Norwich, Plymouth, Oxford, Smyrna & Otselic, plus Norwich city justice & Norwich city alderman in the 4th ward. In Otsego County, there are races for the Board of Representative’s in all districts except the 10th & 11th, where candidates are running unopposed. There are also races for the Town of Oneonta Supervisor & Town Board & Oneonta City Mayor, there are 4 candidates running for 2 seats on the Town of Butternuts board.

An Autopsy performed at Lourdes Hospital in Binghamton has determined that Kenneth Faulkner of New Rochelle died from a Cocaine Overdose. Oneonta Police had picked up Faulkner where they had warrants to search Faulkner & an apartment in Oneonta, following a drug investigation. Faulkner struggled with Oneonta Police officers & swallowed a packet believed to contain Cocaine, EMT’s brought him to Fox Hospital, and he died a few hours later, after the Police struggle Thursday night. The investigation into the incident is continuing by the Oneonta Police Department & the Otsego County District Attorney’s office.

Delaware County Sheriff Deputies arrested 43-year-old Scott Burgess of New Jersey, for allegedly speeding on State Highway 268 in the Town of Hancock. Deputies accuse Burgess of driving while intoxicated, with a child as a passenger. Burgess was charged with Aggravated DWI & Endangering the Welfare of a Child, he was arraigned in the Town of Colchester Court & was remanded to the Delaware County Correctional Facility on $2,500 cash bail or $5,000 secured bond.

State Police arrested 75-year-old John Skerkis of Texas for DWI, and other traffic violations, after troopers responded to an accident on Main Street in Milford. Troopers accused Skerkis of being intoxicated when he drove into a ditch; he refused to submit to a breath test to determine his blood alcohol content. Skerkis was arraigned in the Town of Milford Court and was remanded to the Otsego County Jail in lieu of $3,000 cash bail or $6,000 property bond. His next court date is on November 7, 2017.

Tomorrow is Election Day, with many local town & city races of importance to be decided by voters. For the Otselic town supervisor position, Marjorie Davis & John Myers are on the ballot. In Delaware County; For Town of Sidney Supervisor; incumbent Gene Pigford faces Bill Heath, & there are 4 Town board candidates for 2 seats, candidates on the ballot are Pete Cordes, Dan Cristelli, Frank Selleck & John Woodyshek, however Woodyshek announced that he is NOT seeking re-election. in the Town of Franklin Board there are 2 open seats with 3 candidates: Patricia Tyrell, David Grant & Garrett Sitts. In the Walton town supervisor’s race, Charles Gregory faces Bruce Dolph. In Otsego County races of note: there are Board of Representative’s races in all districts except the 10th & 11th where 1 candidate each is running unopposed. For Town of Oneonta Supervisor, Republican Mike Butler challenges Incumbent Democrat Robert Wood, for the Oneonta Town Board Incumbents Patricia Jacob and Randy Mowers, are being challenged by Dan Baker, and James McCue. Governor Cuomo and U.S. Senator Charles Schumer today held a conference call to discuss the devastating Republican tax plan and state and local deductibility.

Governor Cuomo today announced a statewide effort to prepare for the upcoming winter season, which includes the addition of more than 100 snow fighting vehicles to help clear roadways and highways. The DOT has acquired 44 new Two-Stage Plows that clear snow and ice from the roads more efficiently, with a 2nd plow located directly behind the main plow blade, removing more snow at a time, and allow for reduced road salt usage. Otsego County Farmers will have 2 opportunities to drop off used agricultural film plastic for recycling under a special program offered by the County Solid Waste Department, the County Soil & Water Conservation District, Otsego County Conservation Association, and Casella Waste Solutions. Delaware County Sheriff’s Deputies arrested 23-year-old Gary Goslee of New Milford, Connecticut, for Aggravated Unlicensed Operation of a Motor Vehicle, following a traffic stop for speeding on State Highway 17 in the Town of Hancock. Goslee was arraigned & was later released on $500 cash bail, and scheduled to appear in the Town of Hancock Court at a later date for further court proceedings.

36 year old Jennifer Grenchus of Vestal pleaded guilty to criminally negligent homicide in Broome County Court on Friday. Grenchus was impaired by drugs on April 24th, when police responded to the parking lot of Tom’s Cards and Gifts at 184 Main Street in Binghamton where they found that Grenchus hit 47 year old Ronald Richardson of Binghamton along Main Street and dragged his body underneath for several yards, before she turned into Tom’s parking lot, Richardson died at the scene. Grenchus will be sentenced February 6.

