State Police responded to Betty Beavers Gas Mart on County Road 48 in the town of Otego early this morning for a report of a vehicle that crashed into a concrete wall.   Troopers reported that an unidentified 27-year-old woman from Unadilla was operating a 2015 Kia at a high rate of speed on State Highway 991J, she traveled through the intersection of County Road 48, through the parking lot of Betty Beavers Gas Mart and into the wall.  Troopers pulled the woman out of the vehicle and life saving measures were performed by Otego EMS personnel but were unsuccessful.  The body was transported to Lourdes Hospital for an autopsy & the investigation is continuing.

The Otsego County Sheriff’s Department is seeking the public’s assistance in locating 48 year old Roxanne Shipman-Hull of the town of Hartwick.  She is described as white, with brown hair, Brown eyes, about 5’6” 115 pounds, she was last seen Sunday September 29th leaving her residence, telling her boyfriend that she was leaving & had no future plans.  Deputies said that she has a history of leaving, and a history of self-harm, she was driving a 2011 Gray colored Honda CRV with license plate number HZN-9505, she may also be with her brown colored female Labrador retriever.  Anyone with information is asked to contact the sheriff’s department at 547-1697.

President Trump signed Congressman Anthony Brindisi’s Department of Veterans Affairs Expiring Authorities Act of 2019 to preserve critical VA housing and travel programs set to expire at the end of September. Brindisi’s legislation makes technical corrections to VA statute and extends key programs for a 2-year extension of authority to fund financial assistance for supportive services for very low-income Veteran families in permanent housing, plus 1 year extensions of the VA’s authority to temporarily expand payments and allowances for travel in connection with Veterans receiving care from vet centers.

U.S. Senator Charles Schumer, & Congressmen Paul Tonko and Antonio Delgado held a press conference today to unveil plans on limousine safety; 1 day after the NTSB released their findings regarding the October 6th 2018 limousine crash that killed 20 in Schoharie County.  The NTSB report recommendations are to require lap/shoulder belts for each passenger in a seated position on all new vehicles modified to be used as limousines. The NTSB also said that the Schoharie crash was not survivable for the limousine driver; limousine Owner Nauman Hussein is facing 20 counts of 2nd degree manslaughter and criminally negligent homicide.

Governor Cuomo announced that new state figures show the number of new HIV diagnoses has dropped to an all-time low since the peak of the epidemic in the 80’s.   New York had 2,481 new HIV diagnoses last year, which was a 28% drop from 2014.  32,000 New Yorkers filled at least 1 prescription of pre-exposure prophylaxis last year, up 32% from the year before

The Otsego County Board of Representatives approved a resolution urging the State Parole board to deny parole for David Dart, who was convicted of murdering Gillian Gibbons in the lower level for the Oneonta Municipal Parking Garage in 1989.  The resolution also supports a bill co-sponsored by state Senator Jim Seward, to allow the parole board to decide to hold hearings every 5 years, instead of every 2 years for those convicted of the most violent offenses

State Police investigated a tar Truck Fire on Calder Hill Road in Otego Sunday.  Otego Firefighters put the fire out quickly, the unidentified driver escaped without injury & no tickets will be issued.

SUNY Oneonta University Police believe that the reported threat of violence on campus Wednesday afternoon was the result of a cyber-crime and posed no actual danger.  A New York City crisis hotline contacted SUNY Oneonta to share a chat message allegedly from a student of the college, that indicated that the caller intended to shoot people on campus, officials deemed the threat to be credible and issued a shelter-in-place directive at 5:30 PM, it was dropped at 6:15 after a student reported to Oneonta Police that her phone had been hacked & she was working with the college’s IT staff to correct it.  University Police are investigating the incident along with Oneonta Police, Otsego County law enforcement officials, State Police, New York City Police and the FBI.

The National Transportation Safety Board has issued its preliminary report regarding the Schoharie limousine crash on October 6th 2018 that killed 20 people.   The report recommends more thorough inspections, a requirement that all limo passengers wear a safety belt.   Limousine owner Nauman Hussain was charged with 20 counts each of 2nd degree manslaughter and criminally negligent homicide.

The New York State of Health announced that in more than 1/2 of New York’s counties, the rate of uninsured New Yorkers declined according to statistics released by the U.S. Census Bureau.   New York was 1 of only 3 states nationwide to see a decrease in its uninsured population in 2018.  More information is available at nystateofhealth.ny.gov.

The Broome County Sheriff’s Department responded Sunday to a Disturbance on Hancock Road in the Town of Colesville. Responding deputies identified 35 year old Clifford Whitman Jr., as being involved in the dispute, he had an active Felony Warrant out of Susquehanna County Pennsylvania for his arrest.  Whitman fled through the woods; he was taken into custody after a quarter mile foot chase & was turned over to Correctional Staff for arraignment. One Deputy sustained minor injuries during the struggle, which did not require medical care.  Whitman was charged as a Fugitive from Justice, plus 2nd degree Assault, Endangering the Welfare of a Child, Resisting Arrest & Obstructing Governmental Administration.

Otsego County Sherriff’s Deputies responded Monday to a 3 vehicle accident in Milford.  45 year old Timothy Mower of Ilion allegedly fell asleep at the wheel of his truck, & hit 2 parked cars on Main Street in Milford.  Mower was ticketed for Unlicensed Operation of a Motor Vehicle, failing to keep right and operating a motor vehicle without an interlock device, due to a previous DWI conviction.

Governor Cuomo today announced that the utilization rate for Minority and Women-Owned Business Enterprises on state contracts increased to 29% during the 2018-2019 Fiscal Year, the highest rate in the nation, which translates to more than $2.93 billion in state contracts awarded to Minority & Women-Owned Business.

State Police arrested 20 Year Old Tyler Jordan of Oneonta Saturday, after he allegedly drove into a utility pole while intoxicated at about 2:45 AM Saturday.  Many Unadilla Area residents lost power for several hours before NYSEG Crews restored power.  Jordan was charged with DWI, speeding & unsafe lane change on state Route 7 in Unadilla.

Governor Cuomo today announced that the second phase of the Raise the Age law is in effect, which will remove 17-year-olds who have committed criminal acts from automatically proceeding as adults in the criminal justice system. Former area Republican Congresswoman Claudia Tenney is seeking a rematch against current 22nd district Democratic Congressman Anthony Brindisi.  The announcement was put on Tenney’s Twitter account, only 11 months after losing the election to Brindisi after serving 1 term in Congress.  Tenney ran for the Congressional seat twice before, losing in the primary to fellow Republican Richard Hanna, she won the seat in 2016 over democrat Kim Myers & Independent Martin Babinec.

The Trial of Orlando Tercero is underway in his home country of Nicaragua.  Tercero is accused of killing fellow Binghamton University Student Hailey Anderson in his apartment in March of 2018 & then fled the US back to Nicaragua.  Witnesses are being allowed to testify by video at the Broome County District Attorney’s Office.

2 teens were charged with Criminal Possession of Stolen Property and Resisting Arrest early Monday Morning.  State Police were dispatched to a car off the roadway that was facing the wrong way on I-88 in the town of Otego.  Troopers located the vehicle and two teens walking near the roadway.  When the troopers activated their emergency lights, the teens took off running, but were taken into custody a short time later.  The vehicle, a 2013 Chevrolet Malibu was reported stolen in Albany; the teens will appear in Family Court.

Otsego County Sheriff Departments arrested 24 year old Gregory O’Bryan of East Meredith for the Burglary of a commercial business in the Town of Milford.   O’Bryan was charged with 3rd degree Burglary plus Criminal Mischief, & Petit Larceny following the investigation of a Burglary at The Cooperstown Brewing Company at 110 River Street in Milford. O’Bryan was arraigned in the Town of Hartwick Court and scheduled to appear in the Milford Court at a later date.