State Police arrested 35 year old Bobby Goss Jr. of Stamford, for Criminal Mischief after troopers responded to the report of a dispute in the parking lot at the Deer Path Restaurant on State Route 8, in the Town of Columbus. Goss is accused of purposely driving his pickup truck into a woman’s SUV, following an argument inside, he also caused damage to a 3rd vehicle parked next to the woman’s vehicle. Goss was arraigned in the Village of Sherburne Court and was released on his own recognize. His next court date in the Town of Columbus is pending.

Delaware County Sheriff’s Deputies arrested 31 year old Johnny Moxham of Delhi for aggravated unlicensed operation of a motor vehicle, and criminal possession of a controlled substance following a traffic stop in the Village of Delhi. Moxham is accused of possessing heroin while driving without a license as well as operating a vehicle with a loud exhaust & an unsafe tire. Moxham was released on tickets returnable to Delhi Town Court at a later date.

WCDO NEWS FRIDAY 11-3-17

Oneonta Police Detectives arrested a 52- year-old man from New Rochelle Thursday afternoon following a 2-month investigation into narcotics trafficking. Search warrants were obtained for the suspect’s person and for an 85 Ford Avenue. The suspect was transported to the City’s Public Safety Building. A 2nd warrant was served that permitted officers to conduct a body search, the suspect became combative, officers observed that the suspect placed a substance believed to be cocaine in his mouth, which was swallowed after a struggle with 4 officers. EMT’s responded, the suspect was taken to Fox Hospital in Oneonta, where he died at 7:40 PM. The body was taken to Lourdes Hospital in Binghamton for an autopsy and toxicology screening. The suspect’s name is being withheld pending notification of next of kin. The incident remains under investigation by the Oneonta Police Department under the supervision of the Otsego County District Attorney’s Office.

Officials at SUNY Broome have confirmed that freshman Miranda Gifford of Rome, has died from injuries she sustained in a car crash on State Route 12 in Oxford Monday. The Chenango County Sheriff’s Office said Gifford veered in to oncoming traffic around 12:00 noon & struck a truck operated by Danny Hall of Barton. Gifford was extricated from her vehicle and airlifted to University Hospital in Syracuse, where she died Wednesday afternoon. The cause of the crash is still under investigation. Gifford was enrolled at SUNY Broome, they are offering counseling for students affected by Gifford’s death.

The Houston Astros are sending several items to the National Baseball Hall of Fame & museum, that were used their World Series championship. Artifacts donated by the Astros following Game 7 includes a Glove used by Astros third baseman Alex Bregman, a Jersey worn by Astros pitcher Justin Verlander in Game 6 & a Cap worn by Astros pitcher Charlie Morton in Game 7. The artifacts will be featured in the Autumn Glory exhibit, which will be on exhibit through the 2018 Postseason.

Last year the Binghamton Polar Plunge raised over $21,000 with all proceeds helping to fund training and competition local Special Olympics athletes. The Murder trial of Joshua Underwood will begin on December 4th in Otsego County Court. Underwood is accused of killing 52 year Mark Morrison of Oneonta on January 1st at Underwood’s Main Street Oneonta Apartment, and initially trying to cover up the fire by starting a fire that did not spread. Underwood has been held in the Otsego County jail on $100,000 bail since turning himself into police shortly after Morrison’s death.

State Police arrested 39-year-old Bradley Branagan of South Otselic for Driving While Intoxicated with a B.A.C. result of .16%, Leaving the Scene of a Personal Injury Accident and other traffic violations. The arrest occurred after troopers responded to a 1- vehicle accident with injuries on County Road 42, in the Town of Pharsalia, where Branagan crashed into a ditch and the left the scene without reporting it. He was located at his home and refused medical attention for his minor injuries. Branagan was issued tickets to appear in the Town of Pharsalia Court on November 9th.

Governor Cuomo today announced the state has completed work on 80 bridges in its 542 million Empire Bridge program. The program is administered by the State DOT and includes replacing 100 aging & vulnerable structures across the state to make them more resilient against extreme weather. The Otsego County Sheriff’s Department responded to the report of a motorcycle & pickup truck crash Saturday afternoon on State Route 80 in the Town of Edmeston. 47 year old Sean Dill of Garratsville was pronounced dead at the scene after being struck by a pickup truck driven by 25 year old Matthew Anderson of Elmsford. Anderson allegedly made a left hand turn onto County Route 49, into the path of Dill’s motorcycle. Dill took evasive action, causing him to be ejected and be struck by the vehicle. Elmsford was issues a traffic ticket for failure to yield the right of way while making a left hand turn. The investigation is continuing.