The State DOT will begin construction this morning on State Route 10 in the Village and Town of Deposit. Crews are going to begin pavement milling in the area of the Exit 84 Ramps and work North on State Route 10 through the Village. This project will take multiple days to complete.  There will be single lane alternating traffic during construction hours with flaggers in place. Please use caution in the area and expect delays.

WCDO NEWS MONDAY 9-30-19

36 year old Zachary Boynton of Morris was charged with 3 counts of 2nd degree Menacing plus Endangering the Welfare of a Child, following an incident on Main Street in Morris Friday evening.   Boynton was arrested after 3 teens told police that Boynton pointed a gun at them, State Police investigated & reported that Boynton possessed a toy gun during the incident; he was issued appearance tickets to the village of Morris court on October 7th.

State Police arrested 36 year old Alanna Walker of Bainbridge for 2nd degree Grand Larceny & Falsifying Business Records after Troopers received a complaint from Walker’s employer accusing her of stealing money after the owner located discrepancies in bank statements.  Walker is also accused of altering her paychecks, totaling over $50,000.   Walker was arrested & was arraigned in the town of Bainbridge court where she was released on her own recognizance.

A New York City Police Officer & a Binghamton man are dead following a shooting in the Bronx early Sunday Morning.  New York City Police reported that Officer Brian Mulkeen & Antonio Williams of Binghamton were involved in a struggle following a foot pursuit, Officer Mulkeen was shot by his own gun, he was pronounced dead at an area hospital, Williams was out on probation following a 2018 Endicott arrest.  The investigation is ongoing.

Delaware County Sheriff’s Deputies arrested 39 year old Sabrina Hults of Harpursville for Aggravated Unlicensed Operation of a Motor Vehicle & speeding at 85 mph in a 55 mph zone on State Highway 17 in the Town of Hancock. Hults was released on traffic tickets, and is scheduled to appear at the Town of Hancock Court at a later date.

Officials in Cape Hatteras in North Carolina announced that a 75 year old man from Downsville, died Saturday afternoon when a rip current apparently pulled him out to see where he apparently drowned.  Officials have not yet released the name of the deceased, A cause of death hasn’t been determined.

Delaware County Sheriff’s Deputies arrested 20 year old Charles Kip of Needham, Massachusetts, for Aggravated Unlicensed Operation of a Motor Vehicle & Speeding at 83 miles an hour in 55 miles per hour zone on State Highway 17 in the Town of Hancock. Kip was released on traffic tickets, and is scheduled to appear at the Town of Hancock Court at a later date.

Governor Cuomo signed legislation expediting party enrollment changes to make it easier for voters to participate in the upcoming primary elections. Until now, changes to party enrollment did not take effect until after the November general election, requiring voters to wait as long as a year for changes to take effect. The new law will remove the October 11 deadline and give voters until February 14 to make changes to party enrollment and still vote in the April presidential and June congressional and state primaries. The change will go into effect immediately.

Delaware County Sheriff’s Department arrested a Sidney Center woman at the Jackson County Sheriff’s Office in Medford, Oregon.  32 year old Chellie Warner of Sidney Center was wanted on a Bench Warrant issued by the Delaware County Court for failure to appear for a scheduled conference and sentencing following her guilty plea for Criminal Sale of a Controlled Substance.  Warner was originally arrested by Delaware County Sheriff’s Office in December 2017, on a Grand Jury Sealed Indictment Warrant for various drug charges for selling Fentanyl laced Heroin.  Warner was returned to Delaware County Wednesday she was remanded to the Delaware County jail without bail.

Changes in the length of the statute of limitations recently passed in the New York Child Victim’s Act, have led to hundreds of lawsuits being filed against members of the clergy & educators who have been accused or convicted of rape or sexual abuse.    Former Afton Principal David Curtis now faces a lawsuit after he pleaded guilty for sexually abusing a teenage student over 30 years ago; his accuser has brought a lawsuit against him and the Afton school district.    Curtis pleaded guilty to Endangering the Welfare of a child by Sexual Contact, under the terms of a plea bargain arrangement in 1991.