Governor Cuomo announced this morning beefed up security measures all over the state, following yesterday’s Terror Attack in Manhattan. Cuomo stated that they would double the security at all places of congregation, airports, tunnels, & Penn Station. This was the second major attack in New York City where someone used a vehicle to mow down pedestrians in the last 4 months. Cuomo said that Flags would be flown at half-staff on Thursday, November 2 to honor the 8 lives lost in yesterday’s terrorist attack in Lower Manhattan.

New York State of Health begins its 5th Open Enrollment Period today. Consumers can enroll in Qualified Health Plans now through January 31, 2018. New York State extended the enrollment deadline beyond the federal deadline of December 15th to give consumers more time to consider their health plan options and enroll. Delaware County Sheriff’s Deputies arrested 38-year-old Cheryl Butler of Walton, Saturday for Felony DWI, Endangering the Welfare of a Child, & other charges. Deputies stopped Butler in the town of Delhi; she is accused of driving in an intoxicated condition with a 9-year-old passenger. Butler was arraigned at the Town of Delhi Court & was remanded to the Delaware County Jail on $500 cash bail or $1000 in secured bond pending future court action.

Governor Cuomo announced $59 million in funding through the Weatherization Assistance Program to help cut utility costs for approximately 9,200 income-eligible families and seniors across the state. Funds will be released to a statewide network of non-profit organizations to conduct energy-efficiency work including air sealing, insulation, upgrading heating systems, and diagnostic testing to identify hazards such as carbon monoxide and mold. 22-year-old Gerard Bourgeois of Morris will spend 6 months in jail & will serve probation, after he pleaded guilty in Otsego County Court to 2nd degree assault. Bourgeois was charged for hitting a 62-year-old mentally disabled man in the head with garden shears in 2016, causing head injuries.

Oneonta police arrested 22-year-old Marquis Cunningham of the Bronx for criminal possession of a forged instrument, criminal possession of marijuana and aggravated unlicensed operation of a motor vehicle. Cunningham is accused of having counterfeit $50 bills & driving with a suspended driver’s license, he was arraigned & was sent to the Otsego County jail on $2,500 cash bail; he was released on bail & will appear in court to answer to the charges shortly.

Oneonta Police arrested 2 people for criminal possession of a controlled substance Friday. 29-year- old Amber Typlt & 23-year-old Christopher Wellman are accused of possessing heroin, they were being held in Otsego County jail pending court action.

The Chenango County Sheriff’s Office investigated a 2-vehicle crash on South Canal Street in the Village of Oxford that shut down the road for about 4 hours at about 12:30 Monday afternoon. A Vehicle operated by Miranda Gifford of Rome veered into oncoming traffic & she struck a truck operated by Danny Hall of Barton. Gifford was extricated from her vehicle and airlifted to University Hospital in Syracuse by LifeNet. Hall and his passenger were uninjured. The cause of the crash is still under investigation.

The Chenango County Sheriff’s Office, & the Chenango County Bureau of Fire, is investigating a fire at 108 County Road 21 in the Town of Plymouth that claimed the life of Plymouth Fire Chief Frank Fowlston Monday. The fire was reported at about 2:00 AM, it appeared to have started in the living room. Fowlston was discovered inside the residence, the autopsy was conducted at Lourdes Hospital, it was determined that Fowlston died of smoke inhalation. Fire Departments from Plymouth, Norwich, North Norwich, Smyrna, and Sherburne fought the blaze, the cause is still under investigation.

Delaware County Sheriff’s Department Investigators arrested 38-year-old Jennifer Fogliano of Masonville on a Bench Warrant from Village of Sidney Court for Failure to Appear on a Grand Larceny charge. When officers responded to Fogliano’s residence, occupants locked themselves in rooms and refused to comply. Officers eventually arrested Fogliano, 37-year-old Jarred Cutting of Masonville, 31-year-old Andrew Baker of Masonville, 22-year-old Ashley Murphy of Sidney Center for Obstructing Governmental Administration. Murphy is accused of possessing Methamphetamine, she was charged with Criminal Possession of a Controlled Substance. All were arraigned in the Town of Sidney Court and remanded to the Delaware County Jail on $1000 cash bail or $2000 bond. Foglianoa was also arraigned on the Bench Warrant on an additional $1000 cash bail or $2000 bond.

Delaware County Investigators arrested 29-year-old Alexander Griffin of Endicott on a Sealed Indictment Arrest Warrant alleging that GRIFFIN had been trafficking drugs in & around the Town of Deposit. Investigators made several controlled purchases of crack cocaine from GRIFFIN; the case was presented to a Delaware County Grand Jury that returned an Indictment, charging GRIFFIN with 3 counts of Criminal Sale of a Controlled Substance. GRIFFIN was located in Endicott and was arrested Thursday; he was transported to the Delaware County Correctional Facility to await court action.