State Senator Jim Seward will be in Oneonta tomorrow for a Justice for Gillian Gibbons rally at Muller Plaza in downtown Oneonta.   Senator Seward opposes the potential release of David Dart, who fatally stabbed Gibbons in the Oneonta Municipal Parking Garage in 1989.  Other expected to participate include former Oneonta City Police Chief Joseph Redmond, and Gillian’s sister Jennifer Kirkpatrick.  The rally will be held at 3:00 PM.

34 year old Brock Likens of Greene was sentenced in a federal court room to 78 months in prison for distributing, receiving and possessing child pornography.  Likens admitted that he knowingly received and distributed child pornography over the internet using peer-to-peer file sharing software. An undercover law enforcement officer downloaded 87 child pornography video files from Likens’ computer that he shared with others.  A subsequent search of Likens’ house revealed that he possessed on various devices, 31 video files and 24 images of child pornography.

The Broome County Sheriff’s Department is looking for a person who crashed a vehicle into a home at 11 Old State Road in Port Dickinson late last night.  The car was left at the scene, the driver left the scene, the investigation is continuing.

Governor Cuomo announced he has received and reviewed a recommendation from New York State Health Commissioner Dr. Howard Zucker to include menthol in the ban on the sale of flavored electronic cigarettes and nicotine e-liquids. He has accepted these recommendations and directed the Commissioner to convene an emergency meeting of the Public Health and Health Planning Council as soon as possible to expand emergency regulations to include menthol flavors in the ban.

Congressman Anthony Brindisi fought to protect the Bainbridge VA clinic in Chenango County at a House Veterans’ Affairs Health Subcommittee hearing Wednesday, and confirmed with Dr. Richard Stone of the Veterans’ Health Administration that the clinic will not close in December 2019, as was previously proposed. Brindisi invited Stone to visit the Bainbridge facility and see firsthand the need it fills for Chenango County Veterans.  More than 3,600 Veterans reside in Chenango County.

Delaware County Sheriff Craig DuMond announced that on Thursday September 19th, local law enforcement agencies joined forces in the Village of Sidney area to conduct a multi-agency traffic enforcement detail, which resulted in 43 traffic summonses.  Also, 36 year-old Mitchell Knapp of Masonville was arrested and charged with Unlawful Possession of Marihuana and Violation of Probation.  Knapp was arraigned in the Town of Sidney Court and was remanded to the Delaware County Correctional Facility where he was held without bail pending further court action.

State Police responded to a report of a male who fell approximately 20 to 30 feet from a ladder at a residence on Swart Hollow Road in the town of Oneonta Wednesday.   56 year old Troy Anderson of Oneonta was assisting the home owner with outside repairs when he fell off the ladder.  The homeowner called 911, Anderson was transported to A.O Fox Hospital where he was pronounced deceased.   The investigation is on-going, but at this time no foul play was observed and it appears to be an accident.

State Police responded to a 1-car fatal crash on Klondike Road in the town of Hancock on Tuesday at about 6:20 PM, following a report of a vehicle that overturned and was on fire.   An investigation revealed that 69-year-old Elizabeth Rosengrant of Fish’s Eddy was operating an SUV when she went off of the shoulder of the roadway, overturned & struck 2 trees & caught on fire.  The case remains under investigation.

The Town of Guilford Board held a special meeting Wednesday night & they approved their Local Renewable Energy Law for the possible development of solar and wind energy businesses.  Guilford town Supervisor George Senek told WCDO News that any construction of wind turbines by Calpine is at least 1 year away:

The Calpine Corporation has proposed a plan to build up to 30 large Wind Turbines around the Town of Guilford up to 676 feet.  They are exploring similar plans for up to 27 wind turbines in the towns of Windsor & Sanford.

Chenango County Waste Management reminds county residents that the Latex Paint Exchange officially ends September 30th at the North Norwich Transfer Station on State Route 12.   The site is open Tuesdays through Fridays from 9:00 AM to 3:00 pm; more information is available at 337-1790.

On Tuesday afternoon, Delaware County Sheriff’s Deputies, & State Police responded to a 2 car motor vehicle accident on State Highway 357, near Lawton Hill Road, in the Town of Franklin.  Deputies reported that 55 year-old Robert Ray of Bainbridge travelled into the opposing lane & struck an on-coming vehicle driven by 89 year-old Richard Dickson of Jensen Beach, Florida.  The Dickson vehicle subsequently ran off the roadway and overturned in a ditch. Richard Dickson, and his 90-year-old passenger, Helen Dickson suffered minor injuries and were transported to A.O. Fox Hospital for treatment. Deputies later issued Ray traffic summonses for failure to keep right and failure to wear a seatbelt.

Otsego County held its 22nd annual Hazardous Waste Collection Day this past weekend.  On Friday, Unadilla had 170 cars dropping off hazardous materials, on Saturday at the Meadows Office Complex, 750 cars dropped off hazardous materials.  200 pounds of pharmaceuticals and medications were collected for incineration, over 20,000 pounds of electronics, 240 car batteries & 2500 household batteries were collected, & 650 gallons of paint was collected which will be re-mixed by Golden Artist Colors for eventual re-distribution to local not-for-profit agencies.

A gift from the Greater Norwich Foundation has pushed the Chenango Memorial Hospital capital campaign past the $2.5 million mark with a Grant in the amount of $500,000, to be paid over the next 5 years.   Melissa Stagnaro is the Director of Fundraising and Business Development for Chenango Memorial Hospital:

Stagnaro said that the funds raised during the capital campaign will support construction of a new Emergency Room and Walk-In Center, as well as investments Diagnostic Imaging and infrastructure to support the growth of future services.

New York residents can fish for free without a license in any of the 7,500 lakes and ponds or 70,000 miles of rivers and streams across the state this Saturday.  Several events across the state are being hosted on National Hunting and Fishing Day to encourage more people, to participate in outdoor activities, which are celebrated on the 4th Saturday of September each year to promote hunting, fishing, and target shooting.

The Friends of Rogers partnered with National Drive Electric Week to host an Electric Car Show & Flea Market last Saturday, at Rogers Environmental Education Center in Sherburne New York. This festival was held to bring awareness and education about sustainable energy practices available in the area. The show had a total of 18 electric and plug in hybrid cars on site with over 40 rides given and over 125 people in attendance. This is just shy of the Electric car show in Syracuse the previous Sunday where 20 plug-in vehicles were on site. Friends of Rogers hope to make this an annual event.

Lieutenant Governor Kathy Hochul today announced the 6 winning companies of the 76West Clean Energy Competition in Binghamton, which supports growing clean energy businesses to foster economic development. The Pittsburgh-based Optimus Technologies, which manufactures biodiesel fuel systems for diesel trucks that reduce greenhouse gas emissions and fuel costs, was named the $1 million grand prize winner, and will expand its operations to the Southern Tier.    The $500,000 award winner was Radical Plastics, which develops a biodegradable replacement for agricultural plastic mulch,

The Sidney Central School District Observatory will open October 4th from 9:00 to 10:00 PM.  The sessions at the Sidney Observatory are free & open to the public; it is located behind the High School Building.

Governor Cuomo announced that more than $20 million is available for a diesel truck and bus replacement program that will reduce the greenhouse gas emissions and promote investment in cleaner fuel technologies.  A combination of more than $9 million from the state’s $127.7 million portion of the federal Volkswagen settlement and the State DOT’s allocation of $11 million in federal funds will provide new funding for the New York Truck Voucher Incentive Program to permanently remove older, polluting diesel trucks from New York’s roadways and replace them with new, cleaner technology trucks.