The Local Early Intervention Coordinating Council will be meeting today to oversee the Early Intervention Program. The Council’s meeting will be held from 10:00 AM to 12:00 Noon at the Ogden Free Library in Walton, more information is available at 832-5200. The mission of the Program is to enable the County’s infants and toddlers under the age of 3, who are disabled, developmentally delayed or at risk for disability and their families to access an appropriate array of services and supports to maximize his/her potential.

Casey Callahan was sentenced to 25 years to life in prison In Otsego County Court today, for the murder of his wife Elizabeth in 2000. Pennsylvania. An Otsego County jury convicted Callahan of 2nd degree murder recently, for running over his wife with an 18-wheeler at a gas station on Route 17 in Pennsylvania; the case was tried in New York as prosecutors said that Callahan plotted to murder his wife in Otsego County.

Governor Cuomo activated the State Emergency Operations Center and has directed all state agencies to take precautionary measures and mobilize personnel in order to monitor and prepare for severe weather. Representatives from Homeland Security and Emergency Services, Office of Emergency Management, plus the DOT, DEC, State Police & many others have all been direct to immediately report to the Emergency Operations Center following the activation.

State Police arrested 28-Year-old Philip Dionisio of Mamaroneck early Sunday Morning for Felony DWI and other traffic violations. Troopers responded to a report of a car in a ditch off of Newton Town Road, in the Town of Bainbridge, Dionisio is accused of Driving while Intoxicated when he drove into a ditch; the arrest is a felony due to a prior DWI conviction. Dionisio was arraigned in the Town of Afton Court and was remanded to the Chenango County Jail on $5,000 cash bail or $10,000 property bond.

As Daylight Savings Time comes to an end on November 5, the Firemen’s Association of the State of New York urges all citizens to check their smoke and carbon monoxide alarms to ensure their homes are properly prepared for an emergency. Alarms equipped with either removable or sealed-in batteries both need to be tested. Removable batteries should be replaced, and sealed-in batteries should be checked to confirm they are functioning. Governor Cuomo signed a bill into law that will take effect in 2019 that will require all smoke alarms sold in New York State to be equipped with sealed-in, non-removable batteries that last for at least 10 years.

Governor Cuomo today announced that the Excelsior Scholarship application for students to attend SUNY or CUNY tuition free this spring semester will open today, Monday, October 30th and will be open until December 4th. Recipients of the Excelsior Scholarship’s spring awards will join the more than 210,000 students already attending a public college or university in New York State tuition-free, and the 45,000 students deemed eligible for the Scholarship in the fall. 28-year-old Justin Crandall of Sidney confessed to 3 counts of sexual exploitation on a plea bargain arrangement in Federal Court Friday, his wife, 27-year-old Jessica Crandall pleaded guilty to Conspiracy to Sexually Exploit a Child. The couple were arrested by the FBI and State Police after they executed search warrants at their Sidney residence and found the explicit videos on cell phones. Jessica Crandall still faces other charges & additional court action. Justin Crandall will face sentencing on February 23rd.

State Police and local law enforcement have increased patrols to crack down on impaired driving and underage drinking through Halloween on Tuesday. The enforcement campaign includes sobriety checkpoints, additional DWI patrols; officers will also be looking for motorists who are using their phones and other electronic devices while behind the wheel. Drivers should also remember to “move over” for stopped emergency and hazard vehicles stopped on the side of the road.

State Police at Oneonta arrested 43 year old Jason Wright of Oneonta, for Criminal Possession of a Firearm and Public Lewdness. Troopers responded to a report of a naked man exposing himself from an apartment on Chestnut Street, Wright is accused of exposing himself in a lewd manner while standing near a window, he was also found to unlawfully possess a handgun inside the apartment. Wright was arraigned in the Town of Oneonta Court and was remanded to the Otsego County Jail on $1,500 cash bail or $3,000 property bond.

State Police arrested 28 year old Jonathan Holt of Brooksville, Maine for Criminal Possession of Marihuana and Criminal Possession of a Controlled Substance. Troopers conducted a traffic stop of a 2005 Honda CRV, which was observed speeding on I-88 in the Town of Milford. The vehicle was searched after troopers detected the odor of Marijuana, with a passenger, Holt allegedly possessing over one pound of marihuana, plus hashish and hallucinogenic mushrooms. Holt was arraigned in the Town of Milford Court and was remanded to the Otsego County Jail on $2,000 cash bail or $4,000 property bond.
